those exceptional teachers. I could tell you so many wonderful things about Mrs. Pike,

but I will just state what my son often says about her: “Mrs. Pike is the best second grade

teacher because she makes you want to do it!”

STATEMENT OF INTENT TO TERMINATE CONTINUING CONTRACTS

(EXPIRATION OF CERTIFICATION)

The following teachers are on a continuing contract status with the Board of Education but have teaching certificates which will expire on June 30, 2012. In accordance with KRS 161.020, no person is eligible to serve as a teacher, or receive salary for services rendered in such position, unless the person holds a certificate of legal qualification for such position and no teacher is eligible for continuing contract status unless the person holds a valid teacher certificate.

No person shall enter upon the duties of a position requiring certification qualifications until the certificate has been filed and credentials registered with the district employing the person. Accordingly, it is reported by the superintendent that any of the following teachers who do not submit to the personnel office renewal or replacement teacher’s certificates valid for the position for which they are assigned shall be considered terminated as of July l,

2012.

2011-12 Kenton County School District Gifted Student Population Enc. 5

The Kenton County School District Gifted Education Program identification process for the 2011-12 school year has been completed and entered into Infinite Campus as official documentation for all identified students in our school district. The information is required by the Kentucky Department of Education and will be used for state data collection in May 2012. The chart identifies each school and the percent of students identified in the PTP (Primary Talent Pool) for grades kindergarten through third and the percent of students in all categories of formal identification that take place in grades four through twelve. Once students are identified formally in any grade, their identification continues until high school graduation. Multiple gifted services are provided to identified students.

The PTP (Primary Talent Pool) is an informal identification of students in grades kindergarten through three (P1-

P4) who show potential for high ability learning. Parents are notified in writing at the beginning of each school year of the student’s identification. Parents of Primary Talent Pool students are given a plan listing the teaching service options used with the student to meet their needs, interests and abilities.

Parents/guardians of students formally identified gifted in one or more area are notified in writing at the beginning of each school year listing all areas of identification. Once each semester a (GSSP) Gifted Student Service Plan is reported to the parent/guardian providing information on multiple teaching service options being used to meet the needs, interests and abilities of his/her student. Parent Feedback Forms are sent home with the GSSP to receive parent input and to address any questions.

An evaluation of the district gifted program determines comprehensive identification for PTP and all formal gifted areas. Identified students are provided multiple gifted service options. Professional development, planning and teaching to increase differentiated instruction, grouping options and meeting the social and emotional needs of the gifted student population is a continuous district goal.

Twenhofel Middle School requests permission for 23 students to travel to the Louisville Expo Center in Louisville, KY May 12, 2012 for the National Archery Tournament. Supervision will be provided by staff and parents at a ratio of 1:1. Transportation, meals and lodging are parent responsibility. Cost per student is $25. 2. Field Trip Request – Summit View Middle School- Football Team

Summit View Middle School requests permission for 45 students to participate in the football team’s spring lock-in at Summit View Middle School gym on May 18, 2012 at 7 p.m. to 8 a.m. May 19, 2012.

Supervision will be provided by coaching staff at a ratio of 1:7. Cost per student is $5. Funds have been secured for indigent students.

Shannon Minor. Insurance coverage will be purchased through McKinley Insurance Agency whose agent is Leroy McKinley, and will meet or exceed district requirements. All proceeds will be donated to Children’s and Shriners Hospitals for Children. The camp was approved by the Summit View

Middle School Site-based Council on 4/17/12.

Recommendation: It is recommended that the Board approve the camp request.

2. Simon Kenton High School – Band Camp

Simon Kenton High School Marching Band wishes to sponsor a Band Camp on school grounds July

18-20; July 23-27; and July 30-August 3, 2012, for students ages 13-18. The cost of the camp will be

$100 per participant. The Coach/Camp Director will be Jason Milner. Insurance coverage will be purchased through McKinley Insurance Agency whose agent is Leroy McKinley, and will meet or exceed district requirements. The camp was approved by the Simon Kenton Site-based Council on

Recommendation: It is recommended that the Kenton County Board of Education accept the bid as indicated on the attached Copy Paper Bid Tabulation.

3. Board Depository – FY 2013 and 2014

Proposals for banking and depository services were received on April 18, 2012. The enclosure demonstrates the results of these proposals. Based on these results, it is recommended that First

Financial Bank be approved as the Board’s depository for FY 2013 and 2014. Finance staff has met with the First Financial officials to ensure that all service requirements can be met. The interest rate quoted for the next two years on transactional accounts will be the Fed Funds rate

(currently .25%) minus .20%. Each proposal was analyzed to determine the best net result to the district. Since the rate is indexed, if rates increase, the district interest earnings will increase correspondingly. In addition, First Financial will provide at no cost, a daily courier service for each school and cafeteria, eliminating mileage costs and employee downtime. Schools will also qualify for no fee checking accounts. Rate have become so compressed that we will continue to find alternatives to increase investment income as opposed relying daily balances. Federal agency securities will be utilized to achieve a higher rate of return than is offered on our depository proposals.

V. DISCUSSION AND ACTION:

1. Coaches Handbook Enc. 10

The Kenton County School District Coaches Handbook has been revised to accommodate

suggestions. It is presented for a First Reading. District staff have worked closely with Kentucky

School Boards Association throughout this process. This comprehensive handbook will add clear

guidelines for all staff to follow in the implementation of the District Athletic programs. It has

been reviewed by District and School Level Staff.

Recommendation: It is recommended that the Board approve the Coaches Handbook.

2. 2011-2012 Audit of Board Financial Statements Enc. 11

Bertke & Sparks, Inc. CPA has submitted a proposal to perform the 2011-12 audit of the Board’s financial statements for the same fee as charged in 2010-2011. The quoted fee for the audit is $22,000. Bertke &

Sparks has extensive experience performing school board audits. The firm has been very professional, courteous, and instructive during the course of their previous audit work for the Board. In addition, their

KCBE audit reports have been clear of any deficiencies after review by the Kentucky Department of

Education’s Division of Finance.

Recommendation: It is recommended that the Board approve Bertke & Sparks, Inc. CPA as the auditor for the 2011-2012 financial statements.

Section Seven School Allocations – KAR 3:246

Section 7 of KAR 3:246 School Council Allocation Formula provides that if there are funds available to be distributed after council allocations are budgeted and general operating expenses are met, that those funds may be distributed in the following ways;

(a) An amount per pupil based on prior year average daily attendance

(b) Based on pupil needs identified by school councils in their adopted school improvement plans and designated by the local board

(c) For specific instructional purposes based on student needs identified by the board from disaggregated student achievement data

(d) A combination of (a), (b), and (c) above.

The section seven allocations presented for approval are those indicated by the schools’ improvement plans, enrollment adjustments, and budget requests. Some adjustments have been made to the Section

Seven allocations as a result of the recommendations made by the Budget Committee.

At the High Schools, 1 position for SWS/ISS was eliminated at each school. The classified positions are the same as last year.

4. New Bus Purchase Enc. 12

The new school bus purchase request for 2011-2012 is due in Frankfort this month. After reviewing past

purchases and planning for the future the transportation staff has met with Kelley Gamble to discuss the

purchase. We agreed the recommendation is to purchase five (5) new buses for next school year. We

will review the budget in early 2012-13 to see if additional buses could be purchased.

I recommend purchasing the following buses:

Two (2) Freightliner/Thomas 66 Passenger Conventional Approximately $165,000 for full cost

Three (3) Freightliner/Thomas 66 Passenger Conventional Lift Buses Approximately $325,000 for full cost

Recommendation: It is recommended that the Board approve the bus purchases for 2011-2012.

5. 2012-13 School Professional Development Plans Enc. 13

Each school’s SBDM Council has developed and approved a professional development plan for the 2012-

13 school year, which addresses the goals of their respective Comprehensive School Improvement Plan and the District’s Goals. As most school plans include a flexible calendar option, the board is requested to approve the plans as presented.

Recommendation: It is recommended that the Board approve the 2012-13 professional development plan of each school as submitted in the enclosure.

6. School Beginning/Ending Times for 2012-2013

Due to the increase in student population, special transportation needs, and various other factors, it is requested the school times be established as presented. These times allow the district to continue banking instructional time in case of weather closings.

7. Approval of Waiver to the Kenton County School District Four Year Facilities Plan

The Local Planning Committee convened to discuss the Kenton County School District Facilities Plan. After reviewing the district’s financial, demographic and physical condition it was unanimously voted to recommend that the Kenton County Board of Education request a waiver of the District’s Facilities Plan from the Department of Education for the following reasons:

1.

It has been eight years since a new District Facility Plan was developed.

2.

The district shows no significant change in enrollment, educational programs or building needs since the last district facility plan was developed.

3.

The district is currently working on the projects on the current Facilities Plan.

Recommendation: It is recommended that the Kenton County Board of Education request a waiver of the

District’s Four Year Facilities Planning process from the Kentucky Department of Education.

8. BG-4 – Final Approval & Payment Application - Lawrence Construction & Leasing, Inc. – Phase I- Early

Site Package – New Turkey Foot Middle School – BG 08-143 Enc. 14

Enclosed are copies of the BG-4 Final Approval & Payment Application and Certificate of Substantial

Completion for Lawrence Construction & Leasing Inc. associated with Phase I – Early Site Package at the New

Recommendation: It is recommended that the Kenton County Board of Education approve the BG-4

9. Change Order No. 5 – Rogers Plumbing & Heating Co. – New Turkey Foot

This change order is the fifth for the construction of the new Turkey Foot Middle School – Phase II associated with Rogers Plumbing & Heating Co. The original contract with Rogers Plumbing was $989,049.00. This change order for a deduct of $21,050.00 with previous change orders totaling $21,013.00 bring the contract total to $989,012.00.

The deduct is for costs incurred by the Kenton County School District for labor to re-set the rainwater catchment pump several times a day for a period of 26 days..

11. Alteration of Site to Construct an Athletic Storage Building at Woodland Middle School

The Woodland Middle School Site Based Council approved a request by the Athletic Director to construct an

18’ x 20’ storage facility for football equipment and other athletic equipment. The athletic department will cover the cost of the entire project and no general fund money will be required to complete the project. The facility shall be constructed near the football field. Central office personnel will review the proposed storage structure and inspect the construction of the structure throughout the project.

Recommendation: It is recommended that the Kenton County Board of Education approve the request to alter the site at Woodland Middle School and construct a new athletic storage facility near the football field.

12. 2012-2013 Tentative Working Budget Enc. 17

A first draft budget for FY 2012-2013 was presented at the February 2012 meeting of the Board of Education.

The next step in the budget development process is the Tentative Working Budget.

The Tentative Working Budget provides a more defined picture of estimated revenues and expenditures than the January draft budget. The SEEK base has been estimated for next year at $3,833 per student. The 2011-

2012 SEEK base is $3,903. However, since actual SEEK funding was cut by $880,000 this year, the 2012-

2013 SEEK allotment will be virtually the same as in 2011-2012. At this time we are showing a $26,000 increase.

General Fund

SEEK A.D.A. is estimated at 13,200 in the SEEK formula. We are assuming little growth based on year-todate ADA calculations. Preliminary property certifications have been received and local tax revenues from utility, motor vehicle, and property tax are being projected to increase about 6/10 of 1%. In fact, utility tax revenue is projected to be $200,000 less than FY 2009 levels. Currently, total local tax collections are struggling to attain last year’s levels,that were $608,000 less than in FY 2010. We have utilized $2.3M in

EDUJOBS funding this year which has prevented a drastic fall-off in the projected 2011-2012 fund balance of

$18.5M. However, within this $18.5M we have over $500,000 in capital projects encumbered and in excess of

$300,000 in outside grants that are restricted.

On the expenditure side, salaries, benefits and workers’ compensation are expected to increase by only

$250,000. Salary increases are included in this budget as are the recommendations made by the current Budget

Committee. Total salary and benefit costs are budgeted at $73,557,732. Non-personnel costs are budgeted at

$15,002,311 which is $1.86M less than in 2011-12. This was accomplished largely through reduction in utility/telephone budgets, capital project budgets, reduction in bus, equipment and computer purchases. Diesel costs are budgeted at $1,037,000. Personnel costs are 83% of the General Fund expenditures. $475,000is budgeted for the purchase of 5 buses. $317,750 is included for our annual KETS Technology Match.

Total budgeted expenditures excluding on-behalf paid by the state and the contingency are $88.56M. The

2011-12 budgeted expenditures are $90.17M. Projected revenues are $86.6M compared to $87.1M in 2011-12.

Expenditures exceed receipts by approximately $2M and the budgeted contingency is $16.5M, equating to

18.6% of current expenses.

Special Revenue Fund

This is essentially an in an out fund for State and Federal programs. All federal and state programs are budgeted at a zero balance. These grants are estimated at nearly $10.2 The actual district allotments have not been distributed by KDE at this time. Some of the grants in this fund are:

Although the funding for these programs has not been released by KDE, we are anticipating 6% to 8% reductions in these grants. Districts have been cautioned to budget conservatively with regards to grant funding. The reduction is estimated in the 3% to 5% range. Most of the district exposure from reduced grant funding will come from Family Resource Centers, ESS and Safe Schools. Employee salaries are outstripping the funds available in our grants since they have actually decreased over the years. These grants pay for employees that are already on contract. The Preschool shortfall is estimated to be approximately $400,000.

That shortfall is budgeted in the General Fund. EduJobs funding of $2,317.734 will be exhausted at the end of the current fiscal year. . ARRA funding from previous years has been expended. Reports concerning federal grants indicate that we may face cuts as severe as 9.6%. $317,750 is included as the KETS Technology Match from the General Fund.

Capital Outlay

$695,700 of this state allotment of $100 per student is to be used on debt service and the remaining $630,000 will be transferred to General Fund to offset current operating expenses. The refunding of the 2004 issue in

February 2012 helped make this possible. Also, only one semiannual payment will be due in the next fiscal year on the next phase of Scott. The total received from the state is estimated at $1,325,700.

Building Fund

Only debt service is budgeted in the Building Fund. Debt service to be paid from this fund for FY 2012-13 will be $13,817,675. Revenues to the Building Fund are generated from local property tax ($12,307,334) and state matching funds ($1,510,341). With the Scott projects, total debt service for 2012-2013 is projected to be approximately $14.5M.

Construction Fund

This fund is budgeted for the Scott renovation. Approximately, $11.5 is planned for Scott in the next phase.

Funds remaining from the current Scott and Turkey Foot projects will be used for Patton and Scott. The estimate of residual from these accounts is approximately $800,000.

Food Service

The Food Service budget was increased to accommodate overall salary increases, food costs. Even with increasing food prices and salary increases, the budgeted contingency for Food Service is expected to be

$1,836,492 or 25.3%. The total budget for Food Service is estimated at $7,266,403.

Recommendation: It is recommended that the Board approve the 2012-2013 Tentative Working Budget.
