Message from the President, IEI
Innovation is the key to growth for every economy. It is the prime-mover for solving big challenges
to survive and thrive in every sector. The human civilization has moved forward only due to
innovation and constant urge of development. From adopting new habits / culture to changing of old
ones, innovation plays the key role. We learn from the wisdom of the ages, that just having newer
ideas do not add any value to our society until it is turned into an action. Without the ability to get
new ideas and transform them into reality, a nation or an organisation plunges into stagnation and
eventually outperformed by others who continuously nurture fresh ideas.
The Planning Commission of India, in its 12th Five Year Plan has rightly mentioned that “Science
underpins most breakthrough initiatives, but beyond the domain of science, innovations play a
critical role in enhancing delivery of services and enabling access to improved goods. In view of this,
India needs to stimulate and strengthen its entire eco-system—the formal scientific and industrial
system, as well as the innovation eco-system - to develop solutions for the country’s agenda of faster,
sustainable and more inclusive growth.”
The 29th Indian Engineering Congress will therefore stress upon the India’s role in global perspective
as a harbinger to foster inclusive economic growth through appropriate technological innovations
and follow-up actions.

94 Years of Relentless Journey Towards
Engineering Advancement for Nation-building
The Institution of Engineers (India), IEI is the first professional body of engineers founded in
India in 1920 and incorporated by Royal Charter in the year 1935 to promote and advance
the art, science and practice of engineering and technology. From a humble beginning, it
is today the largest multi-disciplinary body of Engineers, encompassing 15 Engineering
disciplines with a membership of more than 7.0 lakhs.
The Institution is now a full member of the Engineers Mobility Forum (EMF)
facilitating the International mobility of Professional Engineers certified by IEI. The
Institution of Engineers (India) has its national presence in 104 State / Local Centers
and 5 overseas Chapters.
The Institution of Engineers (India) has been playing a leading role at the International level
and it has worldwide bi-lateral relations with 27 engineering organizations such as World
Federation of Engineering Organizations (WFEO); Commonwealth Engineers’ Council (CEC);
Federation of international du Beton (fib); Federation of Engineering Institutions of Asia and the
Pacific (FEIAP), Federation of Engineering Institutions of South & Central Asia (FEISCA) & Engineers
Mobility Forum (EMF).
IEI in collaboration with Springer regularly publish peer-reviewed international - level journal in five series namely Series A,
Series B, Series C, Series D and Series E covering all engineering disciplines. IEI, being recognised as SIRO, Ministry of Science
& Technology, Govt. of India, besides conducting it's own research provides Grant-in-aid to UG/PG/Ph.D students of
Engineering Institutes and Universities to conduct R&D.
IEI offers a specially-designed engineering course for working professionals called Section A & Section B, which are popularly
known as AMIE. The successful completion of the course is officially recognized by MHRD as equivalent to a degree in engineering.
In order to create sharp focus on National priority areas The Institution of Engineers (India) has established the following Fora/
organs to work in close co-operation with the stake holders in the respective fields.
 Engineering Staff College of India (ESCI) for providing continuing education & Research and Development, is an
autonomous organ of IEI
 National Design and Research Forum (NDRF) to encourage design talents in engineering and technology
 Rural Development Forum (RDF) to encourage and promote multifaceted development of rural India
 Water Management Forum (WMF) to promote and advance the engineering and practice of water
resources management in its totality
 Sustainable Development Forum (SDF) for expression of authoritative views on technologies for
Sustainable Development and for enunciating practical solutions to the problems faced by India and
 Safety and Quality Forum (SQF) to address the aspects of Safety and Quality in Engineering Profession.
The Institution has launched in a big way in the recent past, the reach out programmes to interact with the Technical
Institutions / Colleges and students to promote Research and Development as a statutory requirement for completion of
their courses and providing financial and mentorship assistance.

The Hyderabad Centre:
The eminent officials of HEH the Nizam of Hyderabad like Shri Hasan Latif, Nawab Ahsan Yar Jung Bahadur and Shri Dildar
Hussain had ably organized IEI’s Annual Sessions and the Indian Road Congress during the year 1938 at Hyderabad.
The delegates who attended the Congress had opined to have a Local Centre of IEI at Hyderabad. Consequent result was that
the Council agreed to sanction the formation of Local Centre though the membership was 60. The Centre was inaugurated on
15 November, 1938. Subsequently, the Local Centre was upgraded as Hyderabad State Centre of IEI and it was inaugurated by
the Late Sir Akbar Hydari, President of Nizam’s Executive Council.
The Andhra Pradesh State Centre:
In 1956 as a result of State re-organization, Andhra Pradesh State was formed by
merging Hyderabad with Andhra. Since then the Hyderabad State Centre was known
as the Andhra Pradesh State Centre. The A P State Centre has been one of the active
Centers of The Institution of Engineers (India) which is successfully translating the
objectives and ideals of IEI into practice, and in recognition, it has been honoured
eight times with the Best State Centre Award since inception of the award in 2000.
The A P State Centre in its jurisdiction have six Local Centers viz., Kadapa, Kakinada, Tirupati, Vijayawada, Visakhapatnam and
Warangal with total membership strength of 46250.

Years
With the unfailing enthusiasm and cooperation of members of this Centre and the encouragement from
Government and various industries, the A P State Centre is bound to serve the profession of engineers in
far greater measures. The Andhra Pradesh State Centre has completed 75 years of its fruitful service.
The Energy Conservation Mission, is doing commendable work in
the field of Energy Conservation by organizing Seminars,
Workshops, Energy walks for creating awareness among the
professionals and the end users.

part of Hyderabad State was attached to Bombay Centre and the
Andhra area to Madras Centre.
Following the States re-organization, the geographical boundaries
of Hyderabad State Centre have been altered in 1956 to extend
over Andhra Pradesh compressing of Telangana area of Hyderabad
State and Andhra area got separated from Madras State.

History of Indian Engineering Congress
The Institution of Engineers (India), was holding Annual Conventions at
different places in the country to take stock and review its activities
and objectives. The Annual Convention later manifested into Indian
Engineering Congress in 1987 to provide a wider spectrum. The Indian
Engineering Congress is intended to broaden the scope of interaction
and transfusion of knowledge amongst engineers from the country as
well as from the prominent parts of the globe. The Institution of
Engineers (India) is organizing the Indian Engineering Congress every
year to cater the needs of entire engineering professional community
of India. The Indian Engineering Congress will throw open the threshold
of knowledge to all members and non-members and provide them with
a Forum.

Congress Objectives:
The Congress will provide a Forum, to engineering fraternity
 To have discussions around the theme to promote ideas, broaden operational horizon of engineers from different
disciplines and to pursue newer domains and concepts.

 To foster international and national co-operation in the engineering fields.
 To inculcate and promote a growing commitment to the social objective of the profession.
 To promote engineering practices that lead to sustainable development.
Theme of The Congress:
“Technological Innovations and Economic Growth – India’s Emerging Role”
Technology Information Forecasting and Assessment Council of India (TIFAC) evolved a plan to see that India be transformed
into an economically developed nation by the year 2020. We are left with six years to realize the target. So far we have done
exceedingly well in most of the sectors encompassing development. In spite of all that we have achieved, several formidable
challenges still remain.
The world is experiencing a technological revolution. India is not lagging behind. India has developed tremendously in the
field of agriculture, industry and technology. As a result India is self-sufficient in producing food grain in excess. Credit for the
green revolution goes to scientists, farmers and engineers.
The first step in improving the application of science, technology and innovation to development is to align governance
structures with technological missions. This cannot be done without articulating development vision and strategies that focus
on the role of technological innovation in development.
Meeting the goals however, will require a sustainable reorientation of development policies to focus on key sources of
economic growth including those associated with the use of new and established scientific and technological knowledge and
related institutional adjustments.
The key areas for policy action, including focusing on platform (generic) technologies, improving infrastructure services as a
foundation for technology, improving higher education in science and engineering, redefining the role of universities,
promotion of skill development in every field of business activities in science, technology and innovation, improving the
policy environments and focusing on areas of underfunded research for development. We must draw on experiences from
throughout the world to show how developing and developed countries have used science, technology and innovation to
achieve their developmental goals.

Call for Papers:
Engineering professionals from Industries, Research and Development Organizations, Academic Institutions, Government
Departments and Public Sector Undertakings are invited to contribute papers on the Theme and sub-themes of the Congress
for presentation, publication in technical volume and also for poster session. Under each of the 15 engineering disciplines of
IEI the papers are invited for Colloquium. The papers should focus on sharing the experience, concepts, developmental ideas,

An abstract not exceeding 150 words shall be submitted initially. The abstract should give details on the title of the paper,
author (s) name (s), affiliation, full mailing address, phone and e-mail address. On acceptance of the abstract, the full length
paper should be submitted limiting to six (6) typed pages of A4 paper, including text, figures, tables, charts, etc. Soft copy
(in CD using MS Word) of the paper along with hard copy should be sent to the Chairman, Organizing Committee, 29th IEC.
