Role of NPs Highlighted in Senate Hearing on Primary Care
On April 23, 2013, the Senate Health, Education, Labor, and Pensions (HELP)
Subcommittee held a hearing titled, “Successful Primary Care Programs: Creating the
Workforce We Need” to call attention to the demand for primary care services and
workforce initiatives currently underway to meet it. Deborah Wachtel, ANP, MPH,
MSN, President of the Vermont Nurse Practitioner Association, Vermont State
representative for the American Association of Nurse Practitioners, and a 2012-2014
Jonas Scholar, was asked to provide testimony on the role of nurse practitioners (NPs)
in increasing access to care, and on how nursing education and training programs
are integral to preparing more NPs in primary care. In her testimony, Ms. Wachtel
described the importance of continued support for nursing education programs to allow
more students to enter into advanced practice.
“According to the American Association of Colleges of Nursing, since 2010,
enrollments
in master’s and doctor of nursing practice programs grew by 33%, yet more

encouraging, since 2010, graduations from these programs increased by 40%...While

this growth rate is critical to addressing the shortage of primary care providers, it is
sobering to note that our schools of nursing also turned away 9,640 qualified applicants to primary care nurse practitioner programs
due to faculty shortage, budget restraints, and lack of clinical sites.”
HELP Subcommittee Chairman Bernie Sanders (I-VT) inquired how NPs can expand their role in providing primary care,
to which Ms. Wachtel illustrated how in the Senator’s home state of Vermont, an NP practice that opened in an area experiencing
a primary care provider shortage saw 2,000 visits during its first year, leading to a decrease in non-emergency and costly ER visits.
“Nurse practitioners play an important role in the provision of primary health care,” said Chairman Sanders, “and we need to
support nurse practitioner training programs and address faculty shortages so that the profession can continue to grow to meet the
significant need across the country.”

New Dean Mentoring Program Seeks Mentors
AACN is currently seeking volunteer mentors for its
New Dean Mentoring Program, which matches experienced
deans with those new to the role. AACN is committed to
helping novice deans thrive as the chief nursing program
administrator, but we need your help. Though this program,
new deans are paired with more seasoned academic leaders for
a period of mutual development. New deans identify areas for
development and work collaboratively to establish the method
and frequency of communication with their mentors. Mentors
counsel and advise their colleagues on the role of the dean and
familiarize them with AACN member services and activities,
in addition to accomplishing the goals set by the new dean.
Experienced deans interested in volunteering for this program
are encouraged to complete a brief online survey. Please direct

AACN has announced a convening of academic leaders for a National Dialogue on the
Future of Nursing Science and the Research-Focused Doctorate to be held September 19-20,
2013 in Chicago. Nursing faculty, deans, and associate deans will come together to discuss
the changing nature of research and shape the development of academic programs that
will prepare the next generation of nurse scientists. Dr. Margaret Grey, dean from the
Yale University School of Nursing, is serving as chair of the summit planning committee,
which also includes representatives from Case Western Reserve University, University of
California-San Francisco, University of Kentucky, University of Pennsylvania, University
of Texas at Austin, and Seattle University.
“Maintaining a robust nursing research agenda is critical to the evolution of
nursing practice and how nurses are educated to provide optimal, evidence-based care,”
said AACN President Jane Kirschling. “With the Institute of Medicine calling for a
doubling of the number of nurses with doctoral degrees, bringing more students into
PhD programs, while maintaining academic rigor, has become a national priority of the
profession. AACN welcomes the opportunity to gather stakeholders together to assess
the current state of nursing research and build consensus around the future of doctoral
nursing education.”
Among the many questions to be addressed at the “PhD Summit” are the following:

How will the changing nature of research – including interprofessional teams and
translational science – impact the preparation of nurse scientists?
•
How can faculty best educate and manage a different generation of PhD students?
•
What opportunities and challenges exist with post-baccalaureate and online programs
leading to the PhD?
•
What supports are needed to ensure PhD graduates engage in meaningful research?
•
How do PhD programs prepare students to identify and address complex healthcare
questions?
•
What research areas need further exploration by nurse scientists?
•
What resources are needed to sustain a successful research enterprise?
The PhD Summit is the second in a series of national meetings convened by AACN
to help chart the future of doctoral nursing education with input and participation
from the full community of stakeholders. A summit focused on the practice doctorate
in nursing—the Doctor of Nursing Practice (DNP)—was held in April 2013 and
attended by more than 400 deans and faculty from nursing schools nationwide as well
as a wide array of representatives from national nursing organizations and practice
leaders. Presentations from the DNP Summit are available online at http://www.aacn.

Topics discussed at both the PhD and DNP summit will be explored further at
AACN’s annual Doctoral Education Conference planned for January 29-February 1,

project disseminated nationally a model
to successfully incorporate gerontology

CNL Certification Exam Announcements
CNL Certification Exam Registration Deadline Extended
The Commission on Nurse Certification (CNC) has extended the registration
deadline for the Summer 2013 testing period of the Clinical Nurse Leader (CNL)
Certification Exam from June 7, 2013 to June 26, 2013. To sit for the CNL
Certification Exam during a specific testing period, applications must be submitted
to CNC by the deadline. In addition, CNL education programs must submit the Site
Registration Form to CNC by the same deadline to serve as an exam site. Below is a
listing of upcoming testing periods and registration deadlines:

CNC Announces Exam Policy Changes
Proctors
Effective July 1, 2013, faculty and/or instructors (or anyone with a perceived
conflict of interest) of CNL education programs may not serve as proctors for the
CNL Certification Exam. The purpose for the policy change is to avoid a perceived
conflict of interest and to comply with national certification program accreditation
standards. Each proctor in compliance with all CNL Certification Exam policies and
procedures will be paid $50 for their service during the applicable testing period. A
check will be issued to the proctor approximately 45 days after the testing period.

– an additional charge for hard copy applications will be incurred. Payment of online
applications may be made by check or credit card.

On April 29, U.S. Department of
Health and Human Services (HHS)
Secretary Kathleen Sebelius announced
a new program to help military veterans
with healthcare experience or training,
such as medics, pursue nursing careers.
The program is designed to help veterans
get bachelor’s degrees in nursing by
building on their unique skills and abilities.
Administered by the Health Resources
and Services Administration, the
Veterans’ Bachelor of Science in Nursing
Program will fund up to nine cooperative
agreements at schools of nursing for up to
$350,000 a year. Funding of $3 million is
expected to be awarded by the end of fiscal
year 2013 (September 30). Applications are
due June 7, 2013.

ASSOCIATE DEAN FOR RESEARCH/DISTINGUISHED PROFESSOR
The University of Tennessee Health Science Center invites inquiries, nominations, or applications for the position of
Associate Dean for Research/Distinguished Professor in the College of Nursing. The Associate Dean for Research
provides leadership for the enhancement and growth of the College’s research and scholarship programs. As a direct
report to the Dean of the College of Nursing, the Associate Dean is a member of the College leadership team.
QUALIFICATIONS:
The PhD (or equivalent) in nursing or a related field is required as well as at least one graduate degree in nursing (all
from accredited institutions) and a demonstrated record of achievement in research, including experience as a
Principal Investigator. The candidate must qualify for rank of Associate Professor or Professor; qualify for tenure; be
eligible for Licensure as a registered nurse in the State of Tennessee; and undergo background checks required by the
State of Tennessee. The Associate Dean for Research will have extensive and in depth knowledge of nursing and will
serve as a major resource person to colleagues, students and the community. Other expected abilities include:
excellent communications skills of all kinds; general analytical expertise as well as understanding and ability to

The UAB School of Nursing has a diverse funding portfolio
from sources including the National Institute of Nursing
Research, National Cancer Institute, National Institute of
Child Health Development, Department of Defense,
Veterans Administration (VA), Health Resources and Service
Administration (HRSA), and NIOSH among others.
The School of Nursing offers baccalaureate, postbaccalaureate, master’s, post-master’s, doctoral, and postdoctoral level programs and is home to approximately 2,300
students, 72% of whom are graduate students. The UAB
School of Nursing is designated as a Pan American Health
Organization/World Health Organization Collaborating
Center for International Nursing- one of 10 in the U.S.

Assistant Professor
The TTUHSC, Gayle Greve Hunt School of Nursing is seeking enthusiastic and experienced nursing educators who are open to alternative
delivery formats to provide academic and clinical instruction through the latest state-of-the-art nursing curriculum. The selected candidate will
participate in scholarly and academic activities and maintain academic standards as established by the school and the university. This is a
unique opportunity to participate in the development, implementation and evaluation of student, course and program curriculum.
Minimum Qualifications: Masters of Science in Nursing (MSN) from an accredited program. Two (2) years of teaching experience in a
nationally accredited nursing program or earned doctorate. Experience in scholarly activities such as publications/presentations or advanced
nursing practice. Eligible for licensure as a Registered Nurse in the State of Texas or compact state recognized by the Texas Board of Nursing.
Preferred Qualifications: DNP or PhD in Nursing or related discipline. Demonstrated leadership skills. Effective verbal/written communication
skills and proficiency in English language. Demonstrated knowledge of curriculum and instructional design and implementation. Demonstrated
achievement in scholarly and research activities. Awareness of current issues/trends in nursing and higher education.

Faculty Positions Openings
The University of Alabama in Huntsville (UAHuntsville), College of Nursing invites
applicants for tenure-track and non-tenure track/clinical positions, who are
passionate about nursing and thrive in a creative and caring work environment. As
a member of the faculty, the appointee will be expected to contribute to Teaching,
Service, Practice, and Research at the College of Nursing.
The UAHuntsville College of Nursing offers the Bachelor of Science in Nursing, the
Master of Science in Nursing, the Doctor of Nursing Practice, Post-Master’s Family
Nurse Practitioner Certificate, and Graduate Certificate in Nursing Education.
College of Nursing online graduate program was highly ranked at 13 among the best
in the nation by U.S. News & World Report’s 2013, Edition of America’s Best Online
Education Programs.
The College of Nursing currently cooperates with more than 400 sites for clinical
education and provides statistical and research consultation and information
technology services. Our new Nursing Learning Resources Center includes a modern
simulation laboratory.
The College of Nursing currently occupies a comfortable, aesthetically designed,
four-story building with private faculty offices. Our planned expansion, to be
completed in early 2015, will make the Nursing Building one of the most attractive
in the southeast. The College of Nursing’s BioBehavioral lab facility, which will be
located in our new building, will provide state-of-the art laboratory services for
researchers who investigate the links between behavior and physiological factors.
Candidates should possess a doctorate in nursing or a closely related field with a
record of successful teaching and scholarship for tenure earning positions. Nontenure earning clinical positions, requiring a doctorate or master’s degree in
nursing are available for faculty preferring an intensive clinical and teaching focus.
Candidates must be licensed or eligible for RN licensure in Alabama. Salary and rank
will be commensurate with experience and qualifications.
