Management of Change

•   CSA Z462, 3 rd Edition will include significant changes that will require industry to step back from it and consider what has been done to date.

•   We need to manage the changes that the 3 rd

Edition will require to ensure we grow our practices with CSA Z462.

•   Companies will need to ensure they manage the perception related to Risk Assessment.

Canadian Airports National Electrical Workshop (CANEW) 2014 Regina

Management of Change, cont’d

•   Significant impact on the “human element” of electrical safety.

•   We have been modifying behaviors and culture and need to continue with this process.

•   CSA Z462, 3 rd Edition will further affect perception of “arc flash.” We need to ensure we do not miss interpret the good information and processes that will be recommended, e.g. Risk Assessment.

Canadian Airports National Electrical Workshop (CANEW) 2014 Regina

Page 5

CSA Z462, 2 nd Edition Status

•   Industry across Canada has accepted CSA

Z462 as a reference standard for electrical hazards.

•   Over 25,000 copies sold to date.

•   Federal, Provincial and Territorial OH&S

Regulators HAVE NOT adopted CSA Z462 into law (e.g. Alberta 2015 possible).

•   CSA Z462 is recognized by OH&S

Regulators in Guidelines.

•   CEC Part 1 updated, Rule 2-304.

Relationship with CSA Z463 Guideline on

Maintenance of Electrical Systems

•   CSA Z463 published March 2014.

•   Focuses on companies establishing Electrical

Equipment Maintenance Programs.

•   Places emphasis on electrical safety when performing electrical equipment maintenance.

•   Advises incident energy may be higher than calculated if maintenance not performed.

•   Recommends CSA Z462 be referenced to manage electrical safety issues.

Canadian Airports National Electrical Workshop (CANEW) 2014 Regina

Status of Arc Flash & Shock PPE, Tools &

Equipment

•   Some new developments or existing products you may not have been aware of.

•   Ensure effective management of existing Arc

Flash & Shock PPE, Tools & Equipment.

•   New developments in lens technology.

•   Improvements in fibres and weaved fabrics that are layered to create lower oz weight arc flash suits. Less heat generated for work and easier to work in.

Review, Summary & Questions

•   Management of Change required.

•   Change Management and employee and contractor behaviour management need to be included in your Plan.

•   Perception of Qualified Electrical Workers will be negative when it comes to Risk

Assessment. We need to deal with this.

•   You will have to review how the changes impact your documentation.

Canadian Airports National Electrical Workshop (CANEW) 2014 Regina

Page 57

Review, Summary & Questions, cont’d

•   Do not over react to changes in IEEE 1584 that will also be coming. Consider where the anomalies are, plan what you do.

•   Do not relabel everything. Communicate changes to workers in Bulletins and updated

Procedures. Educate on the changes and workers manage.

•   Review new arc rated clothing, shock related tools & equipment on an ongoing basis.

Upgrade as required.
