Why does the existing language need to be changed? Requirements that certain material testing
be performed by an OSHA Nationally Recognized Testing Laboratory (NRTL) are contained in
multiple specifications. Recommend that NRTL be added to Section 1 so that the abbreviation
does not need to be defined in each Section every time.
Summary of the changes: Added NRTL to the list of abbreviations in article 1-2

requirement is applicable to all projects.
Will these changes result in an increase or decrease in project costs? If yes, what is the estimated
change in costs? No.
With who have you discussed these changes? In-house stakeholders (Traffic Engineering and
Operations Office staff, Specifications Office staff).
What other offices will be impacted by these changes? Specifications and Estimates,
Construction, Maintenance, and Roadway Design.
Are changes needed to the PPM, Design Standards, SDG, CPAM or other manual? No.
Is a Design Bulletin, Construction Memo, or Estimates Bulletin needed? No.

In accordance with Specification Development Procedures, we are sending you a copy of
a proposed specification change.
This change was proposed by Ron Meyer because the requirement that certain material
testing be performed by an OSHA Nationally Recognized Testing Laboratory (NRTL) are
contained in multiple specifications. Recommend that NRTL be added so that the abbreviation
does not need to be defined in each Section every time.
