China National Committee of
Certification Accreditation (CNCA)
CNCA (中国国家认证认可监督管理委员会)
is the competent authority for managing,
supervising and coordinating the national
certification and accreditation.
Main functions:
Perform management and supervision for
certification accreditation for calibration,
inspection and testing labs which was
performed by the State Bureau of Quality and
Technical Supervision.

(CQC)
On 29 March 2002, with the approval of CNCA,
CQC undertakes the CCC certification for
products subject to compulsory certification
appointed by the State.
The secretariats of the former China Certification
Commission for Electrical Equipment (CCEE)
and China Import & Export Quality Certification
Centre (CIQ) are merged to form China Quality
Certification Centre (CQC).

China Quality Certification Centre
(CQC)
With the approval from the State
Administration of Quality Supervision,
Inspection and Quarantine (国家质量监督检验
检疫总局 AQSIQ), CQC has replaced CCEE to
become the National Certification Body (NCB)
in the IECEE-CB Scheme.
STC is the appointed laboratory under CQC.

China Certification Centre for
Electromagnetic Compatibility (CEMC)
Similar to CQC, CEMC is a third party
product certification institution approved by
the State Administration of Quality
Supervision, Inspection and Quarantine
CEMC is also the certification institution that
is authorized to undertake the certification for
Products Subject to Compulsory Certification
(CCC Certification) for electrical products.

Chinese Compulsory Certification (CCC)
and the Marks
Effective 1 May 2002, all products that are
listed in the Catalogue of Products Subject to
Compulsory Certification shall be subject to
certification by the certification institutions
appointed by the State and related certificates
are issued and certification marks are made
before they can leave the factory for sales,
imported and used in operational activities.

1. Electrical wires and cables ( Cord sets, Flexible
rubber-sheathed cables for mining purpose etc.)
2. Switches for circuits, Installation protective
and connection devices ( Plugs and socket-outlets,
Thermal-links etc).
3. Low-voltage Electrical Apparatus ( Residual
current protective devices, Circuit-breakers etc.)
4. Small power motors

Harmonic Current (GB 17625.1)
•Goal: Limitation of harmonic components of the
input current impressed on the public low-voltage
supply system, for equipment with input current
equal or less than 16A per phase
•Applies to equipment to be connected to
220/380V, 230/400V and 240/415V systems
operating at 50Hz or 60Hz
•No limits for systems with nominal voltage less
than 220V(line to neutral)

STC SERVICE FOR THE CCC MARK
SCHEME
STC is the authorized agency and laboratory
of CQC for the CCC Mark and CB
applications outside Mainland China
Test data and results to be conducted in STC
for processing of the test reports for the CCC
certification
For products that require EMC, STC will do
the pretest for the CCC certification
