SECTION 1 – SUMMARY
1.1 Scope
The purpose of these specifications is to outline the scope and minimum requirements of
the Developer’s Agreement for Electrical Vault and Conduit Systems (herein after referred to
as “the Agreement”, in order for a Developer to construct electrical vault and conduit
and/or street light systems as part of a planned project when the facilities will be turned
over to the City of Ellensburg.
The work performed shall be done in a thorough and craftsman-like manner to ensure a
potentially trouble-free installation; therefore, only qualified personnel will be permitted to
perform the work covered by these specifications, using prudent practices and methods
recognized as approved standards of workmanship by the electrical industry. The work shall
be done in accordance with the following plans, specifications, City Standards and
construction drawings. Drawings for electrical construction projects shall be furnished by
the City of Ellensburg.
Joint use of the trenches shall be allowed for local telecommunications companies and City
Utility facilities.
1.2 Street Lighting and/or Grounding System Contractor
Qualifications
The installation of street lights and/or grounding systems associated with duct and vault
installation requires the services of an electrical contractor who shall have a valid
Washington State Electrical Contractor's License. The following information must be
submitted with the returned invoice and a signed copy of the Agreement. (Unless electrical
contractor is already on the City’s Small Works Roster):
 General 01 Washington State Electrical Contractor's License number.
 Voltage class of licensed work.
A list of electrical contractors on the City’s Small Works Roster or an application for
electrical contractors to be considered for inclusion on the Roster can be obtained by
contacting the City of Ellensburg Energy Services Department at 509-962-7124.
An electrical contractor installing a street light and/or vault grounding system shall have at a
minimum, one commercial licensed journeyman electrician on the work site at all times.
Trainees, apprentices, groundman, or equipment operators may assist, but not in ratio
greater than 1:1.
1.3
Standard Specifications
The Standard Specifications of the City of Ellensburg Energy Services Department, Electric
Division as described in this section, and amendments thereto, shall control electric facility
installation in the project except where City of Ellensburg Public Works Development
Standard Section 8. Illumination Specifications are referenced. Refer to attached Assembly
Unit sheets for additional Detail Drawings of electrical specifications. All materials shall be
installed to manufacturer’s recommendations.
SECTION 2 - GENERAL PROVISIONS
2.1
Energy Services Pre-Construction Meeting
Upon receiving a signed copy of the Agreement from the Developer and after the invoice
has been paid for the installation of underground electrical distribution vault and conduit
system and/or street light installation inspection, the City of Ellensburg will schedule a
mandatory Energy Services pre-construction meeting with the Developer, their installation
contractor, and their electrical contractor.
2.2
Contractor Point of Contact
The Developer shall designate a project foreman/superintendent employed by the prime
contractor who is familiar with all phases of the work and who has the full authority of the
Developer. The foreman or superintendent shall be assigned prior to starting construction.
The foreman or superintendent shall carry a cellular phone on the job and that number shall
be provided to the City of Ellensburg. The foreman or superintendent shall maintain a copy
of the drawings and specifications for the Agreement on the job site, and mark any and all
changes in the work approved by the City of Ellensburg.
The foreman or superintendent must call the City Light Inspector or City Light Operations
Supervisor daily to inspect electrical contractor’s work as specified by the Agreement. At a
minimum, this includes the key installation milestones identified in Section 2.2.1 Contractor
Inspection.
Items not correctly installed per specifications or not approved by the City Light Inspector
shall be removed and must be re-installed at the Developer’s cost, including materials lost
through this process, if applicable.
2.3 City Inspections
The City Light inspector must witness and approve in writing the following key installation
milestones prior to the contractor advancing to the next stage:

The City of Ellensburg Energy Services Department may stop work if the Developer fails to
meet any City of Ellensburg requirement as specified in the agreement. The City of
Ellensburg is not responsible for the costs of delays incurred as a result of stopping work.
The City of Ellensburg reserves the right to refuse to energize the system if all required
inspections have not been performed and approved.
The City of Ellensburg shall bill the Developer a minimum of one (1) hour for an Inspection
Fee as shown in ECC 9.92.100 “Electric utility fee and credit schedule” for the following
instances:
1) Each violation or failure to comply with the Agreement.
2) Each instance of failure to call the City Light inspector or City Light Operations
Supervisor daily to inspect linework per the Agreement.
3) Each instance required by the City Light inspector to repeat inspection of installation
work per the Agreement.
Items not correctly installed per specifications must be re-installed and inspection repeated
at the Developer’s expense, including materials lost through this process, if applicable.
2.4
Crew and Equipment
The Developer shall provide all labor, supervision, tools, and equipment for the performance
of the work. Materials for contract execution shall be supplied by the City only where
noted. The Developer shall be responsible to verify quantities issued and supply its’ own onsite staging area where applicable. The minimum equipment capacity shall be sufficient to
comply with worst-case loading scenarios anticipated for this contract.
The Developer shall at all times employ workers who are qualified in their respective
positions per Ch. 19.28 RCW and WAC 296-46 (Electricians) and WAC 256-45. The
Developer is restricted in his selection of labor and payment therefore by certain legal
requirements which must be observed for compliance with the public policy enunciated in
Ch. 49.28 RCW. The Developer should be thoroughly familiar with all provisions of this and
other related statutes before commencing work on this contract.
At the end of each day, all clean up shall have been completed.
2.5
Electrical Contracts
The Developer shall not execute a contract with any contractor to perform any work
included in the Agreement until a statement of contractor qualifications has been submitted
to the City of Ellensburg and the City is satisfied that the contractor is qualified. The
Developer’s contractor shall cause appropriate provisions to be inserted in all subcontracts,
if applicable, relative to the work to require compliance by each subcontractor with the
provisions of the Agreement.
The Developer shall be fully responsible to the City of Ellensburg for acts and omissions of its
contractor(s) and of persons either directly or indirectly employed by them, as he is for the
acts and omissions of persons directly employed by him.
The Developer shall cause appropriate provisions to be inserted in all contracts relative to
the work to require compliance by each contractor with the applicable provisions of the
Agreement. Nothing contained in the Agreement shall create any contractual relation
between any Developer’s contractor and the City of Ellensburg.
The cost of any license shall be incidental to the Agreement.
SECTION 3 – SPECIFIC REQUIREMENTS
3.1
Electrical Vault and Conduit System Materials
The Developer may choose to supply labor and equipment according to Section 1.2 and
Section 2.4 of this specification and the distribution vault and conduit materials rather than
pay the City to install the entire underground electrical distribution system required for this
project. If the Developer selects this option, the Developer must supply all vault and
conduit system materials including but not limited to:
Ground rods and clamps, ground wire, SCH 40 Gray PVC conduit, elbows, bell ends, plugs,
and other conduit fittings, concrete vaults, riser rings, lids, and accessories, fiberglass padmounted transformer ground sleeves, and fiberglass secondary voltage hand-holes.
3.2
Street Light System Materials
The Developer shall supply all materials, labor, and equipment according to Section 1.2 of
this specification to install the entire street light system required for this project. The
Developer must supply all street lighting materials including but not limited to:
Pre-cast concrete street light bases (except for Single Acorn decorative street lights),
fiberglass street lighting secondary hand-holes; insulated secondary connectors; SCH 40
Gray PVC Conduit, elbows, bell ends, plugs, and other conduit fittings; #6 AL TPX URD 600
Volt and #12/3 UF 600 Volt wire.
3.3
Consumables
The Developer will supply all consumables required to install the conduit and vault system
and/or the street light system. Such consumables may include but are not limited to:
PVC pipe cement, grout, foam, pull string, mule tape, rags, oil, grease, cleaners, electrical
tape, gloves, saw blades, etc.
3.4
Grounding
Ground rods shall be driven full-length in undisturbed earth to a point 12 inches below the
surface of the earth. The ground wire shall be attached to the rod with a clamp and the
ground conductor shall be continuous and without splices throughout its length.
Vaults equal to or greater than 4-ft X 6-ft shall incorporate a minimum of four driven ground
rods, one at each corner, and shall be connected by a ground wire such that a ground mat
lying 24" measured horizontally from the edge of the lid, and parallel to its sides, forms a
complete loop.
Vaults smaller than 4-ft X 6-ft shall incorporate a minimum of two driven ground rods, at
opposite corners, and connected to a grid system as described in the preceding paragraph.
3.5
Earthwork
Care shall be taken for adjacent structures and utilities. Where sidewalks or curbs are cut,
paving shall be removed to the nearest construction joint. The Developer shall be liable and
accountable for any damage due to Developer-performed excavation.
Excavation for vaults shall be of sufficient size to leave not less than one foot clearance
between the bank of the excavation and the vault. Sand bedding is required adjacent to
primary raceway apparatus.
Trenching for underground ducts shall be true to line and grade as shown on the drawings
and staked in the field at a minimum of 42" depth typically. Banks of trenches shall be kept
as nearly vertical as possible. Duct trenches shall be maintained free from standing water
when ducts are being installed and shall be cleaned of excess and loose rock and loose earth
before installation of sand envelope to ensure a minimum of four inches (4”) of bedding
sand below the conduit and four inches (4”) of bedding sand above the conduit. Vaults shall
be level and parallel to the sidewalk.
Bedding material may be placed with backhoe with redistribution by hand to insure proper
cover and that subsequent backfilling operations do not disturb the duct.
Excavation materials may be used for backfill, but not for bedding, provided it is free of
frozen particles or lumps, vegetable matter or foreign debris, large rock, paving materials or
cinders per EL-12. Backfill shall not be placed until after inspection of the underground
facilities has been completed and approved in writing by the City Light Inspector. Backfill
shall be compacted to 95% of the maximum density of the surrounding earth.
Ducts must be bedded with sand per City specifications. Bedding shall include partial
backfill to a level appropriate for the positioning of trench marking tape (approximately one
lift of dirt backfill). This shall also include the positioning of said trench marking tape. Refer
to Section 4.2.3EL-12 - Distribution Trench Requirements Specification.
Joint trench occupation by the local telecommunications companies and City Utilities are
typical. Joint installation shall be coordinated by the Developer, when requested by the
City. Under joint trenching scenarios, the Agreement shall include coincidental bedding and
backfill of all joint trench facilities.
3.6
Ducts
A minimum of four inches of sand bedding shall be used to encase the ducts with a
minimum depth of 36" to the top of conduit for primary voltage (15KV) installations, a
minimum of 30" for secondary voltage (600V) installations, and a minimum of 24” for street
lighting installations; per City of Ellensburg Standard Specification drawings EL-10, EL-12, &
EL-13, respectively. At no time shall trenching for primary equipment exceed 48" or be less
than 36" in depth to achieve necessary coverage. The Developer shall provide adequate
shoring where applicable. In all cases, plastic warning tape shall be placed 12" directly
above the conduit.
Bell ends shall be provided on the ends of all ducts terminating in underground vault walls
sealed with foam or grout sealing kits. Ducts stubbed out from vaults for future connections
shall be plugged and watertight. All joints in plastic duct runs shall be connected using PVC
pipe cement as recommended by the manufacturer. Back-to-back sweeps will not be
allowed.
During construction, partially-completed ducts shall be protected from the entrance of
debris by means of conduit plugs. As each section of duct is completed, a standard test
mandrel shall be drawn through each duct, after which a brush with stiff bristles and a swab
shall be drawn through until the conduit is clear of all debris. Conduit plugs shall then be
immediately installed. The City Light inspector must witness conduit proofing and approve
the proofing in writing. Developer shall complete proofing of all conduits with City Light
Inspector approval in writing prior to beginning the asphalt and sidewalk concrete
installation in the plat.
All conduit placed as part of this specification shall include installation of either a pull string
or continuous nylon mule tape in each duct. The mule tape or pull string shall have a tensile
strength of not less than 1800 pounds (8 kilonewtons). The mule tape or pull string shall be
securely tied in the pull boxes at each end of the conduit.
Ducts may not be installed within ten (10) feet of associated electrical vaults without the
City Light Inspector on site. Unless approved in writing by the City Light Inspector, all duct
sweeps shall be minimum 36” radius gray SCH 40 PVC. Ducts running between vaults shall
maintain their relative configuration and not change position in the bank unless otherwise
shown or noted on the construction drawings. Duct direction shall be labeled inside the
vault where applicable. Ducts shall enter concrete vaults perpendicular to the vault wall,
not angled.
Ducts shall not be deemed complete until after satisfactory backfill, cleaning, proofing, and
pull string or mule tape installation by the previously described method. Ducts and vault
ground rods & connections must pass inspection by the City Light Inspector prior to backfill.
Failure to notify the City Light Inspector and coordinate inspection per Section 3.8 will result
in uncovering and exposing duct system to allow inspection at the Developer’s expense.
3.7
Street Light Conductor
Conductors shall only be installed in completed ducts, including backfill and proofing.
Conductors shall be handled carefully at all times to mitigate damage and shall at no time be
dragged across the ground, fences, or sharp objects. Care shall be exercised to avoid
excessive bending of conductors. Conductors shall be disbursed out from reels that are
specifically designed for that purpose and supported such that they turn easily without
undue strain on the conductors.

Street light wiring shall be connected in each hand hole using Thomas & Betts Flood-Seal
Multi-Port Connectors RAB 1/0-4 connectors or approved equivalent.
Fuse holders shall be Cooper Bussmann Breakaway part number HEB-AW-RLA for single light
connections or HEB-AW-RYA for multiple light connections or approved equivalent.
Plastic junction boxes per Specification VSLH shall be installed within 10-feet of each street
light.
3.8
Working Hours
Developer shall contact the City Light Operations Supervisor (509) 962-7219 a minimum of
48 hours prior to all vault and conduit system and electrical system construction to arrange
for an inspector. Normal working hours for the construction of the conduit and vault system
and/or street light system construction shall be between 8:00 a.m. and 4:30 p.m., Monday
through Friday. Working hours may be modified by mutual agreement. The Developer shall
pay the overtime cost (double-time & vehicle) of a City Light inspector to be on site outside
of these normal working hours, unless prior arrangements are made through and approved
in writing by the City Light Operations Supervisor.

SECTION 6 – Developer’s Agreement for Electrical and Conduit System
The City of Ellensburg Energy Services Department will provide high voltage distribution lines to newly
developed property within the City Limits and the City’s Urban Growth Area (UGA). Charges for the
extension of facilities to new developments shall be based on policies, fees, credits and rebates adopted
by the City Council and are subject to change at any time. Developers / Land Owners must apply for an
extension of facilities using the Electric Utility Line Extension and Residential Plat Development
Application and provide all information detailed in Section 6.2, Developer Responsibilities, below, for
the City to determine how to provide electrical utility service to the property. The Agreement must be
signed and the invoice paid within 90 days of the date offered by the City of Ellensburg. Once the
Agreement has been signed by both parties and the invoice has been paid, the Agreement is not subject
to change based on changes to a utility’s line extension policy and/or fees adopted by the City Council as
long as the City has started its involvement in the on-site construction and the construction is completed
within one year of the effective date. If the Agreement expires prior to completion, a refund is available
only for portions not installed.
6.1
City Utility Responsibilities:
1. Install all electric distribution facilities with the possible exception of electrical distribution vault
and conduit system. (See construction options available to developer below).
2. Design and layout of electrical system within the development based on maps/plans provided
by Developer.
3. Provide Developer with a detailed cost listing and invoice including labor, materials and
equipment necessary to provide utility service to the development.
4. Provide Developer with cost deduction options for 1) natural gas space heating and water
heating by the Developer, and 2) electrical vault and conduit materials and installation by the
Developer.
5. Provide on-site inspection for key installation milestones detailed in Section 2.2.1, Contractor
Inspection, Specifications For Electrical Vault and Conduit Systems and Street Light Systems.
6. Provide written acceptance or rejection of all work performed by Developer according to
Section 2.3, City Inspections.
7. Provide specifications for all construction elements to be completed by Developer according to
the Agreement.
6.2
Developer Responsibilities:
1. Submit civil plans (both hard copy and AutoCAD) showing the location of all lots and roads
within the development, including existing and proposed utilities, to include natural gas, water,
sewer, storm water, irrigation, swales, ponds, etc., and any elevation changes.
2. Provide grade staking and survey control, trenching, sand bedding, and backfill for all utilities in
accordance with City Utility Trenching Specifications.
3. Pay all costs required of the Developer as invoiced by the City. Payment must be received
before facilities are installed and payment may be required before specialty materials are
ordered, if applicable.
4. If Developer selects the cost deduction option for A1 or B1 for natural gas space heating and
water heating and sells a property prior to construction of a single family dwelling, the
Developer shall be responsible for informing the purchaser in writing at the time of the property
sale that natural gas space heating and water heating must be installed or there will be a
transformer upgrade fee at the time of an electric service request.
5. If Developer selects the cost deduction option B for electrical vault and conduit installation by
the Developer, the Developer or its agent shall notify the City Light Inspector that each key
installation milestone is ready for inspection, and not to proceed to the next stage of
construction until the City Light Inspector provides written approval for that stage of work.
Additional trips required of the City Light Inspector for re-inspections will result in additional
fees.
6. Provide an easement to the City for all areas where utilities must be installed outside of deeded
utility corridors or public right-of-way.
7. Install entire street lighting system as prescribed by City Public Works Development Standards.
8. Provide written submittals for all materials required on the project and purchase, deliver, store,
and handle materials per manufacturers’ recommendations.
9. Request a separate rebate application for natural gas space heating and water heating.
6.3
Construction Options and Cost Deduction Options Available to
Developer:
Natural Gas Space Heating and Water Heating – cost deduction options A1 & B1.
The cost to the developer includes specifications that in part are based on facilities that will serve homes
in the development with all electric heating and water heating. The cost to the developer can be
reduced by downgrading the size of transformers if natural gas heating and water heating is selected as
part of the application for the development.
Electrical Vault & Conduit Installation by Developer – cost deduction option B.
At Developer expense, the Developer has the option of providing the labor, equipment and materials
associated with the electrical distribution vault and conduit system as described in the Agreement.
Developer will also be required to provide the labor, equipment and materials to install a street light
system as prescribed by City of Ellensburg Public Works Development Standards Section 8, Illumination.
A City Light Inspector will inspect any and all electrical distribution vault and conduit system and/or
street light system installation at the Developer’s expense.
The project costs for the electrical distribution system utility extension and the deduction for the cost of
the electrical vault and conduit system construction are shown in more detail in the attached Section 5 –
Developer Project-Specific Cost Listing & Summary.
