The City of Half Moon Bay and County of San
Mateo have persevered for years to build a new
library that be er serves the community. Our
assignment is to deliver the envisioned library
within budget and on schedule, working within
the context of the stakeholders. During our 34year history, Griffin Structures, Inc. (Griffin) has
delivered every single project on me and on
budget. Our track record is excellent.
Roger Torriero, Mark Schatz, and Robert Carnes
bring outstanding creden als to the library
project. During design, the focus is on design
management, outreach, and cost tradeoffs
(Mark’s strength). During construc on, the
focus is on cost, quality control, and managing
complex construc on challenges (Rob’s

Our Project Management/Construc on
Management (PM/CM) Team for the new
Half Moon Bay Library brings exemplary
creden als, par cularly in the disciplines
of architecture, construc on management,
and civil engineering. As Project Manager,
Roger Torriero will lead the PM / CM Team
and manage the overall direc on. He will
ensure that adequate resources are in place to
deliver a library facility that meets the City’s
expecta ons for quality, schedule, and budget.
Roger holds a California Contractor License
#7933600, Classes A and B, and earned his
master’s degree in architecture. His relevant
project experience includes Watsonville Library,
Hesperia Library, County of San Bernardino
High Desert Government Center with Hesperia
Library, Tus n Library, Fullerton City Library
Expansion, Bowers Museum and Kidseum
(cultural museum), and San Dimas Civic Center
Renova ons /Expansion.
Mark Schatz, FAIA, LEED AP, will serve as
Design Manager. Mark was the architect for
the Tus n Main Library, working closely with
Roger. Mark was also the architect for two Mateo
Libraries: Belmont Library and Millbrae Library;
and for Almaden Community Center and Library;
Marina, Park, and Presidio Branch Libraries in San
Francisco; Belvedere/Tiburon Library; Berkeley
South Branch Library; Corte Madera Library
Renova ons; Cuper no Library Master Plan;
Dublin Library; Larkspur Library Renova ons;

combined experience in architectural construc on
management, civil engineering design, and general

Watsonville Library
Loca on: Watsonville, CA
Descrip on: Griffin served as PM/CM for the $48 million
Watsonville Civic Plaza project. The four-story downtown
government complex consists of approximately 200,000 gross
sq. . with the City Library on the first and second floors, the
County Courts on the third floor, and City Hall on the fourth
floor of the building. The library occupies approximately
42,000 square feet. Also included as part of the project is an
appurtenant 500-stall parking structure.

delivered first, on me and under budget, in order to sa sfy
the requirements of transporta on grant funding. Project was
delivered at risk on a Program Management at Risk basis, and
funds were returned to the client at project conclusion. The

Tus n Library
Loca on: Tus n, CA
Descrip on: Griffin served as PM/CM for the delivery of the
32,000 SF, state-of-the-art facility. The library includes 99
technology sta ons, special rooms for group study and literacy
training, and designated space for teens. The community room
offers a flexible layout with full audiovisual systems. Three
outdoor pa os allow outdoor reading, and a poetry table near
the children’s wing provides crea ve programs. The library
incorporates a range of sustainable design features and received
a 2010 APWA Project of the Year award.

Hesperia Civic Center (Library,
City Hall, Police Dept., Park)
Loca on: Hesperia, CA
Descrip on: This project included development of a new 27 acre
Civic Center featuring a City Hall, Library, and Police Department
in an integrated plaza of 9.7 acres. Griffin managed the planning
and design of this en re project and served as Project and
Construc on Manager for its delivery. The 20,000 SF library was
funded by a California Library Grant, the applica on for which
was developed under contract by Griffin. This LEED cer fied
project won a 2006 APWA Project of the Year award.

Descrip on: Griffin served as PM/CM for this expansion and
renova on project. It includes a 30,000 SF library renova on
and an expansion of approximately 8,000 SF. Priori es included
crea on of a teen zone, state-of-the-art technology, and
providing adequate mee ng space. This project is the recipient
of a 2011 APWA Project of the Year award.

Crean Mariners Branch
Newport Beach Public Library
Loca on: Newport Beach, CA
Descrip on: Griffin served as Construc on and Program
Manager for the 15,000-square-foot library project, and was
the Owner’s Representa ve on behalf of the City. The project
included various landscaping components, as well as ac ve
play areas. The library, which was constructed with support
by a California Library Grant, integrates library services for
the adjacent Elementary School, and is located in a very ac ve
community park.

Quartz Hill Library
Loca on: Quartz Hill, CA
Descrip on: The county contracted with Griffin to manage the
Design-Build P3 delivery of its new 12,000 SF Quartz Hill Library.
The design is underway for a finished project that achieves a
LEED Silver ra ng with features including photovoltaic panels
on the roof, bioswales, sustainable landscape, natural building
ven la on, and maximized controlled day ligh ng. The building
has a campus-like context, educa onal uses, and natural
environment. It is designed in compliance with the Quartz
Hill Community preference of Old Western/Early California
architectural style. Public outreach is a key element of the
project delivery.

Laguna Beach Community
Center/Senior Center
Loca on: Laguna Beach, CA
Descrip on: Griffin provided PM/CM services for this 19,000
SF community/senior center. The project began with detailed
programming and planning for the Laguna Beach Senior Center
under contract to the Laguna Beach Seniors, Inc., a private nonprofit corpora on. This evolved into “turn-key” project delivery
for the Laguna Beach Senior Center, the City of Laguna Beach
Community Center, and a subterranean parking garage. Half
of the center is for seniors, and the other half is shared by the
general community.

Environmental Nature Center

County’s first building to receive LEED Pla num Cer fica on

achievable. The new 9,000 SF
educa on center provides quality educa on through hands-on
experience with nature. The learning center is a net-zero facility
that experiences a 95 percent savings in energy costs through
the use of photo voltaic solar panels.

Millbrae Library
Loca on: Millbrae, CA
Descrip on: A new 24,000 square foot library that is part of
the City’s Civic Center. The project replaced a smaller library
at the same site, but drama cally reconfigured the site plan to
incorporate a relocated historical museum and create a new
civic plaza in what was previously a parking lot.

schedule of 16 months was delayed by 3 months due to the
bankruptcy of the original general contractor and the need to
work through the bonding insurance company to replace them.
The project was completed in 2004.
Belmont Library
Loca on: Belmont, CA
Descrip on: The new 20,000 SF community library and
associated park improvements are located in a hillside park. The
building replaced an earlier 5,000 SF library and playground at
the same site. It was a very complex site due to the steep slope
and the presence of a large number of heritage oak trees, all of
which were retained with the addi on of the new building and
expanded parking.

million, and because the low bid was well below this amount,
the City added scope to the project including an expanded
homework center and skylights, bringing the final cost of
construc on to $8.2 million.

Loca on: Morrow Bay, CA
Descrip on: The new 65,000 SF combined library and
community center facility is located adjacent to an exis ng
elementary school in a neighborhood park. It includes an 18,000
SF library, large shared community room, gymnasium, fitness
center, teen, senior, and other community ac vity spaces. The
project was carefully designed and sited to preserve an exis ng
grove of redwood trees.

2 separate local bond measures, and entailed a great deal of

construc on schedule was extended by 4 months due to subcontractor issues including the bankruptcy of the glazing sub. It
opened in 2006.
Descrip on: The project encompassed 9,900 SF consis ng
of an upstairs residence of 3,888 SF with 5 dorm room, 3
bathrooms, kitchen, living area, workout facility, downstairs
office area (including 3 private offices), fire fighter workroom,
radio communica on, conference room, elevator, fire pole from
upstairs and concrete egress / training tower.

FEE ASSUMPTIONS: CLARIFICATIONS & QUALIFICATIONS
1. On-site trailer rental, furniture, utilities, and sanitary facilities for our field staff (Construction Managers and Project Coordinators). We assume that offices will be provided as part of the construction site trailer(s) being provided by the City’s contractor. 2. Cost for all permits required for the project. It is assumed that the City will pay for all permitting fees, assessments, easements, school fees, and other agency or governmental fees or costs to support the design and construction the project. We have not included any permit related fees within our fee proposal.
3. Costs for City Building and Public Works inspections, surveying, construction staking, soils compaction testing and inspections, environmental and hazardous materials surveys, and all remediation costs. Services to be performed by the City or their desired outside consultant.
4. Software licenses or user fees for specific project management software being required by either the City or their contractor(s).
5. Cost of bulk blueprinting for plans and specifications for use by the contractors and subcontractors. Funds included in reimbursable expenses are for Griffin printing costs alone.
6. Wage Compliance Program including Certified Payroll auditing, field interviews, or reporting. Based on SB 854, it is assumed that the Dept. of Industrial Relations will manage this effort at the State level.
7. Independent or third party testing companies such as Roofing, Commissioning, Peer Reviews, LEED, or other specialized third party oversight services.
8. This proposal assumes a start date of May 2015 and running through September 2017, for a total of 29 months. This assumes a 12 month construction schedule.
9. The hours identified for each individual employee and task are estimates only and are not to be construed as not to exceed hours for any individual task or phase. We reserve the right to reallocate hours between staff members and tasks in order to accomplish the overall objectives and requirements for the project within the overall Fee.
10. Hourly rates are valid through 2015 and will escalate by CPI annually
11. Extensions to the schedule resulting in additional PM or CM services will result in additional hourly compensation, to be negotiated with the client.
12. No FF&E or OS&E is included in this proposal
13. 24 hours surveillance or time lapse photo documentation. Progress photos during construction to be taken intermittently concurrent with CM presence on the respective site.
14. Construction Manager will review all RFI’s and Submittals for completeness, approvals to be executed by the designer of record.
15. Griffin recommends the use of “Submittal Exchange” for managing construction documentation, and based the hours allocated in this proposal accordingly. The cost of “Submittal Exchange” is not included in this proposal.

Design Manager, Mark Schatz has 32 years as
a licensed architect and a demonstrated track
record in successfully managing the design
process, resul ng in projects that are both
elegant and prac cal, as well as financially
responsible. As Construc on Manager, Robert
Carnes bring extensive construc on experience
and a long resume of successful public works
projects in the area. Working with various
agencies and districts, Robert is well versed
in the techniques necessary to manage public
works projects successfully.
As illustrated in the a ached Resource
Alloca on Project Schedule, Griffin proposes a
phased approach toward managing this project.
Specifically, we propose to u lize our resources
in the manner described below. Roger Torriero
will serve as overall Project Manager from
commencement through post occupancy.
Pre-Construc on Phase: During the preconstruc on phase, Mark Schatz will serve
as the primary design manager, assis ng
the City will all aspects of managing the
RFP, en tlement, design, engineering, and
permi ng process. During this me, Robert
Carnes will provide periodic constructability
reviews and key design milestone dates, in
support of Mark’s ac vi es.
Contractor Bidding Phase: During the bidding
phase, Robert Carnes will begin to transi on
more consistently into the project and take the
lead in managing the bid process. This process
will include managing the adver sements, bid
RFI’s, addenda, and overseeing the bid opening
and bid review process. Mark will con nue to
provide insight into the process and serve as a
support to Robert.
Construc on Phase: Once a contract is
awarded, Robert Carnes will host a preconstruc on mee ng that will kick off the
construc on phase of the project. Accordingly,
Robert will then serve as the primary contact
for all communica on between the General
Contractor, the City’s consultants, and City staff
and departments.
Total Project Dura on:
1. Throughout the en re process, Roger will
serve as the Project Manager and the key
responsible party regarding all aspects of
the project. Accordingly, Roger’s con nuous
involvement on the project will ensure that
all phases of the process func on smoothly
and to the ul mate fulfillment of the City’s
objec ves.
2. Griffin’s established comprehensive
management techniques permit oversight of
mul ple projects simultaneously. By using
extensive document controls, ac onable
direc ves, and consistent accountability
oversight, Griffin is able to manage all the
mul -faceted aspects of a project.
3. Griffin u lizes an online, cloud-based,
document management system call
“Submi al Exchange” to administer and
oversee all the documents being processed.
Highly customizable, and simple to use, this

system has provided impressive savings in
both cost and me for all members of the
project team. This system also serves as a
very efficient tool in the management and
checking of bid documents.
4. Griffin provides quality control oversight
by combining technical exper se and
experience with disciplined management
tools and protocols. During the
design phase, Griffin will perform two
constructability reviews of the plans and
specifica ons to help ensure the City has
the most comprehensive bid set possible.
During construc on, Griffin will conduct
regularly scheduled observa ons, take
site photographs, perform rou ne spot
inspec ons, and con nually monitor and
manage any challenges or issues in order
to deliver the highest level of quality to the
City, while ensuring the City maintains its
fiduciary responsibility to the cons tuents.
5. Successfully managing cost and schedule
relies first and foremost on experience.
Griffin’s ability to maintain a high level
perspec ve, while understanding the
detailed technical aspects of a project
allows our managers to iden fy poten al
impacts to both cost and schedule. Griffin
also u lizes an extensive cost and schedule
management database that provides insight
into cos ng trends as well as past project
schedules. In totality, this guarantees the
City will have extensive and thorough
oversight of the project to ensure its
success.
6. As discussed above, Griffin proposes a
phased management approach that u lizes
the strengths of each team member. To
that end, Mark’s hours are allocated at two

days per week during this phase, though it
is understood that real hourly alloca on will
vary in response to the needs of the project.
Similarly, Robert’s hours will average two
days per week during the bid phase, and
ramp up to four days per week during
construc on. Roger’s me will be evenly
distributed throughout the dura on of the
project, with a weekly average of six hours.
It should be noted that Griffin emphasizes
the needs of the client above all else, and
therefore we are commi ed to providing the
hours and services needed by the City. O en
this results in the realloca on of staff hours
between staff members, thus enhancing
our responsiveness to the City without
nega vely impac ng the contract budget.
Based on all of the above, and in the interest
of preserving the City’s resources, this is
our best approach to providing the needed
services while not overly burdening the City
in Project Management cost.
7. As discussed above, Griffin goes to great
length to successfully manage both cost
and schedule. Specifically, some of the tools
Griffin uses to achieve this include: MS
Project Master Schedules, Master Budgets,
Capital Expenditure Schedules, Detailed
Schedule of Values, Cri cal Path Fragnet
Analysis, Differen a on Documents for
comprehensive scoping, Constructability
Analysis and Overlay, and Detailed Cost
Analysis. Of course, with all of these tools,
Griffin will provide extensive technical and
historical experience.
8. To successfully manage public and
contractor rela ons, Griffin assumes a
‘win win’ perspec ve. With decades of
experience, Griffin has demonstrated
that despite the rou ne challenges and

poten al confronta ons associated with
construc on projects, there is always a
solu on that preserves the City’s core
interests, while also providing for the
success of all par es involved, including
the public, the consultants, and the
contractor. Through regular and mely
communica on, experienced problem
solving, and a diploma c corporate culture,
Griffin successfully provides construc on
administra on that results in a ‘win win’
for all involved. By doing so, we provide the
impetus to deliver projects on budget and
on me.
Public Outreach: The skill to effec vely manage
and conduct outreach services and garner
consensus is a cri cal component of this
project. With so many ac ve and interested
stakeholders, the public has a seasoned
awareness of the project schedule and budget.
As a par cularly significant stakeholder
organiza on, The Friends of the Library, as well
as representa ves of the San Mateo County
library system, will require early engagement.
Some of this engagement will be directed by
City agencies or others; however, a key element
relies on informa on generated through and
presented by the selected Team for this project.
The Griffin Team will design and implement
a program of bilateral communica ons
that addresses major project issues with
the Friends, City officials, and other key
stakeholders. Tools for accomplishing this
(various workshops, City web site integra on,
web-based survey response capture, social
media, and more) will be coordinated with
the City of Half Moon Bay. Since the majority
of Mike Schatz’s library project experience
entailed a significant amount of public
outreach, he is par cularly skilled in managing
outreach workshops related to libraries.
Roger Torriero is also highly skilled and brings
considerable exper se in managing and
conduc ng community outreach ac vi es.
Although rou ne outreach services comprise
an integral part of our project management
services, we are prepared to expand our
program of outreach services, project
repor ng, and display to include press release
services, project web-cams, and more, should
the City desire.
There are two types of outreach: (1) the bidirec onal communica ons addressing project
context, scope, and various tradeoff decisions,
and (2) communica ng rou ne informa on,
such as public no fica ons regarding access to
relocated services, site control signage before,
during, and a er construc on, project progress
reports, and others. The discussion here refers
mainly to the first type, but the second type is
equally important.
