Position Description Page 1 of 3 HVAC PREVENTATIVE MAINTENANCE TECHNICIAN Position descriptions are intended to present a descriptive list of the range of duties performed by employees in the class. DEFINITION To perform, conduct, complete thorough preventative maintenance on all heating, ventilation and air conditioning systems and equipment throughout the facilities owned by the City of East Lansing. General duties include inspection, testing, cleaning and minor repair and/or adjustment of all types of HVAC equipment serving East Lansing City Hall, East Lansing Hannah Community Center, Fire Station #1, East Lansing Public Library, and other facilities as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Facilities Technician Coordinator and Director of Parks and Recreation Facilities, or designee. Position does not provide supervisory oversight. ESSENTIAL AND MARGINAL FUNCTIONS Essential Functions Conduct visual and auditory inspections of equipment to assess function, including contactor pitting inspections, ampere monitoring and voltage inspections, equipment and bearing temperature inspections, pulley inspections, shaft end-play and shaft deflection inspections, etc. Perform standard preventative maintenance tasks of various pieces of equipment in accordance with manufacturer’s standards, including filter changes, lubrication of bearings and related, inspect/tighten electrical connections, checking refrigerant pressures on all equipment 25 tons or less, inches of water column tests on all forced air gas fired heating units, test and inspect steam traps, etc. Complete minor equipment adjustments and repair, including but not limited to belt replacement/adjustment, alignment and set screw adjustment, chilled water and heating coil cleaning, evaporator and condensing coil cleaning on equipment 25 tons or less, maintain and treat condensate pans, Identify, evaluate and make recommendations related to equipment condition in order to prevent and/or minimize equipment failures and down time. Complete preventative maintenance forms as provided and prepare reports. Assist on special projects as may be identified by the Facilities Technician Coordinator and Director. HVAC Preventative Main. Tech. Position Description Page 2 of 3 Marginal Function Knowledge of and experience with Preventative Maintenance programs and/or software. QUALIFICATIONS Required Equivalent to the completion of the 12th grade, plus at least 2-5 years supplemental experience or education in HVAC; CFC Type I and Type II certification or universal certification. HVAC hand tools and test equipment. Transportation service vehicle with valid plates and insurance. Valid Michigan Drivers License with no major traffic violations or suspensions in previous 5 years. Knowledge of: Air conditioning theory, pipe fitting, and mechanical layouts Roof top air handlers with chilled water coils, gas fired heating, and direct expansion or mechanical cooling Mini split cooling systems, mini split heat pumps Chilled water and hot water coils with DDC and pneumatic actuators, pneumatic and DDC operated variable air volume boxes, pneumatic operating mixing boxes, and pneumatic air stations, thermostats and steam valves. 4 to 20 pulse width actuators Chilled and hot water pump and motors Heating and domestic water circulating pumps 480 volt 3 phase exhaust fans and 120 volt grey water pumps and exhaust fans. 480 volt 3 phase storm and sewer lift stations Ability to: Function highly independently with minimal direct supervision Understand and follow oral and written instructions. Position Description Page 3 of 3 WORKING CONDITIONS Perform duties in diverse conditions including but not limited to mechanical equipment rooms with exposure to noisy operating equipment, exposure to extreme weather conditions, precarious places, accumulated precipitation on and around serviceable equipment, ceiling plenums, unpleasant odors, wet or damp environments, dimly lit equipment enclosures, etc Perform simple and power grasping, pushing, pulling, use of hands, fingers, walking, stooping, kneeling, crawling and reaching Lifting and or moving up to 10 lbs frequently and occasionally lift or move up to 50 - 100 lbs. Must be able to pass a physical, drug screening and back ground check WAGE AND BENEFITS This is a contingent, part-time position, working 24 to 32 hours per week. Emergency weekend and evening work may be required. Wage is $18.59 - $25.99 per hour, depending on experience. Monthly $30 cell phone stipend and annual tool stipend of $300. Monthly vehicle stipend of $135 plus mileage reimbursement.
