A Message
FROM THE PRESIDENT
Dear Members,
Every month as I write these messages I try to cover everything from my last message, things
that have happened and things that are coming up. This past holiday season was one of the
highest temperatures on record. I can’t remember wearing just a t-shirt to leave the house. Wasn’t
sure if I should go to Home Depot to buy salt for snow or seeds for planting. It reminded me of an
old TV electronics commercial, Crazy Eddie. He would have 4th of July sale in December and vice
versa (I might have just dated myself). Don’t get me wrong, I enjoyed the warm weather.
The January meeting was well attended with 97 people in attendance with Sal Terranova from
Charlotte Pipe speaking on the “History of Cast Iron Pipe”. The only glitch that night was the
microphone malfunctioning. The restaurant manager diligently tried to get the system working,
with no prevail. When I mentioned to Sal that the microphone was not working, he was not
worried. His response to was, “I’m Italian, I have no problem talking loud!” Spoken like a true
champ. Another positive note for the evening was the respect of everyone in attendance that gave
him full attention and was totally silent throughout the presentation. Another thank you goes to
Charlotte Pipe and Platsky for sponsoring the night’s event.
On the subject of meetings, our next meeting, it will be on February 6th with the subject on “High
Efficiency Hot Water Strategies” by Sean Dabroski of G.A. Fleet Associates.
The week of February 21st is engineers’ week. It’s a time to raise public awareness of engineers'
positive contributions to quality of life. It helps promote recognition among parents, teachers, and
students of the importance of a technical education and a high level of math, science, and
technology literacy, and motivates youth, to pursue engineering careers in order to provide a
diverse and vigorous engineering workforce.
Registration for the Certified Plumbing Design (CPD) examination is open until March 11th and
testing dates are Thursday, March 31 and Friday, April 1, 2016. Visit https://aspe.org/CPD for
more information.
The NYC ASPE Chapter is continues be number one in the nation with over 300 active members.
Thank you to everyone who makes this possible. We ask that when people join or renew their
memberships that you have to make certain that you select NYC affiliation. Speaking of updating
your information please let us and national know if your email or mailing address has changed.
February brings, Ground Hog Day, Valentine’s Day, two (2) US President birthdays, past and
present ASPE president birthdays.
See you at the meeting Wednesday night,
Salvatore Rachiele

Temperature Control AND High Temperature Safeguard!
“…And the two shall be as ONE.”
A safe, reliable hot water system is a marriage
between mechanical components and a control
system with built-in safeguard protection. The
ETV-Plus includes everything you need:
• 3-Way Stainless Steel Electronic Tempering
Valve and Actuator that meets California
lead-free standards.
• Temperature Monitoring Control – High
Temperature Safeguard with Solenoid Valve
• Remote Communication capability via
Internet or BACnet
Safety that Endures
When the mixing valve sensor detects an overly
high supply water temperature, the ETV-Plus
signals the solenoid valve located in the hot
water supply line to close, shutting off hot water
supply to the system. It also triggers an alarm
to notify personnel and enacts a manual reset
requirement so that the valve will not re-open
until the problem is resolved.
With remote communications capability (via the Internet or BACnet) these alarms
and other control points can be seen and accessed via the internet or an Energy
Management System.
These interactive components build a foundation for long-term safety.

JANUARY MEETING MINUTES
Matter of Record—By Robb Risani
Minutes from the January 6, 2016 meeting of NYC chapter of ASPE.
6:30pm- The meeting was called to order by Salvatore Rachiele ASPE NYC President. The Pledge of Allegiance was recited. Mr.
Rachiele thanked everyone for coming out to the meeting.
Mr. Rachiele acknowledged past presidents in attendance, Rick Sorvillo, Leon Perkolaj, and Vincenzo Rotoli.
announced that there was a separate sign in sheet for CEU credits.
Mr. Rachiele
Mr. Rachiele introduced Jon Ross, ASPE Membership VP. Mr. Ross welcomed everyone and announced that our chapter has 300
+ members! Mr. Ross announced and welcomed the newest members of the chapter whose names can be found within the
newsletter. Two reimbursement checks were then given out for members who participated in the reimbursement program.
The program involves reimbursement of membership dues for new members who attend at least 4 meetings in their first year.
The checks were presented to John Schmidt and Willie Abernathy.
Vincent Armenti, ASSE NYC President announced that he had attended the annual international ASSE meeting in Phoenix,
Arizona in November with Joe Munafo, NYC ASSE 1st Vice President. The NYC ASSE chapter was awarded the best website and
most new members 2015. Mr. Armenti then announced that the 2016 international meeting would be held in November in Las
Vegas, Nevada and is encouraging more members attend this year to represent New York City.
Mr. Armenti reminded everyone that there is an ask ASPE and ASSE resource for any questions that you may have or that
others would benefit from please email NYCASPELegislative@gmail.com and NewsletterASSENY.org.
Mr. Armenti announced Sal Terranova of Charlotte Pipe, the presenter and co-sponsor of the meeting. Mr. Armenti then
welcomed Andrew Stern, of Platsky, co-sponsor of the meeting to introduce Mr. Terranova.
Mr. Stern introduced himself and indicated that Platsky was dedicating itself to support engineers on the technical side and
specifications. He encouraged engineers to reach out to him as a resource in the future. Mr. Stern thanked Charlotte and
Platsky for sponsoring the meeting and welcomed Mr. Terranova to begin his presentation.
6:40pm-7:35pm
Note: the following are general points of discussion of the presentation, which will be on the ASPENYC website.
The History of Cast Iron Pipe
Mr. Terranova began the presentation by discussing the history of cast iron pipe. Cast iron pipe’s uses originated in Europe as
both pressure and drainage pipe as a more durable replacement for materials like lead, wood and clay in 1455. An engineer
with Chelsea Water Company developed the bell and spigot joint in 1785. The first recorded use of cast iron in the United
States was in 1801 in Philadelphia, PA. The first production of pipe in the US in 1819 in New Jersey. By 1898 there were
approximately 37 foundries in the United States producing soil pipe, there currently are only 3 foundries: Charlotte Pipe and
Foundry Co., Anaheim Brass & Iron, and Tyler Pipe. The term “soil pipe” likely originated from the days before indoor
plumbing when “night soil” was removed from sleeping quarters in the morning. Today cast iron pipe is manufactured for
sanitary and storm drainage applications while ductile iron and other materials are used for pressure pipe. In 1949, The Cast
Iron Soil Pipe Institute (CISPI) was formed. CISPI produces product standards, performs plant inspections/quality control
reviews and employs field technical staff providing knowledgeable assistance to the engineering and code community
nationwide.
Cast Iron soil pipe is used sanitary drain waste & vent and storm drainage. Cast Iron can be used above and below grade,
temperatures up to 212ºF, designed for gravity drainage (zero psi) but is tested to 10 ft. of head, is used with discharge of
neutral liquids in a pH range of 5 to 8.
Cast Iron advantages were then discussed. Cast Iron is the quietest of PVC solid wall, PVC foam wall, and ABS Foam core. Cast
iron expands & contracts at about the same rate as structural steel and concrete so it literally “moves with the building” and
special compensation and/or joints or offsets are usually not required even in high-rise construction. Unique fittings such
toilet chair carriers are only available in Cast Iron and are key components in commercial, institutional and multi-story
construction. Cast Iron is non-combustible. Cast Iron is resistant to abrasion which can be caused when cleaning the pipes
with a drain cleaning machine.
Domestic Cast iron Soil Pipe is manufactured from 95% plus recycled post-consumer scrap iron and cast iron is 100%
recyclable.
33
Cast Iron systems are either hub and spigot (service weight (SV) or Extra Heavy (XH)) or Hubless (No-Hub).
Mr.
Terranovanoted that there is a misconception that service weight and hubless were the same weight, he made it clear they
are two different weights and should not be confused with each other. The major codes allow either hub or spigot or hubless
both above & below grade. Hub and spigot are typically used below grade where ease of pulling joints together in trenches
and close quarters is a real plus. Hubless is most often used above grade where compact size and ability to adjust fittings
orientation during installation are important. Hubless, SV & XH each have slightly different dimensions and are unique to Cast
Iron. While dimensionally somewhat close to Schedule 40 Iron Pipe Size, no type of Cast Iron Pipe is Schedule 40.
Mr. Terranova reviewed the different installation methods, techniques and tools for installing cast iron pipe and fittings. For
sizes greater than 8”, Cast Iron is cut using an abrasive chop saw, wheel cutter, or hammer and chisel. For sizes smaller than
8”, cast iron is cut using snap cutters. Hub and spigot was originally joined using a hub tightly packed with a fiber known as
“oakum” and sealed with molten lead. Hub and spigot is now joined (except in Chicago) by using compression gaskets.
Gasketed joints can provide up to 5% deflection allowing for flexibility in trenches. Hubless pipe and fittings should be
assembled using couplings that either are standard couplings meeting CISPI 310 (ASTM A 1277) or “Heavy-Duty” couplings
meeting ASTM C 1540. Mr.Terranova noted that heavy-duty couplings are slightly longer length than 310 couplings and can
overlap the lug stop on the no-hub fittings. Mr. Terranova recommended not mixing and matching coupling manufacturers on
a project as different manufacturers have different torque requirements on their couplings. Heavy-Duty Couplings do not
provide restraint nor do they take the place of recommended bracing, restraint or support. Cast iron soil pipe, fittings,
couplings and gaskets are unaffected by direct contact with concrete. Mr. Terranova further reviewed installation
underground, in and under slabs, in corrosive soil, PE encasement, and above ground. For above ground installations, he
reviewed vertical piping supports at the base of each stack, vertical piping support at each floor, horizontal piping supports
(one support is required per code for each full 10 ft. length), thrust restraints, sway bracing, and seismic restraints.
Prior to enclosing above ground systems or back filling buried systems test the piping system to check for leaks. Always test
systems in accordance with local code requirements. Use a hydrostatic (water) test as it is the most reliable, common and
safest leak test. Test to 10 ft. of head (4.3 psi) and never test using compressed air or gasses. If necessary a smoke or
peppermint test may be performed
Cast iron soil pipe and fittings are renowned for quality and longevity in sanitary/DWV and storm drainage service. Over 95%
of the cast iron soil pipe systems ever installed in the US are still in service today, in in in some cases in buildings well over
100 years old. Coatings do provide some protection against surface rust developing in storage and a better cosmetic
appearance but the truth is that coatings have little to do with the excellent service and long life that cast iron provides.
Currently there are no ASTM or CISPI standards for epoxy or any other enhanced coatings for cast iron soil pipe. A Task Group
was formed in 2013 in the ASTM A04.12 Sub-Committee to consider development of a consensus standard for enhanced
coatings. CISPI 301, ASTM A888, ASTM A74, CISPI 310, ASTM C1288 and ASTM C1540 are standard specifications for “Sanitary
and Storm Drain, Waste and Vent Piping applications”.
European Standards for Pipe, Fittings & Couplings, EN 877 includes requirements for coatings which could include epoxy. The
coatings are not intended to provide protection against liquids with a pH of less than 2 (a mild acid) or greater than 12 (a
mild alkaline solution).
Types of coatings used on domestic CISP include Cold Dip Asphalt Emulsions, Hot-Dip Asphalt, or Ecoat. Ecoat evenly coats
even hard-to-reach areas of fittings Thin consistent coating allows threaded fittings to be coated after tapping providing full
corrosion resistance to threaded parts.
Types of coatings used on non-domestic coatings include Modified Bituminous Varnish and Epoxy Paint. Modified Bituminous
coating contains 25% xylene (which is a VOHAP) and is not permitted for use in the US without utilizing very expensive
environmental controls. Epoxy paint sprayed on and baked in fittings or allowed to air dry on pipe. Some epoxy paints may be
high VOC – always ask for MSDS sheets from your supplier.
Model plumbing codes require that special waste be treated or neutralized before discharge into any piping system listed for
sanitary or DWV service. All cast iron soil pipe regardless of coating is only listed for DWV or storm service.
Mr. Joseph Tagliaferro, ASPE Legislative Vice President, presented Mr. Terranova, Charlotte Pipe, and Platsky with certificates
of appreciation.
Mr. Tagliaferro thanked everyone for attending the meeting.
7:35pm- meeting concluded

WQA Addresses Drinking Water Crisis
in Flint, Mich.
Source: Water Quality Assn.
Organization offers facts & tips about treating for lead contamination
The Water Quality Assn. (WQA), an
Illinois-based not-for-profit
organization, is offering informational
resources to help with the drinking
water crisis in Flint, Mich. Flint
residents are expected to receive
federal aid to help ensure access to
safe drinking water. On January 16,
2016, President Barack Obama
signed an emergency declaration for
the Federal Emergency
Management Agency (FEMA) to
coordinate all disaster-relief efforts.
According to the declaration, “This
emergency assistance is to provide
water, water filters, water filter
cartridges, water test kits and other
necessary related items for a period
of no more than 90 days.”
Lead has been identified as the waterborne contaminant of primary concern for Flint’s
residents. To minimize the presence of contaminants such as lead, which may enter the
water after it has left a municipal treatment facility, WQA recommends water treatment
equipment that has been certified by an American National Standards Institute-accredited
certification body; such entities include WQA’s Gold Seal Product Certification Program,
NSF Intl. and Underwriters Laboratory. Flint residents are encouraged to
