The project aims to promote European values on gender equality and democracy through lifelong learning and develop quantitative and qualitative instruments to monitor the application of gender sensitive policies. The sustainable, democratic development of society cannot be realised without gender-balanced policies taking into account representation, resources and results. The project therefore targets policy and decision makers, adult educators and leaders of NGOs, who have the ability to influence and improve gender-balanced policies at local, regional and national levels, which address the needs of people facing gender-based discrimination. This project will also contribute to the process of EU enlargement by enabling the sharing of good practice with regard to gender equality structures and policies between Western countries, (where this process started more that twenty years ago) and the accession countries, (in which gender equality policies exist only at a conceptual stage). The main activities are orientated towards stimulating the demand for lifelong learning on gender equality and developing social partnerships between organisations from civil society and the political world in order to bring about gender equality initiatives for the most disadvantaged people. Total duration of 27 academic hours, including: 15 contact academic hours (12 academic hours for theory and practice and 3 academic hours for certification) and 12 academic hours for student work (at home). Outline This course is one of the results of the EC Grundtvig 1 project “Wo-Men – Gender equality creates democracy” and is built on the basis of survey “Needs analysis on lifelong learning training on gender equality”, which was completed in 7 European countries. It has to be stressed that sustainable, democratic development of the society cannot be realized without genderbalanced policies taking into account representation, resources and results. This course therefore strives to promote European values on gender equality and democracy through lifelong learning. It is developed with the aim to provide initial in-service training on Gender Equality. The course targets policy and decision makers, adult educators and leaders of NGOs who have the ability to influence and improve gender-balanced policies at local, regional and national levels. It also seeks to develop social partnership between organisations from civil society and the political world to bring about gender equality initiatives. Responding to the recommendations developed as the result of the survey “Needs analysis on lifelong learning training on gender equality”, the course will investigate and discuss key subject matters through a series of specific modules, including the following topics: gender equality machinery and policies at European and national levels, gender aspects related to political and public life, labour market, health, family life, violence, social life, education, rural areas, and economic development, as well as analysis of lifelong initiatives and projects on implementing gender equality in Europe. The content of these specific modules will be related to key aspects, which were identified in the Survey Report on Indicators of Gender Equality/ Inequality, developed during the project. The course is flexible: some of specific modules may be delivered independently of the other modules within the Curriculum, or as part of an in-service training course or any other training programme. Aim and objectives of the course The main aim of the course is to stimulate demand for lifelong learning on gender equality through the development of social partnership between organisations from civil society and political world. Assessment / evaluation strategies Certification will be provided to trainees, who have proven their understanding of subject and have shown activity and competence in the group discussions. Assessment of trainees’ knowledge will be performed in two steps: 1. Trainees will be asked to complete a multiple-choice test that will help to assess their knowledge. Time given: 10 – 15min. For certification it is required to provide correct answers to at least 50% of questions. General time consumption (including organization of test and checking over the answers of trainees) is 1 academic hour. 2. Trainees will be divided into groups of 2 or 3. They will be provided with problem-based case studies. The discussions within the groups will be set in order to perform analysis of the situation described. Each group will present its work to the whole class and the tutor, who will make evaluation of trainees’ competence and activity in the group discussions. General time consumption is 2 academic hours (group work – 0,5 ac. hour, presentation – 0,5 ac. hour, final assessment and certification (1 ac. hour). Module 1 Module 1. The trainees will get general information about the project “Wo-Men: Gender Equality Creates Democracy”, on which the training was developed. This module contains brief explanation of how the curriculum was wdeveloped through European cooperation on the basis of study “Needs Analysis on Lifelong Learning Training on Gender Equality”, which was performed in 7 European countries striving to meet needs of target groups at European level. The main aim and objectives of the whole course are also introduced in this module. Training on Gender Equality”. u Introduce main aim and objectives of the course. u u u 11 Module 2 Module 3 GENDER EQUALITY IN EU (MACHINERY AND POLICIES) Specific objectives of the module: u Review gender machinery and gender mainstreaming policies in European Union. u Discuss EU institutional framework and legislation in the field of gender equality. u Promote awareness and critical thinking about effectiveness of gender mainstreaming policies at European level. NATIONAL POLICIES ON GENDER EQUALITY This module contains general information about institutional framework of gender equality, stressing that European Union has structural approach to achieving gender equality. The departments and other structural units of European Commission and European Parliament, which work in gender equality field, are described in this module. The legislation on gender equality in European Union is also introduced, including main treaties and number of joint directives that go into more detail about the goals that the Member States have agreed on in the treaties. The module also contains review on gender equality policies in European Union and presents main ideas highlighted in the EU action programmes on gender equality issues. References (official web-sites) to these policies and institutions will be given to the participants. u u u 12 Specific objectives of the module: u Review national policies and machineries of gender equality. u Discuss differences and similarities of gender equality machineries and policies in different countries. u Promote awareness and critical thinking concerning challenges to gender equality in different countries. The module gives review of national policies and machineries on gender equality in project partner countries (Lithuania, Finland, Austria, United Kingdom, Romania, Bulgaria and Czech Republic). Each country’s national legislation concerning gender equality, including particular articles of constitution, special laws, codes, and plans of action, as well as ratifications of various international conventions and EU directives, is analyzed in detail in this module. Gender equality machinery at governmental level, non-governmental sector and at social partnership level is also exhaustively explained. The module describes challenges to gender equality in each country and offers discussion on how to surmount these challenges, using experience of other European countries. u u u 13 Module 4 Module 5 GENDER AND POLITICAL AND PUBLIC LIFE Specific objectives of the module: u Review gender equality in political and public life through analysis, evaluation and comparison of indicators from different countries. u Discuss and define the ways of breaking gender stereotypes in political and public life. u Promote participation of women in politics. GENDER AND LABOUR MARKET The module provides useful information about gender equality in political and public life. It offers definitions of gender equality, gender mainstreaming, and gender quotas. Module reviews present situation of gender equality in political and public life in different partner countries (Lithuania, Finland, Austria, United Kingdom, Romania, Bulgaria and Czech Republic), allows analysing, evaluating and comparing information about gender representation, referring to statistical indicators. It helps to understand main gender equality problems and suggests ways to solve them. Breaking of stereotypes and provision of reliable examples how to implement gender equality in political and public life is essential part of this work. The module suggests discussion about specific measures to achieve gender equality and round table discussion about good practices in political and public life in different countries. u u u 14 Specific objectives of the module: u Review gender equality in labour market through analysis, evaluation and comparison of indicators from different countries. u Discuss reliable examples of good practice in implementing gender equality on labour market. u Promote awareness and create positive attitude among the decision makers, educators and leaders of NGOs upon the importance of making gender equality within labour market a reality. The module provides useful information and supports knowledge transfer about the contemporary labour market from European perspective. It offers the definition of gender mainstreaming in the labour market, describes employment problems related to gender equality at European level, presents EU gender mainstreaming legislation for labour market and emphasizes the main EU tools for gender information and statistics on labour market. A comparison between different national contexts related to gender inequality existing in the EU in the field of employment is also facilitated through the present module by using available EU statistical indicators on the issue. Using the information outlined, wide discussions on good practice examples and promotion of implementing gender equality on labour market will be encouraged to affect positive changes. u u u 15 Module 6 Module 7 GENDER AND HEALTH Specific objectives of the module: u Review gender equality in health through analysis, evaluation and comparison of indicators from different countries. u Discuss and identify a rationale for, and good practice of, working towards a healthier society. u Promote gender specific healthy life style initiatives in various countries. GENDER AND FAMILY This module outlines, that in many countries the life expectancy of women is longer than that of men. This phenomenon is notable across the world, not only within the EU. The module stresses that health is not a genderneutral issue and offers explanation for difference in the life expectancy of women and men. Gender segregated health issues are also analysed in this module on the basis of statistical indicators. The module also suggests what actions should be taken for health promotion in various countries, what are the priorities and what can be learned from good practices in other countries. The course develops understand that health promotion action plans, e.g., European road safety action programme and alcohol prevention programmes, should be gender mainstreamed in order to achieve expected outcomes. The module suggests discussion about such specific topics as smoking, suicides, self-harm and fatal motor accidents within gender equality aspects. u u u 16 Specific objectives of the module: u Review the situation concerning family life from gender specific point of view on the basis of statistical indicators. u Discuss the role of legislation This module aims to define and analyse current family systems across a range of European countries (on the basis of statistical indicators) with particular emphasis on the changing nature of male and female roles. The information will be subject to theoretical critique and consider the impact of local policy and legislation in relation to family centred gender issues. Using a variety of teaching methods including discussion and case studies participants will be encouraged to consider activities undertaken by their organisations to embrace and support diversity as part of the process to promote gender equality within the family. and social policy in evolving family demography and increase awareness and understanding of gender equality issues specific to family life. u Promote activities to embrace and empower non-stereotypical concepts of gendered roles with the goal of supporting diversity in family life. u u u 17 Module 8 Module 9 GENDER AND VIOLENCE Specific objectives of the module: u Review the situation concerning violence from gender specific point of view on the basis of statistical indicators. u Discuss forms, causes and implications of gender related violence. u Promote ways of preventing violence with the help of supporting institutions. The module gives definitions of violence, gender based violence and violence against women. It also describes the most common forms of violence against women and analyses gendersegregated data on this issue on the basis of statistical indicators from different European countries. The module also gives practical instruction how to protect ourselves efficiently against discrimination, violence, and cruelty. It aims to de-stigmatise disclosure related to the above-mentioned issues and intends to create general awareness on what the decision makers, educators and leaders of NGOs can do. Information about the actual situation in legislation, public campaigns in Europe and role of NGOs is analysed in this module. It also seeks to enhance trainees’ awareness about the influence of media (challenge a discussion in the society, change of atmosphere). The module strives to ensure implementation of this knowledge into their everyday professional work and public activities. Practical exercises on organizing public campaigns against violence and increase their effectiveness will be offered. u u u 18 GENDER AND SOCIAL LIFE WITH SPECIAL EMPHASIS ON AGEING POPULATION Specific objectives of the module: u Review the situation concerning social problems from a gender specific point of view on the basis of statistical indicators. u Discuss reasons of gendersegregated poverty and ageing population issues. u Promote awareness and critical thinking concerning genderrelated social problems and search for ways of solving them. The module analyses gender-related issues in social life. Feminisation of poverty is highlighted in this module as one of the most important social problems nowadays even in developed European countries, statistical indicators show, that women have a higher incidence of poverty than men, and that their poverty is more severe than that of men. The other topical issue of social life in European Union is ageing population. The module analyses age of retirement in different European countries (with help of statistical indicators), and highlights effects of ageing on the economy of EU. It also stresses gender-related issues of ageing population. Practical exercises on searching solutions for these major social problems are offered in the framework of this module. u u u 19 Module 10 Module 11 GENDER AND EDUCATION Specific objectives of the module: u Review the situation on gender equality in the field of education and science in Europe on the basis of statistical indicators. u Discuss gender related inequalities and stereotypes in the field of education. GENDER AND RURAL AREAS The module will offer an overview on the situation of the gender equality in education and science in various countries and will highlight some issues of European and national legislation in context of gender equality in education. It will present and analyse statistical indicators related to educational issues and present ways of changing the attitude of the trainees on gender stereotyping in education. Aiming to promote genderbalanced position of educators at all levels and provision of non gender biased education and careers guidance, this module will offer practical exercises, including the use of web-based resources and brainstorming on ways to change the attitude to gender equality in education and discussion on the specific measures to be taken. u Promote understanding of necessity of gender-balanced position of educators at all levels. u Promote provision of nongender biased education and careers guidance. Specific objectives of the module: u Review gender equality problems in rural areas through analysis, evaluation and comparison of indicators from different countries. u Discuss the situation of men’s and women’s involvement into rural development and ways u u u 20 of encouraging rural women to improve their professional status. u Promote higher standard of rural development programs and projects taking into account gender issues. This module will consider specific gender indicators related to rural life and work, and will include subject categories to encourage understanding and awareness of the unambiguous gender implications significant to rural life. This module is intended to address the following problems: differences in participation of women and men in rural development and decision-making, unequal benefiting from the structural funds and gender problems caused by ageing rural population. Practical exercises and case studies will be offered aimed at increasing participant’s understanding of inequality between women and men in professional life in rural areas, including lack of possibilities of starting business or developing farm for women in rural areas. Discussions on ways to contribute to rural development programs and projects taking into account gender issues will be prompted as well in the framework of this module. u u u 21 Module 12 Module 13 GENDER AND ECONOMIC DEVELOPMENT Specific objectives of the module: u Review aspects of genderbalanced economic development through analysis, evaluation and comparison of indicators from different countries. u Discuss information concerning governmental policies and good practices on promoting and supporting female entrepreneurship and genderbalanced economic development. u Promote and strengthen the situation of women in business life. The module will analyse the information provided by the Global Entrepreneurship Monitor (GEM), that there is no country where women are more active than men in entrepreneurship. It will be supported also by an analysis of statistical indicators. Women’s entrepreneurial activities will be shown as one potential source for economic development in many countries, due to new services and growth in standard of living and restructuring of the public sector services. All of these open up new arenas for new business activities. The module will show the effects of female entrepreneurs in various countries. In order to get more women into entrepreneurial activities much more targeted initiatives are needed. This is why best practice examples from other countries, including governmental policies, private and public initiatives on promoting and supporting female entrepreneurship, will be presented for discussion within this module. u u u 22 LIFELONG INITIATIVES AND PROJECTS ON IMPLEMENTING GENDER EQUALITY IN EUROPE Specific objectives of the module: u Review importance of lifelong learning on gender mainstreaming. u Discuss European initiatives and projects in the field. u Promote interception of experiences and synergy of diverse initiatives and European projects on implementing gender equality in Europe. The module emphasises importance of lifelong learning in the field of gender mainstreaming, highlighting possibilities to analyse and gain experience from lifelong learning initiatives at community, national and European level. The module introduces some European projects, such as Political Education and Learning for Gender Mainstreaming Implementation, GEcel: Civic Education and Learning for Gender Mainstreaming, MENPART, DELOA, OASIS network (http://www.oasis-europa.org) and the European network of the adult education organizations working on women’s employment issues (http://www.womenemployment.lt/), etc. It emphasises the importance of utilising these and other existing projects, good practices and networks for improving situation on gender equality in all spheres of life at community, national and European levels. u u u 23 References (reading list / bibliography) 1.
