LABELLING GUIDELINES

Vendors must comply with all applicable labelling standards and guidelines required by law. QVC has also instituted its own labelling standards

(regarding information, setting and placement) that should be followed in addition to, but not in lieu of, the laws and regulations established by the

DTI and UK Customs. Please refer to this information as a guide to help you comply with both legal labelling requirements, as well as additional labelling standards required by QVC. For further advice, please email QVC

Required Information

In general, apparel and accessory product labels shall disclose the size, fibre content by percentage, country of origin, manufacturer’s information, care information, and QVC item number. All apparel and accessories products shall be in compliance with all of the applicable labelling requirements. Our Vendors are expected to fully understand and comply with all applicable Country, Government, and QVC labelling guidelines.

Overview of Labelling Requirements

The DTI and QVC require a “Care Label” to be affixed to every product we sell. In certain instances dispensation will be given to allow the care instructions to be stated on either the packaging, within a leaflet or accompany the article on an addendum. The label shall be of a durable material, which shall not become illegible when subject to normal use and wear. The size shall be sufficient to contain all the required information. The print must be readily legible and in English using black or dark blue indelible ink. The Care Label shall be permanently attached to all apparel and accessory products, unless otherwise specified.

CARE INSTRUCTIONS – Must indicate the one proper method of care for the garment. This must indicate how to wash and dry by method and include temperature, bleaching, ironing, and any warnings.

CARE SYMBOLS – Washcare symbols are compulsory whereas washcare text is not but should also be used to convey any additional information, such as wash separately. Should ideally contain 5 washcare symbols conforming to British Standards unless an item is Dry Clean only.

Manufacturer’s information is required on all apparel and accessory products in accordance with various DTI regulations. Listed below is a summary of the Country, Government and QVC requirements.

Any one of the following three may be used to disclose Manufacturer's

Information:

ƒ Manufacturer’s or QVC’s Brand name, which must be the full and complete name that is registered with the appropriate governmental agencies

ƒ A word trademark, used as a house mark, registered at Companies

House within the UK or registered with their local Government body within the country of origin

These may be listed on the same label used to disclose the country of origin.

The following manufacturer’s information is

not

permitted on labels, inserts, hang tags, and any other documents accompanying the apparel product:

ƒ Telephone numbers

ƒ Any other information, which violates QVC’s Bounceback Policy

ƒ Product samples, give-aways, or literature not included with the

Production

Fibre Content

If a fibre is greater than 3% of the fabric weight, full content disclosure of that fibre is required.

If a fibre is

less

than 3% of the fabric weight, disclosure of that fibre is not required. "Other Fibres” may be used for optional reference. However, if any reference is made to the actual fibre, then the percentage of fibre content must be disclosed.

If there are multiple, non-functionally-significant fibres present in amounts of less than 3% each, they should be designated with their aggregate percentage.

The following materials require full content disclosure, for

all

situations, even if the content is less than 3%:

ƒ Fur

ƒ Leather

ƒ Imitation Leather

ƒ Wool

ƒ Products containing fill

The fibre content of each component must be listed by percentage.

Fibre content must appear in order of predominance by weight, with any percentage of a fibre or fibres designated as “other fibre” or “other fibres” appearing last.

The term “All” may not be used in place of “100%” if such statement is indeed true and accurate. Note: “All” may not be used for products containing wool, fur or fur fibre. “All” or “100%” may not be used in the description of feather and/or down fillings.

The fibre content disclosure shall not contain any abbreviations.

Fibre must be listed according to its approved BSI generic fibre name and may include its fibre trademark, if applicable. The trademark must appear immediately next to the generic fibre name.

The fibre content may be listed on the same label used to disclose the country of origin or on another conspicuous and easily accessible label.

Fabric Components

The fibre content of any lining, padding, stiffening, or trimmings shall be set forth separately and distinctly on the label if:

ƒ The product claims to or is represented as containing fur, leather, wool, imitation leather, or products containing fill.

ƒ The fibre content is expressed or implied.

ƒ The linings are incorporated for warmth, or represented directly or by implication as being incorporated for warmth.

ƒ Interlinings are present.

ƒ The linings are metallically coated or laminated with any substance for warmth.

ƒ The linings are composed of pile fabrics.

ƒ Fibre contents for linings and interlinings, not for warmth, are required to be disclosed separately, even if made of the same material

if

any mention of the fibre content is made.

ƒ If a garment is made up of separate sections with different fibre compositions, the content of each section should be separately identified on the label.

Trim and Decorative Trim

Trims include: collars, cuffs, braiding, waist or wrist bands, tape, belting, binding, labels, leg bands, gussets, gores, welts, and findings. Also included: embroidery, overlay, and appliqués.

If the decorative trim or design content is greater than 10% of surface area, full content disclosure of the trim is required.

If the content is less than 10% of surface area of garment fibre, "Exclusive of

Decoration" must be stated for the fibre content disclosure. Yet, if any reference is made to the actual trim content, full fibre content disclosure by percentage is required.

Leather, wool, and fur trim

always

require full content disclosure.

Ornamentation

Ornamentation includes any fibre or yarns imparting a visibly discernible fibre ornamentation or pattern in an apparel and accessory product.

Ornamentation is woven or knitted into the base fabric, such as a design knitted into the front of a sweater.

If greater than 3% of total fibre weight, full content disclosure is required.

If less than 3% of total fibre weight, "Exclusive of Ornamentation" should be stated. However, if any reference is made to the ornamentation content, it is mandatory to set list the % of full fibre content.

Generic Fibre Terminology

Fibre must be listed by its BSI-approved generic fibre name and may include its fibre trademark, if applicable. The trademark must appear immediately next to the generic fibre name. The following is a current list of

BSI -approved names for natural and manufactured fibres.

If the fibre content used for production is not listed below, please check with the DTI for verification of the proposed fibre name. Fibre names listed by the International Organisation for Standardisation (ISO) are also acceptable fibre identification. The BSI, however, may not list ISO names. If any trademarked fibres are stated on the care label the vendor needs to provide substantiation that they have authorisation to use the terminology ie Lycra.

(See example above.)

An industry product should be labelled as to the kind or type of filling material contained therein. When the filling material consists of a mixture of more than one kind or type of filling, then the proportion of each should be disclosed in the order of weight predominance.

All

disclosures regarding the type and property of filling materials shall be in compliance with all BSI regulations. All feather and/or down products submitted to QVC must include a testing report from an independent certified laboratory. The report shall include a content analysis, the fill power, and warmth properties (T.O.G – Quilting).

Wool Products

The BSI has classified wool as the fibre from the fleece of the sheep or lamb; and the hair of the Angora or Cashmere goat, which has never been reclaimed from any woven or felted wool product. It also includes the socalled speciality fibres from the hair of the camel, alpaca, llama, and vicuña.

In lieu of the word “wool” the BSI has approved the use of “Mohair” to describe the hair of the Angora goat; and the term “Cashmere” to describe the hair or fleece of the Cashmere goat. It shall be noted that the term “fur fibres” may be used to describe the hair or fur fibre or mixtures thereof of any animal or animals other than the sheep, lamb, angora goat, cashmere goat, camel, alpaca, llama and vicuña.

A wool product is defined as any product or any portion of a product that contains, purports to contain, or in any way is represented as containing wool or recycled wool except:

ƒ Carpets,

ƒ Rugs,

ƒ Mats,

ƒ Upholsters.

Wool Labelling Guidelines

The wool fibre content, no matter how small, must always be fully disclosed.

The Vendor has two options when stating the fibre content of products containing wool:

ƒ The fibre content may be stated as a percentage of the total fabric; or

ƒ The fibre content of the pile or face may be separated from the back or base. In stating the fibre content separately, it is required that the label discloses the percentages of the face and the back in such a manner as will show the ratio between the face and back.

Wool product labels must indicate the country in which the product was processed or manufactured.

The wool fibre content of any linings, padding, stiffening, trimmings or facings shall be declared separately and distinctly on the label if the product claims to contain or is represented as containing wool.

Country of Origin

Any apparel and accessory product sold in the United Kingdom, whether imported or made domestically, must carry a clear indication of the country of origin. The term "country" means the political entity known as a nation or nations.

The Vendor must determine the country of origin in accordance with all applicable State and industry rules, regulations, and laws.

If a product has different components which are manufactured or imported from a number of different countries, the different countries must be clearly specified by appropriately marking each component with its respective country of origin, or indicating the origin of each of the component on the sewn-in label.

If the product is made domestically, but the piece goods are imported, the label must state so. For example:

For a set of two or more pieces where the countries of origins differ, the country of origin for each piece must be stated in each component of the set.

For example, if QVC is ordering a sweater and skirt set, and the skirt is made domestically and the sweater is imported, each piece must be labelled accordingly.

The full English name of the country shall be spelled in its entirety. A few exceptions are abbreviations, which unmistakably indicate the name of the country. (Example: U.S.A. = United States of America. America is not an acceptable abbreviation for the United States. Gt. Britain = Great Britain.).

All apparel products must have the country of origin permanently attached and appear on the front side of the label.

All words indicating the country of origin must be in one location, and not interrupted with other words.

The country of origin must be readily visible to the consumer.

The country of origin label must be permanently affixed to the centreback neck of all tops. On all other apparel products, the county of origin label must be disclosed on permanently affixed labels in a readily conspicuous area.

For instance, labels should be affixed to the centreback waistbands of bottoms and to the inside pocket, or side seam of reversible garments.

The country of origin must appear on all labels, inserts hang tags, and any other documents accompanying product whenever the fibre content is mentioned.

The label must clearly and accurately indicate the one proper method of care for the garment, to maintain cleanliness, durability, and serviceability.

This must include the following information:

ƒ Washing method and water temperature. e.g., “Machine Wash Cold”

ƒ Bleaching instructions eg “Do not Bleach.”

ƒ Drying method and temperature if applicable. e.g., “Tumble Dry Low”

ƒ Finishing method and temperature if applicable. e.g., “Warm Iron”

ƒ Any warnings e.g., “Do not Dry Clean”

If washing and finishing cannot be successfully performed at home, the label must clearly warn that the item cannot be washed or adequately finished at home.

If a garment is "Dry Cleanable" the washcare symbol must contain the relevant letter to indicate which solvents can be used in the Dry Cleaning process.

The care instructions must be compatible with all components (including decorative trims, linings, and inner-linings) of a product.

Care instructions must appear in Symbols in the order that they are intended to be performed in. Text can also be added to confirm the symbols and to add any additional information such as wash separately.

ƒ Dry cleaning instructions

Care instructions provided on inserts, hang tags, brochures, or any other documents accompanying the merchandise must not conflict with those provided on the permanent label(s).

Ancillary or collateral materials such as inserts, hang tags, or brochures may contain general information regarding care of an item without providing complete directions. (e.g. ‘Machine Washable and Dryable’) Statements that contain any specific information must be complete and detailed for all aspects of apparel and accessory care: washing, drying, and finishing.

QVC prefers that merchandise containing more than one article have the care information permanently attached to each article. (e.g. both the blouse and Trousers in a set).

Required care instructions may be listed on the same label used to disclose the country of origin or on another conspicuous and easily accessible label.

If care label information is included on the country of origin label, the label should be sewn to the side seams of tops, to the centreback waistbands of bottoms and to the inside pocket or sideseam of reversible garments.
