Lawrence and San Tomas Expressways Community Meeting West Valley Branch Library, 1243 San Tomas Aquino Road, San Jose Meeting Summary January 20, 2015 Staff in attendance: I. Dan Collen, County Roads Deputy Director Dawn Cameron, County Roads County Transportation Planner Masoud Akbarzadeh, County Roads County Traffic Engineer Aruna Bodduna, AECOM Transportation Planner Janice Spuller, County Roads Transportation Planner Ivana Yeung, County Roads Transportation Planner Welcome and Presentation Dawn Cameron, Project Manager and County Transportation Planner, started the meeting. She introduced County staff. There were 36 attendees at this meeting. A representative from San Jose District 1, Chappie Jones’ office was in attendance. Many attendees mentioned they heard of the meeting through a San Jose City Council email, County Board of Supervisor email, and the San Jose Community Neighborhood website nextdoor.com Dawn reviewed a PowerPoint presentation including a brief background, concept plans particular to San Tomas and Lawrence Expressways, project timeline, and updates. Before breaking into the Stations, a series of questions were asked: Question Will Lawrence Expressway be more like Central Expressway Are the appropriate jurisdictions coming together for [improvements] to the I-280/Lawrence off ramps (280N to Stevens Creek) Staff Answer It will be similar but will not look like it. Yes, plus mitigations as part of the Apple 2 Campus project 2|Page Question Are you aware of Vallco Shopping Mall’s housing project? What is the timing of this? Are the lights timed on San Tomas? They are timed on Lawrence. You have to speed to make it through the lights on San Tomas. The area does not have efficient transportation. It is not geared to transit, only cars. Is there enforcement on the HOV Lanes? It does not seem that anyone gets a ticket. Staff Answer Yes. It is included as part of Cupertino’s General Plan. The project will be meeting with the Policy Advisory Board in March 2015 to discuss the list of projects and how to prioritize them. The draft plan will be out in June 2015. As a reminder, this is a planning document with no funding. A section of the plan will have a funding and implementation section. The importance of the plan is to identify projects to apply for grants. Grants can only be awarded to projects that are in plans. When traffic occurs, the demand can adjust the signal timing. Traffic engineering staff was present to assist with additional details regarding the signal timing. The County does not run transit but will accommodate transit plans in our plan. The VTA’s (transit provider) Transit Plan does not include any transit expansion on San Tomas and Lawrence Enforcement is an issue and we have to work on this for the HOV lanes. II.
