TECHNICAL SUBMISSION SECTION C – PART 2 PROJECT SPECIFICATION 1.0 SECTION 1 - GENERAL 1.01 Qatar National Construction Standard 2014(QCS 2014) All work to be executed under this contract shall be carried out in accordance with the Qatar National Construction Standard 2014 latest edition amplified or amended by the following Project Specifications. 1.02 Proprietary Named Items Proprietary named items if included within this Project Specification are a guide to the quality of such items. The Contractor shall be permitted to offer other proprietary materials which are similar and approved. However, the Contractor shall be deemed to have priced for the items as named and not for any alternative that may be submitted later. 1.03 Method Statements (requested) Whenever mentioned in the Scope of Works, the Contractor shall provide a method statement for any new or repair work to the approval of the Engineer. All costs associated with the preparation, submission and approval of these method statements shall be includedin the tender price. 1.04 Scope of Works. The items contained in the scope of works are indicative only. The Contractor is entirely responsible for ascertaining the precise extent of W orks described in the scope of works in arriving at his price for each item. All costs in connection with renovation and repair works must reflect all work deemed necessary by and to the complete satisfaction of the Engineer to restore building structure, fabric and finishings to their original installed condition or better. 1.05 Bills of Quantities The Contractor shall price each individual item in Part Bills of Quantities. Rates shall be deemed to include plant, labour, materials, allowance for wastage, transportation and overheads and profit. Rates shall also be used in the evaluation of any variation(s) on site as appropriate. All the quantities are provisional and shall be subjected to remeasurement based on the actual work done on site. 1.06 Demolished Material The Contractor’s price shall include for removal from site of all demolished materials to a Municipality approved dumping site. 1.07 Description of the Site The Site for Scope of Works shall be Ashghal existing office buildings in various locations. A The Contractor shall establish his entry and exit routs to the site with the Engineer and shall alter these routs as and when directed. B The Contractor shall be deemed to have visited the site and to have ascertained for himself the accessibility and nature of the site, local conditions, the full extent and character of the operations and supply of labour and any other maters. C The Contractor shall not use the site for any other purposes other than that of carry out this contract. GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/1 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 1.08 PROJECT SPECIFICATION Description of the Works 3 years of successive on-call supply, installation and maintenance of furniture, fittings and equipment to Ashghal existing office buildings in various location. The Maintenance period shall be 400 days. Maintenance shall not be applicable. Instead, manufacturer’s warranty shall be provided upon completion of the Works. 1.09 Provision of Full Time Skilled Labourers The Contractor shall be required to provide two (2) full time skilled labourers during the Maintenance period and the cost in connection thereto shall be part of the contract price. 1.10 Penalty for Delay Refer Appendix A of the Form of Tender. 1.11 Site Visit The Contractor shall visit the site prior to submission of his Tender in order to acquaint himself fully with the project, prevailing conditions, site access and availability of services. No claim for extensions of time or additional costs shall be entertained due to non-compliance of this clause. 1.12 Contract Price to be fully inclusive The contractor shall be deemed to have included in his Contract price for every thing essential for the proper completion of the works whether or not shown on the drawings or included in the specifications or the Bill of Quantities 1.13 Provision of items for use by the Engineer's Representative The Contractor shall note, that all items required for the use of the Engineer’s Representative, as specified in the Conditions of the Contract and QCS 2014 shall be provided for the duration of the Contract unless otherwise stated. 1.14 Materials from AGCC States Notwithstanding with the said of the QCS 2014, wherever possible and insofar as the same conforms to the standards required by this Specification, all materials and goods, etc., shall be obtained from local (Qatar based) manufacturers and producers. In particular cement for the Works shall be obtained from Qatar National Cement Company and reinforcement from Qatar Steel Company Ltd. 1.15 Construction and Shop Drawings The Contractor shall prepare the shop drawings for the proposed works complete with design for all structures, services, finishes etc. which shall be suitable to withstand extreme climatic conditions and shall obtain the approval of the Engineer. The preparation of shop / construction drawings, obtaining approval and the supply and installation of all proposed works shall be within the given period for completion of the project. All shop drawings shall be submitted for the Engineer’s review and approval within fifteen (15) days after Engineer’s order to commence of the Works. Any delay beyond this date will be penalized at the rate of QR 500 per day or part thereof. 1.16 As-Built Record and Survey Drawings GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/2 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 PROJECT SPECIFICATION The Contractor shall prepare 'as-built' record and survey drawings of the Works detailing all works installed under the Contract including services and all finished level surfaces. The drawings shall be accompanied by maintenance manuals, service literature and list of spare parts where applicable. Where any permanent feature has been added, changed or removed, the survey shall be to Survey Division Specifications and will be undertaken by a Survey Company on the Ministry of Municipality and Environment's list of approved Survey Companies and shall be delivered to the Engineer for approval. The survey shall consist of a plan drawn on reproducible polyester film and a computer disk with all relevant data in a format approved by Survey Division. As-built record drawings, operation and maintenance manuals and any other literature required for the efficient operation of the completed works shall be supplied by the Contractor to the Engineer free of cost. The drawings shall be on polyester film or other durable and easily reproducible medium, and a computer disk with all relevant data in a format approved by the Engineer One additional copy of all project documents, drawings and reports are to be submitted in an approved format recorded on computer media (Compact Disks) using software which is compatible with the Prime Document Storage Centre computer system. The Contract shall not be considered as complete until the Contractor submits to the Engineer the as-built drawings and documentation, and obtains the Engineer's approval. Four copies of as-built drawings and documentation shall be submitted to the Engineer before the expiry of the Contract Period as named in the Contract and shall include one copy of each drawing and document specifically marked for archival storage. The Certificate of Maintenance (FCC - Final Completion Certificate) will not be signed by the Engineer until all as-built drawings and accompanying documents and service literature are approved and a certificate has been issued by the Engineer to this effect. 1.17 Samples (QCS 2014) Further to the requirement, the Contractor shall submit samples, sample panels and manufacturer's literature in respect of all materials, products and equipment required for the Works, - before ordering or use, - for the approval of the Engineer. The Contractor is to include in his tender for presenting a minimum of one sample for all Furniture, Fittings and Equipment together with any other items that the Engineer directs that are required for final selection and incorporation in the Works. The provision of all samples and sample panels shall be at the Contractor's own expense and shall be deemed to be included in the rates in the Bill of Quantities. The Contractor shall be deemed to have included for all items so approved within his Tender Price. 1.18 Factory and Show Room Visits. The contractor shall be deemed to have his own showroom located in Qatar. The Contractor is to allow for all factory or show room visits at his expense for the Engineer, his Representative and the Consultant necessary in the opinion of the Engineer to ensure that the Specification has been complied with, or alternatively to view the material chosen by the Contractor, within the State of Qatar. In addition the Contractor shall allow for trip(s) to the production factory of the furniture manufacturer including all expenses for three (3) people. 1.19 Certificate of Origin. GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/3 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 PROJECT SPECIFICATION All products shall be manufactured in Europe or US. The Engineer shall have the right to request proof of conforming to the required standard, Certificate of Origin, Purchase Order, Shipping Documents or any other document deemed necessary by the Engineer to confirm that the product confirms to the Specification and the relevant European or US Standard. 1.20 Submittals. All submittals shall comply with the requirements of QCS. Where necessary they will include 2 set of technical data sheets with colour product images. All submissions shall attach the latest construction / execution program together with the effects (if any) to the Construction / execution program as a result of the submittal. For Finishes the Contractor is to include Product Data Sheets for all items and pattern ranges of fabrics, carpets, stones, veneers and timbers. The contractor shall attach evidence that the authorized agent of the product The Contractor is to include copies of the Suppliers and Manufacturers Quality Assurance and test certification within his TENDER submission. 1.21 Temporary Roads (QCS 2014, Section 1, Part 3.2.1) The Contractor shall be required to maintain and provide satisfactory temporary access and traffic flow to and from and within the areas of the Works. Temporary traffic signs and lighting for temporary roads and diversions are to be strict accordance with the requirements of the Qatar Traffic manual and any additional requirements instructed by the Traffic Police or the Engineer. Details of proposals for any such temporary measures are tobe submitted by the Contractor for approval by the Traffic Police and the Engineer unless otherwise instructed. Such approval shall not relieve the Contractor of any of his duties or responsibilities under the Contract. The Contractor shall maintain at all times pedestrian access to all properties fronting the roads affected by the Works 1.22 Maintenance of Roads. (QCS 2014, Section 1, Part 4.3.1 & 5.2.3) In addition to the requirements, the Contractor shall be held responsible for any damage caused by him, his work people, Sub-Contractors or Suppliers to public or private roads, paved areas paths verges, trees, shrubs, fences, boundary walls, gates, signs, drains, ducts and services during the execution of the Contract and shall bear the cost of making good any damage to the entire satisfaction of the local and other authorities and owners. The Contractor shall keep all private roads and paths clean and free from dirt and debris and any obstruction associated with the Works which would prejudice the safe and unimpeded normal use of the said roads and paths. 1.23 Contractor's Temporary Buildings. (QCS 2014, Section 1, Part 12.2) Additional requirements are as follows: The Government of Qatar shall arrange for right of access only within the road reservation. Should the Contractor require to use adjacent areas of land for camps, plant Site etc. he shall arrange for the right to use the said land himself. The Clause in no way invalidates the obligations under Clause 33 of the General Conditionsof Contract. 1.24 Engineer's Site Facilities - Type 1 Not Required GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/4 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 1.25 PROJECT SPECIFICATION Engineer's Site Facilities - Type 2 Not required 1.26 Telephone (QCS 2014, Section 1, Part 11.3.4) Not required 1.27 Temporary Site Hoarding (QCS 2014, Section 1, Part 4.5.1) The Contractor shall provide site hoarding, fans, screens, etc., to the standard described in the said clause of the QCS 2014, Section 1, Part 4.5.1, Item 2 including all necessary maintaining, adaptation and removal upon completion as noted in QCS 2014, Section 1, Part 4.5.1, Item 3. The Contractor's attention is also drawn to his obligations and responsibilities in respect of QCS 2014, Section 1, Part 4.4 Watching and Lighting. 1.28 Project Sign Board (QCS 2014, Section 1 – Part 12.3) The name of the Client shall be the General Services Department of Public Works Authority. 1.29 Construction Cleaning (QCS 2014, Section 1, Part 15.2.1) Further to the requirements and Conditions of Contract Clause 33 (3), the Contractor shall clear the site and any buildings thereon of all materials, plant, rubbish and building debris of any nature to a tip designated by the relevant Municipality for the area and shall ensure the area surrounding the Works is clean and to the natural level of the surrounding land. The Contractor shall maintain the site clear from all materials, plants, rubbish and debris of any nature strictly at all times during the construction period. If the Contractor fails to comply with the foregoing requirement within 30 days of Practical Completion of the Works the Engineer may, in addition to the terms of the Conditions of Contract Clause 33(3): 1.30 1.31 (i) clear the site using another Contractor and deduct the costs so incurred from any monies due to the Contractor, and (ii) delay final payment to the Contractor until such time as the Site has been cleared to the satisfaction of the Engineer and relevant Municipality. Photographs A. Photographs showing the progress of the Works shall be taken by the Contractor every month from positions to be selected by the Engineer. Special photographs showing any particular feature of the work or plant or other matters of interest in connection with the Works or their surroundings shall also be taken by the Contractor as and when required by the Engineer. B. All photographs shall be 200 x 200 mm and five unmounted prints of every such photograph, suitably referenced, shall be supplied to the Engineer. All negatives shall be referenced and shall become the property of the Employer on the completion of the Contract. Transport to Site The Contractor shall provide at his own cost, suitable transport for his labour, plant and materials to the site. GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/5 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 PROJECT SPECIFICATION Such transport shall only remain at the site long enough to unload or load the labour, plant and materials. 1.32 Restriction to the Use of the Site All access ways shall be cleaned regularly and washed down with water and any damage caused to the existing roadways shall be repaired immediately to match the surrounding finishes entirely at the Contractor’s own cost. Any damage caused to existing structures, existing building fabric / components / finishes of whatsoever nature, existing services and existing hard and soft landscaping as a result of carrying out the works shall be repaired immediately to match existing to the entire satisfaction of the Engineer and entirely at the Contractor’s own cost. The Contractor shall allow for any other contractor’s access, Services Authorities access, security checks authorised by the Employer. All costs in connection with such access shall be deemed to be included in the tender price. 1.33 Uniforms and Identification All workmen entering the site shall wear identical approved uniform overalls and headgear, and any person arriving improperly dressed shall not be permitted to enter the site. All workmen employed on the site shall at all times wear an identity badge, which must be clearly visible at all times. No later than 10 days prior to commencement on site, the Contractor shall submit to the Engineer or his representative the names of all workmen to be employed on the site, together with the company name (in the case of subcontractors), and three recent coloured passport sized photographs of each operative. Where workmen are to leave the site upon completion of their work, the Contractor shall ensure that the identity tag is returned to the Engineer or his representative. 1.34 Security Requirements The Contractor shall allow for complying with any current security regulations and requirements which may be applicable to the site. The Contractor will be deemed to have acquainted himself thoroughly with all security regulations that may be in force at the time of submission of tender and to have allowed in his tender for their effect upon his operations with regard to the supply of labour and materials, access to site and project execution generally. No claim will be entertained for the Contractor’s lack of knowledge of security regulations. The Contractor shall ensure that his workforce and staff on site adhere strictly to cultural restrictions. The Contractor shall ensure that his workforce, staff and visitors on site adhere strictly to cultural restrictions. The cost of any delay resulting from the security requirements and regulations will deemed to be included in the tender price. The Contractor shall ensure that his Workmen remain in the work area assigned to them at any given time. Any breach of this requirement shall render the worker(s) liable for instant and permanent removal from all areas of the site. 1.35 Restriction of Working Hours There are no restrictions on the working hours of the Contractor. Indeed it is expected that he shall work 24 hours a day. GS 16 MS 001 G Supply, Installation and Maintenance of 3 Years On - call Furniture for Ashghal New Building C2/PS/6 March 2016 TECHNICAL SUBMISSION SECTION C – PART 2 1.36 PROJECT SPECIFICATION Special Hoardings There is no requirement for Special Hoardings. 1.37 Co-ordination with other Contractors These Works may be carried out simultaneously with other Contractors carrying out their Works.The Contractor shall liase and co-ordinate his activities with the other Contractors. The Contractor is to include for any modification / phasing to his programme necessary to incorporate the works being carried out by the other Contractors at his own cost. Furthermore, the Engineer may at his absolute discussion require the Contractor to modify / phase the Works to allow for early completion / occupation of areas, without cost to the Client.
