The position is an integral part of MVC's priority project, MATRX (Motor Vehicle Automated Transaction System). This $60M mission critical project is an upgrade of the existing driver history system and impacts all areas within the Commission and will modernize the way MVC does business. As the MVC's chief architect for the MATRX project, this position approves complex technical requirements, design, and code. Coordinates environment builds and network design; reviews and signs off on common IT function requirements; coordinates technical support services between OIT and MVC; and ensures cross functional and nonfunctional requirements are met by HP in all business modules. In addition, oversees hardware and software purchases, which involves keeping the project moving according to the set timeline. This position provides technical architectural guidance to vendors working on other IT projects, gives consultative advice to Executive Management and the IT Director, and is responsible for a staff performing a mix of duties involving MATRX, IT projects, and daily maintenance and support for MVC operations. EDUCATION: Graduation from an accredited college or university with a Bachelor's degree. EXPERIENCE: Six (6) years of experience in work involving information processing feasibility studies, project management, and resource allocation in a multiplatform environment. Three (3) years of the required experience shall have been in a supervisory capacity, one (1) year of which involved supervising second-line supervisors or middle managers. NOTE: SUBSTITUTIONS: Applicants who do not possess the required education may substitute four (4) years of additional nonsupervisory experience of the type indicated in the experience section. SPECIAL SKILL SET: Extensive experience in Oracle and JAVA Applications.
