I.
Introduction
Pursuant to California Public Utilities Commission (Commission) Decision (D.)
15-07-001, the Investor-Owned Utilities (IOUs) must provide the Commission and
interested parties with regular updates on the progress of efforts to help customers
understand time-of-use (TOU) rates and other impacts of the rate reforms adopted in
the Decision. These updates, contained in this Second Quarterly Progress on
Residential Rate Reform (PRRR), are required to be submitted quarterly. The IOUs
jointly filed their First Quarterly PRRR report on November 2, 2015. This Second
Quarterly PRRR Report is specific to Southern California Edison Company (SCE). Per
the Decision, primary topics covered in the PRRR include “outreach strategies, metrics,
pilot design and results, opt-in TOU results, budgets, and updates on other proceedings
that will impact residential TOU rate design.” On December 17, 2015, the Commission
issued an Assigned Commissioner and Administrative Law Judge’s Ruling requiring the
IOUs to prepare a Comprehensive Marketing, Education and Outreach (ME&O),
Metrics, Goals and Strategies plan for Residential Rate Reform. The IOUs were
directed to report on this progress toward meeting these goals/targets in their quarterly
PRRR and at the bi-annual Residential Electric Rate Summit as directed in D.15-07001.
II.
Marketing, Education & Outreach (ME&O) Updates
On December 17, 2015, under delegated authority granted by California Public
Utilities Decision 15-07-001 (D.15-07-001), Ordering Paragraph 19, dated July 3, 2015,
a ruling was issued by the CPUC directing Pacific Gas and Electric Company (PG&E),
San Diego Gas & Electric Company (SDG&E), and SCE to prepare comprehensive
marketing, education and outreach, metrics, goals and strategies for Residential Rate
Reform. To assist with these efforts, the ruling directed the IOUs to work with the
Marketing, Education and Outreach (ME&O) Working Group (ME&O Working Group)
formed by D. 15-07-001 to hire a consultant to advise the ME&O Working Group. The
ruling also directed the IOUs to file a Tier 3 advice letter by September 1, 2016 that
includes a utility-specific ME&O Plan to meet these goals.

A list of 23 metrics agreed to by the working group with further input from ORA
are listed in the next section and will be utilized to conduct a baseline study as
anticipated in the November 2015 report. These metrics and baseline study results will
be used to help inform the soon-to-be-on-boarded ME&O consultant and the final
metrics for reporting in the September 2016 report.
To assist with the development of these plans and metrics, the December 17,
2015 ruling directed the IOUs to work with Energy Division and the ME&O Working
Group to select a consultant to work with the Working Group and deliver to the Working
Group a final report no later than June 30, 2016 on the following:

Appropriate ME&O metrics and goals/targets for those metrics to be
demonstrated at quarterly intervals, ending with Q4 2019.
An omnibus ME&O strategic action plan for each IOU that lays out in detail how
each IOU will achieve those goals/targets, including:
o Specific timelines for rate reform-related ME&O activities;
o Budgets for such activities;
o Descriptions of ME&O tailored to certain customer groups/segments; and
o Research design and survey questions to evaluate the metrics.
Coordination between the IOUs’ ME&O activities, the statewide ME&O program
(Energy Upgrade California), including how messaging content, campaigns, and
communication plans will be aligned.
The IOUs along with the Working Group have issued a Statement of Work and
have initiated the bidding process for a Request for Proposal to assist with the selection
of a Consultant to assist with fulfilling the requirements requested by the Commission.
The Working Group anticipates selecting a consultant by February 26, 2016.

III.
Metrics
As of January 27, 2016, SCE has agreed on the following metrics with ORA,
which build upon the metrics previously agreed upon by the working group. Per the
December Ruling, metrics will be confirmed and finalized once the consultant has been
jointly agreed upon and on-boarded. Baseline statistics for metrics nine and ten related
to arrearage and disconnect will be drawn from quarterly reports provided through the
Disconnect OIR Quarterly Report (R.10-02-005). These statistics will be tracked on a
quarterly basis going forward and will be subject to further review if customer
arrearages or disconnects exceed historical averages. Through a review, the working
group can attempt to determine the root cause of increased arrearages or disconnects.
If it is determined that the arrearages or disconnects are possibly related to rate reform,
the working group can determine steps to mitigate these adverse customer impacts
going forward. Metric number 20 was refined to track the number of unique visitors
visiting IOU online bill comparison tools.

IV.
Update on Online Bill Comparison Tool (SCE)
SCE is currently developing an online bill comparison tool for residential

customers and is on track to deliver this capability by June 30, 2016. SCE plans to use
customers’ actual interval data to produce month-by month and annual bill projections
under different tariff options. For customers currently on a tiered rate plan, the results of
the analysis would include cost comparisons for optional TOU rate plans. And for those
customers already enrolled on a TOU rate plan, the analysis would focus on providing
comparisons to the tiered rate plan and other TOU rate plan options. This comparative
analysis would be dynamic, and routinely updated.
V.
Update on Rate Changes and Coordination with Other Proceedings
Impacting Residential Time-of-Use Rate Design
SCE filed Advice Letter 3319-E with the Commission on December 23, 2015,
effective January 1, 2016, which impacted the residential class with an increase from
17.0 to 17.1 cents per kWh.
Although the next rate change associated with D.15-07-001 was scheduled to

occur between March and May of 2016, as approved in the glide path Advice Letter,
SCE intends to request a slight extension of time to comply with the Decision, allowing
for the rate change to be made on June 1, 2016, coincident with summer rate changes
and anticipated changes resulting from SCE’s pending General Rate Case (GRC)

Phase 2 (A.14-06-014).
SCE plans to use both broad-based marketing channels as well as targeted
channels to ensure that its customers—particularly those most impacted—are aware of
SCE’s 2016 rate changes, rate options and conservation tips. Central to SCE’s ME&O
strategy will continue to be website material that provides specific, transparent, easy-tounderstand information on available rate options. The website will also include
customer-specific rate plan comparisons (beginning in June), links to other relevant

SCE had anticipated making its 2016 rate changes on March 1 in relation to adjustments to

programs and services, responses to frequently asked questions (FAQs), and visual
education tools, such as explanatory videos. All ME&O channels will direct customers to
this website. SCE is planning proactive outreach to news/earned media as well as
leveraging paid media to better educate customers about rate changes and their
options, also directing customers to SCE’s central website. Paid media may include
targeted, digital ads as well as ethnic media.
In anticipation of the upcoming changes, integrated rate change awareness
language has been incorporated where possible within ongoing marketing pieces, such
as the Welcome communication sent to all new and transfer customers, informing
customers of available rate options and related solutions. Customers deemed to be
most impacted by the rate changes will be targeted to receive direct mail or email in
May prior to the June implementation of the new rates, proactively informing them
specifically of the rate transitions, advertising specific programs available to help
mitigate high bill impacts, and directing customers to SCE’s rate change website for
additional information. SCE will also provide customers with updated rate information in
their final or second-to-last bill following the California Climate Credit distribution in April,
in advance of implementing the new rates, and will provide a high-level summary of rate
changes and a link to SCE’s designated rate change website. Additionally, SCE’s Call
Center will be prepared to address customer concerns about rate impacts and connect
customers to helpful solutions as needed. SCE will also leverage existing channels to
reach customers, including bill messaging (online and in paper), www.sce.com, and on
key web pages such as MyAccount and Voice Response Unit (VRU) on-hold
messaging.
Finally, SCE plans to specifically reach out in 2016 to elderly, CARE, FERA and
ethnic customer groups. SCE will leverage its established network of Community-Based
Organizations (“CBOs”), faith-based organizations (“FBOs”), government agencies,
disability and senior collaboratives, senior centers, and regional centers to expand
awareness and communications of available rate options and related solutions to
customers likely to be most impacted. All CARE/FERA customers typically receive
annual communications highlighting rate options, benefits, and potential bill impacts.
Additionally, 2016 ME&O efforts will be delivered in multiple languages consistent with
SCE’s customer-facing communications practices.

VI.
Status Update on TOU Pilot Recruitment Pre-Test
On January 13, 2016 SCE launched a pre-test of the TOU Pilot to refine its
approach for recruitment, incentive compensation levels and bill protection in order to
determine how different combinations of these variables will affect enrollment. The
results from the pre-test will help to inform the ultimate TOU opt-in pilot campaign
solicitation and will serve to inform a singular approach that will be used for the broaderscale recruitment later in Q1 2016.
SCE's pretest study targets approximately 3,200 customers. The results from the
pre-test, which should be available during the first week of February, will not only be
important for refining budget estimates but also for determining specific response rates
associated with the pay-to-play incentive offer. This will also assist with determining
how many customers SCE will need to reach out to in order to achieve the desired
enrollment targets.
It is expected that enrollment rates will vary not only with the overall incentive
amount offered, but may also vary between CARE/FERA and non-CARE/FERA
customers. If SCE finds that these two segments have very different responses, SCE
will apply the learnings and adjust recruitment strategies prior to a full launch in order to
properly size outreach efforts to achieve the desired recruitment level.
VII. TOU Pilots
In compliance with D.15-07-001, on December 24, 2015, SCE filed Advice Letter
3335-E, its TOU opt-in pilot proposal. As the proposal was discussed at length with the
TOU Working Group with significant input from Energy Division staff, SCE has
requested that its proposal be approved quickly to allow for it to begin recruiting
customers as soon as possible. SCE has received a draft resolution approving its
proposal, with modifications. SCE will file comments to the draft resolution by February
16, 2016 and appreciates the Commission’s expedient resolution.
By letter on November 30, 2015, SCE, on behalf of itself, San Diego Gas & Electric
Company (SDG&E) and Pacific Gas & Electric Company (PG&E), requested
clarification of the due date to file default TOU pilot plans. On December 23, 2015, ALJ
McKinney approved the request for extension and set a due date of December 16, 2016
for submittal of the Tier 3 advice letters proposing default TOU pilots.

Budget Update
A. TOU Opt-in Pilot Budget
The budget (implementation and launch) for the 2016-2017 TOU opt-in pilots has
yet to be determined at this time. This will be highly dependent on the number of
different treatment groups that will be tested, the total size of the required sample, and
whether participants will be paid incentives to opt into the pilot. To date, SCE has
incurred a total cost of $263,005 from the TOU opt-in pilots. This total cost includes
costs for:

2016 TOU Pilots Design and Power Analysis Consultant (Nexant):
2016 TOU Pilots Focus Groups conducted in early December 2015;
2016 TOU Pilots Pretest (this includes postage, printing and design); and
Other expenses, including incremental labor, travel, materials and contract work.
The estimated pilot costs that were proposed in SCE's Tier 3 Advice Letter filed
on December 24, 2015 provide a cost range between $5,909,483 and $15,290,090 for
2016. The costs associated with this pilot are highly dependent on the number of
customers that will have to be targeted to achieve the 22,000 sample size, the channel
that will be used to send recruitment letters, and the incentive level that will be adopted
for participation on the pilot. A refined cost estimate will be made available once the
results of the pretest are available and recommendations are made to inform the full
launch effort of the TOU Pilot.

B. Marketing, Education and Outreach 2015 Actual Budget
The actual expenditure in 2015 to target customers who were most impacted by
residential rate changes implemented on October 1 was $730,677, including postage.
This education and outreach included customers who were most highly impacted--both
CARE and Non-CARE, those who were in Tiers 1 and 2 to reinforce conservation tips,
FERA customers, net-energy-meter customers as well as those customers who
benefitted from the rate changes.
To implement the ME&O plans described in Section II, SCE estimates
$2,674,370 for 2016 activities. This includes costs associated with targeted
communication to those customers in Tiers 1 and 2, those most highly impacted by the
tier collapse as well as pre-awareness in fourth quarter to those who may be impacted
by the Super-User Surcharge. Also included are more broad-based outreach channels
like radio and social media for general education of rate options.
X.
Conclusion
SCE filed its Advice Letter 3335-E, Proposed Time-Of-Use Pilot Plan with the
Commission on December 24, 2015, wherein SCE detailed its proposal as developed in
coordination with the consultant and the members of the TOU Working Group. SCE’s
pilot will become effective upon approval by the Commission. The IOUs continue to
collaborate with the ME&O Working Group and are in the process of hiring a consultant
to assist with developing and implementing best practices to effectuate the letter and
intent of the Decision.
