Minutes of the Meeting held on Tuesday 12th April 2016 in the Village Hall

401. Approval of Minutes The minutes of the meeting held on Tuesday 16th February 2016
were circulated and approved by all and signed by JA.
402. Policing Report No report
403. Borough Councillor’s Report No report.
404. County Councillor’s Report RS asked for confirmation that “Leicestershire Matters”
has been delivered to Councillors. LJ asked RS about the future of mobile libraries. RS will
check and respond to LJ. The Clerk asked if RS had any information on the LED street light
replacement programme for Walton. RS will check and respond.
405. Matters arising from the minutes of the last meeting
1) Overhanging vegetation on Black Lane. LCC Highways have advised that no action is
needed at present. Clerk to advise Mr Eggleston.
2) Footpath between Black Lane and Poplar Hill. LJ is waiting to hear if LCC will add this to
the definitive map and take on the strimming of this path.
3) Memorial bench for John Bacon. The Clerk has heard nothing further from David Bacon.
4) Footpath behind Mr & Mrs Williams. GF has been asked by a parishioner for clarity on the
status of this path. The Clerk still has not received a full answer from LCC but will follow this
up.
5) Speed Limits on village approaches and in the village centre. JA is awaiting a reply to his
letter to Stuart Bullen
406. Correspondence Mr Carnell has emailed the Clerk regarding fire hydrants positioning
and marking on Poplar Hill and who is responsible for them. Clerk will contact Severn Trent.
407. Planning Applications
P/16/0392/2 Brookfields Farm Retention of change of use. No objections.
P/16/0374/2 Shuttlewoods Farm Erection of dwelling. No objections
P/16/0518/2 69 Six Hills Road Erection of garage and workshop above. No objections
P/16/0472/2 Shuttlewood Lodge Information only. Works to tree. No objections
408. Village Maintenance Severn Trent has started to replace the mains water pipes on
Poplar Hill and Six Hills Road. ST contactors, Laing O’Rourke have a photographic record of
the condition of the Greens prior to commencement and have given a written undertaking to
reinstate the ground as per the photos, after completion. The drain at the corner of New
Lane and Loughborough Road is blocked. Clerk to report to Highways. Clerk has received
confirmation that 33 metres of collapsed road on New Lane will be repaired. CBC have
cleared the fly tipping on New Lane but many small fragments have been left behind. Clerk
will report this. Persistent (always the same items) littering at a specific point on
Loughborough Road is to be reported to CBC. DP has received several complaints
regarding mud on Loughborough Road. Often this is washed away by the next rainfall.
Council agreed to monitor this in the future and contact the landowner(s) if appropriate. Mr
Brind’s quotation for mowing and strimming, 2016/17, was discussed and approved
409. Cheques and Finance
Five cheques were approved at the meeting.

The balance of the current account as at March 31st 2016 was £6325.65 This is the prior
year end (2015/16) final balance and will be carried forward in the accounts to the current
year.
Nicky Brockhurst has kindly agreed to continue as the PC’s internal auditor. The Clerk will
prepare the 2015/16 accounts for internal audit prior to the formal approval process due to
take place at the May PC meeting. The Annual Return has to be submitted to Grant
Thornton, external auditors, by June 30th 2016.
410. Website The Clerk confirmed that LCC will shut down the server which hosts the
current website on August 1st 2016 as part of their cost saving programme. All parish
councils are required to have a publicly accessible website under Transparency Rules, on
which certain key information must be published. Walton PC has considered all options and
chosen to use the LCC recommended contractor, 2commune Ltd, to source and manage a
replacement website. This will incur a year one (UNBUDGETED) cost of £630.00 and
annual costs thereafter of £250 to £350.
411. Members Points of Information JA asked the Clerk to speak with Mr Austin
regarding the potential joint project to create shared parking near the burial ground. GF
reported on the recent Village Hall meeting. LJ advised that Mr Butt wishes to stand down as
one of the ten VET responders (defibrillator). Brian Parker agreed to replace Mr Butt. LJ
raised the issue of charges for certain items at local tips. Council agreed that this will
probably result in increased fly tipping. LJ asked for agreement to source two new 5ft
benches with fitting/security kits, for the burial ground. These are budgeted in the 2016/17
budget so Council asked LJ to get quotes for approval at the May PC meeting. DP reported
that two youths had been seen behaving suspiciously on Poplar Hill. The police were
alerted. All need to be alert to such activity. JA & DP attended the British Gypsum liaison
meeting in March. DP will discuss timings for the second phase of burial ground planting
(bulbs and one Hazel tree) with Claire Jones.
