Summary
It is requested that the County Board approve hiring the Hoisington Koegler Group, Inc.
(HKGi) to update the Master Plan for the County’s Byllesby Park and prepare an initial Master
Plan for the new park land in the Kenyon Area.
Background
As discussed at past Board meetings, Dakota County is updating their master plan for their Lake Byllesby Regional Park. Staff has discussed updating the master plan for the Goodhue County Byllesby Park as a separate but coordinated effort with Dakota County. By coordinating efforts with Dakota County, the planning efforts should create master plans that work in harmony thus minimizing conflicting and overlapping facilities and providing a complimentary regional park system at Lake Byllesby in a cost efficient manner. Dakota County issued a Request for Proposal (RFP) to update their Lake Byllesby Regional Park Master Plan and interviewed the top three consulting firms on 15 Apr 16. Dakota County selected the firm HKGi to update their master plan and the Dakota County Board is scheduled to approve hiring HKGi at their meeting on 17 May 16. Goodhue County Staff sat in on these interviews. HKGi has created numerous Park and Trail Master Plans for Dakota County and other municipalities. They are currently preparing 3 park master plans for Olmsted County to meet the current criteria for the Greater Minnesota Regional Park & Trails Commission (the criteria our master plans must meet). They are very qualified to prepare these master plans for Goodhue County. In order to create a coordinated Byllesby Park Master Plan with Dakota County and minimize research, meeting and travel costs, Staff requested a proposal from HKGi to prepare master plans for Goodhue County’s Byllesby Park and Kenyon Area Park. HKGi’s proposals were discussed at the County’s Park and Trail Board meeting on 10 May 16 and the concept of hiring HKGi was "To effectively promote the safety, health, and well-being of our residents"
supported by the Park Board, but a lack of a quorum prevented any formal action by the Park and Trail Board. HKGi’s proposed fee for both the Byllesby Park and Kenyon Area Master Plans is $72,000 and $75,000 is budgeted.
Alternatives
 Authorize hiring HKGi to create these two master plans.
 Revise the Request for Proposal and request a revised fee proposal.
 Take no action and end this master planning process.
Recommendations
It is the recommendation of staff to approve hiring HKGi to update the Master Plan for the
County’s Byllesby Park and prepare an initial Master Plan for the new County Park in the
Kenyon Area.

Project Understanding
Goodhue County seeks to develop an plan for Byllesby Park’s future as a natural
and recreational resource in the region. The County is seeking the expertise of a
consultant team to develop an innovative, yet practical and feasible, master plan
that meets Greater Minnesota Regional Parks and Trails Commission requirements
for regional park planning, and will guide future development, management,
restoration, and enhancement of the park. This planning process is intended to
update the 1994 Byllesby Park Master Plan.
Byllesby Park provides a number of recreational opportunities today including
picnicking, fishing, boating, swimming, volleyball, and hiking. Lake Byllesby
Regional Park in Dakota County is across the Cannon River from Byllesby Park in
Goodhue County. The two parks would benefit from being more accessible to each
other. Better connectivity between the two parks would provide continuous and
expanded recreation experiences. In coordination with a concurrent Dakota County
master planning process, Goodhue County’s consultant will work to engage the
public, stakeholders, and staff of both Counties to create a plan that integrates and
connects both parks across County boundaries and around the lake.
The consultant team will engage the public and stakeholders in order to develop
a master plan that will be supported and championed by the local residents.
The master plan will recommend recreational uses, development concepts and
associated cost estimates, and ecological and land management strategies. Tangible
implementation methods and tools will be included in the master plan.

Project Approach
HKGi’s approach to Goodhue County’s Byllesby Park Master Plan process follows
the steps outlined in the RFP. We have strived to capture as much co-planning
efficiencies as possible with the concurrent Dakota County planning process.
There are some limitations, however, as this process is for a park in a separate
county and the intent of the process is to meet Greater Minnesota Regional Parks
and Trails Commission requirements. These limitations and the available budget
have particularly impacted the amount of public engagement and County Board
presentations that we are able to propose in the work scope. We are happy to revise
this work scope as needed to best meet the needs of Goodhue County.

Task 2.1 - Prepare Existing Conditions maps and graphics
While some of these graphics will include the entire Lake Byllesby Park/Byllesby Park
project areas, specific graphics for the Goodhue County portion of the project will be
developed as well.
Task 2.2 - Research of Demographics and Recreation Trends
Trends research will be applied to both planning processes. Additional demographic
research specific to Goodhue County will be conducted.
Task 2.3 - Conduct Focus Group Meetings
It is recommended that these meetings be held on the same day as any Dakota
County meetings in the area. If possible, co-locating meetings would allow for
additional meeting time that otherwise would be devoted to travel and set-up. We
have allocated 4 hours to meet with a few focus groups that would be specific to the
Goodhue County project.
Task 2.4 - Community Open House #1
It is recommended that this first open house be a combined meeting with Dakota
County as it is primarily an information gathering meeting where attendees have an
opportunity to share how they use the parks, needs, opportunities, etc. A separate
open house would require approximately $1,000 to $1,250 in additional fee due
to travel, set-up, take-down, and summarization. Similar to the open house, it is
assumed that online engagement can be done concurrently with Dakota County.

Meetings
In-person meetings and open houses can easily become one of the most costly
components of a planning process. HKGi will coordinate Goodhue County’s planning
process with the Dakota County planning process as much as possible to maximize
efficiencies. The process proposed, while not meeting the request for proposal, does
reflect an expanded process in relation to what HKGi has typically conducted for a
Greater Minnesota Regional Parks and Trails Commission master planning process.
Public Engagement
The public engagement process is intended to involve a wide range of constituents,
including Goodhue County elected officials, advisory commissions, affected
municipalities, staff, partners, and stakeholders. The process seeks to gather input
on key park recreational needs and issues. It also seeks to solicit feedback and build
consensus on park design alternatives.
For all meetings, HKGi will be responsible for developing content and agendas with
input from County Staff. HKGi will also prepare maps, exhibits, design drawings and
layouts, feedback forms, presentations, and meeting summaries as appropriate.
Meeting notices will be prepared for County Staff distribution.
Proposed Public meetings:
While the Greater Minnesota Regional Parks and Trails Commission requires only
one public meeting as part of its master planning process, the proposed work scope
includes a number of opportunities for public input:
»» Community Open House #1 - the first open house will be joint with the Dakota
County Lake Byllesby Regional Park master planning process.
»» Community Open House #2 - the second open house will be specific to Goodhue
County
»» Focus Group Meetings - these will be conducted with park users, stakeholder
groups, and non-park users. These will be held on the same day as Dakota County
focus groups. Half a day will be dedicated to Goodhue County focus groups.
»» Online input - the first opportunity for online input will be held jointly with
Dakota County. A second, Goodhue specific, online input will be held at the end
of the process to provide feedback on the draft master plan.

Paul Paige, RLA, President, will serve as Principal in Charge for Goodhue County’s
Byllesby Park Master Plan project. In this role he will provide oversight and quality
control for the project team and will serve in an advisory role for the overall conduct
of the project. Paul has over two decades of experience as a park planner and
landscape architect, and he has developed park master plans for dozens of clients
throughout his career. He is currently leading park master planning and design
projects for the Woodland Trails Park in Elk River, South Loop Park in Bloomington,
and Veterans Memorial Park in Chaska.

Regional Park
Minneapolis, Minnesota
Rita Trapp, AICP, LEED AP, will serve as Project Manager for the Byllesby Park project.
In this role she will coordinate the overall work of the project team and will be
responsible for coordinating the planning process with Goodhue County staff. Rita
brings over a dozen years of planning experience to this project, and she will provide
strong leadership, communication, and collaboration skills to the project. She has
worked with several Minnesota counties on park planning, active living, and grant
writing projects. Her knowledge and experience working at the county level will
be a valuable resource on this project. She has managed the Rochester Park and
Recreation System Master Plan and the Snail Lake Marsh Regional Trail Master Plan
Amendment for Ramsey County. She is currently leading a park master planning
process for Olmsted County, and she will lead the Lake Byllesby Park planning
project for Dakota County.
Gabrielle Grinde, PLA, will serve as the Lead Landscape Architect for the Byllesby
Park project. In this role she will provide leadership and expertise for the inventory
and analysis and concept development components of the project. Gabrielle brings
outstanding experience as a park planner and landscape architect to this project.
She has been a key contributor to several park and greenway projects in Dakota
County, and she is providing park planning expertise to the Woodland Trails Park
project in Elk River, a project that is also being developed in accordance with the
Greater Minnesota Regional Park and Trail Commission’s (GMRPTC) master planning
criteria. Gabrielle has also worked with the City of Duluth to develop a vision and
plans for its St. Louis River Corridor parks and recreation facilities, for the Fairmount
Park/Lake Superior Zoo, and the Cross City Trail. Gabrielle will provide the project
team with valuable insights and expertise related to park planning intended to
achieve multiple public objectives.
Sarah Evenson, PLA, will provide landscape architecture support for the Byllesby
Park project. Her park planning experience includes recent work on high profile
projects such as the West Side Flats in Saint Paul and the Minneapolis Sculpture
Garden renovation. Sarah is also working on the the Barn Bluff Park Master Plan in
Red Wing, which will adhere to GMRTPC master planning criteria. She brings strong
visual communications skills to this project, and her renderings, visualizations, and
graphics have been an important part of successful public communication strategies
on recent projects.

Paul possesses more than 20 years of experience completing public and private
projects throughout the country. He has provided leadership as project manager
on a wide range of planning and design projects, with a particular focus on
planning, site design, and construction administration for civic and corporate
campuses, park and recreation systems and facilities, downtown and commercial
corridor streetscapes, and other public spaces. Paul has also frequently provided
consultation and advisory services to public and private land owners to help them
understand their development options to achieve the highest and best use of their

Dakota County Regional Park and Greenway Planning
Lebanon Hills Regional Park Master Plan
HKGi’s park planners and landscape architects
worked closely with Dakota County Staff to prepare
the master plan for the 2,000-acre regional park
located in Eagan and Apple Valley. HKGi prepared
the recreation improvement plans and the trail
concept plan, facilitated community and stakeholder
meetings, and helped review and edit the master
plan document. County staff led preparation of the
master plan document with HKGi’s assistance, and
Barr Engineering provided advice on natural resource
restoration.
The Master Plan confirms Lebanon Hills’ role as
Dakota County park system’s flagship park and
provides a detailed action plan that balances
recreation and natural resources. Given Lebanon Hills Regional Park’s reputation for
providing an immersive wilderness-like experience, the team was mindful of natural
resource management throughout the master planning process, and identified
areas for aquatic and vegetative restoration. Key features of the Master Plan include
concepts to enhance primary destinations and a complete network of sustainable
natural surface and paved trails that connects park destinations, allowing the park to
function as a hub for the Dakota County Greenway network.
Concept plan for the Visitor Center and
Beach at Lebanon Hills
Greenway Master Plans
Since 2009 Hoisington Koegler Group has worked with Dakota County on groundbreaking master plans for its county-wide greenway system. The master plans
are rooted in the directives outlined in the Dakota County Greenway Guidebook,
developed by HKGi in 2009. The projects exemplify HKGi’s long-standing approach
to infusing ecological functions into community planning and infrastructure
investments.
In 2011, Minnesota River and North Creek Greenway Master Plans were completed,
followed by master plans for Vermillion Highlands, Rosemount, Lake Marion, and
Mendota-Lebanon Hills Greenways. These projects represent the first regionallydesignated corridor master plans in the Twin Cities to intentionally combine the
functions of water quality, habitat, linear recreation, non-motorized transportation,
and interpretation planning. The plans have been prepared as models in both
approach and “design signature” for future greenway master plans to follow. The
master plans:

Duluth Regional Park and Recreation Planning
Fairmount Park/Lake Superior Zoo Visioning
Fairmount Park is located on a rocky hillside within the St. Louis River corridor. The
park features majestic pines and picturesque views of the river and houses the Lake
Superior Zoo. Kingsbury Creek runs through the heart of the park and the Cross City
Trail and Willard Munger State Trail run through or adjacent to the park. In 2012 a
devastating flood caused serious damage to the park, prompting the City to retain
HKGi to lead a visioning process to reimagine Fairmount Park and the Zoo.
The goals of the project included establishing the river corridor as a regional
destination through environmental learning and outdoor exploration and
reinvigorating the zoological tradition of the park. The vision concept that emerged
from the process features an exciting mix of new uses including a destination zoo;
nature/north woods-themed playgrounds; a natural amphitheater incorporating
repurposed zoo exhibits; accessible nature trails, gardens, and outdoor classrooms;
improved access and traffic circulation; and native landscape restoration and
stormwater treatment throughout the park.

Duluth Sports Corridor Mini-Master Plan
The West Duluth Sports Corridor Mini-Master Plan
provides guidance for improvements over the next
10 years for two major regional recreational facilities,
Wheeler Athletic Complex and historic Wade Stadium,
both of which are among the most highly regarded
baseball and softball tournament locations in Northern
Minnesota. In addition to these improvements, the
plan provides strategies for creating a sports corridor,
linking Wheeler and Wade to the Heritage Sports
Center, Cross City Trail and surrounding parks, creating
a cohesive district through the use of signage and
wayfinding, paving, and landscaping.

HKGi led a park planning and community engagement process to solicit stakeholder
ideas about the future of the facilities and what improvements they would like to see
in the corridor. The plan required a balance of new amenities and reinvestment in
existing facilities with years of deferred maintenance, as well as functional upgrades
to parking and concessions. In addition to development concepts, the plan identifies
priorities and a phased approach to guide the City through implementation.
Cross City Trail Master PLan
HKGi has led the master planning process to create Duluth’s Cross City Trail which,
when complete, will be a regionally designated trail that connect state trail routes
from central Minnesota to the North Shore of Lake Superior. The Cross City Trail will
connect the Munger State Trail to the Duluth Lakewalk and will offer safe access to
distinctive natural areas in West Duluth and exceptional views of the St. Louis River
Corridor and estuary.
In addition to its regional significance, the trail will provide an important west to
east transportation connection currently lacking in Duluth. The Cross City Trail
will also highlight routes that exemplify Duluth’s cultural and natural heritage and
will encourage future development by linking to businesses, residential areas, and
regional attractions. Finally, the master plan calls for the trail to be constructed using
sustainable standards and to avoid high quality or sensitive natural areas.

Red River Corridor Master Plan
Moorhead, Minnesota
In 2014 the Fargo-Moorhead Council of Governments and the City of Moorhead
hired HKGi and EOR to prepare a master plan for the public land along 14 miles of
Red River Corridor that had been acquired for flood mitigation.
The new public land along the river was a unique opportunity for the City to not
only achieve its flood mitigation goals but reconnect to the river corridor and
transform it to a visible and publicly accessible source of pride, beauty, culture, and
recreation. The Master Plan presents a long term vision for the corridor side by side
with implementation actions that can be undertaken in the near term, within current
budgets, land ownership, and flood protection infrastructure.

HKGi conducted a trail route plan and feasibility study for a paved regional bicycle
and pedestrian trail through the cities of Hermantown and Proctor. The Proctor
– Hermantown Munger Trail Spur will also connect these two communities to the
popular Munger State Trail, which runs for severnty miles between Duluth and
Hinckley.

HKGi’s planners presented four alternative trail routes to a citizen-based project
advisory committee and facilitated three public open houses to gain community
input throughout the planning process. Advisory committee and community
feedback and input formed the basis for an in-depth analysis that identified a
preferred trail route. The future 16-mile trail will involve numerous crossings of
wetlands, creeks, steep slopes, streets, power line corridors, a rail line, and Interstate
35.
This multi-jurisdictional project involved a collaborative project team consisting of
staff from Proctor, Hermantown, Duluth, Duluth-Superior Metropolitan Interstate
Council, Minnesota DNR, and Minnesota Power. In addition to identifying the
most preferred and feasible route, HKGi’s landscape architects will also provide
preliminary design specifications and cost estimates for construction of the trail.

HKGi was retained to lead the first master plan update for Nokomis-Hiawatha
regional park map
Regional Park since the original master plan was established by Theodore Wirth
in 1934. The first phase, master plan development, was completed in March 2015
when the Minneapolis Park and Recreation Board approved the plan. The master
plan will guide park improvements for the next 25 years. HKGi is currently leading
phase two of the project, identifying park implementation priorities and conducting
preliminary design for initial park improvement projects.
HKGi collected input from park users and nearby neighborhood groups to
understand what kind of experience the park offers visitors. This input was used to
craft the master plan’s three vision themes that the plan is designed to accomplish:
1) improve the natural setting and quality of the park; 2) offer premier trail
experiences that knit the park together; and 3) continue to ensure quality recreation
for everyone by enhancing existing amenities and adding key new facilities.
Some of the specific initiatives include applying a naturalized landscape of native
plant types to enhance wildlife habitat and stormwater management efforts; more
fully separate bike and pedestrian trails especially at points at which pedestrian,
bicycle, and automotive traffic intersect; and make improvements to the three
recreational activity centers within the park.

HKGi is currently working with LOAM, Inc. to conduct the planning process to
develop a master plan for Barn Bluff Park, one of the most significant sites in Red
Wing and a place of great geologic and cultural importance not only to the City but
also to the Dakota people. The goals of the master planning process, as identified
through public input and collaboration with City staff, include preserving the natural
features and systems of the park; addressing safety issues and durability of the
trail system; developing plans to reopen a loop trail in the park; removing features
that negatively impact the natural and cultural integrity of the park; and enhance
opportunities for education and programming. In addition, this master plan is being
developed with the intention of establishing the park’s qualifications for regional
designation by the Greater Minnesota Regional Parks and Trails Commission.

Project Understanding
Goodhue County seeks to develop a plan for a new County Park west of Kenyon,
Minnesota. The land for Kenyon Area Park was donated to the County by a
prominent business owner from Kenyon. Public input obtained from adjacent
landowners within the past couple years indicated the desire for the land to be used
as a low impact nature park and potential wildlife refuge.
The County is seeking the expertise of a consultant team to develop an innovative,
yet practical and feasible, master plan that meets Greater Minnesota Regional Parks
and Trails Commission requirements for regional park planning, and will guide future
development, management, restoration, and enhancement of the park.
The consultant team will engage the public and stakeholders in order to develop
a master plan that will be supported and championed by the local residents.
The master plan will outline conservation and restoration management options
and recommendations, recommended recreational uses, development concepts
and associated cost estimates, and land management strategies. Tangible
implementation methods and tools will be included in the master plan, including
the identification of projects that may be able to be built by local volunteers.

Meetings
In-person meetings and open houses can easily become one of the most costly
components of a planning process. HKGi will coordinate Kenyon Area Park’s
planning process as much as possible with both the Goodhue County and Dakota
County Byllesby planning processes to maximize efficiencies.
Public Engagement
The public engagement process is intended to involve a wide range of constituents,
including Goodhue County elected officials, advisory commissions, affected
municipalities, staff, partners, and stakeholders. The process seeks to gather input
on key park recreational needs and issues. It also seeks to solicit feedback and build
consensus on park design alternatives.
For all meetings, HKGi will be responsible for developing content and agendas with
input from County Staff. HKGi will also prepare maps, exhibits, design drawings and
layouts, feedback forms, presentations, and meeting summaries as appropriate.
Meeting notices will be prepared for County Staff distribution.
Proposed Public meetings:
While the Greater Minnesota Regional Parks and Trails Commission requires only
one public meeting as part of its master planning process, the proposed work scope
includes a number of opportunities for public input:
»» Conduct focus groups with park users, stakeholder groups, and non-park users
-- This will be performed at the beginning of the process independent to Kenyon Park
-- Half day (4 hours) dedicated to Kenyon Park stakeholders and focus groups
»» Conduct 1 community open house to review proposed concepts
-- The open house will be held on the same day as the Byllesby Park master planning
process
»» Online input - an online input opportunity will be held at the end of the process
to provide feedback on the draft master plan.
Goodhue County Parks and Trails Board
»» 3 meetings as the Advisory Group for the Kenyon Area Park planning process
(combined with the Byllesby Park process, potentially meet one hour ahead of
Byllesby meetings, except that one meeting will be held after the Open House)

Paul Paige, RLA, President, will serve as Principal in Charge for the Kenyon Area
Park Master Plan project, providing oversight, quality control and guidance for
the overall conduct of the project. Paul has over two decades of experience as a
park planner and landscape architect, and he has developed park master plans for
dozens of clients throughout his career. He is currently leading park master planning
and design projects for the Woodland Trails Park in Elk River, South Loop Park in
Bloomington, and Veterans Memorial Park in Chaska.
HKGi Project Example
Runestone Park
Alexandria, Minnesota
Rita Trapp, AICP, LEED AP, will serve as Project Manager for the Kenyon Park project.
She will coordinate the overall work of the project team and will be responsible for
coordinating the planning process with Goodhue County staff. Rita brings over
a dozen years of planning experience to this project, and she will provide strong
leadership, communication, and collaboration skills to the project. She has worked
with several Minnesota counties on park planning, active living, and grant writing
projects. Her knowledge and experience working at the county level will be a
valuable resource on this project. She is currently leading a park master planning
process for Olmsted County, which has many similarities to the work that will
need to be done for Kenyon Park. She has also managed the Rochester Park and
Recreation System Master Plan and the Snail Lake Marsh Regional Trail Master Plan
Amendment for Ramsey County.
Gabrielle Grinde, PLA, will serve as the Lead Landscape Architect for the Kenyon
Park project. In this role she will provide leadership and expertise for the inventory
and analysis and concept development components of the project. Gabrielle
brings outstanding experience as a park planner and landscape architect to this
project. She has been a key contributor to several park and greenway projects in
Dakota County, and she is providing park planning expertise to the Woodland Trails
Park project in Elk River, a project that shares some similar characteristics with the
Kenyon Park project. Gabrielle has also worked with the City of Duluth to develop a
vision and plans for its St. Louis River Corridor parks and recreation facilities, for the
Fairmount Park/Lake Superior Zoo, and the Cross City Trail. Gabrielle will provide the
project team with valuable insights and expertise related to park planning intended
to achieve multiple public objectives.
Kevin Clarke, Graduate Planner and Landscape Architect, will provide technical
planning support in the area of GIS mapping, research, and data and conditions
analysis. Kevin is currently providing similar service for the Barn Bluff Master Plan
in Red Wing and the Woodland Trails Park Master Plan in Elk River. Both of these
projects have similar characteristics to the Kenyon Park project. Recently Kevin has
also been involved in planning for regional park and recreation amenities in Duluth,
the Munger Spur in Hermantown and Proctor, and the Crow River and Mississippi
River Regional Trails in Hennepin County.

Paul possesses more than 20 years of experience completing public and private
projects throughout the country. He has provided leadership as project manager
on a wide range of planning and design projects, with a particular focus on

corridor streetscapes, and other public spaces. Paul has also frequently provided

Park planning has been a foundation of HKGi’s work since its earliest days. The firm

HKGi is currently working with LOAM, Inc. to conduct the planning process to
develop a master plan for Barn Bluff Park, one of the most significant sites in Red
Wing and a place of great geologic and cultural importance not only to the City but
also to the Dakota people. The goals of the master planning process, as identified
through public input and collaboration with City staff, include preserving the natural
features and systems of the park; addressing safety issues and durability of the
trail system; developing plans to reopen a loop trail in the park; removing features
that negatively impact the natural and cultural integrity of the park; and enhance
opportunities for education and programming. In addition, this master plan is being
developed with the intention of establishing the park’s qualifications for regional
designation by the Greater Minnesota Regional Parks and Trails Commission.

Woodland Trails Park Master Plan
Elk River, Minnesota
HKGi is currently developing the master plan for Woodland Trails Park, which will
become a signature park within the City of Elk River’s park system. The master
planning process is in its early stages, but conceptual improvements include
construction of a small warming house/program facility and a maintenance/storage
facility. The majority of the park will remain in its current state, which includes
mostly undisturbed woodland and an extensive trail network used primarily for
cross country skiing. The master plan is intended to incorporate Big Tooth Ridge,
which has functioned as an extension of the park, and improved wayfinding. The
master plan will also address invasive species removal and prevention, the need
for additional natural resources and forestry planning, future connections to
surrounding neighborhoods as the city grows, and integrating additional parkland
as nearby mining operations conclude in the long term. This master plan is being
developed with the intent of securing regional park status in the future.

Kensington Runestone Park Master Plan
Douglas County, Minnesota
Three concept plans were prepared for consideration of park
improvements. The final Runestone Park Master Plan (above) is designed
to emphasize the historic Ohman Farmstead and the Runestone
Discovery site, while retaining family and group recreation uses.

The Kensington Runestone has garnered local, national and international interest
since its discovery in 1898 by Olof Ohman. Douglas County, the Runestone Park
Foundation and others recognized the need for a comprehensive plan to guide use,
preservation and enhancement of the park and to fully tell the engaging stories
associated with the Runestone, the Ohman family and the park. The County hired
Hoisington Koegler Group (HKGi) to prepare a comprehensive plan for the park.
To supplement their park planning expertise, HKGi teamed with 106 Group —
cultural resource management consultants — and Kodet Architects to prepare the
Runestone Park Comprehensive Plan, which also includes an Archaeological and
Historic Preservation Plan and a Park Master Plan. The planning process involved
research, site analysis, public and stakeholder input, and work sessions with County
staff, Foundation members and the County Board.
The Plan calls for a long-term phased approach to park enhancement. Application
for listing the site on the National Register of Historic Places is recommended to
reflect the National importance of the site and to enhance the ability to obtain
grants and funding for historic and cultural resource enrichment. A partnership
approach to further planning, funding, preservation and redevelopment is
anticipated.

Benson Park Master Plan
North Mankato, Minnesota
Park Master Plan
Benson Park is a 70-acre regional park located at the developing edge of North
Mankato. Today, the park is an open space asset oriented to passive uses such as
walking, informal picnicking and bird watching. Much of the park, once used as
agricultural land, is undeveloped, and therefore has yet to realize its potential as a
primary community and regional destination.
HKGi began the Master Plan efforts by working with City staff members and the
Park & Green Spaces sub-committee to define a long-term vision and development
for Benson Park. The goal was to create an engaging, first-choice destination for
families and children wanting a natural resource focused recreation experience. The
plan expands the range of passive uses in the park, establishes native habitats and
introduces educational and interpretive components to become a first-class regional
park.
Some of the proposed master plan features include: Habitat restorations, interactive
water play area, water quality improvements, main park entry and parking, formal
and informal park shelters, playgrounds, natural play areas, amphitheater, sugar
shack/tree house, picnic areas, outdoor classrooms and demonstration areas, fishing
pier, interpretive boardwalk, additional storm pond capacity and winter skating,
trails and interpretive signage.

Sugarbush Preserve Master Plan

Sugarbush Preserve, located in Livonia Township, is a beautiful, remnant 40-acre
Maple-Basswood forest with large maples, fern understory and pockets of shaded
wetlands. Through the effort of many dedicated citizens, this site was rescued from
fragmentation by a planned residential development and is now protected for
all to enjoy as a public Natural and Scenic Area. HKGi led the development of the
Master Plan document, which was completed in the spring of 2008. The Master
Plan proposes guidelines for developing and managing the Preserve that will allow
people to respectfully experience the forest and gain an understanding of its unique
and sensitive plant and animal relationships.
