6 TRANSFORMATION OVER TIME The evolution of the CTC will take place over time. The Community Building Strategy considers how this transformation within the community might occur over the short, medium and long term. This is consistent with the experience in many cities known for successful integration of RT with community building. Portland, Charleston, Montreal, Calgary, Toronto and Vancouver have all seen the evolution of their cities being significantly shaped by the introduction of RT over a 30 to 40 year time frame. Key to the successful integration of transit is guiding how this process will begin to shape community but also to establish the right building blocks. Chapter 6 includes the following: 6.1 Understanding the CBS Framework – This section describes how a longer term vision for the CTC may be achieved through a framework of opportunities, initiatives and place-specific directions. 6.2 Station Area Planning – This section outlines the importance of station area plans and provides an outline of what would be included in the plan. 6.3 Managing Parking Over the Short and Long Term – This section presents a series of parking management strategies for the Corridor. 6.4 Illustrating Transformation Over Time – This section presents a set of buildings blocks that will help guide development in various areas along the Corridor. 127 6.1 Understanding the CBS Framework The Community Building Strategy creates the framework for the CTC to help guide investment and manage change over time. Given that transformation will take place over time, as opportunities exist and the market responds, this framework establishes the core directions of what and how to achieve the longer term vision for the CTC. le Map Man Road Map Man Road Station Area Planning Station Area Plans are documents that provide guidance for integrating decisions affecting built form, land use, public realm and movement in RT station areas. These plans articulate important characteristics, outline opportunities and challenges, identify specific guidelines for the scale, character and orientation of buildings and public spaces to planned stations and contain a detailed land use and implementation strategy for consideration as input into regional and city official plans. Why Are They Important? Station Area Plans are used to: • Identification of obstacles to development (flood/contamination) in station areas and prioritize efforts to address these • Determine and articulate a future vision for the station area which optimizes the integration of land use, built form and transit • A summary of community objectives and concerns to be addressed such as noise and vibration related issues or issues related to community change and stability • Discuss and develop strategies that respond to community concerns regarding intensification and neighbourhood change An understanding of the aspirations for the station area including: • Priorities for improvement to existing streets and preferred location and cross sections of new streets • Guide municipal decision-making in terms of capital expenditures, infrastructure design and community needs • A clear vision for the community within the station area in terms of built form, community identity, mobility, and public realm • Opportunities to complete or enhance existing trailhead connections • Assist planning staff in their review and response to development applications • Concept plans illustrating the location, permitted uses, scale and design of new transit-oriented development • Opportunities to enhance transfers between modes and improve access at the location of the station • Provide clear direction to development proponents about appropriate scale and form of buildings, open space and streets • Concept plans for improved public spaces, places, streetscaping, landscaping, and opportunities for public art • Create the planning and regulatory frameworks that can be formally adopted by City Council and integrated into official plans and zoning bylaws • Opportunities for new urban parks, plazas and publicly accessible spaces What Might They Address? Station Area Planning processes and outcomes may vary depending on the local context but generally they will include the following elements. An understanding of the existing conditions, issues, and opportunities including: • Documentation of existing conditions, including: open space/ civic places; access to, from and within the station area; transportation and parking; built form; land use and density; development constraints (brownfields, flood plain conditions, physical barrier or edges such as a railroad or hydro corridor); policy frameworks; streetscapes; and key places and destinations • Identification and protection of significant heritage and cultural assets • Strategies to support change over time in more challenging environments such as employment district, parking areas or suburban arterial areas Detailed recommendations for enhancing mobility in and around the station area including: • Opportunities to enhance walking, cycling and transit modes to key destinations in and around the station area such as schools, places to work, neighbourhoods or community facilities and institutions • Strategies for stations and new development to integrate into their local context and community successfully • Strategies to support access by pedestrians, cyclists, and transit users in more challenging environments such as employment district, parking areas or suburban arterial areas Detailed recommendations for the design of streets, buildings and open spaces including: Recommendations to support implementation over time including: • Design guidelines related to the scale, massing, siting and orientation of new buildings • Policy directions and regulatory amendments and appropriate tools/mechanisms to support the detailed recommendations • Strategies/guidelines to protect existing stable areas • Plans indicating the appropriate mix and location of land uses • Key improvements/elements that need to be in place for day one of RT operation • Improvements to existing parks and open spaces • Sustainability targets, LID and green infrastructure standards • Opportunities for placemaking/public art/community expression • Potential for partnerships with local businesses and stakeholder groups to implement components of the plan • Opportunities for sustainable development or the integration of sustainable features and elements 6.2 • Potential phasing of development and key triggers for improvements to infrastructure and/or community facilities 129 How is Station Area Planning Structured? How Do You Determine Station Area Boundaries? Station areas typically begin by considering a 600 - 800 metre radius (an approximate 5 to 10 minute walk) around each station. Additional lenses are also used to help better define and understand the place specific characteristics in station areas. • Mobility Enhancement Area: Locations around the station where a higher level of pedestrian activity can be anticipated and therefore a high quality pedestrian environment is needed • Areas of Change: Locations where redevelopment is welcomed and where significant opportunities exist to achieve the vision of a high-density, transit-supportive community (i.e. significant areas for investment) • Areas of Stability: Locations with established residential communities. The character of these places will remain the same, but given their location to a station they require consideration for area improvements (i.e. enhanced open spaces and improved pedestrian and bicycle connections) • Large scale reurbanization sites or opportunities relatively close to the transit station What are the Implementation/Phasing Considerations? The Station Area Plan may also identify mechanisms and tools for implementation and phasing, which could include: • Alternative development standards • Conditional zoning • Development permit system • Architectural controls • Development incentives • Community improvement plans • Financial incentives • Interim provisions or policy overlays • Key capital projects What are the Timelines and Resources? The Station Area Planning process can range from 9 months to 2 years depending on available resources. The process typically involves internal teams of between 1-4 people and relies on collaboration and integration across several departments (planning, transportation, engineering, community development, etc). Where Should Station Area Plans be Prioritized? Station Area Plans should be undertaken at stations where there is a significant potential for transformation and where new investments and area improvements are encouraged, yet today there is a lack of transit-supportive planning policy or implementation framework to capture the full potential. Generally station area planning should be prioritized to areas where: • There is an absence of a place-specific TOD policy and/or implementation framework; • There is existing market interest or active development applications within the area; and • There is a need to define the area and what is expected to occur to create certainty for residents, businesses and representatives of the development community. What Innovative Policies Can Be Considered? In Station Area Planning a range of policy and design guidelines may be appropriate to address the built form, parking and access and public realm considerations. More specifically, the following provisions may be considered and introduced at the time of Station Area Planning, with a particular priority within the station transfer zone (generally a linear block of the station area): • Encourage shared parking in mixed use zones; permit parking to be shared within 300 m of property; potential for on-street parking within 150 metres of building entrance to be counted toward parking for retail and commercial • Restrict surface parking to a maximum of 50% of parking providing balance in structured or shared parking Built Form • Provide for a payment in lieu options with funds directed to a Parking District or Parking Authority • Establish minimum densities or heights in areas of planned change (typically 1.0 FAR and 3 to 4 storeys) • Prohibit surface parking on 20% of any lot frontage • Establish blended densities to respond to the mixed and integrated use objectives (typically minimum of 25-30 people/ hectare or 10-12 people/acre) • Permit public landscaped areas and conveyed public ROW to count toward minimum FAR requirements • Establish zero or minimum lot lines with max setbacks (typically 3-5 m) • Require 80% of building frontage on a block to be built to the lot line • Require at least one principal entrance located within the front of a building • Establish variations in building frontages in terms of setback and architectural materials at least every 50-60 m • Require stepbacks above certain heights to ensure buildings reinforce a pedestrian scale • Require stepback (or angular plane) provisions to transition to residential neighbourhoods Parking • Reduce parking rates within SAP/within Focus Area: eliminate minimum standards and introduce maximums • Require surface parking to be landscaped/buffered from pedestrian/sidewalks • Establish surface parking design standards: minimum provision for permeable surface; pedestrian promenade internal to the lot; landscape and buffering throughout Driveways/Site Access • Require service and parking access on side or rear of buildings • Reduce curb cuts for single use driveways onto transit streets • Encourage new laneways or the extension of existing laneways on larger sites • Allow for shared access lanes to parking (commercial to residential) Public Realm • Require a minimum pedestrian promenade width of 4-5 metres: includes sidewalks, street trees/landscaping zone. Where public sidewalk does not afford this width greater building setbacks are encouraged • Restrict impermeable surfaces to 50% of total site area • Require landscaping adjacent to any loading/service facility that can be seen from the public street • Require high quality landscaping on side yards between buildings A long-term concept derived from the vision (top) will typically be supported by more detailed guidelines and strategies (below). 131 6.3 Managing Parking over the Short and Long term While the aim of station area planning should be to create a more transit-supportive environment – one that favours movement by pedestrians, cyclists and transit users – cars will continue to be an important component of the mobility mix over both the short and long term. Strategies to manage parking that can assist the transition towards a more transit-supportive environment will play a key role in balancing parking demand and helping to encourage a shift towards other modes over time. The management of parking is not a “one size fits all” solution but instead requires a multi-faceted approach that can be adjusted to respond to different users and unique circumstances along the corridor. The following are a set of parking management strategies to help reduce demand and encourage more transit-supportive environment over time. Park Once A “park once” mobility environment allows people to park their cars just once and complete multiple daily tasks on foot without having to re-park. In this way, the “park once” strategy is intended to make efficient use of any parking supply by operating as many parking spaces as possible in a common pool of shared, publicly available spaces. Alternative Parking Standards Parking demand is affected by variables such as the geographic context, demographic characteristics of the community, availability of transit or other alternatives to the car, etc. When minimum off-street parking requirements are eliminated, there are fewer barriers to new development and a healthy market for parking is created where spaces are bought, sold, rented and leased. Parking should also be managed for availability. An ideal parking occupancy rate is approximately 85 per cent at even the busiest hour. Demand management by price creates a controlled amount of vacancies and turnover of the most convenient frontdoor curb parking spaces to ensure availability for customers and visitors. Once parking is priced to ensure availability, time limits can be removed. Enforcement of time limits is labour intensive and difficult and employees become accustomed to feeding the metre and shuffling their car in order to park in prime spaces. 132 Parking Cash-Out Parking cash-out is a program intended to subsidize all employee modes of commute equally and to incentivize commuters that carpool, take transit, bike or walk to work. In a parking cash-out program, all employers who offer free or reduced-price parking to their employees are required to offer their employees the option to cash out their parking subsidy. Employees could use this money to purchase transit passes, pay carpooling expenses or simply take the money as an additional income. Universal Transit Passes Universal Transit Pass Programs provide discounted or free transit passes for downtown employees and residents. These passes help increase transit ridership and provide an incentive to reduce parking demand. These passes can be funded using parking benefit area revenues and other available sources. New developments can also be required to provide employees and residents with passes as a means of reducing parking demand and as an alternative to providing spaces. Residential Parking Benefit Districts Residential Parking Benefit Districts are established in neighbourhoods where there is a demand for on-street parking such as in downtowns and in areas where there are park-andhide patterns. In these areas low-cost permits are provided to residents so they have priority over spaces and the community is given the ability to decide how much daytime surplus they allow for use. These districts prevent excessive spillover parking from commuters trying to avoid parking charges, while simultaneously raising revenue to benefit these neighborhoods. Commercial Parking Benefit Districts In Commercial Parking Benefit Districts parking is priced for demand and metre revenues are invested back into the community to provide transportation demand management strategies and area improvements. It is important that local stakeholders have a strong voice in determining how parking revenues are spent in order to ensure continuing support for a parking benefit district and for pricing parking based on demand. Illustrating Transformation Over Time Key to shaping growth in the CTC will be to put in place the right “building blocks” to direct investment in a phased and logical manner to achieve the long-term vision specific to each neighbourhood, downtown, avenue or employment area. To demonstrate the application of these strategies along the CTC a series of renderings were created depicting transformation over time for a new urban village/centre (Hespeler Road/Cambridge Centre), along a commercial corridor (Fairway Road), along an avenue (King Street between Uptown Waterloo and Downtown Kitchener) and in an employment area (Northfield Drive). While the exact scale, built form and character will be distinct to each place, the following strategies can help to encourage the creation of a transit-oriented environment over time: • Establish an urban streets and block structure; • Position near-term development to contribute to walkability, placemaking and the creation of new amenities; • Focus growth in higher density, urban buildings closest to transit; • Invest in the public realm and streetscape; • Encourage development which places the most people to live and work near transit; • Promote mix and vertical integration of uses; •Anticipate the transition to reduced parking and parking structures over time. 6.4 Time Frames Each rendering is associated with a specific time frame as outlined below. Short-Term: Objectives which may be achieved within the next 2 – 5 years in conjunction with the commencement of operation of aBRT in 2015 and LRT in 2017. Medium-Term: Objectives which may be achieved within the next 20 years up to 2031. Long-Term: Objectives which may be achieved over the longer term beyond 2031. The renderings illustrate how these places could optimally be transformed within the identified time frames but do not represent detailed designs or current commitments to resources and as such may differ from what is actually constructed. Streets and Blocks Network Parks and Open Spaces Network Development Parcels Built Form The identification of building blocks for reurbanization through the station area planing process, such as in this example from the Brentwood Station Area Plan in Calgary, is key to promoting transit-oriented communities over time. 133 1 Shaping New Centres: Cambridge Centre TODAY: SHORT-TERM: Hespeler Road between Bishop and Can-Amera is the southern reach of a major auto-oriented commercial corridor, comprised of smaller retail, the Cambridge Centre, the Dumfries Conservation Area and the YMCA. The area is planned for regeneration into a more urban mixed-use node and corridor. The introduction of aBRT along Hespeler Road and reorientation of the bus terminal, can be complemented with a robust streetscape improvement and enhanced pedestrian environment. New development on the mall parking lots will help to frame the bus terminal/transit plaza, and new residential developments south of Dunbar Road will begin to frame the Dumfries Conservation Area. TODAY: SHORT-TERM: Hespeler Road Today With the introduction of aBRT along Hespeler, there is an opportunity to plan for and invest in the public realm and streetscape to create a more walkable environment with wider sidewalks, protected cycling lanes and generous street plantings which will begin to redefine the character of Hespeler Road. Related Initiatives: the Dumfries Conservation Area 10 Establish a new centre along Hespeler Road 11 Preserve as a heritage asset adjacent to a new urban neighbourhood 134 the Cambridge Centre with a new 12 Integrate RT and bus station a complete, green street along 13 Create Hespeler Road the relationship of the existing 14 Improve commercial uses along Hespeler Road with the RT MEDIUM-TERM: LONG-TERM: Further residential, retail and mixed-use developments will continue to accommodate a growing population and redefine a new Centre for Cambridge. Structured parking will allow the current surface parking of Cambridge Centre to accommodate more retail development which will create a more active and walkable corridor along Hespeler Road. A series of new open spaces with future developments will provide needed recreational amenities for the growing community, and help define the open space network. Following completion of flood mitigation measures, development west of Hespeler Road will be able to extend west to face Groff Mill Creek MEDIUM-TERM: By ensuring that near-term development contributes positively to the walkability, placemaking and amenity of the area, Hespeler Road can continue to evolve into a mixed-use, transit-oriented corridor. LONG-TERM: Through further development, intensified station areas and an enhanced active transportation network, Hespeler Road can anticipate and secure the eventual arrival of LRT. 135 2 Shaping Traditional Centres: Cedar Street TODAY Today, the intersection of Charles Street and Cedar Street provides little indication of its close proximity to the Kitchener Market. MEDIUM-TERM Position near-term development to contribute to walkability and placemaking. Design Cedar as a flexible street that could accommodate pedestrian/vendor/festival events. Encourage development that places the most people to live and work near transit. Related Initiatives: mixed-use development along 38 Encourage King and Charles Street 136 the walk between RT and the 44 Improve Kitchener Market the infill and revitalization of 45 Continue Downtown Kitchener SHORT-TERM Along with RT, invest in the public realm and streetscape to improve the pedestrian environment at the intersection. LONG-TERM Create a market /festival street with at-grade animating uses/provision for on- street vendors along Cedar to link the Market to the transit experience. 137 3 Shaping Avenues: King Street TODAY King Street between Uptown Waterloo and Downtown Kitchener is characterized as an avenue with a mix of building types and uses. SHORT-TERM LONG-TERM The arrival of LRT in 2017 is an opportunity to integrate on-street cycling lanes that will help connect Uptown and Downtown, and begin to position near-term development to contribute to the walkability of King Street. As private investment continues to occur along King Street, investments should be targeted at improving the public realm through streetscaping initiatives that establish King Street as a green, treelined avenue between the two downtowns. Related Initiatives: the King Street Corridor 51 Transform through midtown into a mid-rise avenue with new buildings and uses that integrate with the surrounding neighbourhoods 138 a green, tree-lined avenue along 52 Create King Street between Uptown Waterloo and Downtown Kitchener 4 Shaping Employment Areas: Northfield Employment Area TODAY: SHORT-TERM: We b er d el St N fi rth Dr W We b er No d el St N fi rth Dr W No Northfield is currently an employment and industrial area. The area is already seeing development interest for employment space and the introduction of retail uses. Prior to the arrival of LRT in 2017, it will be important to ensure that development supports new employment uses in an environment that is walkable and people friendly, with a fine-grain system of streets and blocks that can support intensification along Northfield. MEDIUM-TERM: LONG-TERM: We b er d el St N fi rth Dr W We b er No Future development should continue to define and support a cohesive public realm network that will serve the workers and local residents, as well as continue to strengthen Northfield Drive as an employment corridor. d el St N fi rth Dr W No As the area continues to see growth in office and commercial development, the streets and blocks patterns can be further reinforced by extending Parkside Drive north and providing for high density employment uses along Northfield. Related Initiatives: transit supportive development along 65 Encourage Northfield Drive the transformation of Northfield Employment 66 Continue Lands into a higher value employment centre with new businesses and other supporting uses 139 5 Shaping Commercial Corridors: Fairway Road TODAY: SHORT-TERM: TODAY: SHORT-TERM: Fairway Road today is a busy regional arterial corridor characterized by auto-oriented retail, large surface parking lots, adjacent high-density residential, and poor pedestrian streetscaping amenities. The introduction of the LRT/aBRT station in the area could be complemented with public realm and streetscape enhancements within the road right-of-way in the vicinity of the station area, including sidewalk and boulevard enhancements, new street trees, pedestrian lighting and enhanced crossings. There is also an excellent opportunity to extend the cycling network along the hydro corridor and Wilson Avenue. Related Initiatives: the relationship of the Fairview 32 Improve Neighbourhood to the Fairview Park Mall Station 140 the reurbanization of Fairway Road 33 Support over time MEDIUM-TERM: LONG-TERM: MEDIUM-TERM: LONG-TERM: By encouraging infill and intensification on “soft sites” such as surface parking lots or smaller pad retail uses, the area can evolve into a more complete mixed-use commercial corridor. New retail uses can line and actively address Fairway Road. By encouraging consolidated driveways and street access, the area will be safer and more appealing for pedestrians. Development east of Wilson Avenue should be more mixed-use in nature with residential above retail uses. As development continues, streetscaping improvements should extend west along Fairway Road. By connecting the north-south streets along the rail corridor, a parallel street to Fairway Road can be established which will provide route alternatives through the area. Where possible, develop a mid-block east-west street south of Fairway Road to create a more walkable block structure. The redevelopment of the Leon’s site will create a strategic opportunity to connect the Fairview Park Mall station to Fairway Road. Redevelopment of this site should allow for the creation of a large transit-oriented station plaza that will create a direct visual and physical link to the station and act as a major gateway to the district. 141 144
