The last date to meet the requirements is 31 December 2009. Purpose This qualification is primarily for compliance and regulatory control inspectors working for Territorial Authorities. People awarded this qualification will have demonstrated competence in the review of consents, conduct of inspections, and problem solving in a particular field of inspection. The optional Specialist Inspection strand is for people whose role involves them in cases requiring investigation, prosecution, and giving judicial evidence and expert advice. It is intended that further strands will be added to this qualification in the future. The proposed strands include Dangerous Goods Inspection and Environmental Health Inspection. Replacement Information This qualification has been replaced by the National Diploma in Building Control Surveying (Small Buildings) [Ref: 1486] and the National Diploma in Building Control Surveying (Medium and Large Buildings) [Ref: 1487]. Previous versions of the qualification Version 2 was issued following a review. Changes to structure and content included: a new optional Specialist Inspection strand was added and the qualification title was updated accordingly; standards 4236, 4243, and 4244 were moved from the core compulsory to the new optional Specialist Inspection strand compulsory; standard 4239 was moved from the Building Inspection and Plumbing and Drainlaying Inspection strands to the new optional Specialist Inspection strand compulsory; expired standard 3507 was replaced by standard 9676 in the core compulsory; and the credit total decreased from 182 to 163 (excluding optional strand). This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below. Credit for Exempt from 3507 9676 Version 1 of this qualification replaced the New Zealand Certificate in Building Inspection and the New Zealand Certificate in Plumbing and Drainage Inspection. The New Zealand Certificate qualifications will continue to be recognised by NZQA and the Local Government Industry Training Organisation. People requiring assessment for recognition of prior learning can apply to the Local Government Industry Training Organisation or accredited providers. This process will take into account past training and work experience in relation to individual unit standards. Each application will be dealt with on a case-by-case basis. New Zealand Certificate in Building Inspection (NZCBI) There have been no candidates for examinations for the NZCBI since 1993. The Local Government Industry Training Organisation will not automatically recognise any subjects for the NZCBI as credits towards the National Certificate in Compliance and Regulatory Control (Building Inspection) as there have been major changes in legislation. People who have completed the academic requirements for NZCBI but have not completed the work experience requirements had until 31 December 2001 to complete these requirements. The last date for award of the New Zealand Certificate in Building Inspection was 30 June 2001. Potential students for NZCBI have been advised in the AVA Handbook since 1995 that tuition in some subjects for NZCBI may no longer be available. NZQA undertook to endeavour to identify students who may not have completed this qualification and to advise them of the arrangements in the previous paragraph.
