of the Final Order and the respondent shall attend two (2) hours of continuing education
in the areas of the laws and rules governing the practice of electrical contracting within
one (1) year of the filing date of this Final Order. These continuing education hours are
in addition to the hours required for license renewal.

Order. Respondent must also attend a two (2) hour board approved continuing
education course related to the laws and rules governing the practice of electrical
contracting in the State of Florida within one (1) year of the filing date of this Final
Order. These two (2) hours shall be in addition to the hours required for license
renewal.

MOTION: Mr. Chinchor made a motion to proceed as a hearing not involving disputed
issues of material fact, to adopt Findings of Fact contained in Administrative Complaint
and to adopt Conclusions of Law and find that the conclusions of law constitute a
violation of the practice act as alleged in the Administrative Complaint.
SECOND: Mr. Smith.
Motion passed unanimously.
MOTION: Mr. Chinchor made a motion to suspend respondent’s registered electrical
contractor license, ER 13013224 until the civil judgment entered against him on behalf
of City Electric Supply Company is satisfied and he has paid the fine in the amount of
one thousand dollars ($1,000.00) and costs of two hundred eighty-five dollars and fiftynine cents ($285.59). This suspension shall be stayed for a period of ninety (90) days.
If the judgment is satisfied and the fine and costs are paid within the 90 day period, the
suspension shall not take effect.

MOTION: Mr. Chinchor made a motion to reject the Settlement Stipulation and offered a
Counter Settlement Stipulation that includes costs of $341.24 and probation to run
concurrent with respondent’s criminal probation and the elimination of the $100 fine.
Respondent accepted the Counter Settlement Stipulation on the record at the hearing.

contractor license, EC 13002904, impose an administrative fine in the amount of three
thousand five hundred dollars ($3,500.00) and costs of two hundred fourteen dollars
and twenty-seven cents ($214.27) to be paid within ninety (90) days of the filing date of
the Final Order. If the fines and costs imposed are paid, the suspension shall be stayed
for a period of ninety (90) days. If the fine and costs are paid within the 90 day period,
the suspension shall not take effect. Also the Respondent shall attend a two (2) hour
board approved continuing education course related to the laws and rules governing the
practice of electrical contracting in the State of Florida. These two (2) hours shall be in
addition to the hours required for license renewal.

The Court Reporter swore in, as a group, the applicants and those persons providing
testimony on behalf of the applicant. During the review each applicant and their
respective designees were interviewed in turn and answered general questions
concerning the business entity they wished to qualify and direct questions concerning
their understanding of their responsibilities and obligations as primary qualifying agent.
Mr. Smith asked of the second business applicants collectively as a group:

that the outstanding liens have been satisfied. The license will issue upon receipt of
documentation that the outstanding lien payments have been made in accordance with
the payment agreement. The registered contractor license shall be placed on probation
until the tax lien is satisfied.

MOTION: Mr. Botknecht made a motion to accept the probation reports of Santiago
Arredondo, Paul Bolcavage, Robert Dyer, Fred Farnes, Dennis Guinn, Daniel Insua,
Roy Kikorian, Richard Litland, Phillip Lutes, Carlos R. Maya and Chris Sanders.
SECOND: Mr. Hoffmann.

Legislative Report
Mr. Flaherty asked Mr. Bob Neely, Executive Director of the Alarm Association of
Florida to give the Board an update on the legislative issues. Mr. Neely updated the
Board on several bills related to the industry. The Board thanked Mr. Neely for all of his
hard work and keeping them informed.
Rules Report, Deborah Loucks, Esq., Assistant Attorney General
Ms. Loucks stated she planned to bring draft language for the rules regarding
Commercial Fire Experience and three phase electrical work to the July meeting. Ms.
Loucks also stated the Annual Regulatory Plan included in the agenda was for the
Board Members information and she would prepare a new one before October 1st. Ms.
Loucks informed the Board Ms. Christie would be working on an enhanced rule review
and asked the Board to delegate the task of assisting Ms. Christie in the enhanced rule
review to Mr. Chinchor.

the enhanced rule review to Mr. Chinchor.

Financial Budget Liaison Report
There was nothing new to report at this time.
Unlicensed Activity (ULA) Report
Mr. Botknecht directed the Boards’ attention to the report provided to the members by
the Division of Regulation. Ms. Christie stated she planned to have a representative
from the Tampa office attend the July meeting.

The Board reviewed the April 2015 examination report.

Prosecuting Attorneys’ Report, Daniel Brackett, Assistant General Counsel
Mr. Brackett directed the Board’s attention to the details of the report, which he
distributed to the members. The report included case information for all open cases as
of May 12, 2015.
Executive Director’s Report
Ms. Christie directed the Board’s attention to the enforcement report. Ms. Christie
stated the list of meeting dates and locations were in the Board Members’ folders.
