YOUTH COUNCIL LEGISLATIVE PROPSALS
The “Flex Hockey” criteria has been discussed and legislative proposal has been submitted. This
category is intended to serve the casual player looking for less structure, in an effort to keep
kids involved in hockey without the significant time or financial commitment of more structured
programs. Flex hockey can provide the opportunity for multiple age groups and varying levels to
play together in a safe and fun environment.
The Tier I legislative proposals attempt to better define the structure & expectations of teams
& programs participating at the Tier 1 level. A national definition with consistent parameters
applying to programs from coast-to-coast has been requested by the majority of Tier 1 program
leaders. We’re sure there will be a lot of discussion about these proposals.

NTDP Tryouts:
March 18 – 22, Plymouth, MI: ADM staff assisted Ryan Hardy, NTDP coaches & evaluators…the
ADM staff had the opportunity to run three on-ice, age specific, demonstration practices with
the top forty-four, 15 year-old players in the country that were trying out for the NTDP. ADM
staff also assisted with bench coaching during scrimmages and provided Ryan & his evaluators
with player evaluations. This was an outstanding opportunity provided by Ryan & the NTDP to
connect the ADM program with our highest level of player development.
ADM Meeting with Tier I & High Performance Programs
April 17 – 20: ADM staff hosted meetings with approximately 25 representatives from Tier 1
programs, Prep schools, MN high school, NAHL, USHL, College Hockey Inc, etc in conjunction
with the IIHF World U18 Championships. This was the second year that we’ve run such a
program to enhance communication with the programs that include most of our best players
between 14 – 20 years old. The specific intent of this year’s program was to inform these
programs about USAH’s age specific player development, off-ice & on-ice programming
recommendations – and ask these representatives to deliver the information back to all
members of their organizations. We also took the opportunity to seek feedback on our national
championships, national select festivals & current legislative proposals.
NARCE Hockey Director Certification Program
May 15-19: 63 hockey directors, club leaders & Affiliate/ District reps attended this 4 day
program in Columbus, OH as part of the STAR NARCE program. This group directly influences
over 72,000 youth players. Our ADM staff led daily age specific classroom presentations, off-ice
& on-ice practice demonstrations. This is a great opportunity to share USAH programming
recommendations & connect with leaders that directly influence grass-roots hockey
programming. One of the very best, most effective programs USAH offers.
ADM Goaltending Manager – Phil Osaer
Try Goalie Days are free ice sessions where players borrowed equipment that was lent by Total
Hockey. The first time goalies were then broken up into stations and had the chance to play
goalie and learn the basics of making saves and enjoy the position of goaltender.
Coaching Coaches Clinics are designed to teach the non-goalie coach the basics of the position
and how to help develop their goaltenders. The clinics were structured with a classroom
session where the coaches were taught 6 drills and the fundamentals to look for within those
drills. Then the coaches went on the ice with and ran the goalies through 6 station based drills.
Phil Osaer and the club’s goalie coach would coach the coaches as the drills were going on.
After the on-ice session, goalies, parents and coaches would get together
4
In an effort to learn as much as possible about goaltending development, I researched various
methods being used around the country.
