Edison Township has initiated the process .of designating a quiet zone which will require changes to the Inman Avenue and Tingley Lane Grade Crossing. The Commissioner has FOUND and DETERMINED that: 1. The track is owned by, operated by, and maintained by Consolidated Rail Corporation (Conrail). 2. Inman Avenue is a public roadway within Edison Township, that is maintained by the County ofMiddlesex, under the jurisdiction ofthe State ofNew Jersey and crossed by one existing track and ,one proposed (currently under construction) track. 3. Tingley Lane is a public roadway within Edison Township, maintained by Edison Township, under the jurisdiction ofthe State ofNew Jersey and crossed by one existing track and one proposed (currently under construction) track. 4. Edison Township is proceeding to establish a quiet zone for the above referenced crossing under Federal Rule Section 222.39(a)(I). To qualify under the requirements of Section 222.39(a)(I), the Township must implement certain Supplemental Safety Measures as set 'forth in Appendix A ofthe final regulation. The Town is proceeding under AppendixA.2 (Four Quadrant Gate System) 5. The proposed changes include the installation of proper signage and the installation of . constant warning time devices and power out indicators by Conrail. The parties on notice herein are advised that proposals concerning Highway-Rail Grade .Crossings require prior approval by the Commissioner ofTransportation as provided through the Diagnostic Team Process carried out by the Department's Railroad Engineering & Safety Unit ofthe Division ofDesign Services. Accordingly, a Diagnostic Team Meeting will be convened to review engineering-technical proposals {A0467700.DOC/191 } relating to the captioned matter and to formulate RECOMMENDATIONS, which will be submitted to the Commissioner for use in rendering a decision. The Diagnostic Team will be comprised ofthose noticed herein and/or their authorized representative who attend the meeting, which is indicated on the attached sheet. The members ofthe Diagnostic Team should be prepared to discuss their individual disciplines, which influence the grade crossings (i.e., rail operation, motor vehicle and pedestrian traffic, area development, etc.). A record ofthe Diagnostic Team Meeting with RECOMMENDATIONS will be distnbuted to those noticed herein and/or members of the Diagnostic Team for comment. The general public will be NOTICED ofthe RECOMMENDATIONS for comment. Should objections to the RECOMMENDATIONS be voiced, the matter will be referred to the Exception Review Committee for determination offurther action. NOW, THEREFORE, the Commissioner will proceed to resolve this matter.
