INTRODUCTION
Fisher Associates P.E., L.S., P.C. (Fisher Associates), was retained by Bell and Spina Architects, PC
(Bell and Spina) on behalf of New York State Office of General Services (Client) to prepare this
Limited Regulated Building Material Report as part of the project to replace windows in A Block of
Building 18 & G Block of Building 11 on the campus of Elmira Correctional Facility.
Revision 1 incorporates the finding of our November 2012 site visit to collect additional lead
samples.
1.1
Purpose and Scope
The purpose of the evaluation was to locate, identify, and quantify potential environmental
concerns, such as asbestos-containing materials (ACMs), lead-containing materials (LCMs),
and polychlorinated biphenyls (PCBs), on or within the two blocks scheduled for renovation.
1.2
Background
This Limited Regulated Building Material Evaluation was prepared in accordance with the
April 17, 2012 proposal for ACM investigation and Evaluation for Programming Report
approved by the Client, and is consistent with the requirements outlined in the NYSDOL
Industrial Code Rule 56 (ICR 56). The Code Rule requires an asbestos building demolition
survey and asbestos abatement be performed prior to alterations, renovations, or demolition,
and advertising for bids or contracting for this work.
1.3
Previous Sampling Activities
Fisher Associates received no previous sampling reports to review.
2.0
MATERIAL SAMPLING AND LABORATORY METHODOLOGY
A NYSDOL-certified asbestos inspector from Fisher Associates collected bulk samples of suspect
ACMs on May 03, 2012 and June 13, 2012. An addition site visit was made on November 9, 2012.
Bulk samples were collected using hand tools from each matrix identified as a potential ACM. Where
possible, and based on quantities, samples were collected in triplicate as per OSHA 29 CFR
1926.1101, AHERA, and NESHAPS. Additionally, paint samples were collected and analyzed for
lead, and caulking materials were sampled and analyzed for PCBs. Upon completion of the sampling,
chain-of-custody forms were completed for the all materials sampled. Samples were delivered under
standard chain-of-custody protocol to AmeriSci Laboratories (AmeriSci) for asbestos and Paradigm
Environmental Services, Inc. (Paradigm) for lead and PCBs, both (NYSDOH) certified laboratories.
The suspect asbestos materials were analyzed in accordance with NYSDOL guidelines for the
presence of asbestos. The procedures followed are in accordance with the NYSDOH Environmental
Laboratory Approval Program (ELAP). ICR 56 defines materials containing greater than one percent
(1%) asbestos by weight as being an asbestos-containing material.
The paint samples were analyzed via SW846 Method 3050 /6010 to determine the lead content of the

paints. Those materials having a concentration equal or greater than 0.5% by weight in lead are
considered to be lead based.
The materials sampled for PCBs were analyzed by USEPA Method 8082. According to the USEPA,
materials containing greater than fifty (50) parts per million (ppm) are considered PCB-containing.
Fisher Associates’ Asbestos Handling License and the Asbestos Inspectors’ certifications are included
in Appendix A. Copies of the laboratory’s analytical results are included in Appendix B. The Bulk
Sample Location Plans are included in Appendix C. The areas of asbestos containing materials are
included in Appendix D.
3.0
SAMPLE RESULTS AND LOCATIONS
3.1
Asbestos Sampling
Table 3.1 provides a summary of the laboratory analytical results for the samples collected
from each suspect material during the assessment and includes Material sampled, Sample
Identification (same as the client id on the chain of custody and the analytical data sheets),
sample location and the percent asbestos based on analytical data. Those samples identified as
being ACMs (greater than one percent asbestos) are shaded in the table.

Polychlorinated Biphenyls (PCBs)
Fisher Associates collected samples of caulking materials from representative locations. The
samples were collected from materials that typically would have had petroleum-like products
intermixed to prevent the caulking materials from drying out.

QUANTITY ESTIMATE
This section summarizes estimated quantities of the positively identified ACMs, Lead Containing
Paint and PCBs found in the various materials sampled during the building surveys. The approximate
locations and extent of the ACMs for the buildings are shown on the Hazardous Material Location
Plans contained in Appendix D.
4.1
Asbestos
The materials listed in Table 4.1 were sampled during the survey and identified via laboratory
analysis as ACMs. These samples indicate the corresponding sample identification number,
the material, the location(s) of the material and the approximate quantities of each material.

Fisher Associates only surveyed areas of anticipated impacts based on the scope of work presented to
us in the RFP. Sampling only occurred in very limited areas due to the nature of the work site, and
was further limited by weather, and as previously stated, any roofing material on buildings listed in
this report are to be handled as ACM. Asbestos Containing Materials may exist throughout other areas
of the Facility.
4.2
Lead
The samples listed in Table 4.2 are samples collected during the recent survey conducted by Fisher
Associates and identified via laboratory analysis as LCMs. These samples indicate the corresponding
sample identification number, the material, the location(s) of the material and the approximate
quantities of each material. Those materials having a concentration equal or greater than 0.5% by
weight are considered to be Lead Containing.

4.3
PCBs
The investigation conducted by Fisher Associates also included the testing for PCBs. Those materials
tested included caulking and sealants. Materials are considered to be PCB-containing if the total
concentration of the PCB compounds exceeds fifty (50) parts per million (ppm). Based on the testing,
none of the caulks sampled are considered to be PCB-containing.

5.0
CONCLUSIONS
5.1
Asbestos
Asbestos containing materials (ACMs) have been identified as part of this assessment. In
accordance with 12 NYCRR 56, no demolition or renovation work shall be commenced by
any owner or agent prior to completion of asbestos abatement performed by a licensed
asbestos abatement contractor. If suspect asbestos containing materials not identified in this
pre-renovation asbestos survey report are discovered during the renovation process, it is
required that the presence, location and quantity of newly discovered material, be conveyed

within twenty-four (24) hours of discovery to the building owner or their representative. All
activities must cease in the area where the presumed asbestos containing material or suspect
miscellaneous ACM is found, until a licensed asbestos contractor appropriately assesses and
manages the discovered materials.
5.2
Lead
It is recommended that a Handling of Lead Containing Materials specification section be
developed. This section specifies the requirements for the detection and prevention of lead
dust contamination in lead dust control work areas and areas adjacent to them, protection of
workers, post-work cleaning, pre-disposal testing and appropriate disposal of removed
material.
Should the project involve mechanical grinding, flame cutting, torching or welding a surface
containing LBP, then lead abatement is required and an appropriate lead abatement
specification would be recommended.
Finally, all trades must follow the Occupational Safety & Health Administration (OSHA) 29
CFR 1926.62 regulation, which considers any amount of Lead to be of concern. The
regulation states that the employer shall assure that no employee is exposed to lead at
concentrations greater than fifty micrograms per cubic meter of air (50 µg/m³) averaged over
an 8-hour period.
5.3
PCBs
The investigation conducted by Fisher Associates also included the testing for PCBs. Those
materials tested included caulking and sealants. Materials are considered to be PCBcontaining if the total concentration of the PCB compounds exceeds fifty (50) parts per
million (ppm). Based on the testing, none of the caulks sampled are considered to be PCBcontaining.
