he Plano Economic Development Board (PEDB) continued to
make progress in attracting and retaining corporations in 2006.
Plano was privileged to have several new companies make Plano their
home.
This 2006 Progress Report details information on 32 exciting projects. In
this report, you’ll find information on the eight Reinvestment Zones established in
2006 that represent a combined capital investment of $175 million. In
addition to detailing information on announcements and retention
projects, the 2006 Progress Report also provides an update on five
significant new commercial developments, three new hotels, and
leasing activity at some of Plano’s vibrant retail centers.

Raytheon, a leading defense and aerospace contractor, consolidated several business units and
occupied its 135,000-square-foot facility in the Research/Technology Crossroads at 4101 E. Plano
Parkway. Raytheon relocated its corporate tax, corporate finance and an engineering group from its
Space and Airborne Systems group. Employees were relocated from six states. Raytheon is a leader in
defense, government, electronics, aircraft, space systems, information technology, and technical
services. Headquartered in Waltham, Massachusetts, Raytheon is a $20 billion, Fortune 500 company
with over 80,000 people worldwide. Raytheon currently employs 325 people at its facility on E. Plano
Parkway and anticipates employment to grow up to 500. The project represents $6.8 million in
improvements for real and business personal property. www.raytheon.com
Regal Research and Manufacturing Company, a woman-owned contract manufacturer,
purchased a 193,000-square-foot building at 1200 E. Plano Parkway for its corporate headquarters
and manufacturing operations. Regal Research builds complex systems and offers turnkey fabrication,
integration services, and supply-chain solutions to a wide variety of technology-based industries
including numerous Fortune 500 companies. The privately-held company recently celebrated its 25th
anniversary with 180 employees and plans to expand its employee base in the future.

CipherLab Americas, a manufacturer of electronic identification and data capture equipment,
leased 14,000 square feet in the Research/Technology Crossroads at 2552 Summit Avenue. CipherLab
Americas is one of the fastest growing divisions within the company’s global operations. It offers a
broad range of batch, portable wireless and fixed-data terminals, hand-held scanners, decoders and
scanner engines for the retail, warehouse, and distribution markets. CipherLab is a publicly-held
corporation that is headquartered in Taipei, Taiwan. CipherLab employs 14 people at its North

Custom Game Design (CGD), a software developer for the gaming industry, relocated its
headquarters to 4,000 square feet in the Park Ventura office park at 5055 W. Park Boulevard. CDG
develops casino management systems, video slots, and video card-games. Its video products use
high-end 3D graphics and custom audio to deliver multimedia games. Custom Game Design employs

Dataside, an enterprise data center and managed network services firm, leased a 40,000-squarefoot, tier-III data center at 1500 E. Plano Parkway adjacent to the Research/Technology Crossroads.
Dataside will manage the facility which hosts a Fortune 500 financial service company’s credit card
processing server and its backup data center. Dataside specializes in providing data center space with
power infrastructure, fire suppression, environmental controls, security and redundancy. Dataside
manages data centers in Plano, Dallas, Austin and Las Vegas. They have 40 employees.

Delcom Group, an information technology firm, relocated its corporate office into 25,440 square
feet at 1000 Shiloh Road in the Research/Technology Crossroads. Delcom specializes in IT support for
government, education and healthcare sectors. Founded in 2000, the women-owned company is a
certified Historically Underutilized Business (HUB). It employs 50. www.delcomgroup.com
F1 Interop Solutions, a telecom testing company, relocated into 7,000 square feet at 1947
Avenue K. F1 Interop Solutions helps make voice and network systems compatible. It offers a
complete suite of testing services including interoperability, solutions, conformance, product
compliance/assessments and outsourced testing for telecommunication products. It has 7 employees.

GENBAND™ Inc., a provider of IP multimedia applications, relocated its corporate headquarters
to Plano. The company now occupies 20,000 square feet at 3701 W. Plano Parkway. The company’s
move is part of a broader launch of the business to include a new name and a new set of products
for the wireless space. GENBAND was drawn to Plano largely due to its telecom talent pool. Founded
in 1999, the privately-held company has research and development facilities in Austin, Plano, and
New Delhi, India. GENBAND employs 30 people in Plano. www.genband.com
Highland Homes, a single-family homebuilder, relocated its corporate office into 33,000 square
feet at 5601 Democracy Drive. Highland Homes, founded in 1985, is a family-owned, privately-held
company with projects in Dallas/Fort Worth, Austin, Houston and San Antonio. The largest home
warranty program in the nation awarded Highland Homes for excellence in construction and
customer satisfaction. Highland Homes employs 100 people at its corporate office.

LINE-X Franchise Development Corporation relocated its regional office into 25,000
square feet at 1801 10th Street in the 10th Street Business Park. LINE-X develops specially
formulated polymers used in commercial and defense applications. The Plano office supports clients
directly and through a network of over 550 corporately trained affiliate locations worldwide. The

KingsIsle Entertainment, Inc., an independent video game developer, relocated its corporate
headquarters to 4,000 square feet at 2745 Dallas Parkway. KingsIsle specializes in massive multiplayer
online games (MMOG) that can support thousands of players simultaneously on the Internet. The
company employs nine in Plano and 47 at its studio in Austin. www.kingsisle.com

Krypton Solutions relocated into 8,000 square feet on 2600 Technology Drive in the
Research/Technology Crossroads. The company provides customized, printed-circuit board
assembly. Krypton Solutions is a full service design partner that provides engineering, design,
fabrication, prototyping and testing. In its first year, the company grew from eight to twenty

Media Cart Holdings, Inc., a retail marketing media firm, relocated into 31,000 square feet
at 1004 Avenue N. The company, founded in 2000, developed the MediaCart™ shopping cart
system which uses radio frequency identification (RFID) to enhance the customer experience
while helping retailers tailor offerings, increase sales and build customer loyalty. Media Cart is

Morgan Newton Company, a manufacturer of circuit boards used in aerospace, defense
and telecom products, purchased 7.5 acres in the Research/Technology Crossroads to build a
40,000-square-foot manufacturing plant and headquarters. The company has been in business

TGC Industries, Inc., a provider of seismic-data acquisition services to oil and gas
exploration companies, relocated its corporate office into 7,270 square feet at 101 E. Park
Boulevard. The firm has branch offices in Houston and Oklahoma City. It employs 460

The Mexmil Company, an aerospace company, leased 58,400 square feet in the
Research/Technology Crossroads at 3100 Technology Drive. Mexmil is a supplier of insulation
systems for aircraft. The company has received manufacturing and quality approvals from Airbus
and Boeing and supplies over a million insulation blankets a year. www.mexmil.com
ViewCast Corporation, a provider of audio and video communication products, relocated
its corporate office to 19,000 square feet at 3701 W. Plano Parkway. The company’s products
include video capture cards, video encoders/servers, and enterprise software and systems.

Wiginton Hooker Jeffry, PC-Architects relocated its office into 14,600 square feet at
500 N. Central Expressway. The firm specializes in architecture design and construction
management. Some of its projects include: courthouses, fire and police stations, medical
buildings, schools and universities, municipal buildings, recreational facilities, and churches.

Advanced Neuromodulation Systems® (ANS®), a maker of neuromodulation devices
that treat chronic pain and nervous system disorders, added 30,000 square feet to its corporate
campus at 6901 Preston Road in Legacy business park. Their facility now totals 174,000 square feet.
The expansion represents real and business personal property improvements totaling $5.33 million
and 100 new jobs. In 2005, ANS became a division of St. Jude Medical and employs 700 in Plano.

Atlantic Aviation leased 14,025 square feet at 6504 International Parkway. The company has
been in Plano for seven years and recently expanded its corporate office. Atlantic Aviation provides a
wide variety of services to aviation including: fueling, line, ground transportation, catering, hangar,
and ramp space. It also maintains and operates 42 FBO Business Aviation facilities nationwide. The

Audio Codes Ltd., a provider of voice-over-packet technologies (VoP) and voice network
products, purchased Netrake Corporation and occupied its existing 20,000 square feet at 3000
Technology Drive in the Research/Technology Crossroads. AudioCodes’ voice compression technology
permits the high quality transmission of voice-over-packet networks that use substantially less
network capacity than ones used in traditional telephone networks. Audio Codes’ international
headquarters is in Israel and its North American headquarters is in San Jose, California. It employs 65

Capital One Financial Corporation, a Fortune 500 financial services company, announced
plans to build a large corporate campus on 25 acres in the Legacy business park. The campus will
house employees from Capital One Auto Finance and Capital One NA. In the project’s first phase, two
150,000-square-foot buildings will be completed in early 2008. The total improvements for real and
business personal property will be $50 million. The expansion includes 500 new jobs to Plano and
the retention of an additional 500 jobs transferred from another Plano facility. Recently, the
corporation was named one of the “100 Best Companies to Work For” by FORTUNE Magazine.

Computerized Cutters, Inc. expanded and built a new 20,000-square-foot facility at 2900
Guilder Drive in the Research/Technology Crossroads. Computerized Cutters manufactures channel
letter fabrication machines, routers and metal fastening machines for the sign, wood and plastic
industries. Many familiar retail signs such as The Home Depot, Office Max, Fry’s, Outback Steakhouse
and many others were made by Computerized Cutters machines. The company has been in Plano
since 1994 and employs 12. Its machines are distributed worldwide.

Estech Systems, Inc. (ESI), a designer and manufacturer of business telephone systems, added
18,000 square feet of additional warehouse and quality assurance space to its existing 62,000square-foot headquarters at 3701 E. Plano Parkway. in the Research/Technology Crossroads.
Additionally, ESI will soon complete a renovation of the old quality assurance area to accommodate
the growth of the company’s engineering department. Over the past two years, the engineering staff
has more than doubled. ESI has a network of over 500 trained professional resellers located all over
the U.S. It employs 165 in Plano. www.esi-estech.com.
Gearbox Software, an independent video-game development studio, expanded into 17,250
square feet at 101 E. Park Boulevard. The company has created blockbuster video games for consoles
and personal computers including: Half-life, Halo: Combat Evolved, Counter-Strike, James Bond
and Tony Hawk. With the Brothers in Arms series, Gearbox Software launched its first original
brand, receiving critical acclaim and record sales in 2005. The company also produces computerized
animations for the History Channel. In 2006, it partnered with SEGA and FOX to develop Aliens,
based on the hit movie series. Growing rapidly, Gearbox Software now has over 100 employees in

Goodman Networks, a telecom-equipment services company, leased 21,500 square feet at 6400
International Parkway in the Parkway Business Center. The company, headquartered in Farmers
Branch, designs, installs and supports networks for carriers such as Verizon and for manufacturers
including Ericsson. The company was recognized by both Deloitte and Inc. Magazine as one of the
500 fastest growing technology companies in the nation. The rapid growth is due in part to the
popularity of data-heavy services such as video-on-demand. Goodman Networks plans to grow its
employee base over several stages until it is fully staffed with 80 people.

Luminator Holdings, a division of Mark IV Industries, relocated into 104,000 square feet at 900
Klein Road in the Research/Technology Crossroads. The company has been an innovator in the design
and manufacture of communications and lighting products for almost 70 years. Luminator is the
world’s largest manufacturer of transportation lighting serving the bus, rail, and aerospace sectors.
Chances are if you have traveled on a public bus, passenger train, or commercial aircraft you have
come in contact with a Luminator product. The company employs 190 people in Plano and plans to

Marquis Software Solutions, Inc., a software provider to the financial services industry,
expanded and relocated into 11,500 square feet at 5465 Legacy Drive. The company’s software helps
financial institutions with marketing, client retention, profitability, sales, customer relationship
management and regulatory compliance. Marquis Software Solutions employs 35 people and is

McAfee, Inc., a technology and data security company, acquired five acres adjacent to its
170,000-square-foot headquarters at 5000 Headquarters Drive in the Legacy business park.
McAfee plans to use the land for a future expansion. McAfee, which recorded over $1 billion in
revenue in 2006, employs over 750 people in Plano. Last year, McAfee won the Technology
Gazelle award presented by the Plano Economic Development Board for its growth and

Plano Economic Development Board (PEDB) relocated its office into 2,325 square
feet at 5601 Granite Parkway in the new Granite Park Three building. The PEDB is a non-profit,
501(c)(3) organization that represents the All America City of Plano. When a business seeks to
relocate or expand, the PEDB facilitates the transition. The PEDB identifies, recruits and retains
businesses in Plano. These efforts benefit the community by broadening and diversifying the tax
base and by creating quality employment opportunities for Plano citizens. The Plano Economic

Spirent Communications, a telecom-test company, expanded a branch office into 20,000
square feet at 800 Klein Road. Spirent Communications, headquartered in Rockville, Maryland,
specializes in network diagnostic instruments and software for a variety of telecom technologies,
such as Internet protocol, optical networking, and wireless communications. As new
communication services and applications are introduced in the market, Spirent provides tools for
service management and field testing. Spirent Communications has offices worldwide and

The Pursuant Group, a full-service online fundraising agency, expanded to 18,300 square
feet at 2600 Technology Drive in the Research/Technology Crossroads. The Pursuant Group
specializes in email-based and online fundraising campaigns for non-profit organizations
including: college foundations, national fraternal foundations, and church ministries. The

Asia World Market relocated and expanded to 35,800 square feet at the new Central Legacy
Plaza located at 240 Legacy Drive just east of the North Central Expressway. First opened in1989, the
grocer offers live seafood and fresh organic vegetables and fruits from Asia and the Pacific Rim.
FOX Sports Grill opened a 16,250-square-foot restaurant at 5741 Legacy Drive in The Shops at
Legacy. FOX Sports Grill partnered with B & B Restaurant Ventures to build a new type of dining,
sports and entertainment viewing experience. The casual restaurant serves contemporary American
cuisine featuring a wide range of sporting events in an ultra modern sports bar. FOX Sports Grill has
locations in Arizona, California, Washington, New York, Texas and Georgia. It employs 75 people.

The Home Depot opened its new 140,000-square-foot store in January 2006 at the northeast
corner of Parker and Custer. After overcoming many hurdles including the relocation of 19 small
businesses, the redevelopment project has created a new and dynamic retail opportunity for Plano.
The Home Depot is the world’s largest home improvement retailer and the second largest retailer in
the U.S. with 2005 fiscal sales of over $81 billion. It employs 100 people at the new store.

LA Fitness opened a new 45,000-square-foot fitness center at 6101 Avenue K on the northwest
corner of Spring Creek and Avenue K. The center features cardio and strength equipment, free
weights, aerobics, heated pool and spa, basketball court, racquetball, indoor cycling, personal training
and childcare services. A typical LA Fitness center averages about 1,000 workouts per day. The
company also offers a corporate wellness program. LA Fitness has 160 locations in thirteen states. A
second Plano LA Fitness center is located on the George Bush Turnpike just east of Coit Road.

Linens ’N Things began construction on 27,870 square feet at 2712 North Central Expressway
between Parker Road and Park Boulevard. Linens ’N Things is one of the largest national retailers of
home textiles, housewares and decorative home accessories. It operates over 500 stores in 47 states
and six Canadian provinces. Linens ’N Things corporate office is in Clifton, New Jersey. The new

Mustang Café & Bar opened a 7,000-square-foot restaurant at 6121 W. Park Boulevard at The
Shops of Willow Bend. The Mustang Café & Bar serves continental cuisine with a southwest accent.
It features two private dining rooms, a cigar lounge, and an outside patio. Mustang Café & Bar has
been in business since 1986 and is one of Dallas/Fort Worth’s most popular fine dining experiences.

PGA TOUR Superstore leased 67,400 square feet in the Preston Village Shopping Center on
the southeast corner of SH 121 and Preston Road. A second PGA TOUR Superstore occupying 77,360
square feet is located at 600 Accent Drive on the northeast of the intersection of the George Bush
Turnpike and Central Expressway. The Atlanta-based retailer brings golf course fun indoors by
offering customers hitting bays, swing simulators that analyze a player’s swing, and technology-based
club fittings. The retailer also dedicates 7,500 square feet to Serious Tennis, a store-within-a-store
concept. PGA TOUR Superstores are owned and operated by Golf & Tennis Pro Shop, Inc. and they
are the PGA TOUR’s exclusive partner for off-course/off-airport golf retailing. Current PGA TOUR
Superstore locations include Myrtle Beach, Atlanta, and Plano with additional stores opening soon in
Orlando, Houston, Phoenix, Los Angeles and San Diego. Each store employs approximately 75

Stardust Celebrations leased 19,850 square feet at 6464 W. Plano Parkway. Stardust
Celebrations provides wedding planning services and a large retail selection of apparel and accessories
for brides and their families. The privately-owned company opened its first store in Dallas in 1999
and two in Plano in 2000 and 2006. The new Plano store employs 25 associates.

Syms Corp, a discount clothing retailer leased 40,200 square feet in Collin Creek Crossing located
at 800 W. 15th Street between North Central Expressway and Alma Drive. Syms offers a broad range
of in-season merchandise with recognized designer and name-brand labels at discount prices. The
New Jersey-based retailer operates a chain of 38 apparel stores in 16 states. It employs 25 in Plano.

NYLO Hotels announced plans to break ground on its first hotel in Plano. The new 88,500square-foot, 176-room hotel will be built in the Legacy business park at the northwest corner of
Preston Road and Headquarters Drive. It will
open in late 2007. Atlanta-based NYLO Hotels
cater to guests who seek a more dynamic and
entertaining experience at an affordable rate.
The hotel will feature unique architectural
designs and residential loft-style living to
business travelers who are weary of the same
old business hotel. The NYLO Hotel will feature
a high-energy public space called The Loft,
located just off the lobby, which will include a
24/7 restaurant, bar, library, business center,
wireless Internet, game room and boutique

suburban and secondary markets throughout North America by 2010. They will employ 65

Staybridge Suites began construction on a 75,250-square-foot, 112-room hotel at 301
Silverglen Drive near the intersection of George Bush Turnpike and Coit Road. The hotel will
offer suites with full kitchens, complimentary full breakfast, evening sundowner reception
including hot or cold entrees, and beverage service. Staybridge Suites Hotel will feature a
courtyard with an indoor pool, health and fitness center, and sport court. Separate spacious
meeting spaces will also be available. The chain has over 100 hotels nationwide.

Wilcox Center @190 is a Class-A,
multi-tenant office complex located at
3033 W. George Bush Turnpike, at the
intersection of SH 190 and Independence
Parkway. Developed by GVA Cawley, the
first phase will construct a three-story,
185,000-square-foot building. The
building will meet LEED-certification
requirements. Approximately 20% of the
building will be made using recycled

designated parking for fuel-efficient vehicles, drought-resistant landscaping and energy-efficient
mechanical systems. The second phase of the development will construct another multi-tenant office

lofts, urban apartments and town homes are close by. Construction of One Legacy Circle is

Stream Ready-to-Fit Data Center, a Tier IV data center, is being developed by Stream
Realty. It will be built on 20 acres located at 6653 Pinecrest Drive between Tennyson Parkway
and Spring Creek Parkway in the Legacy business park. The data center could range from
150,000 square feet to 350,000 square feet. Its nine-inch thick concrete walls are designed to
withstand 175 mph winds. It will have Dual 10 mw feeds and six fiber optic service providers
available for extra redundancy. The scheduled completion date is June 2007.

The Campus at Legacy is a 1.2 million-square-foot office redevelopment project located in
the Legacy business park. The campus, redeveloped by Koll Development Corporation, features
three 400,000-square-foot buildings on a large 107-acre site. Each building has its own cafeteria
