Finger Lakes Health Systems Agency
Job Description
Position Title: Active Transportation Specialist
Department: Planning
Reports To: Chief Planning Officer
Status: Part-Time, Exempt

Organizational setting: Founded in 1974, the Finger Lakes Health Systems Agency (FLHSA) is one of the nation’s oldest
and most effective regional health planning organizations. The agency is located in Rochester’s vibrant Neighborhood of
the Arts and serves Monroe and the surrounding eight-county region. Through data analysis, FLHSA experts identify the
most pressing health needs facing the region, then bring together hospitals, insurers, physicians, clinics, communitybased organizations, consumers and other partners to find solutions. Over the past decade, for example, agency-led
initiatives have helped to reduce lead poisoning by 85 percent, and in 2012, the agency was awarded the largest
Medicare and Medicaid innovation grant in the country, which targeted primary care transformation. Through all of
these activities, FLHSA seeks to promote population health improvement and reduce health care disparities in the Finger

from explicitly incorporating health considerations or analyses in order to determine their potential health outcomes
and impacts; 3) Catalogue the data, methods, and resources available to complete that assessment (as well as any gaps
or barriers); 4) Select two types of transportation or land use plans or projects within the region that would benefit from
the preparation of a health impact assessment (HIA); 5) Conduct two “desktop health impact assessments” for the
selected initiatives, including developing recommendations for how future similar initiatives could more explicitly
