Appendix V SPECIFICATION FOR A HV/MV CIRCUIT BREAKER ANALYZER 1.0 SCOPE This specification covers the general requirements of design, manufacture, testing & delivery of a circuit breaker analyzer with accessories, to be used for offline testing of HV and MV circuit breakers. 2.0 GENERAL It is intended to use the analyzer for condition assessment of medium and high voltage (Up to 220 kV) circuit breakers with up to 2 breaks per phase and up to 3 operating mechanisms. The analyzer shall be adapted for indoor/outdoor use and shall be capable of standalone operation. The unit shall be portable, suitable for on-site measurement and easy for transportation. 3.0 ENVIRONMENT (a) Maximum Operating temperature (b) Maximum Storage temperature (c) Maximum relative humidity : : : 50°C 60°C 90% This analyzer is to be used in switchyard environments where high electromagnetic interferences present. Therefore the test set shall have in-built automatic interference suppression capability even in presence of high electrostatic & electromagnetic induction. The test set shall give accurate, steady, reliable and repeatable test results even while the measurements are performed in charged high-voltage substations up to 220 kV. The instrument shall be capable of testing the following functions of a circuit breaker. Timing of Main Contacts of all three phases up to 2 breaks per phase and up to 3 operating mechanisms per breaker, simultaneously. Breaker Operations a) Close b) Open c) Close-Open d) Open-Delay-Close e) Open-Delay-Close-Open Timing of auxiliary contacts (NO and NC contacts) Static and Dynamic Contact Resistance measurements of main & arcing contacts to determine the contact overlap of all three phase. Contact motion measurement using rotary transducers for Contact speed, Damping Analysis, etc. (All 3 phases simultaneously for 3 operating mechanisms) Coil voltage and current measurement. Circuit breaker vibration analysis. The test unit shall be capable of performing the above measurements while both sides of the circuit breaker under test are kept grounded for safety reasons. The test unit shall be fully automatic for all functions listed above and shall be operated without any need for manual calibration. The unit shall be capable of operating remotely with an ample distance when there is a safety risk in operating the circuit breaker. 6.0 DATA HANDLING, REPRESENTATION AND SOFTWARE INTERFACE The analyzer shall be equipped with a built-in LCD/LED display or other facility to observe & validate the measurement taken at site itself. In case of an inbuilt display, it shall be readable even in bright sunlight and also shall have backlight for easy reading in darker environment. Otherwise, the analyzer shall be capable of connecting to a standard notebook computer through standard (USB/Ethernet) communication medium supported by Microsoft Windows based software. All necessary software/s for above with full functionality shall be offered in CD-ROMs with necessary licenses free of charge with the instrument. The software(s) shall be capable of running on Windows 7/8 or latest versions of MS Windows operating system platforms. It shall be easy to install, compact in size, user friendly and also be functioned with easy representation of test results and result analysis tools. All test results, waveforms and graphical interpretations shall be electronically generated with date and time stamped. Preparation of customized test reports for tests performed shall be facilitated within the software. The analyzer shall have a non-volatile internal memory or other internal storage media with adequate capacity for storage of test templates and results. It shall also be capable of saving the test results in any secondary media connected to USB directly from the test set. 7.0 ACCESSORIES TO BE SUPPLIED All the equipment and accessories necessary for the tests specified in 5.0 shall be supplied with the Circuit Breaker Analyzer. If external hardware is necessary to perform tests as specified in clause 5.0 of this document, the same shall be supplied at no extra cost. Three rotary type transducers shall be provided for motion analysis up to 3 operating mechanisms simultaneously. All accessories necessary for such measurement (Transducer mounts and supports, cables, special tools for mounting, etc.) shall also be provided. Capability of vibration analysis of circuit breakers shall be available in the offered test set. In case the main unit doesn’t include vibration analysis module, the unit shall be upgradable with external module to perform the measurement. All accessories including a velocity or accelerometer typed vibration sensor along with all the necessary clamping arrangements, cables and analysis tools shall also be provided. It shall be ensured that all clamps used to connect the test leads to the circuit breakers are firm and tight and does not cause separation of leads from the breaker at the time of operation due to high circuit breaker vibration. All connection wires which have to be provided to connect to circuit breaker under test shall be long enough to place and connect the instrument at the working height from the floor level in comfortable manner. Any wires/leads necessary to for control signals (If any) from the analyzer to the circuit breaker (Close/Open Commands) shall also be provided. The optional capability of connecting the test unit to an external printer through standard means (USB/Ethernet) is preferred to obtain hard copies of test reports at site. The test set shall be supplied in a heavy duty (hard, sturdy and shockproof) transportable case with wheels for easy transportation. Cables & other accessories shall be supplied in a heavy duty soft carry bag, if it is not packed with main unit. 8.0 OPERATION AND MAINTENANCE The operation and maintenance manual of the analyzer shall be provided with the offer and shall contain following information to enable the client to maintain, service, adjust and operate the test set. The language shall be English. a) Detailed description which shall contain a complete and accurate description of the test set including: Range of features provided as standard, Range of optional features, Range of settings provided for all features, both standard and optional. b) Operating principle c) Operating instructions of test set and user interface software. d) Setting and adjustments e) Maintenance instructions f) Any other information required for the Operation & Maintenance of the test set. 9.0 APPLICABLE STANDARDS EMC certification EMC Directive 2004/108/EC Shock Vibration Safety IEC 60068-2-27 IEC 60068-2-6 IEC 61326 In addition, the test set shall meet all the relevant safety specifications as per applicable national/international standards. 10.0 CALIBRATION Calibration certificates from a reputed certification agency for the whole test set shall be produced with the test set and the particular certificate shall be valid for minimum of 1 year. Details related to calibration (Need for calibration, frequency of calibration, etc.) shall be available in technical brochures. 11.0 WARRANTY A comprehensive warranty shall be provided to cover entire instrument including accessories for not less than one year from the date of receipt of the items by default and extended warranty for two years shall be provided. 12.0 QUALITY ASSURANCE The manufacturer shall posses ISO 9001:2000 Quality Assurance Certification for the plant where manufacture of the test set is done. The Bidder shall furnish a copy of the ISO Certificate certified as true copy of the original by the manufacturer, along with the offer. If the manufacturer is having ISO 14001 Environmental Management Certification, a copy of certificate shall also be furnished. 13.0 MANUFACTURING EXPERIENCE Manufacturer shall have a minimum of 5 years experience of the manufacture of circuit breaker analyzers for testing of HV and MV circuit breakers and also shall have supplied such systems to utilities in Asia, Europe and USA. The manufacturer shall have supplied at least to five Electricity Utilities internationally. The manufacturer shall submit proof documents such as audited supply records, the name of the purchasers, quantity sold, and the year of sale. 14.0 PACKING The instrument with all accessories shall be separately packed and shall be held in a firm position. Measures shall be taken to avoid damage against jerks during transportation and severe weather conditions. The manufacturer's name / Identification, Country of Origin shall be clearly marked on the packing. 15.0 DELIVERY PERIOD Total quantity of the items shall be shipped within 12 weeks from the date of Letter of Credit. 16.0 INFORMATION TO BE SUPPLIED WITH THE OFFER The following shall be furnished with the offer, (a) Technical Literature in English Language on product features/operation shall be supplied and they shall be descriptive & self-explanatory. (b) Completed Schedule of Guaranteed Technical Particulars - Annexure A (c) A copy of the Manufacturer's ISO 9001:2000 Certificate conforming to Clause 12.0 (d) Proofing documents for clause 13.0 -Manufacturing Experience (e) A Demo-CD/s which include/s guidance for field applications, case studies and interpretation of results.
