Part – A: - The plan of action Chalked out by the IQAC in the beginning of the year towards
quality enhancement and the outcome achieved by the end of the year.
Pramathesh Barua College also known as P.B. College , Gauripur was setup in 1964 after the
name of illustrious son & multifaceted genius of Indian cinema Late Rajkumar Pramathesh Chandra
Barua to provide higher educational opportunities to all categories of students of the society specially
the westernmost part of Assam. It is a rural based Institution and the socio economic condition of the
inhabitants of the district is weak.
From geographical perspective, the district in which it is situated is one of the most backward
districts of Assam adjoining international border of Bangladesh.
The Institution was taken over by the Government under deficit grants-in-aid in 1969 with Arts
stream and was recognized by the UGC Act. On 22nd Oct, 1969. Afterwards, Commerce Stream was
introduced from 1979 considering its need and importance and also for demand for local farsighted
people and then came under deficit grants-in-aid system in 1988.
In order to make the institution a centre of higher academic excellence, the authority of the
college formed an active I.Q.A.C. which has been acting as the nodal agency for quality assurance,
quality enhancement and quality sustenance in the institution.
In addition to the ongoing Arts and commerce Streams, the authority of the college initiated
some new academic programmes and also plans to propose some more diploma courses from the
current academic session considering the present changing scenario specially in the academic fields.
To keep pace with the changing situation the IQAC plans to chalk out the following plans of
action for the year 2006-07 in order to provide increased and equitable access to higher education.
1.
The IQAC feels the need of an auditorium in the institution for various purposes. Accordingly
it plans to approach the local MP for financial assistance for the construction of an auditorium in the
institution.
2.
In order to provide higher education to all categories of students including weak socio-
economic background the authority of the college proposes to start PG correspondence courses in all
the subjects of Arts and Commerce stream and some diploma and career oriented courses from the
current year. In this regard, the authority plans to approach the concerned authorities.
3.
In pursuance of the suggestion of PEER TEAM NAAC, the authority of our college plans to
start a film study centre in the name of Promathesh Chandra Barua, in our institution.

As a step towards opening of “BR Ambedkar study Centre” in our college the authority plans
to send a proposal to UGC for financial grants for starting the centre to disseminate the ideology of
Dr. D.R. Ambedkar along with other social thinkers like Mahatma Gandhi, Jawaharlal Nehru, Sarder
Patel etc.

In order to encourage the students to lead a discipline life motivated by desires to serve the
society and the country as a whole and to imbibe in them a sense of esprite-de-corps, the college plans
to revive the discontinued NCC unit of our college.

Research being an integral part of academic activities of faculty members, the IQAC plans to
encourage the faculty members to initiate research works in their respective fields such as MRP,
M.Phil and Ph. D.
7.
The IQAC also plans to computerize the accounts and general administrative sections of the
college to speed up data processing and help the employees in maintaining official records in a
systematic way.
8.
The central library of our college with 16070 numbers of books has been proposed to be
modernized. In this connection the IQAC plans to approach INFLIBNET authorities for sanctioning a
‘soul’ for the purpose.
9.
The college also plans to develop our existing Book Bank for the students of weak socio-
economic background by purchasing more books.
10.
The authority also plans to send a proposal to the Ministry of culture Govt. of India for
financial grants for the preservation of rare books donated by the Gauripur Royal Family.
11.
In pursuance of the plans of the IQAC the authority of our college proposes to send a proposal
to UGC for grants to organize National seminar and workshop in the next year.
12.
The Authority of the College plans to apply to the UGC for introducing remedial coaching
classes for the minority and SC/ST students of weak economic background
Outcome Achieved: - An account of the progress that the Institution has achieved during 2006-07 of
the plans, made at the beginning of the year is being presented in the following paragraphs1.
In pursuance of our proposal the local MP approved an auditorium from his MPLAD fund
which is now under construction.

As per the proposal sent for correspondence and other diploma courses, the GU accorded its
permission to start correspondence courses in all the subjects of Arts and commerce streams and
diploma courses like PG-diploma in computer Application, diploma in sales and Marketing Mgt,
diploma in finance services, diploma in insurance aid risk Mgt. diploma in HRD and diploma in
journalism and Mass communication.

In order to start the proposed film study centre in the name of Pramathesh Chandra Barua, a
proposal has been sent to UGC for its necessary sanction of grants. Syllabus for the purpose has been
prepared and sent to GU for its approval.
4.
In regards to opening up of B.R. Ambedkar study centre in our college an interview was faced
in UGC office and finally the UGC was pleased to accord its necessary permission to start the study
centre in our college. P.B. College is the only institution in North-East Region having the Ambedkar
study centre. Apart from this, the necessary syllabus for the purpose has been approved by the
prestigious GU.

The proposal for revival of the discontinued NCC unit of our college has been accepted and
allowed to continue by the 7th Assam BN .NCC unit, Dhubri. Now the unit has been participating in
different social activities and training camps successfully.

It is also a matter of pride that about 17 faculty members have been pursuing research activities
as a step of their career advancement as an integral part of academic activities.

7.
As a step towards computerization of accounts and general sections of our college office
necessary efforts are being made for infrastructural development to speed up data possessing and
maintaining of official records in a systematic way.
8.
In order to introduce internet facility in the central library, the authority has already
approached the INFLIBNET authorities for a SOUL for the purpose. Efforts are going on in this
direction.
9.
The existing Book Bank facility for the students with socio-economic background be
developed. Efforts are going on to purchase books for the bank.
10.
For preservation of rare books of our central library, donated by the Gauripur Royal Family,
proposal has been sent to the Ministry of culture Govt. of India for sanctioning necessary grants. The
Director of Archives of Assam and Ministry of Culture New Delhi sanctioned an amount of Rs.52,
500/- for the purpose.

In response to our proposal for grants UGC sanctioned and released an amount of Rs. 63000/-
for organizing a National Seminar in the college.
12.
A sizeable number of students belonging to minority and SC/ST community who are
economically weak study in our institution. The authority of the college approached UGC for remedial
coaching classes for minority and SC/ST students. Accordingly, UGC accorded its permission for
remedial coaching classes for minority community students and released an amount of Rs. 7.25 lacs to
purchase different equipments and remuneration for the teachers for taking classes.

PART – B
1.
Activities reflecting the goals and objectives of this institution :P.B. College is situated in the district of Dhubri inhabited mostly by poor toiling farmers
with low literacy rate and poor human recourse development. It is one of the most backward districts
of Assam adjoining international Border of Bangladesh.
The institution was established with the objectives to provide higher education with a view to
stimulate academic and environment for promoting quality teaching learning and research activities
for exploring uplift of the society and also lives of the people in the locality and also had the objective
of fostering competitive mind at all possible levels among the students.
Apart from these, the Institution has the objective to introduce some career oriented and
Diploma Courses to motivate the students to display interest in future aspirations with a spirit of
professionalism. The Institution also had the objective of uplifting of rural economic life in order to
materialize the cherished ideal-Service to man is Service to God. With this end in view, the extension
Service cell and NSS unit organized various socially desirable programmes such as Blood Group
Testing Camp, Disaster Management Camp, and AIDS awareness programme in different places.
Keeping in view this objective the institution has the pride of producing an endless list of
bureaucrats academicians of various rank and file, social activists and so on.
Mentioned that numbers of faculty members have been pursuing research activities in their
respective fields.
In pursuance of its objective the institution has been able to introduce some correspondence
courses and also Post Graduate diploma courses for the benefit of the students.
The extension service cell and the NSS unit have organised various medical camps. AIDS
awareness programme, repairs of roads and school building etc. as a part of social responsibility.
The cell for environment studies undertook a field work tour to Gourang Florican Garden with
the students of TDC Arts and Commerce classes to make them aware of environmental hazards due to
deforestation and other environmental pollution.
Along with the practices of sustaining and enhancing innovative and healthy practices to create
still more congenial academic atmosphere for study, it is dire need to equip the student and the faculty
with whatever is the latest and the best in the world of knowledge specially after the countless
challenges emerging in the fast changing world to materialize the objectives of the institution and the
dream of the students.

New academic programmes initiated (UG & PG) :The institution has initiated some new academic programmes at U.G. and P.G. levels. In
addition to the ongoing courses like English, Assamese, Bengali, Economics, History, Political
Science, Philosophy, Commerce, Hindi, Bodo, Arabic and Sanskrit, some new PG correspondence
courses almost in all the subjects of Arts and Commerce streams have been introduced. Apart from

these, some PG diploma courses in HRD Sales and Marketing Management, Journalism and Mass
Communication, Insurance and Risk Management, Computer Application, Bank and Finance services
etc. have been introduced in the college.
In addition to the above courses efforts are going on to introduce career oriented courses in IT
and tourism and travel Management and some vocational courses in our institution.
In response to the application made by the college authority the UGC is pleased to accord
permission to start remedial coaching classes for minority students and sanctioned and amount of Rs.
7. 25 lacs for purchasing equipments and teaching materials.

Innovation in curricular design and transaction : The affiliated college is not allowed any role to play in regard with curricular design and
transaction by the academic rules and regulations of the G.U. since the University considers it purely a
matter of its own academic council. So P.B. College has no role to play in curricular design and
transaction.
4.
Inter disciplinary programme started :- B.R. Ambedkar Study Centre approved by U.G.C.
and the necessary syllabus for the same has been prepared and approved by the prestigious Gauhati
University.
5.
Examination reform Implemented :None of the affiliated colleges has any active role to play in the examination procedures and
reforms as all the examination procedures are maintained by the office of the Controller of
examinations, G.U.
6.
Candidates qualified NET/SLET/GATT :- Some faculty members have appeared in
NET/SLET to qualify themselves and the results for the same have been awaited for.
7.
Total number of seminar / workshops conducted: - In accordance of our proposal U.G.C.
sanctioned a grant of Rs. 63,000/- for holding National seminar on “Development of Rural Colleges”
which is going to be held shortly.
8.
Research Project :- In pursuance of the teacher’s contribution to the field of research work 17
Nos. of teachers of P.B.College, Gauripur have been engaged in M.Phil. courses individually through
corresponding courses and Ph.D. and Minor research project sponsored by UGC. The faculty members
doing M.Phil courses are -- three from English Department, two from Economics, three from
Philosophy, one from Political Science, three from Commerce, One from Hindi Department and one
librarian of the college. At the same time two faculty members namely Mrs. Gita Sarkar, and Mr.
Akhtarul Islam both from the department of Assamese have been pursuing their Ph.D. course in
Gauhati University under UGC guidelines. Apart from these one faculty member Mr. D.C. Barman
lecturer, department of Assamese, has been doing Minor research project sponsored by U.G.C. under
the title “Rajbangshi community and their language”

Research grants received from various Agencies :- Seventeen faculty members have been
pursuing Ph.D, M. Phil and MRP either UGC sponsored or individually. One faculty member who has
been pursuing MRP received a grant of Rs. 1 lac from UGC for the purpose. The other two faculty
members of the department of Assamese who are involved in Ph.D research works have been awaiting
for grants from UGC and all other fourteen faculty members are doing M.Phil individually under
Madhurai Kamraj University.

Seventeen faculty members from both the streams are involve in Ph.D. and M. Phil courses in
the different areas of their subjects of interest in the various Indian Universities for their career

The faculty members of our institution inflict a positive impact on the students, administration
colleagues and the society. They ad here to a responsible pattern of conduct and seek to make
professional growth continuously through study and research. They also express free and frank
opinion by participation at professional meetings, seminars etc. towards the contribution of knowledge
Our faculty members are very sincere, regular and punctual in their duties. They perform their duties
in the form of teaching, tutorial and remedial classes with dedication. At the same time. they cooperate and assist in carrying out functions relating to advising and counseling students, conduct of
examinations, supervision, invigilation and evaluation.

Apart from these, teachers also encourage students to improve their attainments, develop their
personalities and at the same time contribute to community welfare. Inculcate many students a
scientific outlook and respect for physical labour and patriotism position and peace.
The teachers are friendly with each other and render assistance for professional betterment.
They also co-operate with the authorities by accepting various offices for the betterment of the
institution and in conformity with the dignity of the profession. They also treat the non-teaching staff
as colleagues and equal partners.
The faculty members and the guardians also meet from time to time and exchange their main
views in regards to the performance, regularity, attendance and progress of the students.
Our faculty members are in no way lacking behind in rendering social responsibilities. The
extension services cell organised various medical camps and AIDS awareness programmes in different
remote rural areas. The NSS unit of our college also taking part and organizing socially desirable
programmes from time to time.
The teachers, in addition to their class room duties, perform various duties, responsibilities
inside and outside the institution in conformity with the dignity of their professions.

Honour/awards to the faculty :-
Mrs. Gita Sarkar, Sr. Lecturer in Assamese was awarded
the third prize in manuscript writing competition organized by Assam Kobi (Poet) Sanmillani.
15.
Internal resource Generated :- The college authority generates internal resources from
various sources such as students admission fees, additional fees for forth subject, faculty development
fees and also misc. Fees to meet contingency requirements. It also generates resources from self
financing courses like P.G. Correspondence courses, P.G.D.C.A., etc.

Details of deptt. Getting SAP,COSIST,/DST, FIST etc assistance/ recognition :- Nil

Community Services :- The extension service cell and the NSS unit of the college jointly
organised an AIDS awareness programme to make aware the masses about the deadly disease AIDS
and how it is spreading among the people. In this connection a procession is taken out throughout
Gauripur Town with the teacher and students in conformity with world AIDS day.
Apart from this the extension service cell of the college organised an Eye check up and cataract
detection camp on the 18th Nov/06 at Nalia in collaboration with joint director of health services,
Dhubri.
18.
Teacher and officer newly recruited :- The college authority recruited three lecturers one of
them was on temporary basis in the department of Bengali and the other in the department of political
science against sanctioned post and the third one was appointed as a part time lecturer in the
department of education during 2006. One non-teaching staff was also employed on temporary basis
as office assistant to operate computer.

Improvement in the library service :- Considering library as a trinity of books readers and
staff it improved its services in terms of collection users and manpower. Further a large number of text
books and reference books for all the department has been purchased to cater to the growing needs of
the students and teachers. It also subscribed four new journals of different subjects in addition to the
other existing journals.
The central library has been computerized for prompt issue/return and searching of books,
Besides, the authority has communicated with the UGC INFLLBNET for its connectivity.
Moreover, an Asstt. Librarian has been appointed to the library staff.
Worth while to mention that the librarian attended several seminar/ workshops and refresher
courses and a five days training course in Record management conservation & Microfilming
Digitization from 18-04-06 to 22-09-06 in Guwahati under archives of National archives of India,
New Delhi in collaboration with Director of archives, Assam.

Annexure-V
New books / journals subscribed and their value :- As per the requirement of heads of the
departments the college authority purchased in total 144 nos of text books in this current session. The
total cost of the books were Rs. 26035/-. The central library also subscribed Indian journal of
commerce and economic challenger which cost Rs.1999/22.

Courses in which students assessment of teachers is introduced and the action taken on
students feedback :- The college does not follow any specific course for the students assessment of
teachers, Assessment of teachers are done through a process of questionnaires wherein the students are
to give their response over the performance of the teachers. The feedback of the students are discussed
in the academic council of the college so as to improve their shortfall, if any of teaching-learning
process.

Computerization of administration and the process of admissions and examination result
issue of certificates :- As a step towards quality enhancement the college authority took step to
computerise both accounts and general sections of the college office and necessary efforts have been
made for infrastructural development and also decided to take all possible measures to bring admission
process declaration of results and issue of certificates under computerized system as soon as possible.

Increase in infrastructural facilities :- In pursuance of the application made by the college
authority the local MP approved an auditorium from his MPLAD fund for its construction in the
college. The construction of the same is in progress which is likely to be completed by 2007.

Technology up gradation :- The following are the technologies available in the college –
1. One UGC sponsored Recourses Network Centre with internet facility.

2. Two sets of generators.
3. Three sets of computers in the central library and office and seven computers in U.G.C.
4. Two sets of Xerox machines.

Computer and internet access and training to teacher and students :- The world has
undergone a profound change due to technological development with a connection of computer to
computer making an unbroken chain around the world and its extensive use in every walk of life,
knowledge of computer and internet access specially during knowledge era is essential. The teachers
and students are supposed to search in for information or knowledge on the internet as because
valuable information as well as photocopy of the best books available in the libraries of different
institutions can be collected.
Under such circumstances, the teachers and students need to be familiar with the systems and
the vast knowledge this electronic media provides. The teachers and students are made familiar
through training to make them aware of the ways; they can access to and use this media through our
UGC Sponsored Resource Network Centre.

Financial aid to students :- The students are provided financial assistance in the form of
Fullfreeship, Halffreeship, aids to poor students from poor fund and scholarship from state and central
Govt. Under 1st category, One student out of three brothers / sisters is allowed fullfreeship in one
academic session. Under 2nd, category one student out of two brothers / sisters is granted half of the
tuition fee in one academic year. Under 3rd category, the poor students are provided a lump-sump
financial assistance from the poor students fund after proper verification of their economic condition.
Financial assistance is also provided to the students of SC/ST, OBC, MOBC, children of bidi
workers from welfare fund of the central and the state Govt. in the form of scholarship. Besides, merit
scholarship, merit-cum-means and National scholarship are also provided to the general category of
students.

Activities and support from the Alumni Association :- The students who join the institution
and go out after the completion of the time bound degree/diploma they become and continue to
become ex-student for the concerned institution. On the other hand, they occupy different positions
and designations in the society. They are associated with various key economic activities and
contributing towards the nations economic development and growth and hence they are enriched with
rich experience and expertise in the field of economic importance considering this background their
association and guidance is essential for the present learner in various fields.

Accordingly, the alumni association of our college is providing guidance and suggestions to
the administration, teachers and the present learners in various aspects such as teaching-learning
process, improvement of academic atmosphere, participation in different Co-curriculum activities etc.
They are associating with various aspects of the institution as a friend, philosopher and guide.

Activities and support from the Parent-teacher association :- parent teacher association is
a common platform whereby the parents of the students as well as teaching faculty come together and
provides an opportunity for them to interact with each other and come to know about the performance
and progress of the students.
Accordingly, the parent-teacher association of the college keeps a vigilance eye on the overall
performance of the students. Moreover, the parents can know their son’s/daughter’s performance in
studies, attendance, regularity and others.
The members of the association exchange their views, opinions, teaching hopes and
expectations periodically and take necessary remedial measures for all round improvement of the
academic atmosphere of the college.

Health Services :- The college has no permanent unit of health services of its own but the
Gauripur CHC situated at a walkablke distance has been providing medical services to the college
community as and when required. We have already appealed to the Joint Director ,Health services,
Dhubri for a permanent medical unit in the college for our college community. Reply from the
concerned authority in this regard has been awaited.

Performance in sports activities :- Games & Sport is an activity that college authority
motivates the learners to take part in various sports activities so as to develop in them qualities like –
competitive spirit, Team Work, enjoyment good health and so on. The authority of the college makes
continuous efforts in embodying these in learners through their participation in inter class tournament
organized at annual college weak, local bodies or clubs etc. to excel there sports zeal and enthusiasms.

Incentives to outstanding sports persons :- The students who can show their proficiencies in
games and sports are awarded prizes, medals and certificates at the last day of the annual college week
held in every year with a view to encourage and inspire sports spirit and zeal among the students.

Students achievement and awards :- The college authority always encourage the students to
participate in the youth festivals organised by Gauhati University and other local authorities During
this current session, 2006, a contingent of students both boys and girls led by teachers were sent to
Kokrajhar Campus of Gauhati University to participate in the inter college youth festival organised by
Gauhati University Miss Chandana Roy, a students of TDC (Arts) won 2nd prize in / folk song
competition.

Activities of guidance and counseling unit :- Proper counseling is essential in shaping the
future career of the students. Since, the candidates are not aware about the courses and the quality of
the institutions, prior counseling is much important before going for a this professional courses.
Considering these problems a career guidance and counseling unit was formed in our college.
In this connection, in formations are collected from multiple career choices News papers and from
other sources which are disseminated among the students. Sometimes, meetings are also arranged to
make the collected informations available to the aspirants. To disseminate informations notices are
also displayed from time to time for information for proper selection of the institutes and courses
beforehand.

Placement Services provided to students :- The career guidance and counseling unit has
been entrusted with the placement services to the students through campus selection. Till now, it has
not been possible but efforts are going on. The cell now provides information to the students for
various job opportunities in different sectors on the basis of informations collected from different sources.
The students are also helped in the form of suggestion for entrepreneurship development for selfemployment.

Development programmes for non-teaching staff :- The non-teaching staff of the college are
encouraged to make efforts for the maintenance of accounts and other official records in a systematic way
through computers. For this purpose. Computer training session is held for them through our computer
Network Centre.

Healthy practices :- There is a well laid out mechanism or procedures for internal quality checks.
The academic council of the college monitors and evaluates the academic performance of different
departments and takes remedial measures if necessary. The departments hold the unit tests in accordance
with the academic calendar to evaluate the performance of the students. Moreover, the students participate
in various games and sports as well as cultural programmes held in the annual college week.
The students are also imparted computer training through our UGC sponsored resource Network
Centre. Apart from this, the self financing post graduate correspondence courses and other post graduate
diploma courses are running smoothly.
Besides, the computerized central library, safe drinking water and sanitation facilities are available
for the college community.
In addition to the regular academic programmes some Self-Financing courses like P.G.
Correspondence and Diploma Courses as well as Hindi, Bodo, Sanskrit, Arabic are also going in the
institution.
The NSS and NCC units organized various programmes and instill moral sense and civic
responsibilities as well as through their involvement in community services.
The extension services cell of our institution lacks in no way to involve in social services. It
organizes various medical camps in interior rural areas.

In order to promote communication skills debate, extempore speech, quiz class room seminars,
interactions between teachers and students are held.
The career guidance and counseling unit, alumni association and the parent-teacher association
make their best possible efforts to enhance the quality of the institution.
Over and above, the IQAC acts as the nodal agency of the institution in regards to overall quality
enhancement and sustenance.

Any other relevant information the institution wishes to add :- The NCC unit of our college
was revived with a view to imbibe in the minds of the students some traits like good character, tolerance,
leadership, discipline , sacrifices, serving others etc. After its revival it took part in different trainings and
could prove their proficiency. A contingent of 21 cadets were sent from our college to participate in the
Annual training camp organized by the 7th Assam BN. NCC unit, Dhubri at Ratnapith College, Chapar
from 16th Nov/06 to 27th Nov/06 with a view to afresh institutional training and develop esprit-de-corps /
leadership quality among them and one of our cadets was awarded for best parade.
Further, another combined annual training camp was held at Kokrajhar College, Kokrajhar from
4th Feb/07 to 15th Feb/07 for 12 days and 17 cadets participated in the camp from our college.
It is a matter of pride to mention that maximum number of cadets were sent from our College to
participate in the republic day Parade held at reserve police lines, Dhubri.
Apart from these every now and then our cadets have been involved in social activities for the
welfare of the society.

PART-C: Detail of the plans of the institution for the next year1.
In pursuance of the suggestions given by IQAC the college authority plans to introduce Vocational
and some local need based self-financing courses like Peeth Culture and Terracotta Courses to induce the
students to start their careers as small entrepreneurs. Further it has a plan to introduce some more
vocational courses like mobile phone repairing course, video recording and editing etc. in the next year.

In addition to the ongoing remedial courses for the Minority Community students the college
authority again plans to approach UGC to expedite the process of sanctioning grants for starting remedial
courses for SC/ST students from the current academic session.
3.
As a step towards strengthening sportsman spirit among the students, the college authority makes a
plan to approach SAI for sanctioning grants to purchase non-consumable items of Games and Sports.
4.
In addition to our proposal sent to the INFLIBNET for a soul the college authority has made a plan
to introduce Internet facility in our Central Library for its connectivity with other institutions through
DELNET.

The College also feels the need to approach UGC for grants for constructing a Gymnasium Hall in
the college.

Pramathesh Barua College popularly known as P.B. College, Gauripur was established on 29th
November 1964 in the name of Late Rajkumar Pramathesh Chandra Barua, Doyen and Legend of
Indian Cinema, with a hope to fulfil aspirations of masses in the undivided Goalpara District in
particular (Now divided into four districts) and Lower Assam in General. The college was taken over
by the Government under Deficit Grants in Aid in 1969 and was recognized by the UGC under 2(f)
and 12(b) of the UGC Act on 22nd October 1969.
It encompasses the most backward and western most part of Assam sharing International
Border of Bangladesh and located on the Northern Bank of mighty river Brahmaputra. Economically,
the district lacks in many ways to enrich the lives of toiling masses. Though the area is manifested in
poor socio-economic conditions, it is rich in its folk cultural heritage late Pratima Barua Pandey, the
melody queen of folk songs of the district was awarded “Padmo Shree” for her unique Goalparia
Folk Songs.

Goals and objectives of the Institution:
The then undivided Goaplpara District now divided in to – Dhubri, Goalpara, Bongaigaon and
Kokrajhar District, was a vast area inhabited mostly poor rural farmers whose literacy rate and socioeconomic condition were very deplorable. B.N. College, Dhubri was the only institution for Higher
Education in the then Goalpara District that could not cater to the growing needs of the time. So, the
higher education was a daydream for the people living in the vast area of the district. Thus, with the
aim of imparting higher education to the potential aspirants a host of conscious and prophetic eyed
citizens and also education loving personalities established this institution in 1964 and named after the
Doyen of Indian Cinema Late Rajkumar Pramathesh Chandra Barua which gradually evolving a rich
synthesis of all the different cultures and customs and traditions ultimately becoming a great centre of
academic excellence. It had the objective of imparting knowledge with a view to stimulate academic
environment for promoting of quality teaching-learning centre activities for exploring uplift of the
society and also the lives of the people in the vicinity and to foster competitiveness at the national and
international level.

The institution has feeder area covering mostly poor rural farmers and about 40% of students
come from SC/ST and other backward classes. Considering this, the authority of the college has sent
proposals to UGC for starting remedial courses for the students of economically weak background and
UGC approved and sanctioned remedial coaching classes for minority community students
The college has a glorious history of producing endless successful citizens such as IAS and
ACS bureaucrats, academicians, lawyers, social activists, Govt. employees of various rank and file and
so on who are the pride of this unique institution of the district.
In a competitive global arena quality of higher education has become a need of the time. And
hence, the institution has been pursuing some programmes to ensure the quality of higher education.
The college authority has sent proposals to UGC for starting PG, Diploma in Computer Application
and PG correspondence courses in Arts and Commerce. Besides, proposals for introduction of careeroriented courses like advance diploma in IT and Tourism and Travel Management have been sent to
UGC.
In order to construct an auditorium a proposal with plan estimate has been submitted to the
local M.P. to sanction an amount for the purpose for his MPLAD FUND. He sanctioned the
auditorium which is now under construction.
Considering the irregular power supply a new generator has been installed to ensure regular
power supply to run the computer network centre, office work, classes, examinations etc. without
interruption.
Our efforts will be relentless to scale the height of excellence in pursuing quality teaching,
learning and research work. The five years perspective plan prepared for the institution will definitely
define the pathways for destination. Further, we are committed to full fill the suggestion of Peer Team,
NAAC in a phased manner.
