1.
AIM OF THE DOCUMENT
This document is part of project CAPACITY BUILDING OF HUMAN
RESOURCE FOR HEALTH IN SLOVAKIA FOR INTERNATIONAL
DEVELOPMENT AID supported by European Commission through
Lifelong learning programme (project number: 2010 – SK1 – LEO05
– 01565)1. The main aim of the project is to enhance human capacity
building in Slovakia and broader region of eastern and southern
Europe for work within projects of international development
cooperation and humanitarian assistance.
Description of the content of the training program is the next step
after the creation of outline. Also in the stage of composing the
content of the training program, the project working group had to ask
several questions to verify:
 whether all the topics and issues are addressed properly in the
training program and
 whether there is equilibrium between different elements and
their relation to the training program.
Questions below were crucial for clarification of these matters:
1. What is the most important aim and what is the most demanding
competence of each module?
2. Is the content of the module in line with the objectives and the
level of competency participants have to reach?
3. Are the modules well situated in the entire training program?
4. Are linkages between the modules clear?
5. Is there overlap in the content within the modules?
6. Are cross cutting issues (human rights, gender, intercultural
competence) addressed in the modules?

GENERAL COMPETENCIES
Aim of the training program is to prepare development (and also
humanitarian) workers to perform on a professional basis.
The stepping stone to fulfill this main aim of whole training program
are general competencies. These competencies should have the
graduate of the training program:
be an advisor and/or when needed a leader, contributing to
the management of a project
contributes to local capacity development and knowledge
transfer
works context sensibly in development and humanitarian
work with a main focus on social and health related issues
works as a professional and communicate effectively in an
intercultural context
be a conflict sensitive in his/her work and respecting human
rights
maintains a secure and healthy working and living
environment and can take appropriate action when needed
Developing of these competencies should be therefore present in all
the modules and linkages between module objectives and
general competencies should be clear. For making sure that
the linkage is there, we created the matrix, which indicates
relation
between
module
objectives
and
general
competencies, which is attached to each module.

STRUCTURE OF THE TRAINING PROGRAM
Training program will be divided into core part and specialized
modules. Core part consists of four modules on which are interlocked
three specialized modules.

4.
CORE MODULES OF TRAINING PROGRAM
Core modules of the training program should be focused on general
issues in development and humanitarian work. Competencies, which
the participants will gain, are according to us crucial to perform on a
professional basis in this field.
First module - Trends in development cooperation and humanitarian
assistance - should help the participants in better orientation within
the context of development cooperation and humanitarian
assistance, its principles, structures...
Second module - Cultural sensitivity in development - introduce the
cultural diversity and provides possibility to reflect own background
and its influence in different conditions. Increasing of sensitivity on
various elements in the environment like religion or conflict should
be also part of the module.
Third module - Project management - should look closer to different
aspects of project management including funding, particularities of
stages of project cycle and tools which are suitable for purposes of
development interventions.
Fourth module - Community development - is trying to point out the
importance of sustainability, community involvement in
development activities and the role of development workers within
these initiatives.
These four core modules should give an overview of fundamentals,
which are needed to perform as a professional in the field of
development and humanitarian work.

Trends in development cooperation & humanitarian assistance
Objectives:
1) To understand and explain the context of development
cooperation & humanitarian assistance
2) To apply guiding principles to a given development or relief
scenario
3) To examine aid effectiveness and its practical impacts
4) To understand and explain the role of international, national,
governmental, non-governmental and business actors in
development cooperation & humanitarian assistance
5) To understand the importance of human rights and gender
equality and apply their principles to variety of contexts

their practical impacts

preconceptions as a possible source of misunderstanding,
conflict and personal dissatisfaction

SPECIALIZED MODULES OF TRAINING PROGRAM
Specialized modules of the training program should be focused on
chosen issues in development and humanitarian work connected
with specific profession. Competencies, which the participants will
gain in core modules can be applied in specialized modules into a
certain circumstances related with specific activities in the field.
First specialized module - Particularities in work with vulnerable
groups – is focusing on various vulnerable groups in low income
countries. Analyze the causes of vulnerability so as possibilities of
interventions.
Second specialized module – Community health care – draws the
attention to the issues of health care on a community level with
regard to improvement of maternal health, health care of children
and people living with HIV/AIDS.
Third specialized module - Public Health with focus on environmental
health issues – looks closer to determinants of health, environmental
health, epidemiology and health systems.

Objectives:
1) To understand the nature and specifics of vulnerable
marginalized groups
2) To recognize key strategies and programs and apply them into
the work with vulnerable groups
3) To reflect the integrated-perspectives approach in work with

CONCLUSION
This document consists of six chapters, which carried you over the
content of the training program. From the main aim of the whole
training program through the general competencies of the graduate
to the list of modules. More detailed information was provided
concerning the objectives and contents of the modules and at the
same time the connection between module objectives and general
competencies was showed. This was a kind of true–false test, which
gave us a better idea of implementing general competencies into the
training program through module objectives.
