D-2 March 2009 Volume 3 - Electrical Contract Design, Estimating & Documentation Chapter D D.1 STANDARD DRAWINGS AND SPECIFICATIONS IMPLEMENTATION Introduction The ministry uses the Ontario Provincial Standards exclusively in the design and preparation of MTO contracts. When new and revised standards are issued in the Ontario Provincial Standard manuals, they are implemented for use by the ministry. The Ontario Provincial Standards Manuals are provincial publications. Instructions regarding the implementation date of revisions to OPS drawings and specifications are not specified on the Manual Revision Information Sheet when they are published, as was the case with revisions to MTO drawings and specifications. This chapter is published to provide: (a) (b) direction to ministry staff regarding the implementation dates of revised standards and guidelines on whether an issued revised drawing or specification is applicable for ministry use. The Electrical Engineering Section is responsible for updating this chapter. This chapter covers revisions to Standard Drawings and Standard Specifications contained in the following manuals. Implementation D.2 D.2 - Ontario Provincial Standard Drawings Ontario Provincial Standard Drawings D.2.1 Introduction This section lists the Ontario Provincial standard drawings used in MTO contracts. The following describes the headings on the list of standard drawings. D.2.2 OPSD Number Every standard drawing is assigned a unique number which allows for additions to the system. ♦ On all NEW drawings, a three-digit number after the decimal is used. ♦ On all EXISTING drawings being revised, a three-digit number after the decimal is used, except when that existing drawing is referenced by another drawing, then it retains the original two-digit or threedigit numbers after the decimal. ♦ All OPS Drawing numbers are listed in CPS with 4-digit numbers after the decimal. Although most of the printed OPS Drawings have 2-digit or 3-digit numbers after the decimal, the CPS list shows 4-digit after the decimal by adding zero(s). D.2.3 Title Each standard drawing has a unique title. D.2.4 Drawing Revision Number When a standard drawing is revised but not renumbered, the revision number is noted. When an existing drawing is revised and renumbered, the revision number returns to zero or has no indication. Each subsequent revision to the standard drawing is identified by increasing the number by one. To make reference to a specific standard drawing, it is important to quote the revision number as well as the standard drawing number. Implementation MTO Implementation Date The standard drawings are not automatically implemented for use in MTO contracts upon publication. To allow for sufficient notice for tender package preparation and changes to the contract documents and drawings where necessary, the implementation date of a standard drawing may be established after publication. The implementation date chosen depends on the extent of changes required and is subject to the policy contained in Quality and Standards Directive C-13 (Section B.4.11 of this manual). The implementation date shown corresponds to the earliest tender advertising date of the contracts which must contain the new or revised standard drawing. It is advisable to retain superseded standard drawings in the Standard Drawing Manual until the revised standard drawing is implemented. D.2.6 OPSD Manual Revision Number Revisions, additions, and deletions to the Standard Drawing Manual are accompanied by a Manual Revision Information Sheet. The information sheets are sequentially numbered. Besides giving instructions as to which drawings are revised, added or cancelled, the information sheets usually contain information describing, in detail, the changes made to the standard drawings. The manual revision number is listed in this section to facilitate locating the appropriate manual revisions information sheet when information regarding the nature of the changes is required. By checking this column, one can determine if the Standard Drawing Manual being used is up-to-date. D.2.7 Remarks When the standard or newly issued drawings are approved for use in MTO contracts, a note on what drawing to use is indicated. Implementation D.3 D.3 – List of Standard Specifications List of Standard Specifications D.3.1 Introduction This section lists the standard specifications used in MTO contracts. The following describes the headings on the list of standard specifications. D.3.2 OPSS Number Every standard specification is assigned a unique number which allows for addition to the system. D.3.3 Title Every standard specification has a unique title. D.3.4 Date of Specification When a standard specification is published, it is dated. Each subsequent revision to the standard specification is identified by a new date. To make reference to a specific standard specification, it is important to specify the date and the standard specification number. D.3.5 MTO Implementation Date The standard specifications are not automatically implemented for use in MTO contracts upon publication. In order to allow for sufficient notice for tender package preparation and changes to the contract documents and drawings, where necessary, the implementation date of a standard specification may be established after publication. The implementation date chosen depends on the extent of changes required and is subject to the policy contained in Quality and Standards Directive C-13. The implementation date shown corresponds to the earliest tender advertising date of the contracts which must include the new or revised standard drawing. It is advisable to retain the superseded standard in the Standard Specification Manual until the revised standard specification is implemented. D.3.6 OPSS Manual Revision Number Revisions, additions and deletions to the Standard Specifications Manual are accompanied by a Manual Revision Information Sheet. Information sheets are sequentially numbered. Besides giving instructions as to which specifications are revised, added or cancelled, information sheets usually contain information describing, in detail, the changes made to the standard specifications. The manual revision number is listed in this section to facilitate locating the appropriate manual revision information sheet when information regarding the nature of the changes is required. By checking this column, one can determine if the Standard Specifications Manual used is up-to-date.
