MISO Reliability Subcommittee
Frequency Response Update
Terry Bilke
April 2016
Overview
• Purpose
– Report on MISO’s preparation for NERC’s new Frequency
Response Standard (BAL-003-1)
– Work with LBAs and generators to boost governor
response where appropriate
• Key Takeaways
–
–
–
–
Current state of governor settings and performance
Interpreting the scorecard tool output
Recommended deadband settings
Plan for and support needed from LBAs and generators to
meet the BAL-003-1 standard as the MISO fleet evolves
2
Recent and Upcoming Activity
• Eighteen governor surveys returned to date (BREC, Cleco,
CONS, DPC, DTE, Duke, Entergy, GRE, LAGN, MDU, MGE, MP, MPW,
NIPS, SIGE, WEC, Xcel, MEC)
– Most surveys have gaps
– Other Regions have completed this survey exercise

FERC NOI on Primary Frequency Response
• Comments are due April 25
• NOI suggests changes to pro forma generator
interconnection agreements (GIA) to require working
governors and common settings for new generators
• Asks about requirements and penalties for existing
generators
• Asks whether nonsynchronous generators should
provide response
• Asks about costs and compensation and whether ISOs
should specifically establish markets

Beta % is the average contribution as a
% of capacity per 0.1 Hz.

Focus Tips
• Check for positive “% beta” values, particularly for units >
75 MW
– There are quite a few generators in the 75-200MW range
units with a % beta > +5%
– A 100MW generator with a % beta = +5% deducts
5MW/0.1Hz from MISO’s frequency response
• Units > 100 MW that typically have headroom that
provide no response
• Check for squelch (where beta60% is significantly less
negative than beta24%)
• Make sure those units that you’re planning to use for
restoration (blackstart or cranking-path units) are
providing response

DOE/CERTS Supported Project
• The DOE, though the Consortium for Electric Reliability
Technology Solutions (CERTS) is doing a project to
identify Generator Operators’ reliability issues, ongoing
costs, and concerns in providing frequency response
• Information gathered via a one hour telephone interview
with plant operators
• Would like representation from all plant types
• Participants will get a copy of the report
• If interested, contact Mike Potishnak
