Request for Proposals
Date: July 13, 2016
Description: Supply of new Fire Engine (Custom /Commercial)
Suppliers are invited to summit detailed proposals for the supply of a new
custom or commercial Fire Engine.
This Fire Engine will be used on a daily basis to deliver emergency fire and
rescue services.
All proposals shall include consideration of the Fire Department
trading-in a 1996, 1050 GPM Freightliner Fire Engine. Suppliers should
contact the Fire Department to arrange for a suitable time to view and assess
the trade-in vehicle. Purchase may withdraw the trade-in at any time and pay
the trade-in cash value instead as the purchase will try to sell this engine.
More than one proposal per supplier may be submitted.
General
1)
The new apparatus shall be ULC listed and be tested prior to acceptance and
should meet NFPA 1901 (2009 Edition) and shall comply with all requirements of
Work Safe BC. The apparatus shall comply with ALL applicable motor vehicle
laws and regulations in effect in the province of British Columbia at the date of
contract for purchase.
2)
The apparatus shall be constructed with due consideration to the nature and
distribution of the load to be sustained and to the general character of service to
which the apparatus is to be subjected to.
3)
All parts of the apparatus shall be strong enough to withstand the general service
under full load.
4)
Proposals should state all warranties.

Cab & Chassis:
1)
The apparatus shall have an enclosed cab with seating for 5 or more and four
doors. All but the driver seat shall include quick release SCBA brackets. Driver’s
seat to be air-ride. Prefer a raised roof cab. The maximum overall height will be
114” and with a maximum overall length of 400”. The cab shall include interior
storage cabinets for EMS and other equipment. The interior cab will include
mounting considerations for helmets, portable radios, flashlights, 2 Thermal
Cameras and include “shore power” for charging equipment.
Details of all standard chassis features to be provided as part of the proposals.
2)
Front axle approximately 14,000 lbs., rear axle approximately 27,000 lbs.
On-spot or Instant chains for rear axle. Chassis frame reinforced with “C” channel
or similar.
3)
Extended (18” minimum) full width chrome front bumper c/w, 2 ½” foam,
discharge mounted on top of bumper and an enclosed hose bin to hold 150’ of 1
½” hose. Two heavy-duty tow loops shall be installed under the bumper and
bolted directly to the chassis frame with Grade 8 bolts.
4)
Two-tone paint Black over White, Cab and body, 1” Gold pin striping at colour
break.
6” Black reflective stripping running full length on lower body accented with 1”
red reflective stripping 1” above and below this black strip. Gold reflective 6”
lettering with the words “FIRE’ and “RESCUE” incorporated into the 6” black
reflective strip both sides. Department name and unit number in 4” gold lettering
on both sides of the cab. Department name and unit number in 8” gold lettering on
both sides of upper compartment/body area.
Rear of apparatus to have Black/White reflective Chevron pattern on both side of
the rear body. To match existing Comox Engine#34.
5)
Two scene lights mounted on cab and controlled by doors and also controlled
separately.

Engine:
1)
2017 diesel engine with minimum 350 H.P. and engine brake and manual
emergency shut-down at drivers locations
Transmission:
1)
Automatic transmission with push button controls.
Wheels and Tires:
1)
Wheels to be aluminum with stainless steel hub and nut covers.
2)
State size and type of tires to be provided.
3)
Air brakes. State disc or drum and brand.
Start and charging System:
1)
Minimum three batteries stored in steel battery trays and battery jumper studs on
left hand side with night switch. Battery conditioner with visible display.
2)
240 Amp. Alternator (minimum)
Electrical System:
1)
LED ground lighting to illuminate all four sides of cab and body.
2)
LED compartment lights to illuminate interior of all compartments.
3)
LED scene lighting mounted on upper body, two per side, controlled separately
(left/right). Two LED Scene lights mounted high on rear of apparatus (one per
side) controlled separately and also connected to transmission back-up.
5)
Emergency lighting to include Whelen Legacy light bar on cab. LED intersection
Lights, front Cats eyes, four LED flashers per side (mid cab, mid body and both
top corners of body). Four rear LED red flashers (top and bottom, both sides).
6)
One electronic siren with two 100 watt speakers mounted in front bumper. Two
air-horns with controls for driver and officer positions.
7)
LED to light upper hose bed for safe operations.
110 volt Electrical System:
1)
A top mounted remote electric start 5000 watt Honda (included).
2)
Two removable – tripod, Havis, Magnafire 750 watt lights stored right side pump
panel.
3)
Two– 110-volt waterproof electrical outlets, one on each side of apparatus on
pump panels and connected to Honda generator.
4)
One electrical rewind, top mounted, Hannay cord reel c/w 200’ of 10 gauge, 3
wire and connected to Honda generator.
5)
Shore power auto eject with plug in on left hand side of cab wired to power bar in
cab and one power bar in body compartment.
6)
Breaker box for all of the above.

Pump:
1)
A Hale 1250 IGPM (or larger) mid-ship mounted single-stage pump with left side
mounted pump panel, c/w air operated pump shift. Pump Primer, pump drain
valve, pump cooler, automatic intake relief valve, tank to pump valve, tank fill
valve.
2)
Two short 6” intakes, one each side of pump, set back to fit inside of cabinet door
to include Elkhart electric value and 4”, 30 degree downturn Storz fitting.
3)
One, 4” rear intake, c/w Elkhart electric value and 30 degree downturn Storz
fitting.
4)
Two - 2 1/2” intakes, one each side pump panel, Furnished with a 2 1/2” Akron,
manual valve and chrome plated plug.
5)
One 4” right side pump panel discharge c/w Elkhart electric value.
6)
One 3” extendable, remote control monitor mounted above pump c/w Elkhart
electric value. Preferred Task Force Tips Hurricane RC Model XFIH-EL1A with
combination nozzle
7)
Six, 2 ½” discharges. Two on each side pump panel and one at rear (on right side)
one on front bumper (left side) mounted on top of an extended bumper. All
pumped with 3” pipe.
8)
All 2 ½” discharges (Six in total) should be Arkon 7800 series, quarter turn, full
flow, swing out type.
9)
All 2 ½” discharges (Six in total) shall be equipped with a downward 30-degree
elbow and shall include chrome 2 ½” to 1 ½” chrome reducers caps and chains.
10)
Three speed-lay trays located in front of pump, one above the other. Trays shall
hold a minimum of 200’ of 2 ½” hose. These will be connected directly to the 2
½” discharges on the pump panel (Item #7 above) and will be the same size as
trays on Comox Engine #34.
11)
Class A foam system to supply foam to the two speed-lays and front discharge.
12)
One 2 ½” direct tank fill located on the rear left of the apparatus.
13)
All plumbing to have drain valves or automatic drains.
14)
Pump primer to be oil less (electric or air type).
Booster Tank:
1)
Minimum 800 Imperial Gallon Booster tank (or larger).
2)
Digital Water level gauge mounted on pump panel.
3)
Polypropylene with baffles & lifetime guarantee.

Body:
1)
Full, high side rescue body with roll-up doors on all cabinets (including pump
panels).

Two covered coffin bins left side upper (hinged doors).
3)
Ground ladder mounted on covered HLAS (hydraulic) type overhead ladder rack
on right side for 35’, 24’ & 14’ ladders. Prefer body panel to cover HLAS. (as per
Engine#34)

Mid left hand compartment to include storage for EIGHT spare SCBA cylinders
and 2 SCBA. Will consider body tube cylinder storage.
Rear compartment on upper right side for slide in 1000 IG drop tank
(30” x 10” x 100”)
Consideration to store a pre connected TFT “Blitz nozzle” in right side
pump panel compartment..
Wheel chocks supplied and mounted separately below body on driver’s side,
one each side of rear wheels.

General Considerations:
Supplier shall provide detailed specifications of all components with their
proposals.
Proposals shall state all warranties, certifications, safety standards and
financial terms.
Proposals shall include and describe all costs of supplying and delivering to
the Comox Fire Station, a ready to use emergency vehicle and shall consider
the removal of our trade-in vehicle. Proposals shall also include all costs of
training the fire department to safely operate the new vehicle.

The proposed vehicle must comply with all current Canadian and British
Columbian regulations at the time of the delivery.
Proposals marked “Proposal - Fire Department Vehicle” should be
delivered to the Town of Comox located at 1809 Beaufort Ave. Comox
B.C. V9M 1R9 and will be accepted up to 4:00 P.M. PDT Friday,
August 12, 2016.
The evaluation of Proposals will be conducted at the Town’s sole
discretion and may include consultation with others, references,
industry research, etc. Any information obtained by the Town, whether
provided by the Proponent or not, may be used in the evaluation
process.
The Town intends to evaluate proposals based on the best overall value
to the Town in its sole discretion.
The Town is not obligated to complete a detailed evaluation of all
Proposals and may, at its discretion, after completing a preliminary
review of all the Proposals, identify and drop from the detailed
evaluation any Proposal that the Town deems is not in contention to be
recommended for final selection.

All proposals and pricing shall be good for a period of sixty-days from
the closing date. Contract award, if any, is subject to the Town’s
policies, procedures and bylaws, including funding approval, and may
require approval by the elected Council.
The lowest priced proposal may not necessarily be accepted.
Negotiation of Contract and Award
If the Town selects a Preferred Proponent or Preferred Proponents, then it
may:
 enter into a Contract with the Preferred Proponent(s); or
 enter into discussions with the Preferred Proponent(s) to clarify any
outstanding issues and attempt to finalize the terms of the Contract(s),
including financial terms. If discussions are successful, the Town and
the Preferred Proponent(s) will finalize the Contract(s); or
 if at any time the Town reasonably forms the opinion that a mutually
acceptable agreement is not likely to be reached within a reasonable
time, the Town will give the Preferred Proponent(s) written notice to
terminate discussions, in which event the Town may open discussions
with another Proponent or terminate this RFP.
RFP GENERAL TERMS AND CONDITIONS OF RFP
The following general terms and conditions apply to this RFP process and
Proposals received:
No Town Obligation
This RFP is not a tender and does not commit the Town in any way to select
a Preferred Proponent, or to proceed to negotiations for a Contract, or to
award any Contract, and the Town reserves the right to at any time reject all
Proposals, and to terminate this RFP process.
No Claim for Compensation
No Proponent shall have any claim for any compensation of any kind
whatsoever, as a result of participating in the RFP, and by submitting a
Proposal, each Proponent shall be deemed to have agreed that it has no
claim.

No Contract
By submitting a Proposal and participating in the process as outlined in this
RFP, Proponents expressly agree that no contract of any kind is formed
under, or arises from, this RFP, prior to the Town issuing a purchase order
The Town of Comox reserves the right to not
accept any of the proposals.
