Job Description COYSA Head Referee (Referee in Chief) (RIC)
The COYSA Head Referee (Referee in Chief) is responsible for developing qualified referees using BC Soccer
training and guidelines within the COYSA district. A successful COYSA Head Referee (RIC) will insure that
development opportunities are provided to all registered referees no matter their experience. The COYSA Head
Referee (RIC) has the referee scheduler reporting to this position and is responsible for ensuring the duties of the
referee scheduler are carried out effectively. The Referee In-Chief reports directly to the chairman of COYSA.
Objective:
To recruit, retain and develop youth soccer referees within the Central Okanagan Youth Soccer District.
Qualifications:
Experience in, or good knowledge of officiating the game of soccer (either past or present).
Preferred certification to level of (district or regional) referee through BC Soccer.
Preferred experience with teaching, mentoring and working with youth and adult soccer referees.
Reports to:
The board of directors of the Central Okanagan Youth Soccer Association.
Description of Duties:
Liases with BCSA to arrange and attend District Entry Level Referee Clinics early in the year.
 Liases with BCSA to arrange and attend small side and district referee refresher clinics early in the year for existing
COYSA referees.

Liaise with the COYSA Chair and board of directors as well as club referee mentors on all aspects of referee
development.

Liaise with referee schedulers (Both COYSA and club schedulers) and advise on appointments if required.
 Hold informational meetings and sessions to advise referees of pertinent changes as required.
Be available to discuss any issues with referees and assist with and review disciplinary reports as required.
Attend disciplinary hearings as required.
8. Help develop and support all referees in the Head Referee’s District.
9. Organize and attend regional meetings with referees to help distribute BC Soccer educational material or policies.

11. Meet with BC Soccer referee Development Committee as invited.
12. Coordinate with BC Soccer the delivery of any Referee training regionally.
13. Submit an annual report to Referee Development Committee of any referees that may be considered for the
Candidates Program or Provincial Cup Competitions.
14. Work to support and mentor all referees.
Head Referee Responsibilities Regarding Clinics
On an annual basis, the BC Soccer Office will send all Districts, Clubs and district Development Centers the
appropriate documents that will allow them to set up referee clinics in their area for the fiscal year between April
1st and March 31st.
Head referees will arrange Small-Sided and District Entry Level Clinics as required in their region using the E2E system.
BC Soccer suggests the Head Referees be trained as Small-sided instructors for their area, or have a sufficient
instructor pool to facilitate these clinics. To become a small-sided instructor you will need to work alongside the lead
instructor appointed to teach the clinic and be evaluated after the clinic. Once evaluated and have met the
qualifications as Small-sided instructor, the lead instructor will forward your name to be added to the instructor pool.
They will then ensure this information has been posted on the COYSA website and distributed to all of the member
clubs.
COYSA Specific Duties
Supervise Referee Scheduler and insure proper scheduling is occurring.
Provide Referee Scheduler with a list of approved referees
Liaise with club mentors to ensure referees are being appropriately supported.
