Lighting Analysis
October 27, 2008
Introduction
The purpose of this report is to assist the City with selection of a lamp source for the
Downtown Transportation Center parking garage. We evaluated many lamp options
and layout configurations during our analysis. Summarized are the optimum lamp
types, balancing quality of illumination, efficiency, and cost. Representative light
fixtures were selected to allow us to determine the quantity of lamps required for the
installation. There are various styles of light fixtures available in the metal halide and
fluorescent lamp categories that will perform similarly to those used in this exercise.
Our options are very limited with LED and induction fluorescent systems. The
selected fixtures represent the quality of construction desired for this project.
We are anticipating the top deck will be illuminated with metal halide or LED pole
mounted fixtures along grid 3. Landscape light fixtures with a compact fluorescent
lamp will be placed in the columns along grid 1 to define the edge of the structure.
The top deck was not considered in our evaluation, although information presented
here should assist the City with a lamp decision for the pole mounted fixtures.
Design Criteria
The Illuminating Engineering Society of North America (IESNA) outlines minimum
illumination requirements for parking garages intended for use by the general public.
Values outlined herein are defined in IESNA for preliminary analysis. Our
calculations will be refined as we proceed with a specific layout for the selected lamp
type.
•
•
•
Horizontal Illumination: 1-footcandle minimum, 5-footcandles average on the
covered decks with a 10:1 maximum to minimum uniformity ratio.
Minimum Vertical Illumination: 0.5-footcandles at 5-feet above the parking
surface.
Entrances: 50-footcandles minimum during the day. This higher illumination
level should be carried approximately 70-feet inside the garage to allow a
transition from bright daylight to a lower internal level. Natural daylight may
be considered in the calculation.
Our calculations utilize standard concrete reflectance values: 0.3 for vertical and
horizontal surfaces, 0.2 for the driving surface. Application of a white paint on the
ceiling and vertical beam surfaces will increase the horizontal illumination levels by
about one footcandle. The practical benefit to applying the paint system is increased
ceiling illumination and increased vertical surface illumination above 5-feet. Both of
these elements will increase the sense of personal safety.
Option A – Pulse Start Metal Halide, 175 watt.
Historically, the metal halide lamp has been the standard choice for parking garage
lighting. There are a variety of light fixtures available that have been refined during
the past 15-years to optimize performance of the lamp. The metal halide lamp
performs well in cold, wet environments and has good color rendering properties.
We used a pulse start metal halide lamp in our analysis which provides better lumen
maintenance and longer life than the typical metal halide lamp.
We used the Kim Lighting PGL 5 fixture to model the metal halide lamp. An
enhanced feature with this fixture is the ability to control glare with louvers. The
luminaire also provides approximately 10-percent uplight to illuminate the ceiling.
Egress illumination would be provided with separate battery lighting units.
Option B – Induction Fluorescent, 165 watt.
The induction fluorescent system utilizes a high frequency magnetic field to supply
energy to the low pressure gas inside the bulb. The electromagnetic field is produced
by a generator coupled to an antenna. Because the assembly does not include an
electrode, the life of the system can be very long. The system provides constant light
output, instant starting, and good performance at low temperatures.
Use of this technology is not widespread. Light fixture manufacturers have had
difficulty dissipating the heat generated by the lamp, causing premature failure of the
generator. The Widelite RSP series with the 165 watt induction fluorescent lamp was
used in our analysis. Kim Lighting offers an 85 watt lamp, which does not provide
sufficient illumination levels. Egress illumination would be provided with separate
battery lighting units.
Option C – Light Emitting Diode (LED), 54 watts.
The use of LED’s for general illumination is becoming more viable with increased
lumen-per-watt output and better color rendering. New products are continually
being introduced to the market. LED’s provide high efficiency and superior life, and
cold temperatures do not negatively impact performance.
Beta Lighting has developed a parking garage light fixture that is the basis of our
analysis. Illumination levels decrease rapidly at the perimeter so the maximum to
minimum ratio is higher than our other options. This particular fixture uses (2) light
bars with 20 LED’s per bar. The LED driver is available with multiple output current
ratings allowing fixture performance to be fine-tuned after installation. LED life is
sacrificed with increased lumen output. Egress illumination is integral to the fixtures
with battery back-up. It is worthy to note the photometric data provided by the
manufacturer is preliminary.
Option D – Linear Fluorescent lamp, (2) F32T8, 56 watts.
Fluorescent lamps provide a high lumen per watt ratio, good lamp life, and many
options for color rendering properties. We generally use linear fluorescent lamps
sparingly in outdoor applications. They operate best in the range of 40-80 degrees
Fahrenheit. Below this range, there is a decrease in light output and difficulty in
starting. Walker Parking Consultants recommends the Zumtobel Cold Spot
Optimizer (CSO) to address cold weather performance. The CSO is an aluminum
sleeve that regulates the temperature at the electrode end of the lamp. Zumtobel inhouse testing of the CSO produced favorable results in the range of -4 to 32 degrees
Fahrenheit. Use of the CSO will limit our light fixture choices to Zumtobel. We
have never applied the CSO technology in the field.
The Zumtobel Chiaro fixture was utilized in our fluorescent lighting layout. The
fixture has an option for 20% uplight. The fluorescent system may present the
opportunity for daylight harvesting along the perimeter of the facility by separately
switching the lamps. Egress illumination is integral to the fixtures with battery backup.
Financial Analysis
We used the third floor deck to establish a typical layout for each lamp type. We
extended the typical layout to the other two floors to determine the approximate total
quantity of lamps shown in the Lighting Cost Summary.
Metal halide and fluorescent lamps require fairly uniform investment, while the
induction fluorescent and LED options require only periodic investment. A present
worth calculation was performed to compare the options. The life of the system was
considered to be 34-years. The cost of lamp replacement includes labor. The energy
rate reflects the current ‘power cost adjustment’ being applied by AEL&P. Less
tangible costs such as cleaning, disposal, and ballast replacement were not considered
and present a small margin of error.

Mounting Position
Speed Mount: Electro-zinc plated steel for mounting to standard
4" Junction Box or mud-box. Fixture hangs from hooks to free both
hands to make field wire connections. Allows tool-free fixture
mounting to Junction Box, with integral anti-theft lock.
Electrical Housing: Die-cast, low copper (< 0.6% Cu) aluminum
for direct mounting to the Kim Speed Mount. Wire entries are sealed
by a silicone grommet. Integral latches (2) are die-cast aluminum
with stainless steel springs and stainless steel hangers for the refractor.
Refractor: Standard refractor is one-piece injection molded
non-yellowing Lexan® SLX, .125" minimum wall thickness. Optional
refractor is one-piece injection molded UV stabilized acrylic,
.125" minimum wall thickness. Refractor attaches to electrical
housing with (2) no-tool quick release latches, with one latch
captive as a hinge. Perimeter is fully sealed with a one-piece
extruded silicone gasket, with the ends fused together to form a
continuous piece, sealing the refractor to the electrical housing, and
providing an IP66 fixture rating.
Upper Reflector and Socket: One-piece hydroformed aluminum
with a vacuum metalized reflective finish and protective coating.
Reflector has keyhole slots for no-tool removal from the electrical
housing for ballast access. H.I.D. socket is 4KV pulse rated medium
base. Optional G-12 base socket available for 150PMH lamp mode.
Fluorescent sockets are universal for 26W, 32W, or 42W PL lamps.
Reflector Modules: Die-cast, low copper (< 0.6% Cu) aluminum
with a vacuum metalized reflective finish and protective coating.
Reflectors are attached to the upper reflector, and configured for
up-light, or restricted up-light depending on the specified fixture.
Electrical Components: Electronic H.I.D. ballasts are high power
factor, low frequency, -20°F starting, mounted to a hinged tray as a
self-contained module which includes disconnect plugs for field
wire and socket connections. Fluorescent ballasts are electronic,
high power factor, 0°F starting, mounted on a plate provided with
keyhole slots for attachment to the electrical housing. Induction
Fluorescent lamp / high frequency generator package is high power
factor, -4°F starting, mounted on a plate provided with keyhole slots
for attachment to the electrical housing.
Finish: Standard finish on fixture electrical housing, optional PB2 and
TB2, is white super TGIC powder coat paint applied over a Titanated
Zirconium conversion coating. Consult factory for custom colors.
CAUTION: Fixtures must be grounded in accordance with national,
state and/or local electrical codes. Failure to do so may result in
serious personal injury.
