TRADE RULES
QUALIFICATION FOR MEMBERSHIP
The Initiation Fee for Journeymen joining Millwright Local Union 1460 shall be $300.00 ,
plus two months dues. Apprentices will be pro-rated as per in UBC Constitution.
1)
INDUSTRIAL MILLWRIGHT: All applicants excepting those who are excluded by
applicable
Provincial or Federal legislation, who are employed within some
mechanically related industry,
shall be eligible for membership.
2)
MAINTENANCE MILLWRIGHT: All new members and Clearance Card members
shall be
signed on the Maintenance Out-Of-Work list for a period of two (2) years. All
new members and
Clearance Card members shall be the holder of an Alberta or
Interprovincial (Red Seal)
Journeyman Certificate.
3)
CONSTRUCTION MILLWRIGHT:
a) All former members of either Millwright Local Union 1460 or the former Millwright
Local Union 1975 shall be eligible for Construction Millwright status.
b) Transfer applications from Maintenance to Construction status will be processed
automatically after two (2) calendar years, unless the member gives written
confirmation of wanting to remain as a Maintenance Millwright. Any member
wanting to remain on the Maintenance list shall do so for a minimum of twelve (12)
months.
c)
Written transfer applications from Construction List to Maintenance List will be
accepted. Any member transferring to the Maintenance List shall do so for a
minimum of twelve (12) months.
4)
Any candidate joining as a Maintenance or Industrial member shall sign a Letter of
Understanding
stating that he or she is joining for the purpose of working as a
Maintenance or an Industrial member and he or she should wish to change membership
status, they shall comply with the
standing motions.
5)
APPRENTICES
a) All apprentices will be allowed to sign on an Apprentice Out-Of-Work List. When the
apprentice attains Journeyman status, the date of signing the Out-Of-Work List will
determine their new position on the applicable journeyman list. If an Apprentice has
two years or more membership they will, upon obtaining Journeyman status, be
allowed to sign the Construction List; if less than (2) years, the Maintenance List.
b) Apprentices shall maintain and update their Apprenticeship Book with the
Apprenticeship Board on a regular basis. All Apprentice issues will be dealt with by the
Local Union Executive.
6)
DUES
Dues shall be payable to the Union monthly. The dues shall be in accordance with
the Regional Council dues structure.

7)
ASSESSMENTS AND FEES
a) All new members and Clearance Card members will pay a $25.00 fee to the Building
& Benevolent Society Trust Fund plus a $25.00 fee to the Defense Fund.
b) Members may be assessed for Union purposes and each and every member will be
liable to the
same assessment to be set at a Special Called Meeting for that purpose.
8)
JOB STEWARDS
a) The first man starting work after the Foreman on a job site, shall act as a temporary
Job Steward until one is elected or appointed by the Business Representative.
Assistant Job Stewards when necessary, may be appointed from members on site.
The employer shall be notified by the Union Hall of all Millwright Job Stewards on
site. The Steward shall remain on the job so long as there is work to be done.
b) Any Job Steward who is dismissed for Union activities, shall be allowed a position
on top of the applicable Out-Of-Work Book(s).
c) Where overtime is worked, the Steward shall be one of the crew to work if he/she so
desires. The regular Steward shall appoint a temporary Steward in his/her absence.
d) All members of the United Brotherhood on a job site shall cooperate with and
support the Job
Steward so long as he carries out his duties in a proper manner. No
Job Steward shall be relieved of his duties unless he has voluntarily relinquished them or
has proven to be incapable or unwilling to carry them out, subject to review by the Union
Executive Committee.
e) All members must furnish proof of Journeyman Certificate or Apprenticeship book
and/or furnish proof of wages received, when requested to do so by the Job Steward,
Business Agent or Financial Secretary or be fined for refusal.
f) All Stewards must attend Union meetings and must wear a Job Steward sticker
while on the job.
9)
FOREMEN
a) All Millwright Foremen must be members of the Local Union. No Foreman shall
supervise or
work with non-union help, unless permission is granted by the
Business Agent and/or Executive Committee.
b) A Construction Foreman as defined by Agreement, who has a Certificate of
Qualification and who
works with the tools for the regular hour work day, shall have
the privilege to work with his tools
on overtime hours. A Millwright Foreman (as
above) who does not work with his tools for the
regular work day, shall not be entitled
to work with his tools on overtime hours.
c) All Foremen are to be held equally responsible ( the same as the Steward) for the
enforcement of
all Standing Motions, Bylaws and Jurisdiction of the Local Union.
Violators of the Section shall
be subject to Union discipline.
d) No member shall conduct himself or take part in any action which would bring
discredit upon
another member of the Union.

e) No member shall violate the terms and conditions of the Local Union’s Collective
Agreement.
f)
No member shall provide power operated tools on any job.
g) No member shall work for an Employer who is not party to the Current Collective
Agreement unless he has been granted permission to do so by his Local Union.
h) It shall be the duty of every member who knows of any member violating any
Standing Motion or
Bylaw to refer particulars of the incident to the attention of
the Business Agent or Executive Committee of the Local Union.
i) Any member found guilty of giving donations of any kind to those in authority shall
be dealt with
as the Local Union may decide.
j) There shall be no abuse of hiring of classification on the Out-Of-Work Books(s), e.g.
Welders, Machinists etc.
10)
STRIKES AND LOCK-OUTS
In compliance with the Constitution and Laws of the United Brotherhood and Provincial
Labour Laws, the following sections shall come immediately into effect during a STRIKE
OR LOCK-OUT.
a) Recommended that members be assessed as per Constitution (Section 45, O, P, and
Q). Members working a forty (40) hour week will be assessed two (2) hours per day
worked. Members working additional hours will be assessed proportionately.
e.g. Two hours assessment for each eight (8) hour straight time day or two hours
straight time
assessment must be submitted to the Millwright Local Union 1460
Defense Fund Committee postdated no later than three (3) days following their cheque
being issued.
b) Recommended that members on active picket line duty shall be paid expenses at the
rate
equivalent to _____________ per week.
c) Recommended that members picketing out of town shall receive the basic
_____________ strike
pay per week. They will also receive approved expenses.
Recommended that members in other
employment, superintendents etc., be assessed
at _______________ per week.
d) Recommended that all members must register weekly for picket line duty or forfeit
his strike pay,
in addition he will pay a ____________ weekly picket line assessment
for failure to register.
e) Recommended that all Strike Assessments take effect the day the Strike begins,
except the working assessments which will commence two weeks later.
f) Recommended that all assessments be paid to the Local Union 1460 Defense Fund
weekly.
g) Recommended that all members taking employment as of _____________ will be
assessed an
equal amount as per members working.
h) No holidays will be recognized during STRIKE and/or LOCK-OUT unless approved
by the
Strike Committee.

11)
The Dispatcher shall be in possession of all Training Certificates and Tickets for
dispatch
purposes, if funded by the Local Union or the UBC. The CSTS Certificate is
exempted and shall
be in the possession of the member.
12)
The UBC Constitution shall provide the guidelines for day-to-day operation of the
Local Union.
13)
It shall be the duty of the Executive Committee to act as advisory body to the
Business Agent(s);
and it shall be called together to consider and advise him on such
matters as he may place before
it. A correct reading shall be kept of all decisions
reached and actions taken such meetings. This
provision shall not be construed as
interfering with the normal functions of the Business Manager
and/or Business Agent.
14)
The Local Union may amend these Standing Motions in a manner calculated to be in
the best
interest of the membership, but such amendments shall be made only after
due notice of motion and the consent of a majority of the members attending a Special
Called Meeting for this purpose.
