Foreword
Dear Educators,
Early Childhood (EC) educators are key to determining the quality of education
received by young children. Ongoing professional development plays an
important role in enhancing the knowledge, skills and practices of EC educators. In
Prospectus 2016, we seek to provide educators with an array of continuing
professional development (CPD) courses which would enrich your professional
growth and enhance teaching and learning practice.
At the Early Childhood Conference and Carnival 2015, Minister for Social and Family
Development, Mr Tan Chuan-Jin, announced initiatives to enhance the
professional and career development of EC educators. One initiative, the Skills
Framework (SF) for Early Childhood Care and Education (ECCE), is in line with the
national SkillsFuture movement to provide Singaporeans with the opportunities to
develop their fullest potential throughout life, regardless of their starting points.
Another initiative introduced is the One@ECDA online system.
We have continued to provide relevant professional development opportunities for
the sector and have also made available information on both the SF for ECCE as
well as One@ECDA.
We would like to encourage you to continue to upgrade yourselves through
availing yourselves of the various professional development opportunities provided.
We hope you will find the prospectus a useful resource and guide to support you
as you plan your professional development in the year ahead.

One@ECDA
One@ECDA is a new online system that has been developed to support
the professional development of EC educators. Every educator can
now access and apply for CPD courses and maintain his/her CPD
portfolio directly through One@ECDA. The system will facilitate and
streamline the training administration process from registration of
courses to the issue of e-certificates. This will make it easier for you and
your centre to manage your professional development.
From 20161, centre administrators will be able to nominate educators
for courses and educators will be able to apply for courses directly via
this new system.
To aid you in applying for courses via One@ECDA, we have provided a
step-by-step registration guide in Annex A.

Skills Framework for ECCE
Skills Framework (SF) is developed to support the National SkillsFuture
efforts of driving Singapore’s next phase of development towards an
advanced economy and inclusive society. The SF underscores the
importance of human capital development for Singapore and enables
different stakeholders - individuals, employers and training providers - to
reference a common framework. The SF seeks to help EC educators
better understand the knowledge and skills required of each role, as
well as to identify areas to develop and hone, thereby creating
opportunities for individuals to fulfil career aspirations and goals.
The Framework articulates the existing, emerging and future skills for
pivotal occupations in the ECCE sector, as well as career progression
pathways available to EC educators, from Infant/Beginning Educarer
and Beginning Preschool Teacher levels to leadership roles.
Individuals can reference the SF for ECCE to understand the knowledge
and skills required in your current position, and identify areas to deepen
knowledge and enhance skills.

The ECCE Career Progression Pathways below shows the career
development and progression choices available to EC educators.
There are three occupational tracks in the ECCE Career Progression
Pathways: Educarer Track, Teacher Track and Leader Track.
For more information about the occupational/job roles in each track,
please refer to Annex B.

Modes of Professional Development
Professional Development (PD) should contribute to the development
and growth of the educator in performing his/her professional role. PD
should be an ongoing process, and planned to optimise learning. It can
take a variety of forms and EC educators can adopt any of the modes
stated below as part of their professional development:
 Conferences, seminars, courses, workshops (including
centre-based PD activities)
 E-learning/web-based learning
 Practitioner inquiry
 Professional learning communities and networked learning
communities
 Peer sharing
 Professional readings
 Induction programmes
 Structured on-the-job training, e.g. mentoring, observations
 Study trips, learning journeys
 Work attachments
 Qualification programmes
Note: The above list is not exhaustive. Any of the above modes can be counted towards CPD hours
for ECDA-certified educators.
You are encouraged to conduct an individual learning needs analysis
to identify your level of competence in specific learning areas, using
the SF for ECCE and the CPD planner in the CPD Framework (CPDF) for
Early Childhood Educators (An online copy of the CPDF is available at:
https://www.childcarelink.gov.sg/ccls/uploads/CPD_Guide_5_FA.pdf).
You would also need to ensure that the identified individual learning
needs are aligned to your centre’s priorities and goals. You can then
draw up a learning plan that would help you address the knowledge
and skills identified. You can track your progress by using the Individual
Learning Roadmap, which is found in Annex C.

NEL Framework for MTL Training
The courses in this prospectus focus on deepening knowledge and
honing teaching skills; courses are also aligned to the SF for ECCE, the
knowledge domains in the Early Years Development Framework (EYDF),
the Nurturing Early Learners (NEL) Framework and the NEL Framework
for Mother Tongue Languages (MTL).
Phase 1 of the training on the NEL Framework for MTL (conducted in
English) commenced in August 2015 and will be completed by July
2016. Training in Phase 1 lays the foundation for planning the MTL
Curriculum. Details on Phase 2 of the training on the NEL Educator’s
Guide for MTLs (to be conducted in the respective MTLs) will be
provided by June 2016. Centres that have fully utilised the training
places allocated for the training in Phase 1 will be given priority for
registration of the subsequent training in Phase 2.

Funding Models for CPD Courses
Funding for the CPD courses in this Prospectus falls into one of the
categories below:
1. Fully subsidised by ECDA
2. ECDA subsidy of 80% of course fee
3. Funding from Singapore Workforce Development Agency (WDA).
WDA Funding
Course Fee Funding and Absentee Payroll Funding may be available
for courses that are under WDA funding2. Staff must be either a
Singapore Citizen or Permanent Resident. Centres must also have a
SkillsConnect account to apply for WDA funding.

Productivity and Innovation (PIC) Credit Scheme
The PIC scheme by the Inland Revenue Authority of Singapore (IRAS)
was introduced to encourage productivity and innovation activities in
Singapore. Centres may be eligible for the PIC scheme.

Information on CPD Courses
Please note the following:

Only ECDA-certified educators are eligible to apply for the courses
listed in this prospectus.

ECDA strongly recommends that all EC educators undertake at least
20 hours of CPD per year. Apart from undertaking courses, these 20
CPD hours can include other modes of PD, such as e-learning and
sharing sessions amongst peers that are either centre-based or
between centres.

As a guide, a full-day course is generally equivalent to seven training
hours and a half-day course, three-and-a-half training hours.

All participants are required to complete an assignment and to
facilitate the completion of the assignment, most courses include a
break between the training days.

All courses are highly subsidised and as such, withdrawals will not be
allowed once selection is confirmed. Hence, any participant who is
unable to attend the course after receiving the confirmation will
need to provide a replacement who is ECDA-certified.

In the event that a participant does not turn up for a course and
does not provide a valid reason, the centre will be charged the full
fee of the course at the non-subsidised rate. For a participant with a
valid reason, documentary proof (e.g. medical certificate) must be
submitted in order for fee waiver consideration.

In the event that the minimum class size is not met, the class will not
commence and applicants will be informed of the next available
date(s).

Ms Charlene Chia is a certified trainer of the Early Years
Development Framework. She is currently involved in the
operations, curriculum (in particular, Chinese Programmes) and
the setting up of new child care & infant centres at MY World
Preschool, a subsidiary of Metropolitan YMCA. She has more than
14 years of working experience in the early childhood field, taking
on varied teaching and leadership positions. Charlene started
training early childhood teachers in 2009 in both English and
Chinese Language.

Special Education. She has attended specialised courses with the
‘Pikler Institute’ and Magda Gerber-Resources for Infant
Educarers, and is an ‘Infant and Toddler Development’ Specialist.
Ms Puspa also serves as a consultant to World Bank, UNICEF and
Childcare organizations and is a frequent speaker at Early
Childhood Professional Conferences/Seminars and Parent

Ms Lim Syn Yin is a Senior Science Educator with Science Centre
Board. She holds a Masters in Science Communication and has
more than 5 years of experience in conducting teacher-training
workshops and more than 2 years of experience in conducting
programmes for children aged 8 years and below. She codeveloped the ‘Born to be Wild’ Education Package which won
the Giant Screen Cinema Association’s – Best Educational
Programme Award in September 2011.

Ms Mona TAN, Senior Lecturer, has over 15 years of experience
working in the Early Childhood education sector. She graduated
with a Bachelor in Early Childhood Education from the University
of South Australia with a first class honours and was conferred the
Dean’s List for academic excellence. In 2009, Mona graduated
with a Master’s in Education from the University of South Australia.
She specialises in Sports and Fitness for Young Children, Discovery
of the World, Mathematics for Young Children and Curriculum for
Early Childhood Care and Education. She also teaches
undergraduate courses, including Current Issues in Curriculum
Development and Implementation.
Ms Juliana Ng-Furtado, is a Senior Lecturer with 19 years of early
childhood experience prior to her employment with SEED Institute.
Juliana teaches the Diploma courses at SEED Institute and Ngee
Ann Polytechnic to both in-service and pre-service teachers. She
specialises in Human Growth and Development, Play and the
Young Child, Social and Emotional Development and field
practicum. At UniSIM, Juliana teaches Child Growth and
Development.
Ms Rajalachime Gunathilakan obtained both her Bachelor of
Education and Master of Education from the University of South
Australia. Currently a lecturer, she has more than 20 years of
experience in the early childhood field as a Kindergarten Teacher
and Principal. Rajalachime specialises in early childhood topics

such as Curriculum for Early Childhood Care and Education, Play
and the Young Child and Mathematics for the Young Child. She
supervises student teachers in their field practicum. She has
undertaken research projects and presented research papers,

Ms Madhavi Tiwari (Debbie) is a full-time Lecturer with KLC

Childhood. She holds a Master of Education degree from the
National Institute of Education, NTU, Singapore. She has
experience as an educator, lecturer, trainer, mentor and a
management personnel. She believes in lifelong learning and
attaining new skills and knowledge which she shares with her
participants during her training sessions. She teaches early
childhood programmes ranging from Fundamentals Certificate in
Early Childhood Care and Education; Higher Certificate in Infant
Care to Diploma in Teaching / Leadership and also conducts

Ms Julia Poh is a full-time Lecturer with KLC International Institute,

Ms Jenny Ng is an Occupational Therapist. She graduated from
Trinity College, Dublin with a BSc (Hons) in Occupational Therapy
and has been practicing as a therapist for 2 years. Her experience
in Paediatrics includes working in a special school to ensure that
the special needs children are able to perform optimally in their
school-setting and providing individual therapy to mainstream
and special needs children in a clinic.
Ms Mao Shiyun is a Speech & Language Therapist with a range of
experience across paediatrics and adult speech, language and
feeding difficulties, including special needs and school-aged
language and literacy difficulties. She is currently supporting
children in mainstream childcare centres and kindergartens, by
providing assessment and therapy intervention with Development
Support Programme (DSP) in SPD Jurong.
Ms Tanya Tan is an Occupational Therapist who graduated with
first class honours in BSc in Occupational Therapy from Coventry
University in 2013. She has worked with mainstream and special
needs children with autism and attention deficit hyperactive
disorder in the occupational therapy clinic. Her role in the
Developmental Support Programme is to provide intervention to
children who have a delay or experience difficulties within the fine
and gross motor domains.
As a Learning Support Facilitator, Ms Seng Gek Tyng works with
pre-schoolers with mild behavioural issues. Ms Seng had the
privilege of working with students with a range of difficulties

including literacy, comprehension, language, attention deficit
disorder, working memory and developmental delay while she
was an Allied Educator with an MOE primary school for the past 4
years. Ms Seng is also trained in Orton Gillingham Approach for
children with Dyslexia.
Ms. Priyanka Shailat, currently working as a Speech-Language
Pathologist at SPD, is a Master in Speech-Language Pathology
(distinction holder), and graduate in Speech-Language
Pathology and Audiology. She has served a wide variety of
communication disorders across ages, such as Specific Language
Impairment, Autism Spectrum Disorders, Intellectual Disability,
Dyslexia, Global Developmental Delay, Hearing Impairment,
Cerebral Palsy, Speech sound disorders, and multiple disabilities.
Ms Agnella Maria Wencina Clement has a Master’s degree in
Psychology. She started her career as a counsellor and has
lectured in Psychology at a pre-university college and a School of
Nursing. Before joining SPD as a psychologist for Early Intervention
Programme for Infants and Children (EIPIC), she worked for two
years as a psychologist at another EIPIC centre in Singapore. She
is a life member of the Indian Academy of Applied Psychology
and a full member of the Singapore Psychological Society.
Ms Lim Li Hong is an Educational Psychologist. She has been
working with pre-schoolers for at least 5 years in various settings
(e.g. Early Intervention Programme for Infants and Children (EIPIC)
centres, Mainstream Childcare centres, special need classrooms).
She has conducted psychological assessments with mainstream
children, written individualised plans and progress reports, and
carried out long term interventions for special needs children.

As a Learning Support Facilitator in the Development Support
Programme, Ms Clara Kow provides comprehensive educational
and learning support services to identify children with
developmental concerns mainly in attention and literacy. She
develops a conducive learning environment appropriate for the

The course aims to provide participants with a platform to reflect
on the importance of engaging staff, establishing a shared vision,
trust, teamwork and collective efficacy. Participants will be
invited to reflect on their values and how they have applied these

course will be organised in two parts, with a gap of 3-4 months in
between. The purpose of the gap is to allow participants to apply

Education from University of South Australia. She presently mentors
and lectures at various institutions such as SEED Institute, Ngee Ann
Polytechnic and SIT-Wheelock College.
Mr Jason Teo holds a Master of Arts (International and
Developmental Economics) from Yale University, USA. He has over
15 years of work experience spanning human resource, industrial
relations, corporate development and administrative experience
in banking, transport and education sectors. With his team of
administrators, he administers programmes and conducts regular
briefings with SEED Institute faculty to ensure quality delivery of

Dr Karuppiah Nirmala is a Lecturer at the Early Childhood and
Special Education Division of the National Institute of Education.
She has served many years in the field of early childhood
education, holding various positions including lecturer,
practicum supervisor, curriculum consultant, training coordinator and researcher/research advisor. She has conducted
talks for parents and workshops for teachers both in and outside
Singapore.
Dr. Hanin Hussain is a lecturer at the Early Childhood and Special
Needs Education Academic Group at the National Institute of
Education.
She
teaches
pre-service,
in-service
and
postgraduate courses. She has taught in the primary school
setting in Singapore and in early childhood settings in New
Zealand, and worked in professional leadership in early
childhood education. Her areas of research interests include
complexity thinking in education, curriculum and curriculum
development, physically active play, teachers’ workplace
professional learning and practice-based research.
Mrs Mercy Karuniah Michael is a lecturer with the Early
Childhood and Special Needs Academic Group in NIE (NTU).
She holds a MEd (ECE) from NIE and is now pursuing her PhD with
the same institution. She is a trained teacher, specializing in
General Paper at JC level as well as History and Social Studies in
the Gifted Education Programme, before she joined NIE. In her

current portfolio, she teaches Educational Psychology courses
to student teachers and conducts various pedagogy related
courses for in-service teachers, coming from both mainstream
schools and preschools.
Mrs Joanna Tay-Lim is a lecturer with the Early Childhood and
Special Needs Education Academic Group in NIE (NTU). She
holds a MEd (Early Childhood) from the same institution, and is
currently pursuing her PhD (Education) studies. Joanna has
taught in mainstream schools and early childhood settings, and
has been a teacher-trainer for early childhood courses before
she assumed her present position.
Ms Seah Ping Ping is a Quality Assurance consultant for the
Singapore Pre-School Accreditation Framework at the Early
Childhood Development Agency. She has more than 20 years
of experience in the field of Early Childhood Education. She has
set up preschools locally and internationally.
Course Dates
Ms Joy Marie Anand is presently a PhD candidate at NIE, NTU.
She has been an early childhood educator since 1982, holding
various positions such as teacher, lecturer, principal, and cluster
principal. As an early childhood educator, she has been actively
involved in sharing her knowledge and skills with pre-service and
in-service teachers, families and communities. She has also
presented at several local conferences and contributed her
insights to several articles in the local media.
