Description This contract(s) is being procured in accordance with the Selection of Architects and Engineers statute (40 U.S.C. sections 1101-1104). Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The solicitation is being issued with the anticipation of awarding a minimum of six (6) IDIQ contracts. 1. This is an Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for A-E services with ancillary professional services as described herein for various Navy Morale, Welfare, and Recreation (MWR) and Navy Gateway Inns & Suites (NGIS), Non-appropriated Funds (NAF) construction-type projects for U.S. Navy and other DoD organizations and agencies located in the United States, its territories and other facilities in host nations. 2. A full range of A-E services for engineering, design and construction phase services is anticipated, which may include, but is not limited to any or all of the following: engineering, design, engineering during construction for U.S. Navy Non-Appropriated Fund (NAF) Construction Program and other NAF projects. Engineering and design within these services also include, but is not limited to, design of new construction, both vertical and horizontal, alteration of facilities, maintenance and repair of real property, pre-design site assessment, engineering and design during construction and other technical services may be required. The contractor is also Public Notice Request for Qualifications Page 2 of 10 A-E Services Requirement HDQMWR-16-R-2001 CNIC NAF Construction required to have expertise and knowledge of: DoD Unified Facilities Criteria (UFC) program requirements; Unified Facilities Guide Specifications (UFGS) requirements; US Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) registration and certification requirements; the design of Anti-Terrorism/Force Protection (AT/FP) requirements; the design of Architectural Barriers Act (ABA) requirements; the design of Americans with Disabilities Act (ADA) requirements; U.S. Consumer Product Safety Commission (CPSC) Public Playground requirements; American Society for Testing and Materials (ASTM) standards; United States Golf Association (USGA) and common golf design practices; geospatial information systems (GIS), building information modeling (BIM), security, data, and communications systems; fire protection and life safety systems; mechanical systems and commissioning. 3. Ancillary professional services which may include, but are not limited to any or all of the following: project programming/validation and planning, feasibility and concept studies, space utilization, design concepts/standards, research, analysis, design/build request for proposal preparation and construction phase support. Professional services also include, but are not limited to, topographic and boundary surveys to include mapping, geotechnical investigation and reports, bathymetric surveys, wind-wave analysis, studies and reports, seismic studies, cost estimates, design reviews, life cycle costing, computer aided drafting and construction management services. Ancillary professional services may be in support of an A-E services requirement or stand-alone requirement. 4. The NAF Construction Program and other NAF projects include, but are not limited to construction of new or repair and renovation of existing: Transient Lodging, Car Washes, Golf Courses, Golf Clubhouses/Maintenance Facilities, Officer and Consolidated/Enlisted Clubs, Youth Centers, Outdoor and Indoor Recreation Centers, Bowling Centers, Auto Skills Centers, Community Activity Centers, RV Parks, Cottages/Cabins, Sports Complexes/Fields, Theatres, Marinas and other MWR/NGIS projects. Projects may include multipurpose/multifunctional facilities or complexes for multiple program requirements. 5. There are existing requirements for submittal formats and content on many of the requirements components. These requirements will be provided as part of Request for Price Proposal for the contract(s). Unique requirements will be included in a Request for Price Proposal for task order. 6. The wages and benefits of service employees performing under the contract(s) must be at least equal to those determined by the Department of Labor under the Service Contract Labor Standards Statute, as determined relative to the employee's office/performance location (not the location of the project). 7. Total cost of the task orders placed against a contract will not exceed $2.5 million for all years or $500,000.00 for any contract period (year). The minimum individual task order amount for which a contractor shall be required to perform will be $1,500.00 with a maximum amount of $200,000.00. Orders under or over these amounts may be accepted by mutual agreement between the NAFI and firms during the performance period. The contract will have a base period of one year and four (4) one-year option periods with a minimum guarantee of $5,000.00 during the base period. Task orders issued during the performance period of the contract shall be executed as if the contract is in full force and effect if not completed during the contract performance period. The NAFI reserves the right to exercise the option years to extend the contract term. There will be no future public announcements in the event the options included in the contract are exercised. The NAFI reserves the right to make future awards for the same or similar services at its discretion. 9. The contract will be an IDIQ where performance will be required on an as needed basis during the life of the contract providing the NAFI and contractor agree on the amount. Each project task order will be a firm fixed price A-E Contract. V. Evaluation 1. Responsive qualification submissions received by the closing date will be evaluated based on the following Factors: a) Technical (listed in descending order of importance) 1) Specialized Experience and Technical Competences a. Submittals must demonstrate the recent specialized experience and technical competence of the prime firm and all consultants in the services required for projects of a similar nature to the Navy NAF Construction Program. Describe the prime firm and consultants experience working together. A “project” is defined as either a stand-alone contract or a single task order under an IDIQ contract. Services of projects submitted must have been completed within the past 10 years. b. Describe how the prime ensures quality consistently across the entire team and how quality of subcontractors work is assured. Describe internal quality assurance procedures and indicate effectiveness. Address the teams QC processes for checking documents for errors, omissions and quality and incorporating and tracking review comments. The qualification submission submitted in response to this request will be evaluated as part of the quality evaluation. Include an organizational chart with specific position titles, which clearly indicates all authority and communication lines for the prime and consultants and description of capabilities and equipment. 2) Professional Qualifications Identify the qualifications of all key personnel for the prime firm and consultants. The evaluation will consider the experience, education, training, certifications/licenses and longevity with the team for all key personnel. 3) Past Performance Public Notice Request for Qualifications Page 4 of 10 A-E Services Requirement HDQMWR-16-R-2001 CNIC NAF Construction The information provided in the submission may provide the major portion of the information used in the NAFI evaluation for past performance. The NAFI however, is not restricted to the information provided by the submission and may use other sources to assess past performance information such as the Past Performance Information Retrieval System (PPIRS), Architect Engineer Contract Administration Support System (ACASS) and inquiries with previous customers/owners. If the A-E received any less than satisfactory past performance evaluations from customers/owners, it is incumbent upon the A-E to provide an explanation of the rating and what the A-E has done or will do to preclude less than satisfactory ratings on future contracts. No less than five (5) or more than ten (10) Past Performance References (See Section IX) completed for projects within the last ten (10) years shall be submitted. Performance Survey shall be from the contracting agent and/or their representative responsible for the construction contract administration, or from the facility owner/user. It shall not be from the prime contractor on a design-build or design-bid-build project nor shall it be from a prime contractor to a subcontractor. 4) Capacity Describe the proposed team’s ability to complete several large and small task orders (minimum of three (3)) concurrently requiring quick turnaround. Indicate the firm’s current workload and the availability of the prime and consultants for the specified performance period. Firms must address and demonstrate capacity to execute multiple task orders simultaneously. b) Additional secondary Technical Factors which will be considered for award of individual task orders for A-E services (listed in descending order of importance) 1) Knowledge of the Locality Describe and illustrate the team’s knowledge of local conditions or project site features, such as geological features, climatic conditions, local construction methods or local laws and regulations. 2) Geographic Proximity Location in the general geographical area of the project; provided, that application of this factor leaves an appropriate number of qualified firms, given the nature and size of the project. Address ability of the firm to ensure timely response to requests for onsite support. 3) Equitable Distribution Volume of work previously and/or currently awarded to the firm by the NAF or other DoD organizations and agencies will also be considered, with the object of effecting an equitable distribution of A-E contracts among qualified A-E firms and meeting the minimum guarantee. c) Technical Factor which may be considered for award of individual task orders for ancillary professional services only 1) Schedule Provide a project schedule (chart) graphically representing the integration of all significant elements of work in days of effort as required. Generally, schedules that are shorter or more closely conform to a stated NAFI desired performance period shall be more favorably considered. A technical evaluation board will review the factors above and apply the same to all submissions received prior to making its recommendations for interviews. Those firms recommended by the board will be invited to participate in in-person interviews at NSA MidSouth, Millington, TN prior to the final ranking of the most highly qualified firms. 2. Upon completion of the ranking of the most highly qualified firms a Request for Price Proposal will be issued to the most highly qualified firm(s) for a proposal which will be negotiated for fair and reasonable prices. In the event a fair and reasonable price is not obtainable through negotiations with an individual firm(s); negotiations will be terminated and the Request for Price Proposal issued to the next highest qualified firm and so on until such time as the NAF obtains fair and reasonable contracts. 3. Task orders for A-E service requirements will be competed by issuance of Request of Price Proposal to the IDIQ contract holder determined most highly qualified based upon an assessment of the technical evaluation rankings and individual project requirements with negotiations to obtain fair and reasonable pricing. In the event negotiations are terminated as with the initial IDIQ contract solicitation the Request for Price Proposal will be issued to the next most highly qualified contractor. Task orders for ancillary professional services only may be competed by issuance of a Request for Proposal to all or select IDIQ contractor holders simultaneously based upon price and schedule at the discretion of the Contracting Officer.
