PRESIDENT’S MESSAGE
ALAN DONALDSON
Welcome to ARF! We move forward into
our new year 2013-2014 with greater
numbers than ever and with a variety of
programs and events that will appeal to all,
from the “sacred to the profane” – in the
best sense of the phrase.
Due to the particular date of Thanksgiving,
this year, we will not be holding a
November Luncheon, but a very special
“Event”, on Wednesday, December 11th –
whose creation is in the capable hands of
our President-elect and Program Chair,
Nina Allen, ably assisted by fellow
countryman and ARF Board colleague,
Ken Sorensen, and friends. The event will
be replete with Music, Special Food and a
great deal of Holiday Fun. Watch for the
announcements!
Our first big agenda item of the year has
been trying to sort out, simplify and
rationalize the changes in our State Health
Plans! It is indeed a year of momentous
decisions with the usual accompanying
disruptions and uncertainties but, if things
do not seem to work out the way we would
like, then at least we can make a more
educated choice this time next year. It is,
however, my sincere hope that the vast
majority of you will have found your
“niche”, and that the condensed document
created by your ARF Board (thanks to
authors, Frank Abrams and Wendell
Gilliam) has been useful in helping you in
your decision-making process. We will be
anxious to learn how you fare, overall, and
will continue to assist you in whatever way
we are able.
ARF President: Alan Donaldson
But now that this Health Plan decision
process is behind us, we can look forward
to Thanksgiving and the Grand Holiday
Season with a more relaxed frame of mind.

STATE HEALTH PLAN CHANGES
FOR RETIREES
The State Health Plan has changed the
selection of health insurance plans offered
to Medicare-eligible retirees and their
dependents
effective
January
1,
2014. There are five plans offered. The
plans include continuation of one of the
supplemental plans that was offered last
year and four Medicare Advantage Plans
(MA Plans).
1. Traditional 70/30 Plan handled by
Blue Cross and Blue Shield of NC.
2. Base MA Plan from Humana.
3. Base MA Plan from United
Healthcare.
4. Enhanced MA Plan offered by
Humana.
5. Enhanced MA Plan offered by
United Healthcare.
Each Medicare-eligible retiree and the
retiree’s Medicare-eligible dependent(s)
have been automatically enrolled in either
plan # 2 or plan # 3 from the list
above. While Medicare-eligible retirees
and their dependents who are covered
under the State Health Plan must be
covered under the SAME plan, the retiree
may switch to one of the other four plans if
done by November 15, 2013.
Retiree News Briefs
Karen DeBord was only retired for three
years before returning to work at her alma
mater , Virginia Tech, as an Extension
Specialist in Human Development. She
and her husband are also building a Bed
and Breakfast at beautiful Smith Mountain
Lake, Va. It is called Bedford Landings.
They hope to open in December 2013.
John Penick received the Robert Carleton
Award, the highest award from the National
Science Teachers Association, for national
leadership in science education. The
award included a fine trip for two to San
Antonio in the spring and a check for
$5,000, similar to what most of you got as
a retirement gift from State, I presume.
Larry Nelson rode his bicycle halfway
across the State of Iowa during the last
week of July 2013 in the Des Moines
Register's Annual Great Bike Ride Across
Iowa (RAGBRAI). He was one of 10,000
riders (including Lance Armstrong). In the
previous nine annual rides starting in 1993,
he had ridden the full distance from the
Missouri to Mississippi Rivers. He planned
on this being his last ride in RAGBRAI
because of his age, but he met a lady aged
90 who made the trip for the 18th time this
year. Now, plans are being made for his
11th ride in 2014.
The State Health Plan, Blue Cross and
Blue Shield of North Carolina, Humana,
and United Healthcare have provided a
large amount of information through
mailings, “outreach” sessions, and the
internet. The ARF Board has sought to
review the material provided, gathered
information from ARF Members and
others, and prepared a detailed article
aimed at assisting retirees in making

ENCORE PROGRAM EXPANDS
OFFERINGS
NC State’s Encore Program for Lifelong
Enrichment, which offers non-credit
programs to adults aged 50+, is offering
more opportunities to learn than ever
before.
More evening programs and
lectures have been scheduled and the
popular Saturday Winter Lecture Series will
be repeated this January/February. Many
of these expanded programs are open to
nonmembers, which gives ARF members a
chance to “dip their toes” in the Encore
waters before making a commitment to
become a member or teach a course. So
try us out!
According to a Friends of the Library
report, during the twelve month period from
July 1, 2011 through June 30, 2012, fiftyone people associated with ARF made
contributions to the library. In the period
between July 1, 2012 and April 30, 2013,
forty ARF associates had contributed to the
library and ARF (as an association) had
contributed $1000.
2014 FRIDAY AWARD
NOMINATIONS
Encore’s 2nd term fall classes begin
October 28, and registration for the spring
semester
begins
in
mid-November.
Second term lecture topics include a
retrospective look at the Bosnian conflict,
the 50th anniversary of the Kennedy
assassination, NC redistricting, the music
of the Virgin Mary, and WRAL’s Amanda

To understand the current political climate
in North Carolina, one needs to know
something about the state’s political past.
Mr. Christensen pointed out that North
Carolina has never been a liberal state. It
was considered a Progressive state – the
Wisconsin of the South. He further defined
this as “business progressivism”. This was
an attempt by the business leaders of the
North Carolina to move the state from
being a poor rural state to an industrialized
state.
Beginning in the 1920’s this
approach was characterized by spending
lots of money on roads and universities,
later on community colleges and by racial
moderation.
We are excited to announce the lineup for
our Saturday Winter Lecture Series, which
will be held on five consecutive Saturday
mornings in January and February. Our
theme is “Soundings: Conversations with
Accomplished North Carolina Authors,”
and each session will be moderated to
elicit interesting conversations with these
accomplished writers. Our lineup:
January 25: Elizabeth Spencer and Terry
Roberts, moderated by Peder Zane
February 1: Philip Gerard and Bland
Simpson, moderated by Peder Zane
February 8: Jill McCorkle and Wilton
Barnhardt,
moderated
by
Michael
Blanchard
February 15: Randall Kenan and Michael
Parker, moderated by Peder Zane
February 22: Margaret Maron and Shelby
Stephenson, moderated by Peder Zane
So mark your calendars now, and be
prepared to register in mid-November for
these and other spring semester courses,
lectures, and study trips. Call us at 919515-5782, and we will be glad to send you
our full catalog of offerings. Encore is a
great way to stay engaged in lifelong
learning – try us out with one of these
interesting programs.
Rob Christensen – N&O
But North Carolina has always had a
strong conservative streak, as can be
attested to by the election of Jesse Helms
to the Senate many times over. This state
is part of the Bible Belt, is pro-gun and promilitary.
As a result of its dual
personalities, North Carolina has become

ground zero of the political polarization of
the country.
universities or universities out of state.
According to Mr. Christensen, things do not
look good for the UNC System in the near
term. The good news is that eventually
this shift to the right will self-correct. The
question is how long will that take?
In the 1990s there were no closer elections
than in North Carolina. In 2008 Barack
Obama won here by the closest margin in
the country. In 2012 Mitt Romney won by
the closest margin in the country. Outside
interests spend lots of money in NC to
sway elections.
Because the winning
margins are so small, North Carolina is
susceptible to national political winds. Two
things impacting the state now are the high
unemployment rate (3rd highest in country
at the time of this talk) and the sway to the
Republicans that coincided with the
Decennial Census.
Because the
Republicans were in control of the state
legislature at the time of the restructuring
of congressional districts that takes place
every 10 years, they were able to design
districts to favor their party.

However, according to a recent Gallup
Poll, North Carolina is not more
conservative in 2012 than it has been in
the past. The state is ranked as the 21st
most conservative state. Basically the
state is currently centrist with a slight tilt to
the right. North Carolina is considered a
moderate state.
As a result of the
redistricting that crowds likeminded people
into one district, candidates do not have to
appeal to the middle. Instead they are
often getting pressure from the right.
On October 16 we had two fun and
informative speakers. Associate Professor
of English, Cat Warren, entertained us with
wonderful readings from her new book
“What the dog knows: The science and
wonder of working dogs”. The bookstore
kindly brought along books for us to buy
and have signed by Dr. Warren. She also
showed a great video of her dog, Solo, at
work hunting cadaver remains.
After lunch Joe Williams spoke. He is the
Director of Employee Benefits and
Programs at NC State University. He
talked about the new health programs that
we must sign up for by November 15,
2013. He mentioned that his Department
would be using the ARF produced
document about our health care choices.
Congratulations to the Board Members
who wrote that useful document. It is most
helpful.
Joe also answered a lot of
questions from the group and clarified
some of the problem areas for us.
One major impact of this within the state is
that the University System is losing
support. First came the recession which
slowed the momentum of the System and
now the System is losing the support of the
Legislature.
In the past many of the
greatest supporters of the UNC System
were products of the system. Former
Governor Jim Hunt is an example of this.
Currently, there are few people in the
legislature with ties to the University
System.
Many either attended private

Scandinavian customs and would like to
help, please let me know. We hope to
have some traditional food and drink with
the aid of the Faculty Club. There will be
musical
entertainment
and
craft
demonstrations as well as a talk. This will
be a festive occasion so please mark your
calendars and plan to come.
Cat Warren – Assoc. Prof. of English
On September 18 we also had two
speakers. Dean of Design at NC State
University Marvin Malecha gave a
delightful presentation about Creativity and
the Process of Creativity. Many questions
ensued. And the News and Observer
Columnist Rob Christensen gave a very
thoughtful and excellent talk about the
state of politics in North Carolina. This was
a very relevant topic and his presentation
was greatly appreciated and followed by
many questions from the alert audience.
Marvin Malecha – Dean of Design, NCSU
In the spring there are some plans
underway for various speakers.
I am
hoping that Joan Lederman, a potter from
Woods Hole, MA will come and tell us
about her approach combining science and
art. Her pots are glazed with muds from
deep sea drilling cores she gets from the
Woods Hole Oceanographic Institution and
she knows a lot about the science of pot
making.
Her ceramics are also very
beautiful and can be seen at her website
“Soft Earth”. You may well have wonderful
ideas about speakers you think would be
good for our lunch series, please let me
know. My email is nina_allen@ncsu.edu
or you can write to the ARF email address.
Our next meeting will be on December 11.
Mark your calendars, as it is a change from
the usual third Wednesday of the month.
November and December dates were too
close to the holidays. Plans are shaping
up. We will learn a bit about Scandinavian
Christmas Celebrations. I am Danish and
Ken Sorensen has also promised to help,
so the slant will be towards Danish
celebrations.

Attendance at monthly luncheons is open
to all with no difference in cost between
members and non-members.
Active membership is encouraged and
welcomed either by annually paying dues
(currently $15/year, the year commencing
on July 1) or becoming a life member
(currently a one time payment of $75). The
dues collected support unavoidable
operational and program costs incurred in
running the organization.
Operational
costs are small, due to prudent
management and much appreciated
assistance from the Office of the Provost
and the NCSU Alumni Association relative
to paper newsletter printing and mailing as
well as to our continually evolving and
improving effective use of the internet.
Collected dues also support programs
such as the Friday Award, the
Association’s leadership involvement in the
Association of Retirement Organizations in
Higher Education and the Association’s
ongoing support of NCSU Libraries.
