POSITION OBJECTIVES
To ensure the sound, efficient and timely co-ordination, planning and development of Council’s
Technical Services Department. This includes research, staff co-ordination, project and
contract management, program development and monitoring, tender development and
assessment and will contribute to the overall strategic planning goals of Council.
The position will oversee and work closely with relevant staff and external stakeholders in the
day to day operations of this portfolio.
KEY RESPONSIBILITIES

Provide a high level of engineering and technical expertise for the scoping,
development, management and delivery of Council projects

Provide sound professional technical advice and assistance to other departments,
sections and external parties

Provide leadership and support to staff within the Technical Services Department to
ensure the effective and efficient delivery of projects and services

Plan, implement and review the provision of services to ensure that they continue to
meet the objectives of the asset management plan and the expectations of Council, the
Executive and the community

Manage the Technical Services Department’s activities to enable the effective and
efficient production of design, drafting, specification and estimation workflow to meet
the demands of Council’s forward planning and construction activities

Provide project management services to Council to ensure the effective and efficient
delivery of Council’s projects

Ensure that accepted contemporary work standards are maintained and development
applications are processed in accordance with Council Policy regarding Local
Government issues and responsibilities
Prepare and administer contracts and prepare reports for Council’s as required
Develop, implement and monitor budget areas for areas of responsibility and monitor
expenditure against budget allocations and report variations and discrepancies and
make recommendations to the director of Technical Services for remedial action
Other duties as directed
ORGANISATIONAL RELATIONSHIPS

Reports to the Director of Technical Services

Manages Technical Supervisors and other Technical Services Department Officers

Liaises with representatives of other spheres of government and the community and
commercial sectors

Assists and provides technical support to other Council staff on request or as directed
EXTENT OF AUTHORITY

Exercise a substantial degree of autonomy

Establish priorities and monitor workflow in areas of responsibility

Set outcomes for subordinates

Acts as Director of Technical Services representative for contract works

Raise requisitions and authorise invoices for payment for goods and services

Control projects and/or programs

Make recommendations to Council in consultation with the Director of Technical
Services

Carry out all necessary human resource management of subordinate staff, including
but not limited to attendance, leave arrangements, training and development, safety,
grievances and discipline

Oversee relevant subordinate timesheets, verification of attendance and time
allocations ensuring expenditure is in accordance with relevant budget allocations

Maintain acceptable dress standards to ensure that the Council is represented in a
professional manner at all times

Ensure industrial protocol is observed and industrial harmony is fostered

SELECTION CRITERIA FOR THE POSITION
Critical

A degree in Engineering related field

Demonstrated relevant experience in project and contract management and/or design
and project supervision
Essential

Thorough knowledge of

Design and construction practices as they relate to municipal projects such as
roads, buildings and facilities, parks and ovals

Stormwater drainage design and principals

Local area traffic management techniques survey practices

Project planning, costing, budgeting and supervision

Contract management including specification and budget preparation

Demonstrated ability to schedule and manage maintenance activities

Demonstrated communication, interpersonal and negotiation skills to enable the
effective provision of advice, information and assistance to Executive Management,
staff and contractors

Demonstrated leadership skills with a knowledge of human resource management
practices sufficient to be able to provide leadership and effective day-to-day
management of a small but diverse team

Current NT Driver’s License or ability to obtain one
Desirable

Highly developed record keeping, administrative, problem solving and time
management skills and a demonstrated ability to effectively manage multiple projects

Demonstrated computer literacy skills including a working knowledge of the Microsoft
Office software suite, GIS, traffic analysis, and computer aided design and drafting
software

Willingness to continue to upskill through current and ongoing continued professional
development
