Appendices .............................................................................. 15-16 Intercom System for Fremont County School District #6 Page 2 of 17 1.0 Introduction 1.1 Summary This document has been prepared to solicit proposals for a new intercom / clock & bell system for Fremont County School District #6 Middle/High School. The current intercom consists of a Dukane MACS II that is located in the main office of the building. There is a single handset located in the office that is used to broadcast announcements and manage bell schedules. A new Elementary / Central Office building was opened in August 2008. The new building was outfitted with a Teradon SC Intercom with Teradon clocks in the MDF of that building. The new building is approximately 50 yards away from the existing MS/HS and is connected to the MS/HS with single mode fiber. At some point in the future the district may connect the intercoms of the two buildings and possibly use a single intercom for both buildings which would thereby decommission the SC Intercom. Because of this required interconnectivity the District is limiting the equipment bid to only a Teradon Raptor V IP Communication System. Current classroom configuration is an intercom speaker/digital clock with a rocker switch below to allow a classroom to initiate communications with the office (see Appendix B). It is the responsibility of the bidder to present an alternative to the present configuration. It would desirable to use the existing speaker and then install a new 12” or 16” wireless Teradon clock at each location but the district will consider a speaker replacement if that is a better solution. The current communications rocker switch should remain in service which would allow for initiation of two-way communications to be established from the remote location. The intercom will not be connected to the District’s Shoretel VOIP phone system. Bidders should provide proposals on equipment plus installation. Equipment and installation need to be completed and the intercom system fully operational by August 5, 2011. All work should be coordinated with the Fremont 6 Technology Coordinator. Any questions asked by bidders will be made available to all bidders on the school district website with accompanying answers. 2.4 Amendments to RFP If amendments become necessary for this RFP, they will be posted on the district web site. (http://www.fre6.k12.wy.us/tech.html). Bidders are responsible for checking the website for any and all amendments prior to any proposal submission. 2.5 Cost to Prepare Proposals The invitation to submit a proposal does not commit the school district to pay any costs incurred in the submission of the proposal, or in making any necessary studies or designs for its preparation. 2.6 Complaint of Requirements Process Vendors may protest RFP requirements or specifications by filing a formal written complaint: Fremont County School District #6 Attn: Diana Clapp PO Box 10 223 N. The written protest shall specify the grounds upon which the protest is based. In order to be considered adversely affected or aggrieved, the vendor making the claim must be a bidder and be eligible for award. Award Protests will be reviewed. The school district officer or designee shall have the authority to settle or resolve a written protest. If the protest is not settled or resolved by mutual agreement a written decision on the protest shall be issued. 2.8 Proprietary Information The school district agrees to hold confidential and not disclose to any outside parties any information included in proposals that is marked as proprietary or confidential, as allowed by law. 2.9 Access to Premises Access to customer premise for installation will be allowed during normal business hours or as arranged in advanced. Intercom System for Fremont County School District #6 Page 5 of 17 2.10 Acceptance of Proposal Content The successful vendor will be expected to enter into a separate written agreement with the School District for performance of the services covered by this RFP. The contract documents for this agreement will consist of (1) a separate agreement, 2) the terms of this RFP (including but not limited to the following specifications), and 3) the terms of the successful proposal as selected by the District. The separate written agreement will include, but may not be limited to, the following provisions: A provision prohibiting the vendor from engaging in illegal discrimination; A provision establishing venue for the resolution of any disputes under the Agreement in Fremont County, Wyoming; Provisions setting forth payment at the time of completion and acceptance. Provisions making the agreement subject to termination by the District in the event of any failure of the vendor to make delivery, to complete implementation and installation of the solution, or if the solution fails in any way perform as specified and required by the terms of this RFP. Under such circumstances, the District may deem the vendor to be in default and will provide the vendor with notice of the default, and the vendor will have 10 calendar days thereafter within which to provide a corrective plan. If the vendor fails to provide the corrective plan or to cure the default within 10 days of providing the plan, the contract will be terminated and the District may complete the system and/or otherwise cure the default through a third party, and the vendor will be responsible for any amounts incurred by the District in excess of the contract price in completing and securing the operation of the solution to a capability equal to that specified in the contract. 2.11 Evaluation Process The objective of evaluation will be to examine each proposal to determine if it meets the mandatory requirements, and to judge how well it meets the requirements outlined in this RFP. The first step in the evaluation process will be to determine the degree to which proposals conform to the requirements. Those proposals failing to meet requirements may be rejected without further evaluation. Also, incomplete proposals may be rejected as “unresponsive”. The selection decision will be based on the following: Compliance with system requirements and project goals Total purchase price and life cycle costs including warranties Costs identified as one time only or recurring Vendor’s implementation, installation, and training support plans Vendor’s record of success in similar installations with the proposed equipment, as evidenced by reference checks 2.12 Price Increases and Taxes Vendors must affirm that the purchase price of the system will be valid for a minimum of 120 days after the proposal is submitted. However, upon the award of a contract, the purchase price becomes firm and may not be changed thereafter. Taxes, neither state nor federal, shall be included in bid prices. 2.13 Bid Security If the bid meets or exceeds twenty five thousand dollars ($25,000) either in part or in total, bid security totaling 10% of the total basic bid shall be submitted with the bid package in the form of lawful moneys of the United States, a cashiers check or a bank draft payable to Fremont County School District #6, or a satisfactory bid bond executed by an acceptable surety. 2.14 and 2.15 Indemnity and Insurance The vendor will perform its services under the contract entirely at its own risk and will assume all responsibility for the performance of its obligations under the contract. The vendor will agree to indemnify and hold harmless the District, its officers, employees and students from any and all claims, demands and causes of action of any kind or character, including claims for attorneys fees and costs, arising in favor of vendor's employees or anyone else on account of bodily or personal injury, death, damage to property or other damages arising out of the services performed by vendor or in any way resulting from the acts or omissions of the vendor and/or its agents, employees, subcontractors or anyone else for whom the vendor is responsible. Intercom System for Fremont County School District #6 Page 6 of 17 The vendor will be required to carry and maintain appropriate workers compensation coverage for all its employees, and will be required to carry and maintain the insurance coverage outlined below from an insurance company (or companies) authorized to write insurance in the State of Wyoming, with a minimum "A.M. Best Rating" of A. The required coverage will include (1) appropriate CGL insurance extending coverage to its activities under the contract, including personal injury liability, bodily injury liability and property damage coverage, with a combined single limit of $1 million per occurrence and $2 million aggregate per year; (2) employer's liability insurance with a limit of not less than $ 300,000; and (3) appropriate commercial automobile coverage as follows: Bodily Injury and Property Damage: Coverage to include -- all owned autos, all hired autos, all non-owned autos; combined single limits of $ 1 million each accident; and uninsured / underinsured motorist limits of $1 million. Any deductible or self-insured retention amounts must be declared to and approved by the District and the District shall be named as an additional insured on such coverages. Certificates of insurance demonstrating such coverages will be submitted to the District and subject to its approval. The District reserves the right to purchase insurance coverage in the limits specified above should the vendor cancel coverage during the term of the contract, in which event the costs of such coverage will be offset against any payments otherwise due the vendor. 2.16 Components of a Complete Response Proposal assurances signature page (page 13 of this document) Detailed cost structure with component level pricing Diagrams of systems, if applicable Support / Support/Warranty plan, including a clear written description of the terms of all training, support and maintenance obligations and warranty provisions Exceptions list, if applicable Bid Bond 2.17 Physical location of sites Wind River MS / HS 1994 Cougar Drive, Pavillion, WY 2.18 Representation In addition to any other assurances required under this RFP, the vendor hereby warrants and represents that, by submitting its proposal: ● It has familiarized itself with the terms of this RFP and that it has investigated and fully understands (1) the conditions under which it would it be providing services; (2) the character, quality, quantity and scope of the work required of it; and (3) the requirements of the RFP; ● If selected, it will render the services called for under the RFP with the care, skill and diligence in accordance with the generally accepted standards and practices of the profession in which it is engaged; ● it has the methods and means to provide the services called for under the RFP, including but not limited to the necessary infrastructure, plant, equipment, capital and staff; and that ● It is engaged in an independently established trade, occupation, profession or business and that the services that would be required of it would be rendered in the course of such trade, occupation, profession or business. Intercom System for Fremont County School District #6 Page 7 of 17 3.0 Proposal Requirements 3.1 Summary Given the potential future interconnectivity required with the Teradon SC system in our Elementary School it has been decided that a Teradon Raptor V IP Communication System bid is the only proposal the district will accept. 1. (6) 17” diameter round clocks h. Rocker switch allowing intercom communication initiation from each remote location that has speaker / clock combination (45) 2. Suggested New installation: (see Appendix C) a. Teradon Raptor V in rack in same location as existing b. (3) administrative handsets (2 new locations / vendor needs to wire) c. Disable existing digital clocks f. use existing cabling g. use existing speakers at remote locations h. use existing rocker switches at remote locations 3.2 Scope of Work 1. This project consists of furnishing and installing all equipment, cabling and labor required for a complete, operable, new computer based administrative communication and control system as outlined in this RFP. 2. This system shall provide a communications path to all classrooms, workrooms, multi-purpose rooms, offices and corridor speaker locations and all exterior speaker locations. It must be separate from voice processing system allowing simultaneous use of classroom telephone and receipt of intercom pages to the speaker without interruption. 3. The equipment specified herein and shown on the drawings is based upon equipment as manufactured by Teradon Industries. The intent is to establish a standard of quality, function, and features. It is the responsibility of the bidder to insure that the system meets or exceeds all standards set forth in these specifications. 4. The vendor is responsible for submitting detailed drawings identifying full campus speaker coverage. The vendor shall also supply a system wiring diagram. 5. The vendor must provide all support to the District to interface the system to other communication devices. 6. The vendor must have a trained service department on call 24 hours a day, 365 days a year, for the purpose of service to the system. Additionally, the vendor must respond in a reasonable timely fashion. 7. The vendor must maintain adequate stock of potential replacement parts including clocks, speakers, exterior horn speakers, back boxes, grilles, remote speaker cards, Raptor V laptop computer and power supplies to service the system should any failure occur. The system provided through this RFP should not be down for 24 hours due to any catastrophic failure such as lightning damage, flooding etc. 3.3 Voice Communications and Sound System Description 1. The vendor shall furnish and install a complete computer based and controlled voice communications system with all wire, outlets, and equipment as may be required to provide a complete and operational sound and voice communication system. 2. The vendor must provide the following documentation and services: a. As built drawings: These drawings must include the manufacturer’s specification sheets, including all component parts, control equipment drawings, and wiring diagrams. They should include up-to-date drawings that include any changes made to the system during installation. Operator’s manuals and instructions must also be provided. Intercom System for Fremont County School District #6 Page 8 of 17 3.4 Description of the System 1. The system must consist of a central equipment cabinet, system server running computer based intercom operations software, power supply, zone cards, Executive handsets, amplifiers, classroom loudspeaker assemblies, and all associated material, hardware, wiring, and options as described herein to provide a complete working system which shall meet the specified requirements. 2. The system should provide the following communication paths and functions: a. Executive control to a single classroom loudspeaker b. Executive control to executive control c. Executive control to classroom phone d. Simultaneous program distribution directed from an executive control without interrupting the intercom channel e. Executive control or classroom telephone (with pass code) to any of the system programmable 999 paging zones. f. Executive control or classroom telephone (with pass code) to any of the 999 emergency alerts in the system. 3. The system must provide the facilities for: a. Paging b. Sounding emergency signals c. Timed event signals d. Control and distribute multiple program channels to individual classrooms, selected groups, or all classroom speakers. 4. The system computer must include the capabilities to act as the master clock and will be capable of correcting compatible brands of analog and digital secondary clocks. The system clock must be capable of being automatically updated with the atomic clock on the Internet or the District time server via LAN or WAN connection. 5. The system must use standard 25-volt technology. 6. The system must also provide standard telephone functions as the PBX/VOIP phone system in the school connected to external trunk lines provided by the telecom providers. The system must provide the school with the following features on the telephone system: a. Capability to accommodate up to 999 telephone extensions without the addition of another PBX/VOIP system. Systems that require an additional PBX-VOIP system to be tied into the intercom are NOT considered equal. b. Caller ID c. Voice mail for each user with e-mail notification when mailbox approaches maximum size. d. Automated attendant e. Call forwarding f. Call waiting g. Conference calling 7. The system must provide for Remote Addressable Units (RAU) connected to the Central Equipment cabinet via new copper cabling or a single pair of multimode or single mode fiber optic in a star topology. All RAU’s should be located at or near IDF’s. All local room wiring for speaker, call-in and VOIP or Analog telephone should be cabled via existing or new CAT 5/6 homerun to each local RAU. Vendors must be able to accommodate RAU’s in both single building and multi-building complexes with a single connection between the head-end and the RAU. Individual homeruns to the head-end are unacceptable. The use of punch downs and 25, 50, or 100 pair wire runs back to head end are NOT considered equal. The purpose of this system design is to add modular expandability at each IDF closet location in the school. Systems that require master control cards found in the head end rack to also be located in RAU’s for communication are NOT considered equal. 3.5 System Operation Features 1. The system must provide a minimum of the following: a. Computer-based equipment of plug and play design, utilizing plug in connections between the system control computer and the system cards. b. Emergency calls must be set to take precedence over routine calls. c. The system must be capable of accommodating 999 Executive Handsets or classroom phones in any combination. Intercom System for Fremont County School District #6 Page 9 of 17 d. The system must be capable of utilizing standard .WAV files for sound generation. The system must come equipped with a minimum of 20 sound selections, including multiple bells, custodial, and emergency tones. e. Programmable tones such as warble, siren, chime, etc. must be available. The District must have the ability, without requiring a service call to the vendor, to add unlimited additional tones or unlimited pre-recorded messages and announcements to the system. f. The system must be able to handle unlimited District provided .WAV files for tones. g. Optional UPS (uninterruptible power supply) may be provided to maintain system integrity in instances of power loss. h. The system must have last number redial. i. The system must provide speed dial access to specific functions. j. The system must be able to provide 2 auxiliary contact closures per speaker card that are triggered on any of the following events: 1. Bells 2. All Page 3. Special Events 4. Timed Clock Correction k. Emergencies, all-page, and bells must be programmable with a single touch of a button. l. The system must be equipped with 1 Executive Handset, with built in microphone, caller ID, speaker, and hands free speakerphone. 3.6 Station Design 1. Each classroom is to be considered one station and must have a dedicated audio circuit to the central equipment cabinet or RAU. 2. All outside horns must be zoned separately. 3. Each grade level must be independently grouped into its own zone separately. 4. All zones must be verified with District officials. 3.7 Programmable System Functions 1. 4 digit user programmable room dialing 2. Caller ID to the Executive Handset, as well as classroom phones if equipped. Systems that must have separate caller ID modules will NOT be accepted. 3. Unlimited user events and user tones 4. Unlimited bell schedules 5. Ring up to 3 simultaneous bell schedules 6. 999 multi-purpose zones on systems installed. Systems that require multiple Master Control Units to be networked together to accomplish this number of zones are NOT considered equal. 7. Automatic distribution of user programmable time events activated by the internal clock. 8. Compatible with standard Bellcore Caller Id Remote Display Units for display of incoming calls. 9. School programmable room stations, zones, or multiple zones to receive the program source on a selected basis. Schools must be able to access the computer and assign room, zone, and events with a single point and click. 10. The system must be compatible with DTMF phone system and be able to use touch tone phones to make and receive calls from within the system. 11. The system must have a user-programmable, UPS backed master clock. 12. The system must be able to drive a combination of both digital and analog clocks on the same circuit from within the system. 13. The system must be able to accept unlimited system inputs to integrate to external special systems, which the school wishes to generate an event or tone on the intercom. 14. The system must support “remote speaker cards” allowing for speaker cards/stations to be located throughout the campus. 3.8 System Equipment A detailed list of all equipment needed for the system should be attached to all bid submissions. 3.9 Remote Access to the System 1. Web Interface: The system must provide password protected web programming from any internet connection. The web interface must include the minimum functions: a. Bell schedule adjustment b. The ability to create, upload and distribute audio files to a single site or multiple systems at the same time. Audio files include voice recordings, site created or downloaded files d. Systems that do not provide a constant, web based and web accessible programming option for the end user will NOT be accepted. 2. Configuration: The system must provide password protected Remote Configuration features via a TCP/IP network based LAN or WAN including: a. Speaker card configuration b. Room configurations c. The vendor must coordinate exact locations and quantities of all clock and speaker locations with the District officials. Unless otherwise agreed upon, speakers must be centered and spaced 20 feet apart. Classroom speakers must be centered in the room, or centered on the wall where wall mounting is required. The gymnasiums, library media centers, auditoriums, cafeterias, etc, must have speakers positioned for proper sound coverage, avoiding ceiling sound panels and include appropriate protective wire guards. 3.12 Cabling 1. Size and quantity of conductors must be in accordance with manufacturer’s requirement for cabling. Cables may be run in conduit or in return air plenums provided the cable is UL listed for Plenum use. 2. CAT5e or 18AWG stranded cabling must be utilized for speaker, call-ins, and Executive Handsets. 3. The number of clocks on each run and the distance for the clock runs must determine the secondary clock wiring. 3.13 Warranty 1. The vendor must provide warranties with any equipment installed to complete this project. The warranties must protect the equipment from defect for a period of three years from the date of final acceptance. Warranty will include labor for a period of one year. 3.14 Support and Training 1. The vendor must provide a minimum of 20 hours of training for District personnel on the proper operating procedures for the system after completion at each school campus. Assurances The following list of assurances must be completed, must be signed, and must be submitted as part of the submitted bid. By signing this list of assurances and by quoting the required proposed cost(s), the Vendor agrees to the bid requirements as stated in the bid specifications for all equipment bid and / or installed at Fremont County School District #6. The Vendor agrees that the deadline for the submission of this bid to Fremont County School District #6 is April 8, 2011 @ 2:00 pm. 3. The Vendor adheres to standards and recommended installation requirements for all equipment. 4. The Vendor agrees that any replacement part used in a warranty issue must have the same warranty agreement of the parts accepted for bid and it must remain under warranty until the life of the original warranty expires. 5. Furthermore, the Vendor agrees that all documentation supporting this equipment will be provided at the time of delivery / installation. 6. The Vendor agrees that for warranty requests the Vendor has within 24 hours of notification to respond to this warranty problem and either to repair or to replace the defective part(s). 8. The Vendor agrees that Fremont County School District #6 has the right to reject any and all bids, to waive any and all technicalities, and to award all or any part of the bid in a manner that is in the best interest of the school system. 9.
