MENDOCINO COUNTY BOARD OF SUPERVISORS HEALTH CARE REFORM INFORMATIONAL PRESENTATION PRESENTER BIOS LEE D. KEMPER Principal, Kemper Consulting Group Lee D. Kemper has more than thirty years of professional experience in the health and human services policy and program arena. Over his career, Mr. Kemper has held senior positions leading county health and social service organizations and senior health policy positions with the State of California and the nonprofit sector. His experience includes: o Served as Executive Director for the County Medical Services Program (CMSP) Governing Board, where he directed policy, program and administrative operations for CMSP and Path2Health, a Low Income Health Program, which collectively serve approximately 70,000 low income uninsured adults in 35 California counties at an annual cost of over $400 million. o Provided counsel to top state health officials on critical health coverage and public health issues while serving as Assistant Secretary for the California Health and Human Services Agency and Associate Director for Policy Development with the California Department of Health Services in the Administration of Governor Pete Wilson. o Directed policy development, legislative advocacy and association operations as Executive Director for the County Welfare Directors Association of California, a statewide county association representing 58 county human service agencies. o Served as Director of Policy for the Center for Health Improvement, a nonprofit health policy center dedicated to promoting prevention in the delivery of health coverage programs. Mr. Kemper holds a Masters Degree in Public Administration from the University of Southern California and a Bachelor of Arts Degree in Political Science from the University of California at Davis. FARRAH MCDAID TING CSAC Associate Legislative Representative Farrah McDaid Ting serves as an Associate Legislative Representative for Health and Human Services with the California State Association of Counties (CSAC). She has specialized in California health and human services programs that impact or are administered by counties since 2007. Prior to 2007, Farrah served as an analyst at CSAC on a variety of issues, including employee relations, agriculture and natural resources, transportation and housing, and Indian gaming issues. She began her county career at CSAC in 2001 (twelve years ago), serving on the Public Affairs side of the organization as a communications analyst. Before coming to CSAC, Farrah was an assistant editor at the California Journal, a nonpartisan government and politicsāfocused monthly magazine in Sacramento. Farrah earned a Bachelor’s degree in Government/Journalism and graduated cum laude from California State University, Sacramento in 1999. She lives in Sacramento with her husband and two young children and enjoys traveling to counties throughout the Golden State. E. PETER MCNAMARA – SENIOR VICE PRESIDENT Keenan & Associates (Health Plan Consultant) Peter McNamara has more than 24 years of experience in the insurance industry and is responsible for all aspects of Keenan’s Northern California Municipalities Employee Benefits Practice. Peter brings extensive experience in the public agency arena. Before coming to Keenan in 1991, Peter worked exclusively with public sector accounts in Massachusetts where he specialized in consulting with municipalities and special districts on a wide range of employee benefit programs. His work included the management of several large accounts such as the Cities of Springfield, Worcester, and Pittsfield, as well as the largest Joint Powers Authorities in the state of Massachusetts. Further, Peter has an extensive consulting and brokerage background both with Keenan and Watson Wyatt in San Francisco. Peter is currently the consultant for several counties including Mendocino and Sacramento and cities ranging in size from 90 employees in the Town of Danville to just under 6,000 employees in the City of San Jose. He is also the Consultant for a number of transit agencies and water districts including BART, AC Transit District and EBMUD. In total, Peter is currently the Lead Consultant for just over 12 public agencies in Northern California. Peter obtained his Bachelor of Arts degree from St. Anselm College in Manchester, NH and his Master of Business Administration degree from Plymouth State University, Plymouth, NH. LYNN SCURI, MPH Associate Regional Director Partnership HealthPlan (PHC) Lynn is the Associate Regional Director for Partnership HealthPlan (PHC), overseeing PHC operations in the four western counties of Marin, Mendocino, Sonoma, and soon to include Lake County. Lynn joined Partnership in 2009 with the expansion into Sonoma County and served a lead role in the subsequent expansions into Marin, Mendocino and Lake Counties. Prior to coming to PHC she was the Manager for Planning and Population Health with Sonoma County Department of Health Services and Director of Planning and Business Development with Sutter Health. Her professional interests are in planning, population health and new program development. She is a graduate of UC Davis with a masters degree from UC Berkeley, School of Public Health.
