Child Well-being Partnership Targets A presentation for National Offices May 2011 Global Field Operations and Integrated Ministry 1 Why are we adopting CWB Partnership Targets? • Part of our journey • Helps achieve ministry goal and CWBA&O • Better focus; helps with prioritisation • Resource alignment • Match resources with strategic priorities • Evidence-based approach • Accountability to stakeholders Global Field Operations and Integrated Ministry 2 The Four Child Well-being Targets • Children report an increased level of well-being • Increase in children who are well-nourished (ages 0-5) • Increase in children protected from infection and disease (ages 0-5) • Increase in children who can read by age 11 Global Field Operations and Integrated Ministry 3 Targets flow from our Ministry Framework Ministry Goal:The sustained well-being of children within families and communities, especially the most vulnerable. Strategy Ops Planning Programming Measurement & Reporting • • • Strategies increasingly focus on child well-being Strategies determine which CWB Targets NOs contribute to Strategy alignment / landscape analyses will determine any adjustments Ops Planning • • • Ensure strategies are translated into operational plans Key focus is technical leadership capacity Reallocate resources in line with ministry priorities Programming • • • Strategies and community context drive programming choices In design/redesign over 5 years, align programmes to strategy Strengthen our capacity for contribution to CWBOs including the targets • Measure and report contributions to CWB Targets through ongoing monitoring and programme evaluations Strategy M& R Global Field Operations and Integrated Ministry 5 We will integrate CWB Targets in phases Timeline: FY 11-13 Implement “aligned strategies” FY 14-15 FY 16> Implement “next cycle” of strategies Align operational plans to strategy; scale up programming Begin phased M&R in NOs with expertise as well as strategic & programmatic focus. Document learnings and expand to more NOs Mainstream M&R on CWBOs, including Targets Continue to address implementation requirements to enable phased implementation of strategy, programming and M&R Global Field Operations and Integrated Ministry 6 What will happen with the Strategy process… • National offices’ contributions to specific Child Well-Being Outcomes including targets are determined by landscape analysis. • Threshold maps for Health, Nutrition and Education targets will become part of the landscape assessment within the seven-step strategy development model. • NOs will contribute to those targets that are outside the acceptable threshold levels either at national or specific regions where WV works. • Even when threshold levels may be acceptable, NOs may still need to change course for a specific vulnerable group of children. • In cases of partial strategy alignment or misalignment with targets, Regional Strategy Directors will work with NOs to refine the strategy. Global Field Operations and Integrated Ministry 7 With Operational Planning… • NOs need to ensure adequate technical leadership capacity at the NO level. • In most offices, technical leadership capacity will be paid for by reallocation of existing resources; additional resources will be required in select offices, however. • CWB Targets will be incorporated into: • Multi-year planning and budgeting • Programme Capability Reviews • Organizational Capacity Plans Global Field Operations and Integrated Ministry 8 With Programming… • • • • • • National office strategies will require scale-up of evidence-based programming to contribute to CWB Targets All new designs and redesigns will include targets in alignment with their NO strategies as appropriate in contexts Ongoing programmes contribute to CWB Targets and the monitoring process will reflect this Redesign will occur during normally scheduled design/redesign processes If existing programmes/projects are not aligned with CWB priorities in NO strategy, then redesign may need to be completed sooner than scheduled – but still in a timeframe that reflects NO’s overall priorities and capacity. Programmes adopting IPM can easily include targets in design/redesign Global Field Operations and Integrated Ministry 9 With Measurement and Reporting… • Measurement is integrated with ongoing DM&E • Standard indicators will ensure consistency • Partnership standard indicators at outcome level • Recommendations for partnership standard monitoring indicators • National offices will select specific monitoring indicators; Regional Technical Specialists will validate • Sponsorship data that is already being collected can be used for targets • National offices will report on targets annually based on monitoring and outcome data • Global/regional reports will be produced annually or triennially • PMIS country dashboards will be used for key data • Most vulnerable children are at the heart of the process Global Field Operations and Integrated Ministry 10 In summary, CWB Targets ... • • • Are a natural evolution of WV’s journey to greater effectiveness and quality in our work Will require the full support of every part of the organization, especially NOs Will require NOs to prepare to incorporate targets into ongoing processes by: • Reviewing strategies to ensure alignment with target areas based on threshold levels • Reducing any gaps between strategic priorities and capacity for programming • • Scaling-up evidence-based best practices to contribute to targets in alignment with strategies Are long-term outcome targets based on principles of development and long-term transformation.
