2. Question
What is the engineers cost estimate for the project?
Answer
In order to assure the most competitive bid proposals are submitted, Florida
International University will not release the construction cost estimate for the
project.
3. Question
What are the MBE goals set for the project, if any other than encouragement to
bid?
Answer
The project does not have any set MBE goals. However, the successful bidder
will be required to report MBE information for project and University tracking
purposes. Sample Report Form is included in Addendum #2.
4. Question
Will there be a construction manager (i.e. owners representative) contract
associated with this project?
Answer
Roles of the University Construction Project Manager and Project
Architect/Engineer are described in the Bid Documents. No other entities will be
involved in the management of the project.
5. Question
Will there be any bonding requirements for the project?
Answer
Bid Bond and Payment & Performance Bond requirements are included in the
Bid Documents.
6. Question
Will this be an OCIP project?
Answer
This project will not be an Owner Controlled Insurance Program project.
Requirements for insurance to be provided by the successful bidder are included
in the Bid Documents.
7. Question
We are interested in bidding the Football Stadium Press Boxes/Addition of East
& West Suite, Bid date: 4.1.10. Can you tell me what the budget is on this
project?
Answer

Answer
There is no prequalification process for this project. Potential Bidders must meet
qualification requirements included in the Bid Documents.
11. Question
Do we need to be vendor with FIU? If yes, what is the process?
Answer
Potential Bidders need not be registered as a vendor with FIU in order to submit
their bid. Potential Bidders can register as a vendor with FIU at any time. Upon
posting of Intent to Award, the successful bidder will be required to initiate vendor
registration with the University. Registration information can be found at

Do we need to be Bonded?
Answer
Bid Bond and Payment & Performance Bond requirements are included in the

We would like know if this project will be site built or pre-fabricated.
Answer
Design for this project is based on site-built structure and finishes.

Under General Conditions Item 2.4 – “Vendors Conference & Site Visited” it is
schedule for April 1st, 2010; the same day of the BID DUE DATE?
Answer
Mandatory Pre-Bid Meeting was held on Monday, March 15, 2010 and a walk
through of the site was conducted afterwards. Another walk through of the site
will be conducted on Monday, March 22, 2010 and is non-mandatory.
17. Question
Can you advise whom to send any pre qualification or substation information to,
in regards to the press box on this bid?
Answer
There is no prequalification process for this project. Potential Bidders must meet
qualification requirements included in the Bid Documents.
18. Question
Confirm in writing that the following will not be required, as was discussed in the
mandatory prebid meeting:
a. Prior prequalification with FIU
b. MWBE\DBE Participation
c. Permit Fees
d. Prevailing wages.
Answer
a. There is no prequalification process for this project. Potential Bidders must

c. Florida International University implements and administers its own Building
Code Permit and Inspection Program. This program does not charge any
fees for construction permits issued including subcontractors.

What floor is existing panels "SLA & SL" located (not shown)?
Answer
Panels “SLA & SL” are in the serving pantry located at the center of the suite
level corridor.

Need a fire alarm drawing showing tying to existing system (not shown).
Answer
Additional Fire Alarm devices are shown on electrical sheets. Devices shall be
added to existing notification device loop.
21. Question
Show existing on drawings (not shown).
Answer
Verify existing Fire Alarm devices on site and tie new into existing system.
22. Question
After walk-through we notice existing wall pack's.. What happens with these?
Answer
Existing wall pack luminaires shall be carefully salvaged and returned to owner.
23. Question
Is the half-shaded troffers shown require a Battery back-up Ballast?
Answer
Emergency lighting fixtures do not require a battery back-up ballast as they will
be connected to emergency power panels.
24. Question
Please provide specifications on the PVI Multifold Portable Aluminum Ramp.
Answer
PVI Multifold Portable Aluminum Ramp is a readily available product and was
included as a standard. Approved equivalents will be accepted.
25. Question
In reviewing the documents for the Construction Bid titled Football Stadium Press
Boxes/Addition of Ease and West Suites FL 090407 on page 10 it did not list a
bid guaranty as being required. However when I review the Project Manuel for
Football Stadium Press Boxes Addition of East and West Suites Rev. 10-16-89
page 11 of 106 B-13 states a Bid Bond of 5% is required. Can you please clarify
in a Bid Bond is required and if required is there a certain form FIU requires for
the Bid Bond?
Answer
Bid Guarantee shall be in any form meeting the requirements set forth in section
B-13 of the Project Manual.

What is the project budget?
Answer
In order to assure the most competitive bid proposals are submitted, Florida
International University will not release the construction cost estimate for the
project.

Will space within the stadium be made available to the successful bidder for use
as an office for the duration of the project?
Answer
An existing ticket booth (approx 5’x8’) can be used by the successful bidder for
use as an office for the duration of the project. Any costs for connection of
phone/fax through University Technology Services department will be the
responsibility of the successful bidder.

Will restroom facilities within the stadium be made available for the successful
bidder’s use for the duration of the project?
Answer
Stadium restroom facilities will not be available for the successful bidder’s use.
Successful bidder must make appropriate arrangements for restroom facilities for
contractor use.

In addition to cost, what is the criteria for selection?
Answer
Lowest bid determined to be fully responsive to criteria in bid documents shall be
the basis of award.

PART 3 - EXECUTION

INSTALLATION

Comply with NECA 1, including the mounting heights listed in that standard, unless
otherwise noted.

Take steps to insure that devices and their boxes are protected. Do not place
wall finish materials over device boxes and do not cut holes for boxes with
routers that are guided by riding against outside of the boxes.
Keep outlet boxes free of plaster, drywall joint compound, mortar, cement,
concrete, dust, paint, and other material that may contaminate the raceway
system, conductors, and cables.
Install device boxes in brick or block walls so that the cover plate does not cross
a joint unless the joint is troweled flush with the face of the wall.
Install wiring devices after all wall preparation, including painting, is complete.

Do not strip insulation from conductors until just before they are spliced or
terminated on devices.
Strip insulation evenly around the conductor using tools designed for the
purpose. Avoid scoring or nicking of solid wire or cutting strands from stranded

NFPA 70, Article 300, without pigtails.

Connect devices to branch circuits using pigtails that are not less than 6 inches
(152 mm) in length.
When there is a choice, use side wiring with binding-head screw terminals. Wrap
solid conductor tightly clockwise, 2/3 to 3/4 of the way around terminal screw.

Use a torque screwdriver when a torque is recommended or required by the
manufacturer.
When conductors larger than No. 12 AWG are installed on 15- or 20-A circuits,
splice No. 12 AWG pigtails for device connections.
Tighten unused terminal screws on the device.
When mounting into metal boxes, remove the fiber or plastic washers used to
hold device mounting screws in yokes, allowing metal-to-metal contact.

GFCI Trip: Test for tripping values specified in UL 1436 and UL 943.
Using the test plug, verify that the device and its outlet box are securely
mounted.
The tests shall be diagnostic, indicating damaged conductors, high resistance at
the circuit breaker, poor connections, inadequate fault current path, defective
devices, or similar problems. Correct circuit conditions, remove malfunctioning
units and replace with new, and retest as specified above.
