Introduction of new Class 5 instructor training program New instructor training agreement and curriculum As of March 1, 2015, a new Class 5 instructor training certification (ITC) program (with new agreement and curriculum) is available to qualified instructor training facilities. The new ITC course is longer — more comprehensive — and provides for significant flexibility in how the program is delivered. Facilities may implement the new course any time in 2015 and are required to have their revised course evaluated by ICBC. They may continue to offer their current ITC course through 2015 while making changes to meet the new requirements. Facilities who have qualified to offer the new ITC-GLP course will be listed on ICBC’s ITC facility list as “Class 5/7 GLPpractical only”. It will likely be several months before any facilities are approved to offer the new course. Why we’re making this change • ITC facilities requested that ICBC create an instructor training course that allows instructor candidates to obtain a GLP practical-only designation on their instructor’s licence. This will increase access to GLP instructor training (currently only available through the Justice Institute) and improve the overall quality of Class 5 instructor training. • Successful instructor candidates will receive a GLP practical-only designation that allows them to teach the practical portion of a Class 7 ICBC-approved driver education course. • The longer course and increased flexibility helps ensure better teaching and learning while meeting the individual needs of the instructor candidates. • ITC facilities also requested that ICBC implement instructor training course entrance assessments to help ensure that instructor candidates have the basic knowledge and skills needed to begin an instructor training course. • This new requirement encourages instructor candidates to study Learn to drive smart, Tuning up for drivers, ICBC online practice tests, the Motor Vehicle Act (MVA) Section 125 – 231 and MVA Regulations: 4, 18, 42, and 47 and/or to take refresher driver training to prepare for the assessments and the course. New instructor training course entrance assessment requirements for Class 5 instructor candidates Beginning March 1, 2015, all applicants for a Class 5 driver training instructor licence will be required to undergo an assessment of their driving ability and basic knowledge of road signs and traffic law, before starting the facility’s instructor training course. Assessments will be conducted by the Class 5 instructor training facility — or the facility can arrange with another facility (or driving school) to conduct them on their behalf. ICBC is providing the driving assessment form and knowledge quizzes for conducting the assessments. Assessments include a 45 minute on-road driving evaluation and a 40-question multiple-choice quiz on road signs and traffic law. Facilities may charge a fee for these assessments. (012015) Page 1 of 2 Important notice Class 5 instructor training changes GLP instructor designation changes • There are now separate designations for instructors teaching the practical (GLP) and classroom theory (GLT) portion of a Class 7 ICBC-approved course. • All current GLP instructors have now been given both designations. When GLP instructors renew their instructor’s licence over the coming two year cycle, they will receive a new instructor’s licence showing both a GLP and a GLT designation. • Class 5 instructors graduating from the new ITC-GLP course will receive a GLP (practical) designation on their Class 5 instructor licence. Instructors who want to teach classroom theory will need to successfully complete the GLP Instructor Course at the Justice Institute of B.C. to have a GLT designation added. • Non-GLP instructors who want to teach either GLP practical or GLT theory will need to successfully complete the GLP Instructor Course at the Justice Institute of B.C. and will have a both a GLT and a GLP designation added to their instructor licence. Revisions to Declaration of Completion (MV2910) form For schools offering an ICBC-approved course, newly revised Declaration of Completion (MV2910) forms will be sent to GLP schools to begin using soon. This form is issued to Class 7 driver training students who successfully complete an ICBC-approved course. It provides proof of completion and, as long as the course is completed in the learner phase, allows the driver 6 months off the novice licence stage, if they remain violation and at-fault crash-free for the first 18 months of their novice stage. Changes include: • a new form series “B” (previous forms have an “A” series), and • the instructor information section now asks whether the instructor taught practical, theory, or both. This change was needed to ensure that only qualified instructors are teaching either the practical or the classroom portion of the course. Page 2 of 2
