Each session involves 20 students meeting over a period of four weeks and is facilitated by a teacher who is familiar with the steps of solving a problem. The content is supported by resources from the Future Problem Solving Organization. The goals of the program include students using higher level thinking skills, considering real life problems focused on the future, and working in a team environment. Students learn the six steps of Future Problem Solving. The students involved in the program often demonstrate concern about global issues and enjoy thinking creatively and critically about the future. This large-scale assessment has two main purposes: • It is used by principals and teachers as an aid for school-level strategic and instructional planning, and • It is used at the division level to direct staff development planning and to inform our strategic plan. BACKGROUND The Canadian Achievement Test (CAT) compares students’ general knowledge and performance in various aspects of English Language Arts and Mathematics against either the performance of a large representative sample of students from across Canada, (also called the “norm group”), or to a specific performance standard (also called “criterion-reference”). In Saskatoon Public Schools, the CAT is administered in the fall of each school year to students in Grades 4, 8, and 10. The Grade 10 CAT was administered for the first time in 2011-12. (Note: Grade 10 students completed only mathematics-related subtests in 2015-16) Results The CAT assesses a broad range of student competencies. In this Board update, we focus on areas identified as metrics of progress in our division strategic plan. The specific metrics at each grade level differ from one another based on the areas of strength and opportunity identified in our division strategic plan A3’s. There are two scales used to report results: • Stanines: performance is compared to a “norm”; performance at stanines 1 to 3 is considered below expectations; performance at stanines 4 to 6 is considered at expectations; and, performance at stanines 7 to 9 is considered above expectations. Student achievement relative to Stanines is reported in terms of the percentage of students who performed at Stanine 4 and above (in other words, at or above expectations). • Criterion-referenced: establishes student performance relative to criteria set by an expert panel (i.e, what should a Grade 4 student consistently be able to do?); this scale reports results at three performance levels – (C)ompetent, (P)roficient, and (L)ow. Percentage of Students at Stanine 4 and Above Saskatoon Public Schools’ strategic direction guides our work implementing both the provincial Education Sector Strategic Plan (ESSP) and our Board’s priorities – Literacy for Life and Collegiate Renewal. Our plan identifies school division achievement objectives in terms of the percentage of students who performed at Stanine 4 and above on both the Reading and Mathematics subtests. v. 2 (Dec 3, 2015) 2|Page The results are as follows: R eading (see Figure 1): • Grade 4: 66% performed at Stanine 4 and above; this figure is roughly in line with • • previous years’ results but is a 3% decline over 2014-15 achievement. Grade 8: 76% performed at Stanine 4 and above; performance over the last six years has consistently been within 1-2% of the Canadian Norm. Grade 10: Reading was not assessed with Grade 10 students this year. Grade 8: 74% performed at Stanine 4 and above; performance over the previous four years declined somewhat; 2015-16 performance stemmed that decline to recover to 2012-13 levels. Grade 10: 72% performed at Stanine 4 and above; performance over the last four years has consistently ranged from 69% to 72% at expected levels. Performance is measured as the percentage of students who were competent, proficient, or below in comparison to the expected standard. Results reported in this update show the percentage of students who were in each category for each subtest area. In response to student achievement results, Trustees have established two significant long-term learning priorities: Literacy for Life and Collegiate Renewal. Through these priorities, we have analyzed our students’ achievement data, reviewed educational research, and consulted with external experts to identify and implement instructional and professional learning strategies shown to be effective in improving student achievement. The following are among the most v. 2 (Dec 3, 2015) 9|Page significant initiatives either underway or in the planning stages in response to our large-scale assessment results. 1. Teacher workshops for 2015-16 are explicitly connected to student learning needs. They are aligned with provincial and division strategic plans and explicitly incorporate elements of Saskatchewan Reads. Our staff development team regularly examines a wide variety of data (e.g., school improvement plans, student achievement data, collaborative inquiry team plans) to identify specific areas for improvement. Then, workshop topics were developed based on these observations. Teachers are encouraged to attend workshops that align best with their professional learning plans and the needs of their students. 2. We are currently examining students’ responses to individual questions in the CAT, especially those focused on comprehension of literary and informational text and mathematics. We have been working with these data with groups of teachers to identify patterns in students’ understanding of specific concepts and designing professional learning to focus on instructional strategies to address those concepts with which students struggle. This process has been piloted with small groups of teachers and will expand over time. 3. We have a comprehensive range of instructional responses for students who struggle with learning to read. Specifically: • The Fountas and Pinnell Leveled Literacy Intervention – a small-group support for struggling readers – has expanded to all schools. • Roadways to Reading – a one-on-one instructional support for students who have had previous access to extra reading support but have still struggled with reading – has recently been implemented in several schools. • Literacy tutors – alternative one-on-one instruction for struggling readers – have recently been made possible through a grant from the Saskatoon Public Schools Foundation. We are in the midst of studying individual students’ assessment results over time to ensure that they receive the appropriate instructional supports to enhance their learning. 4. Teachers continue to focus on smooth transitions in the area of Mathematics. Our collegiate staffs have made regular meetings with their elementary counterparts a priority so that they can better understand the needs of the learners entering their schools. Our work is intended to support Saskatoon Public Schools' learning priorities and the Education Sector Strategic Plan. CURRENT STATUS The focus of our work this year is to provide relevant professional learning opportunities for classroom teachers, administrators, and other division leaders on developing and implementing leading practices in the use of technology to support our learning priorities. Currently we are focused on supporting our strategic initiatives by continuing to work with division leaders to embed technology into existing professional learning opportunities. In addition, we are focusing on using technology to support formative assessment and responsive instruction. This work is specifically connected to the “Grade Level-Reading, Writing, Math” and “First Nations, Inuit, and Métis Achievement” division A3 work. We are also into our second year of implementation of digital citizenship with staff and students in conjunction with Saskatoon Public Schools Safe, Caring and Accepting Schools core strategy with Dr. Alec Couros, who is a professor at the University of Regina and the author of the Ministry of Education’s “Digital Citizenship in Saskatchewan Schools” document. In accordance with Board Policy 17: School Community Councils, the Board believes in ensuring that parents, families and community members have opportunities for involvement in children’s learning and in school planning. The 2014 - 2015 school year was the eighth year of operation for all school community councils (SCCs) in Saskatoon Public Schools. The school community councils submitted an annual report in June 2015 which highlighted their initiatives and accomplishments for the year. The annual reports indicate the exciting work that is supporting the learning and well-being needs of students, and which is facilitating parent and community engagement. CURRENT STATUS School community councils held their annual general meeting this past spring or early this fall to elect their council members for the 2015 - 2016 school year. The attached list provides Trustees with the names of the individuals filling the 5 - 9 elected seats, as well as the appointed members on each school community council. The purpose of the assembly meetings is outlined in Board Policy 17, Section 9. The first fall SCC assembly meeting was held Wednesday, November 4, 2015, at City Park School. At this meeting Saskatoon Public Schools’ special programs were highlighted as well as the new and relocated programming at City Park School. A presentation was given on the upcoming Saskatchewan Association for Community Education conference in April 2016 and table discussions were also held so SCC members could network and share examples of activities that engage parents and families at the school level. Prior to the start of the assembly meeting there was a session for new SCC members. The purpose of this meeting was to review the role of SCCs and celebrate and share the work happening in their schools. Our first assembly meeting had very good representation from councils across our school division, as well as Trustees and members of senior administration. The assembly meetings are a rich opportunity to support council operations, provide Board updates, and provide opportunities for networking with other school community council members, as well as Trustees and senior administration. We continue to be responsive to SCC members’ feedback and plan assembly agendas accordingly. The next assembly meetings are scheduled for Wednesday, January 27, 2016 and Wednesday, April 27, 2016. It is expected that the top priority projects will be tendered sometime in the new year, for review and approval by the Board after 2016 – 2017 PMR funding is confirmed, on or about provincial budget day 2016. 3. Provision of Two New Portable Classrooms to École Alvin Buckwold School: • Work is largely complete and the two new portable classrooms are being used for their intended purpose. A small amount of deficiencies and warranty work, and some seasonal (i.e. exterior site) work is yet to be completed. 4. City Park Phase One Repurposing Project: • Construction work continues, with substantial completion expected shortly before December 31, 2015. • Furniture and equipment deliveries are scheduled for mid-December 2015, with final clean-up and set-up of rooms at about the same time. • No significant additional costs or issues have been encountered. Willowgrove New School Project Update: • The general contractor continues to work on completing a variety of deficiencies in the school, with minimal disruption to school operations and activities. • It is expected that some seasonal (i.e. exterior site) work will be completed in spring and summer of 2016. • Additional work items previously approved by the Ministry of Education will be provided by third-party contractors over the next six months. This includes the outdoor learning classroom, and other special contingency items. • The one year warranty period for the general contractor’s work began on March 6, 2015 and expires on March 6, 2016. 8. CURRENT STATUS Review of the Formal Submission of Design Development Segment 3 (DDS3), mechanical, electrical and information management information technology (IMIT), and interior design is currently underway. This period will see the final review of the design development drawings and start the 50% construction drawing phase. Construction is well underway with grade beams and rebar being laid on each of the sites. In October there were approximately 195 construction workers on site daily logging close to 42,500 hours of work. The Independent Certifier is of the opinion that the Target Service Commencement date of June 30, 2017 will be achieved on time and on budget. No significant issues have been encountered to date. If transfers are affected by way of paper transmittals that the chief financial officer be authorized on his signature alone to transfer funds, as may be necessary, between any and all bank accounts in the name of the Saskatoon School Division No.13 of Saskatchewan. b. That the form required by the bank for signing authorities and temporary borrowing power be duly completed; the chair or vice chair, together with the chief financial officer, act as signing authorities for the Board. c. That payroll cheques be issued on the signature of the chief financial officer alone, provided that both the chair and chief financial officer signs the cheque and voucher each month for the total paid from General Account into Payroll Account CARRIED (9) Borrowing Authority: Mr. Utley moved that the form required by the bank for borrowing be approved for the 2016 calendar year. SASKATCHEWAN SCHOOL DIVISION BORROWING RESOLUTION Whereas pursuant to Section 319 of The Education Act, 1995 the Board of Education of a school division may by resolution authorize its Chair or Vice Chair and Chief Financial Officer to borrow: The amount of the borrowing resolution must be sufficient to cover the aggregate borrowing for the current year. a) any sum of money that may be required for necessary expenditures of the board of education pending receipt of the proceeds of taxes and other revenue; must be and; b) any sum of money that the board of education considers necessary to provide for its current expenditures on the security of operating grants payable to the school division pursuant to Section 310, where borrowing pursuant to clause (a) is insufficient to do so. Now, therefore, be it resolved by the Board of Education of the Saskatoon School Division No. 13 of Saskatchewan, (hereinafter referred to as "the Board") as follows: In order to 1. That the Board or chair or vice chair and chief financial officer on behalf of the Board Borrowing Authority UNAPPROVED claim the security of legislative grants, the Board and the Bank must notify the Minister of Finance and Department of Education of the fact, giving particulars of the loan as provided by S.319(2) of The Education Act, 1995 are hereby authorized to borrow from institutions approved under the laws of Canada, up to $35,000,000 to meet the expenditures of the said School Division until the proceeds of taxes and operating grants payable to the said School Division for 2016 are available and the and to pay or agree to pay interest on the monies borrowed either in advance or at maturity, at such rates as may be agreed upon at the time of borrowing. 2. . The said sum of $35,000,000 and interest shall be repayable within 2016 and shall be a first charge upon the uniform tax levy for the year in which the loan was made and in addition shall be secured by operating grants which may be payable to the School Division at any time. 3. That the said loan may be secured by the promissory note or an operating loan agreement of the said chair or vice chair and chief financial officer given on behalf of the said Board and the said chair or vice chair and treasurer are hereby authorized and empowered to execute and give such promissory note or an operating loan agreement on behalf of the said Board as may be required by the said Bank. 4. CURRENT STATUS Beginning in 2009, the Ministry of Education in Saskatchewan has been in the process of developing and implementing an outcomes-based curriculum, which is a departure from past curriculum documents that contained a large number of objectives. The Difference Between an Outcome and an Objective Generally speaking, an objective is a concise, specific, and short-term statement of what the student is to learn at the end of instruction. For example, “the student will be able to define the term, federalism.” An outcome, by contrast, is a statement of significant, essential learning that a student can demonstrate at the end of a term, or course. E.g. “Examine the concepts of power and authority in the governance of the societies studied.” (from the Social Studies 9 curriculum) Evaluation and Assessment in an Outcomes-based Curriculum The key purpose in outcomes-based assessment, (where each curriculum contains about 10 outcomes), and grading is to gauge, solely, how an individual student is performing relative to curricular outcomes. Grades do not reflect student performance relative to other students, and do not rank students on a curve. Grading on a 4-point rubric describes the quality of the learning, and what steps can be taken to improve learning. Not yet meeting ‘N’ Indicates a minimal understanding of grade level outcomes, even with support. Students at this level demonstrate very limited skills and/or knowledge identified in curricular outcomes. Beginning to meet ‘B’ Indicates a partial understanding of grade level outcomes. Students at this level demonstrate inconsistent skills and/or knowledge identified in curricular outcomes. Meeting ‘M’ Indicates a well-developed understanding of grade level outcomes. Students at this level are competent in their skills and knowledge identified in curricular outcomes. Excelling ‘E’ Indicates an insightful understanding of grade level outcomes. Students at this level apply and transfer skills and knowledge to new situations. The new progress reports in elementary schools are based on a four point rubric, but that does not mean that a teacher cannot use a variety of types of measures when assessing a student during the course of a term. For example, the sample grade book entry below indicates a student’s achievement on a number of different measures related to three outcomes in Grade 5 Social Studies: Power and Authority (PA). This followed a pilot in two schools during the 2014-2015 school year. Administration will be working with the K8 Assessment Committee and school administrators to solicit feedback and make appropriate modifications to processes.
