Small Cell Network Design Considerations
Our Process
How do we select your assets as prime locations for our small cells
installations?
• Performance Testing – Identify coverage and capacity needs.
• Analyze network options and determine the best solution (Small Cell,
ODAS, IDAS, Macro).
• Create a scope of work and begin sitting process.
– Walk the area
 Look for high traffic areas (apartments, schools, busy
intersections/retail)
 Keep the “antenna bubble” clear (shadowing creates blockage)
 What you see is what you get (structures hurt).
 Be flexible, but realistic. Move it if it needs it, but along the fiber run.

Process: Exhibit C to the MLA contains the
application process to enter into an SLA.
VZW to submit an informal app to Utility via e-mail
that includes lat and long with pictures.

Upon initial approval, VZW submits (2) two
Applications to Utility.
PPS includes: map of location, nearest address, lat and
long, specific design, loading calcs, RF study
PPA is not signed until after Utility approves
Utility has 45 days to review. Utility may hire a 3rd
Party to review and VZW is responsible for such
charges; charges must not exceed $1,000.
Utility will include make-ready costs to VZW here
Upon PPA approval by Utility the PPA becomes part
of the MLA and both parties sign the PPA
Utility sends approval e-mail, then VZW routes for
signature. Utility signs last
VZW to obtain city/county permits separately

memorandum and application process to enter into an SLA.
VZW submits an Application to Utility. Utility requires VZW
to conduct a field survey within 180 days. Utility will
designate which field survey they want.

Should VZW wish, VZW can have a 6-month option to hold it’s
space/location on Utility’ pole while their due diligence is being completed.
Upon Utility approved drawings, VZW and Utility will sign an
SLA (Exhibit C) with approved drawings as the Lease Exhibit.
VZW will sign first; Utility will sign last.
VZW to obtain city/county permits separately
