Finger Lakes Health Systems Agency Job Description Position Title: Active Transportation Specialist Department: Planning Reports To: Chief Planning Officer Status: Part-Time, Exempt Posting Date: March 18, 2016 Organizational setting: Founded in 1974, the Finger Lakes Health Systems Agency (FLHSA) is one of the nation’s oldest and most effective regional health planning organizations. The agency is located in Rochester’s vibrant Neighborhood of the Arts and serves Monroe and the surrounding eight-county region. Through data analysis, FLHSA experts identify the most pressing health needs facing the region, then bring together hospitals, insurers, physicians, clinics, communitybased organizations, consumers and other partners to find solutions. Over the past decade, for example, agency-led initiatives have helped to reduce lead poisoning by 85 percent, and in 2012, the agency was awarded the largest Medicare and Medicaid innovation grant in the country, which targeted primary care transformation. Through all of these activities, FLHSA seeks to promote population health improvement and reduce health care disparities in the Finger Lakes region. General Purpose: Under direction of the Chief Planning Officer, the Active Transportation Specialist will focus on four key areas to best attain systems changes and convene key stakeholders and decision-makers in the fields of transportation, land use, and health to 1) Research and build knowledge about the linkages and connections between transportation, the built environment and community health both nationally (peer cities) and in our region; 2) Inventory, identify and analyze strategic transportation and land use plan or project opportunities in the region that could benefit from explicitly incorporating health considerations or analyses in order to determine their potential health outcomes and impacts; 3) Catalogue the data, methods, and resources available to complete that assessment (as well as any gaps or barriers); 4) Select two types of transportation or land use plans or projects within the region that would benefit from the preparation of a health impact assessment (HIA); 5) Conduct two “desktop health impact assessments” for the selected initiatives, including developing recommendations for how future similar initiatives could more explicitly address health impacts and benefits; document insights, lessons learned, and recommendations to inform potential future HIA development and practice in the region. Responsibilities/Accountabilities: Schedules and coordinates all project‐related meetings and manages the day to day operations of the project. Motivates partners, stakeholders and community members. Interfaces with community members, organizations and decision‐makers at every level. Conducts Health Impact Assessments and provides recommendations for change. Leads work plan development process and manages implementation efforts. Ensures achievement of all project deliverables. Coordinates and completes evaluation and reporting requirements. Facilitates all communications with program Sponsors and Community Partners. Facilitates partnership meetings and conference calls. Rev. 3/2016 Competencies: Knowledgeable of best practices and tools related to Active Transportation program development, management and evaluation including: Ability to learn, understand, and apply new technologies, especially as it relates to Active Transportation program management including: o Database development and management; o Health Impact Assessments (HIA); o Geographic Information Systems (GIS); and o Graphic interpretation and presentation of data. Must have excellent organizational skills with the ability to efficiently plan, organize, and coordinate a variety of activities as demonstrated through successful program implementation. Must have experience developing work plans with key outcomes, deliverables, and performance measures. Must have exceptional verbal and written communication skills with the ability to effectively communicate to diverse populations. Must have excellent public speaking skills with the ability create reports and presentations and the ability to demonstrate initiative, creativity and integrity. Must have effective problem-solving, analytical skills and attention to detail that supports and enables sound decision making. Must be a team player who is responsive to and supportive of the needs of others on the team, within the organization and the community. Must be able to work independently and collaboratively. Ability to read communication styles of internal and external stakeholders who come from a broad spectrum of disciplines. Ability to elicit cooperation from a wide variety of sources, including upper management, stakeholders and team members. Minimum Qualifications: Bachelor’s Degree in related field such as public health, urban planning, transportation planning, public policy or community planning is required. A Master’s degree in a related field is preferred. Three years of direct work experience in public health, urban planning, transportation planning, public policy or community planning is required. Experience in working independently and in a team‐oriented, collaborative environment is essential. Strong aptitude with social networking applications and emerging networking technologies. Demonstrated proactive approach to initiating change and leading teams. Experience working with diverse groups of people across all organizational levels. Proficiency in Microsoft office products (Word, Outlook, Excel and PowerPoint). Experience in developing graphic presentations that include charts, tables and graphs preferred. A functional understanding of databases and data base querying tools (Access, SPSS, SQL Server etc.) and experience using data and informatics to inform decision making. Demonstrated familiarity with ESRI / ArcGIS 10.x software, use of spatial data, spatial analysis, map making. Ability to work non-traditional hours such as evenings and weekends as needed. Holds an active New York State Driver’s License and has available transportation to travel as needed for agency business. Physical Requirements: Ability and willingness to travel locally, as needed. Sits for long periods. Works long hours on a computer. Uses a keyboard. Reads printed materials or from a computer monitor.
