1200 Amp 15 kV Outdoor Substation Circuit Breakers with
Microprocessor Relays
1. ITEM
1.1. SCOPE
This Specification is intended to cover the electrical and mechanical requirements
necessary to furnish seven (7) 15kV vacuum circuit breakers with factory installed
relays and meters for use in the District’s Plain and Wapato substations.
Circuit breakers furnished under this specification shall be three-phase, single throw,
outdoor, free-standing type, with seismic bracing and rated for service on a three-phase,
60 Hz, effectively grounded system at a nominal 12.5kV line-to-line operating voltage.
Circuit breakers furnished under this specification shall be operated under normal
altitude conditions in accordance with ANSI C37.04, however, circuit breakers shall
be subject to operation under temperatures ranging from -40°C to 45°C (-40°F to
113°F).
1.2. STANDARDS
All circuit breakers furnished under this specification shall meet or exceed the
electrical and mechanical requirements of the latest applicable IEEE, ANSI, and NEMA
standards for equipment of this class and type. The circuit breakers must be capable of
meeting all design and production tests outlined in ANSI C37.09- latest, and be the
latest generally accepted design of the manufacturer. Exposed parts at line potential
shall meet or exceed the requirements of the latest NESC for unguarded line parts.
1.3. TESTS
Design and production tests shall be in accordance with the requirements of ANSI
C37.09, C37.09a, and NEMA SG4 for circuit breakers and ANSI C57.13 for current
transformers. Each current transformer shall withstand a low-frequency dielectric test.
All certified test reports shall be included with final drawing submittals.
2. MATERIAL
2.1. BREAKER TYPE AND CONSTRUCTION
2.1.1. The vacuum circuit breaker shall be capable of automatic
reclosing following a trip. The breaker shall be electrically operated from remote
120/240VAC and 48VDC power sources, with 48VDC control circuit tripping and
closing.
2.1.2. There shall be only one (1) high-voltage compartment containing the
three (3) vacuum interrupters and three (3) sets of current transformers. The high
voltage compartment shall be weatherproof and dust resistant. Heaters with

thermostatic control shall be provided, and shall be sufficiently rated to maintain
satisfactory operation of the vacuum interrupters.
2.1.3. There shall be only one (1) low-voltage compartment containing the
operating mechanism, and panel mounted relay and meter as described in this
specification. The low voltage compartment shall be weatherproof and dust resistant.
The compartment doors shall have wind props and provisions for padlocking the door
handles. Heaters with thermostatic control shall be provided, and shall be sufficiently
rated to maintain satisfactory operation of internal equipment.
2.1.4. Breaker shall be free-standing, unit mounted, and suitable for
mounting on a flat concrete pad.
2.1.5. Breaker shall have seismic bracing.
2.2. RATINGS
2.2.1. Vacuum circuit breakers furnished under this specification are
intended for use under usual service conditions, except for temperatures listed in
section 1.1, and will be used for the protection and switching of three-phase, 60Hz,
effectively grounded 12.47kV overhead or underground distribution feeder circuits.
2.2.2. Breakers shall have minimum ratings and electrical characteristics
as defined in ANSI C37.04 and listed in ANSI C37.06 including, but not limited to,
the following:

2.3. LOW-VOLTAGE COMPARTMENT
The low-voltage compartment shall include the following:

2.3.1. One loss of AC relay, 27AC, shall be mounted and wired in the
breaker. One (1) “a” and one (1) “b” contact shall be wired for the District’s use.
2.3.2. SEL-351-S, part number 0351S6X3D3G5221. Relays must be
ordered Factory Configured with OUT104 configured as a ‘b’ contact, OUT107
configured as an additional alarm contact.
2.3.3. Test switch, ABB TYPE FT-19R, part number FR3G014001485
2.3.4. Bitronics M650, KVAM, part number M650B3U510

2.3.8. An emergency manual trip (ANSI device 69) shall be provided and
shall be readily accessible on the exterior mechanism side of the breaker. The
actuating handle shall be clearly labeled and be operable without opening any doors or
covers. The emergency manual trip device shall trip the breaker and prevent breaker
closing until manually reset.
2.3.9. The operating mechanism shall have an indicator for open and
closed status, and an indicator showing whether the mechanism is charged or
discharged. Both indicators shall be visible from the outside of the breaker
2.3.10. The operating mechanism shall have an operations counter. The
operations counter shall be visible from the outside of the breaker.
2.3.11. A minimum of six (6) spare electrically separate reversible
auxiliary contacts are required. All spare auxiliary contacts shall be wired to terminal
blocks.
2.3.12. Terminal blocks for auxiliary contacts, control wiring, and current
transformers shall be readily accessible for the District’s wiring connections.
Terminal blocks shall be Marathon 1512STD or approved equivalent for auxiliary
and control wiring, and shall be Marathon 1506SC or a p p ro ve d equivalent for
current transformer circuits. Position 6 on each shorting terminal block shall be
connected to ground.

2.3.13. All devices, terminal blocks, and wiring shall be adequately
identified. Nameplates shall be attached on or near each device to designate proper
device names.
2.3.14. All wiring shall be a minimum #12 AWG SIS stranded tinned
copper, except for CT wiring, which shall be #10 AWG SIS stranded tinned
copper. All component wiring shall be terminated at terminal blocks utilizing ring
terminal connectors.
2.3.15. A manually operated knife switch and thumb safe fuse holder
shall be provided to disconnect the 48VDC control circuit. The fuse slots shall be
slugged at both polarities.
2.3.16. A similar manually operated disconnect device shall be provided for
AC motor and heater circuit protection.
2.3.17. Control circuits shall be such that closing and tripping
operations will be completed when the contacts have been only momentarily closed.
The breaker shall be electrically and mechanically trip free and non-pumping for both
manual and automatic operations.
2.3.18. Each operating mechanism shall operate to open and close all
three phases simultaneously.
2.3.19. The bottom of the compartment shall have a removable plate
with minimum dimensions of 8” X 14” for entry of control conduits.
2.3.20. A utility light with hand or door actuated switch and a 120VAC
GFI duplex receptacle shall be provided in the compartment.
2.3.21. A thermostatically controlled heater shall be
sufficiently rated to maintain satisfactory operation of internal equipment.

2.4. CURRENT TRANSFORMERS
The circuit breaker shall be equipped with bushing current transformers as
follows:
2.4.1. Two (2) sets of current transformers shall be located on the load
side of the breaker (bushings 2, 4, 6).
The first set shall be 2000:5 MR, relay accuracy class 10C400 (per NEMA
and ANSI Standards), with a minimum continuous thermal current rating

factor (RF) of 1.5. This set shall be installed in the “X” CT location.
The second set shall be 600:5 MR, metering accuracy class 0.3B1.8, with a
minimum RF of 2. This set shall be installed in the “Y” CT location.
2.4.2. One (1) set of current transformers shall be located on the source
side of the breaker (bushings 1, 3, 5). This set shall be 600:5 MR, relay accuracy
class 10C400, with a minimum RF of 2.
2.5. CONTROL PANEL
2.5.1. Panel Arrangement
See Appendix I. for typical panel arrangement.
2.6. COMPARTMENT CONSTRUCTION
2.6.1. The compartment roof top cap and high and low voltage
compartments shall be weatherproof and dust resistant.
2.7. MOUNTING REQUIREMENTS
2.7.1. The circuit breaker shall be equipped with mounting frames to
provide a 9 foot clearance from the base to live parts, capable of adjustment for
an approximate 9 to 11 foot clearance. The frame and supports shall be designed to
meet seismic requirements at maximum adjustable height.
2.7.2. All non-energized metal parts shall be bonded so that one ground
connection will ground all normally dead parts. Grounding shall not rely on any
structural frame bolted joint.
2.7.3. The breaker shall have two (2) grounding pads, with provisions for
NEMA 2 hole connectors, located at diagonally opposite corners. Each grounding pad
shall be capable of conducting the maximum short circuit current rating of the breaker.
2.7.4. The circuit breaker mounting legs shall be drilled for concrete pad
attachment.
2.7.5. The breaker shall be equipped with lifting eyes
loading/unloading the entire unit, and shall be shipped completely assembled.

2.8. BUSHINGS AND TERMINALS
2.8.1. Six (6) roof bushings shall be provided. Bushings shall be ANSI 70
light gray in color.
2.8.2. Bushings shall have a minimum rating of 15kV, 110kV BIL per
applicable ANSI and NEMA standards.
2.8.3. Bushing terminals shall be threaded stud type, and each bushing
shall be equipped with a 4-hole NEMA, bronze or copper-to-aluminum rated, stud-toflat connector.
3. DRAWINGS AND DATA
3.1. INFORMATION TO BE FURNISHED WITH BID
The following drawings and data shall be furnished with bid or quote:
3.1.1. Dimensioned outline drawing including base details, total weight,
calculated moments at foundation, and other information required for installation
and foundation design.
3.1.2. Breaker ratings, typical control schematic and diagrams, and spare
parts list.
3.1.3. Bushing current transformer characteristics, ratings, type, quantity
and location.
3.1.4. Bushing outline, ratings, manufacturer and type.
3.1.5. Three (3) references representing U.S. electric utilities which have
purchased and installed the proposed circuit breaker, and have operated the
proposed circuit breaker for at least five (5) years on their system.
3.2. APPROVAL SUBMITTAL
The following drawings and data shall be submitted for approval within 45 calendar
days after award:
3.2.1. Outline drawings, Arrangement drawings
3.2.2. Schematic diagrams
3.2.3. Wiring diagrams
3.3. FINAL SUBMITTAL
The following drawings and data shall be furnished at time of breaker shipment:
3.3.1. One (1) copy of all approved drawings and instruction books for
installation, operation, and maintenance shall be bound, indexed, and shipped with
the breaker.
3.3.2. Two (2) copies of the above documentation shall be mailed to the
engineer at the following address:

3.3.3. Final drawings shall also be provided electronically in AutoCAD
R2010 or previous version.
4. WORKMANSHIP, MATERIAL, AND FINISH
The finish of the equipment shall be clean, and all metal surfaces usually finished shall
be smooth turned. All nuts and bolts shall have Unified National series threads.
Where applicable, metal parts shall be hot double-dipped galvanized. Surfaces that
require painting shall be thoroughly cleaned and painted with rust inhibitive epoxy
paint. The finish coat shall be ANSI 70 sky gray. Total paint thickness shall be 3.0
mils.
