Community Colleges for International Development (CCID) is a 501(c)(3) with an annual operating budget of just under $1 million. Incorporated in 1976, CCID is primarily funded by membership dues from its 26 board member institutions and its approximately 150 members, all of which are community and technical colleges from the U.S. and similarly missioned (open access) institutions from around the world (polytechnics, workforce development focused, or less‐than‐bachelors‐
degree offering divisions of universities) that are committed to international engagement. Other revenue streams include conferences, sponsorships, grants, programming, J‐1 visa services, industry and education partners, consulting services, and donations. Currently CCID has a full time staff of nine, six of whom are located in Cedar Rapids, Iowa at Kirkwood Community College. Following are the current positions and locations: President (Cedar Rapids) Executive Assistant (Cedar Rapids) Program Manager (Cedar Rapids) Director of Advancement (Nebraska – home office) 3 Project Managers (Cedar Rapids, Seattle, Tampa) Exchange Specialist (Cedar Rapids) Accountant (Cedar Rapids) One part time temporary media designer is based in Cedar Rapids to assist with website and marketing material design. CCID also maintains a 3‐day per month contract with a consultant in Washington DC and engages on a contract for services basis with a range of partners/consultants as needed. Since 1998 the organization has been hosted at Kirkwood Community College in Cedar Rapids. Kirkwood, a CCID board member institution, has provided office space as well as facilities and administrative support for CCID during this period. Kirkwood’s role as fiscal agent for CCID has meant that CCID staff has been Kirkwood employees for purposes of HR functions and compliance. Between 1976 and 1998, CCID was housed at Brevard Community College in Florida and had a staff of one. In 1998, after the retirement of the president from Brevard, a new CCID president was hired. This individual was previously employed by Kirkwood Community College, strengthening the decision to relocate the Page 1 of 4
organization to Iowa. This move consisted of relocating a computer from Florida to Iowa, filing in Iowa, and working out the new host agreement with Kirkwood. Since the new president of CCID was already an employee of Kirkwood, there was a seamless transition of functions that fall under human resources. Due to the expansion of CCID and a shift in the nature of its work and needs, the CCID board and Kirkwood Community College determined that it is an appropriate time for CCID to seek a new hosting arrangement. CCID in 2014 looks quite different than it did in 1998. The next move will require serious consideration and logistics management due to the additional staff (a number of whom are currently remote), a much larger membership base, an increased budget, more sophisticated data management and technical requirements, current grants, and more diversified revenue streams. Proximity to strategic partners and funding sources (many of whom are in Washington DC, but also in other major hubs) is also a consideration. And, among other goals, there is an interest in ensuring that CCID is in the best position possible to best serve its non‐U.S. members and partners, as well as ensure the organization maintains a competitive edge as more opportunities around the world emerge for its members to engage in global workforce development and mobility opportunities. So while the executive offices of CCID should ideally remain in the U.S., the opportunity to leverage non‐U.S. office locations and staff would be welcomed. For these reasons, CCID does not wish to be overly prescriptive in what it seeks in a new hosting entity. Rapid growth and opportunities have drawn attention to the need to be highly strategic in this decision and to ensure that the partnership with a new host is mutually beneficial and supportive of each entity’s respective missions, which should complement each other. CCID also wishes to maintain its current signature functions and strengths that focus completely on serving its global community college board and members. Ideally the new partner will view CCID’s portfolio and collective expertise as a strategic and appropriate addition. Likewise, CCID hopes to benefit from the new host’s strengths in areas that are synergistic with CCID’s functions, such as capacity for research in the field of internationalization or policy expertise in global workforce development, for example. The basic needs of CCID include space and facilities support for up to 5‐10 staff members; Human Resources services, and integration with the host’s financial and technology systems (including data management/database capacity). Currently CCID utilizes Kirkwood’s SharePoint network and its server to host email, the CCID website, and as a data repository. While CCID originally relied on Kirkwood for its marketing, publication and design services, the expanding nature of CCID’s work has required that CCID hire its own part time media designer and outsource much of this work. The same occurred with the need for website development and design and a SQL database. CCID would prefer the ability to leverage a host’s marketing and communications capacity to assist CCID Director of Advancement with these functions. Likewise, CCID is open to exploring opportunities to offer certain services and personnel functions to a host organization. The process of relocating CCID will occur in stages so as to ensure service to its members is not interrupted. At this time, CCID welcomes Expressions of Interest from community colleges and other organizations that would like to learn more about how this hosting and partnership opportunity might Page 2 of 4
align with its mission, capacity, and strategic goals. With the ever expanding global demand for the niche expertise CCID offers, we believe there may be some excellent opportunities for a mutually beneficial partnership that deserves exploration. Due to some recent shifts in grant funding, there is also an opportunity to restructure CCID’s staffing and job descriptions, which could potentially provide some joint possibilities with a new host entity. The desired timeline for CCID to conclude its current host arrangement is December 31, 2014. The CCID Board of Directors, which consists of 26 college presidents from 5 countries, will discuss potential opportunities for CCID at its next board meeting in Las Vegas on Saturday, February 22, 2014. Based on the potential options, a more formal Request for Proposals will be developed and shared with interested parties as soon as possible after the Board Meeting. See www.ccidinc.org for more details. Proposed Timeline January 30, 2014 CCID distributes the Request for Expressions of Interest through its member institutions and global partner network. January 31 – February 13, 2014 CCID receives expressions of interest from organizations wishing to learn more about the opportunity. February 22, 2014 CCID board discusses the process and options at board meeting in Las Vegas. A committee is selected that will assist with the RFP and selection process. February 23, 2014 An open meeting is held at the annual conference for any conference attendees wishing to learn more about the opportunity to host CCID. Committee begins work on a formal RFP. March 15, 2014 An RFP is released. April 15, 2014 Proposals due to CCID. April 15 ‐ May 1, 2014 CCID Committee reviews proposal(s) May 1‐June 30, 2014 Page 3 of 4
Further discussions with interested entities and site visits are conducted as needed. Committee selects host(s) for board consideration. July 12, 2014 Board votes on new host for CCID at Board Meeting in Baltimore, MD. August – September, 2014 Transition and relocation plan is designed October – December, 2014 Decisions regarding move, staffing, transition, data and file e‐move, relocation, etc. are finalized and implemented. January 1, 2015 CCID staff becomes staff of new host entity. Note that this timeline is subject to change.
