JOB TITLE: Regional Facilities Manager
DEPARTMENT: Facilities
JOB SUMMARY: Plans, directs, and supervises staff (skilled, semiskilled, and unskilled trade
personnel) efforts to effectively complete activities related to daily operations (repairs,
maintenance, security/safety). The Regional Facilities Manager is responsible for building and
grounds maintenance, construction projects and the installation and maintenance of
equipment. The manager minimizes building maintenance issues through use of a robust
Preventative Maintenance Program for each facility in the region.
POSITION REPORTS TO: Director of Facilities
ESSENTIAL JOB FUNCTIONS
 Reviews work orders submitted by staff through Q Ware. Prioritizes and assigns work
to staff; ensures repairs to buildings, equipment or grounds that create potential
hazards for residents and staff are addressed first.
 Locates, inspects, troubleshoots and initiate repairs.
 Manages all activities related to the maintenance of the physical plant which includes
painting, snow removal, grounds work, drywall, roofing, electrical, light plumbing and
other repairs as necessary.
 Purchases materials and equipment required for maintenance repairs; ensures products
and services are purchased cost effectively.
 Utilizes personal vehicle to travel between ESLC facilities as required.
 Leads preventive maintenance efforts tied to cleaning and servicing induction unit
filters, bed side rails, fire pumps and generators.
 Monitors compliance with preventive maintenance program for HVAC equipment;
makes daily rounds.
 Ensures monthly equipment safety checks are completed; follows-up to ensure that
issues identified during safety checks are repaired.
 Receives all new equipment; ensures all equipment is inspected and ensures pertinent
information recorded and put into service. Observes all requirements, codes and
regulations for all bodies having jurisdiction.
 Maintains library of code manuals for all equipment; consults manuals and confers with
the Director of Facilities on all new installations when they present electrical,
mechanical or logistical problems.

Attends staff and in-services meetings as scheduled.
Manages departmental expenses, including payroll hours, to ensure monthly budgets
are met.
Meets attendance, punctuality, in-service and health assessment requirements as
outlined in performance appraisal.
Assists in fire alarm testing and fire drills.
Schedules and coordinates testing of emergency generators.
Exhibits a thorough knowledge of maintenance, security and safety policies of ESLC.
Reads and interprets technical drawings covering all aspects of the physical plant and
equipment contained therein.
Assures compliance with all codes that pertain/relate to the physical plant, safety and
Department of Health regulations for the church home.
Surveys all buildings and grounds weekly to monitor safety and repair needs of the
plant. Locates, inspects, troubleshoots and make repairs as needed.
Works with Director of Facilities, as necessary to secure outside contractors to
complete jobs.
Maintains required records on all maintenance activities performed and equipment
needs.
Leads the development and implementation of an effective system for recording,
storing and reporting on capital equipment and property data in order to promote
efficient operations, economy and history.
Maintains a library of all facilities’ blueprints, technical documents, building records,
building permits and certifications.
Participates in the recruitment, selection, orientation, performance management and
on-going development of department staff.
Complies with facility in-service requirements.
Works with vendors to ensure work is completed accurately and on time in accordance
with ESLC’s purchasing policy.
QUALIFICATIONS:
 Knowledgeable of general building systems and operations including generators and
compressors.
 Ability to read blueprints and technical materials.
 Knowledgeable of mechanical, electrical and plumbing systems.
 Detailed knowledge of NYS DOH long-term care and housing regulations, building
codes, OSHA regulations and state sanitary codes.
 Demonstrated leadership, organization and communication skills.
 Ability to represent the interests of ESLC and interact effectively with engineers,
architects, contractors and vendors.
 Ability to interact courteously and tactfully with staff, residents, family members,
visitors, vendors and the general public.
EDUCATION: Associates degree or equivalency required. 3 years of general maintenance work
with management function REQUIRED. Maintenance certificate or licensure preferred.

EXPERIENCE: Minimum of 5 years’ experience in senior health care and housing, OR ay
combination of education and experience. A minimum of 2 years supervisory experience is
required. Candidate must demonstrate that he/she has the knowledge and skills required to
perform the duties outlined in the job description for this position.

Performing duties of this job requires prolonged walking and standing. Must be able to regularly

SUPERVISORY RELATIONSHIP: The work is performed within established guidelines, and
requires periodic supervision. The employee exercises continuous initiative and independent
judgment to effectively perform the essential job duties of this position.
RESPONSIBILITY FOR OTHERS: The employee has direct supervision responsibility.
SAFETY RESPONSIBILITIES: Shall be fully acquainted with all safety policies and procedures of
the Church Home. Takes an active role in all fire drills during the shift and/or emergencies for
internal and external disasters as monitored by supervisor and incident manager. Must comply
with facility in-service requirements.
Maintain confidentiality of all information related to the organization, residents, participants,
family and staff, that may be encountered, either formally or informally, during the normal
course of business. This includes medical and treatment records, financial and human resources
information.
