8. Proficiency scale descriptions for Reading and writing in Dzongkha (adapted from

While mean scores provide a comparison of student performance on a numerical level,
proficiency levels provide a description of the knowledge and skills that students are
typically capable of displaying. This produces a picture of the distribution of student
performance within a country (or other groups of students) across the various proficiency
levels. The continuums of increasing Reading and Writing Literacy along with the
summary descriptions of the kinds of language competencies associated with the different
levels of proficiency are shown in the table given below:

Students at this level have excellent use of language and
expressions. They can respond to all items appropriately using
broad, well-developed thinking and reasoning skills. They can
communicate their interpretations and reasoning with good
justifications. They use a range of vocabulary.

Students at this level have good use of language and
expressions with some minor grammatical errors. They can
extract relevant information from a single source and make use
of a single representational mode; employ basic procedures and
make literal interpretations of the results. They can respond to
items using critical thinking skills.

Students at this level have fairly good use of language and
expressions with minor grammatical errors. They can interpret
situations that require no more than direct inference.

Students at this level can answer questions involving familiar
contexts where all relevant information is present and the
questions are clearly defined. Their language and expressions is
fairly good.

Students at this level have poor expression. They have problems
with spelling and punctuation. They have limited choice of
words and it’s filled with grammatical errors.
